WATERCONSERVATIONDID YOU KNOW?Did you know at least 30% of the water used by single-family households is for outdoor irrigation. Much of which goes to waste due to evaporation or runoff caused by over-watering.

Proper watering, aerating, fertilization, grass-clipping control and attention to lawn height promotes deeper root growth. A lawn with deep roots requires less water and is more resistant to drought and disease.

The average residential size swimming pool loses about 1,000 gallons of water monthly, if left uncovered.

Using less water means less energy is required to treat it, pump it and distribute it. We can all do our part to maintain this precious natural resource.

Don’t water in the rain.Install a rainfall or soil moisture sensor for your automatic sprinkler system.

Be selective. Select plants native to our region that can thrive on little or no extra watering.

Water smarter. Install drip irrigation or soaker hoses to water plant beds, shrubs and trees.

Why is water conservation important?Water is a precious natural resource and should never be wasted, especially in the summer when water demands are highest.

Why do I need to follow the lawn watering schedule?The odd-even schedule reduces the daily demand on the City’s water system. By following the schedule we are all doing our part to conserve water.

What else can I do to help the City conserve water?Take advantage of the Water Smarter Incentive Rebate Program at: cityofbrandon.org/conservation You can save money (and water) by purchasing water-efficient devices!

Use a car wash.Commercial car washes use water recycling systems to conserve water.

STAGE 1• Green Designation - Watering is permitted only between the hours of 6:00 p.m. to 10:00 a.m., with consumers having even numbered addresses watering on even numbered calendar dates and consumers with odd numbered addresses watering on odd numbered calendar dates.

STAGE 2• Yellow Designation – Watering is permitted only between thehours of 6:00 p.m. to 10:00 a.m., and on the address basis as follows:Consumers having an address that ends: In 0 or 1 on Mondays In 2 or 3 on Tuesdays In 4 or 5 on Wednesdays In 6 or 7 on Thursdays In 8 or 9 on FridaysA Yellow Designation is automatically in effect if the water treatment plant produces 1.6 million gallons of water per day for 3 consecutive days or if production reaches 2 million gallons for a single day. After a Yellow Designation is in effect, if water production is less than 1.6 million gallons per day for 10 consecutive days, then the designation shall change back to Green.

STAGE 3• Red Designation – No watering of yards is permitted; watering of trees, shrubs, vegetables and flowers is only permitted between the hours of 6:00 p.m. to 10:00 a.m. Red Designation is automatically in effect when after a Yellow Designation, the water treatment plant produces 1.6 million gallons per day for an additional 7 consecutive days or if production reaches 2 million gallons for a single day. After a Red Designation is in effect, if water production is less than 1.6 million gallons per day for 10 consecutive days then the designation shall change back to Yellow. However, if the Red Designation is in effect for two times in a calendar year, then it shall stay in effect until September 15 of that year at which time it shall change to Green.

Place mulch around plants to hold

moisture and discourage weeds.

Don’t water on cool, rainy or

windy days.

Use a pool cover to cut down on

water evaporation.

Use a broom or rake rather than

a hose to clean sidewalks and

driveways.

Use a bucket of soapy water and

a hose with a shut off nozzle to

wash your car.

Set your mower blades higher,

Secretary’s Award

The City of Brandon has supplied eighteen consecutive years of safe drinking water to the public it serves and has been awarded the Secretary’s Award for Drinking Water Excellence by the South Dakota Department of Environment and Natural Resources. This report is a snapshot of the quality of the water that we provided last year. Included are details about where your water comes from, what it contains, and how it compares to Environmental Protection Agency (EPA) and state standards. We are committed to providing you with information because informed customers are our best allies.

Water Source We serve more than 9,981 customers an average of 862,000 gallons of water per day. Our water is groundwater that we produce from local wells. The state has performed an assessment of our source water and they have determined that the relative susceptibility rating for the Brandon public water supply system is medium.

Additional Information The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally-occurring minerals, and can pick up substances resulting from the presence of animals or from human activity.

Contaminants that may be present in source water include:

• Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.

• Inorganic contaminants, such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming.

• Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses.

• Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems.

EMERALD ASH BORER:WHAT YOU NEED TO KNOW. BY: MIKE VELLEMA CHAMPION TREE SERVICE AND SNOW REMOVAL

Emerald Ash Borer is an invasive, wood-boring beetle from Asia. The beetle is thought to have arrived in the United States in the 90’s in the Detroit area. Its even been traced back to its arrival to the US on pallets in its larva state. Since the arrival of EAB, the beetle has made its way throughout the US and Canada presenting a major challenge to our urban forest and our backyards. The Borer has destroyed millions of ash trees during its travels throughout the United States.

Emerald Ash Borer was identified in Minnehaha County in the spring of 2018, initiating the recommendation for therapeutic/preventative treatment. It is possible to protect and preserve healthy trees from EAB Infestation. Various methods of treatments do exist. However, Direct Trunk Injection has been proven, over and over again, to be the most effective treatment for ash trees. This process takes place anytime between Memorial Day and Labor Day, or any time that the tree is fully leafed out. Once the tree is actively growing within itself, it can take its medicine which is injected at the base of the trunk near ground level, and from there the tree actively carries the insecticide throughout the trees canopy to provide proper protection and coverage from the beetle. A program of sustained treatment will be needed to conserve trees through peak EAB infestation. It is recommended to have your trees treated every 2 years for a period of 10 years. Signs of Emerald Ash Borer:1) More breakage and dead branches in the top third of the trees canopy. 2) Branches break close to the trunk instead of mid-point.3) Striping of bark by woodpeckers searching for larvae4) 1/8 inch “D-Shaped” borer holes in trunk of tree.5) S-Shaped tunnels behind the bark. The important thing to remember is that your ash trees have over a 90 percent chance of being infected. It is very important to have a plan in place. Whether that be treatment or a plan for tree removal.

USE & DISCHARGE OF FIREWORKS Fireworks are regulated for the preservation of the public peace, mental health, and safety of the community. Unless authorized by a Permit issued by the City, public use of fireworks within the Cityis limited to those specific class 1.4G fireworks having no audible report (bang) or projectile or launching components. Examples of prohibited use fireworks include, but are not limited to, artillery shells (morters), fire crackers, bottle rockets, roman candles, parachutes and similar devices intended to propel or project flaming or explosive materials.

Does not include items commonly known as “sparklers”, snakes, snaps and smoke balls.

A. These items may not be used on any public sidewalk, street, alleyway, or property.

B. These items may not be used on any private property without the expressed knowledge and permission of the property owner.

C. These items may not be used whenever the Mayor, Police Chief, or City Administrator issues a complete ban on any use due to dry climatic conditions or other such emergencies.

PUBLIC DISPLAY PERMITS The City Council may, upon application, issue a fireworks permit to individuals, groups or organizations for organized, public fireworks displays. The permit may be for any date of the year upon such terms and conditions as established by the City Council.

VIOLATIONS Anyone who has been found to have discharged fireworks from their residence in violation of the city ordinance will be subject to a $250 fine per violation. In addition, the City of Brandon Police Department may immediately prohibit further discharge of any fireworks and confiscate remaining fireworks from the violator.

Only charcoal and untreated, unpainted, clean, dry wood and manufactured fire logs less than two feet in length may be burned.

The fire must not be on a wood or wood composite surface and must be contained in a pit, ring or manufactured fire pit or chimenea, or outdoor fireplace not exceeding three feet in diameter and two feet in height.

Fire pits and rings must be located at least 15 feet away from structures and combustible materials. They also must be no more than 18 inches in depth from ground level, must be at least 6 feet away from adjoining property lines, and must have an appropriate screen or cover in place.

Manufactured freestanding fire pits and chimenea must be located at least 15 feet away from structures and combustible materials. They must also be at least 6 feet away from adjoining property lines, and must have an appropriate screen or cover in place.

All recreational fires must be supervised by at least one person over 18 years of age until the fire has been completely extinguished.

A garden hose connected to a water supply or fire extinguishing equipment or materials must be readily available.

The use of flammable or combustible liquids is not permitted.

NOTEPolice and fire officials are authorized to require that a recreational fire be immediately extinguished if it is determined through investigation that the fire is not in compliance with the open burning rules, the smoke becomes a nuisance or is offensive to neighbors, or the burning is determined to constitute a hazardous condition. Any Open Burning, other than that listed above shall not be permitted unless prior, written authorization has been granted by the Brandon Volunteer Fire Department Fire Chief.

Weather Policy (per Keloland):If lightning or other threatening weather is detected, the pool will be closed for a period of 30 minutes. The 30 minutes begins again with each flash of lightning. Everyone must be removed for the pool area during this time.If the pool cannot reopen after 1 hour of closure due to bad weather, the pool will close for the remainder of that session. If possible, it will reopen for the next session.Temperature below or near 65° F at 1:00 p.m. - afternoon session will not be held. Temperatures below 70° F at 5:00 p.m. - pool will close at 6:30 p.m. No refunds will be given due to weather.

A program of supervised recreation for all Brandon area youth.

Types of ActivitiesAll activities are open to persons with disabilities. We encourage all children to actively engage and participate in age appropriate activities during the summer. The recreation dept. will provide accessibility assistance to make physical and social integration successful.

We will have a supervised program of crafts and indoor and outdoor games. Also many other special events will be held at the Brandon Elementary gyms & playground. These activities are open to children of all ages. A few of the activities available include: ping pong tables, air hockey, foosball table, painting, coloring, board games, and many other craft and game activities. Outdoor events include kickball, dodgeball, and sidewalk chalk. Plus more! There will be a supply charge on some crafts.

LocationLocated at Brandon Elementary the Summer Recreation Entrance will be the North Entrance to the tile gym at Brandon Elementary. Use the west (bus) parking lot by the small fenced playground. Follow the sidewalk to where the buildings meet. Enter through the north red door, door #4.2.

WAYS FOR KIDS TO CROSS SAFELY AT CROSSWALKS

1. Cross with an adult until you’re 10.

2. Practice crossing with an adult before you go alone.

4. Stay within crosswalk lines. If none, wal straight from curb to curb.
