3.2 No substitute holiday should be allowed if any of the festival holidaysinitially declared subsequently happens to fall on a weekly off or any other non"workins day or in the event of mote than one festivals falling on the same day.

4. The list of Restricted Holidays appended to this O.M. is meant for CentralGovernment Offices located in Delhi / New Delhi. The Coordination Committeesat t;ile State Capitals may draw up separa.te list of Restricted Holidays keeping inview the occasions of local importance but the 9 occasions left over, after choosingthe 3 variable holidays in para 3.1 above, are to be included in the list of restrictedholidays.

5.1 For offices in Delhi / New Delhi, any c.hange in the date of holidays inrespect of Idu1 Fitr, Idu1 Zuha, Muharram and Id-e·Mila,d. ifnecessary. dependingupon sighting oC the Moon, would be declared by the Ministry of Personnel, PublicGrit;vances and Pensions after ascertaining the position (rom the Govt. of NCT ofDelhi.

5.2 For offices outside Delhi I New Delhi. the Central Government EmployeesWelfare Coordination Committees at the State Capitals are authorised to changethe date of holiday, if necessary, based on the decision ot the concerned StateGovernments / Union Territories, in respoct or Idu'l Fiu. Idu1 Zuha, Muharramand Id-e-Mila.d.

5.3 It may happen that the change of date of the above occasions has to bedeclared at a very short notice. In such a situation, announcement could be madethrough T.V. / A.I.R. / Newspapers and the Heads of Depa.rtment / Offices of theCen~D.l Government ma.y take action according to such an announcement withoutwaiting (or a formal order, about the change of date.

6, During 2013, Diwali (Oeepavali) falls on Sunday, November 03, 2013(Kartika 12). In certain States, the practice is to celebrate the oc;casion a day inadvance, i.e., on 44Narnkachaturdasi Day". In view of this, there is no objection ifholic:iay on account of Deepavali is observed on MNaraka. Chaturdasi Day (in placcof Deepavali Day) for the Central Government Offices in a State if in that State thatday alone is declared as a compulsory holiday tor Diwali for the officcs of the StateGov~m.ment.

7. Central Govcrnmc"nt Organisations which include industrial, commercialand trading establishments would observe upto 16 holidays in a year includingthree;: national holidays m. Republic Day, Independencc Day and MahatmaGandhi's birthday, as compulsory holidays. The remaining holida;ys / occasionsmay be determined by such establishments I organisations themselves Cor theyear 2013, subject to para 3.2 above.

8. Union Territory Administrations shall decide the list of holidays in tenns ofMinisb'y of Home Affairs letter No. 14046/27/83. GP-I dated 15.2.1984 by whichthey. would observe a total of 16 holidays inclUding the three National HolidaysViz. Republic Day, Independence Day & Mahabna Gandhi's birthday.

9. In respect of Indian Missions abroad, the number of holidays may benotified in accordance with the instructions contained in this Department's O.M.No. 12/S/2002-JCA dated 17th December, 2002. In other words, they will have theoption to sclcct 10(Ten) holidays of their own only alter including in the list, threeNational Holidays and Buddha Pumima, Dussehra, DiwaJi (Deepavali) and OuruNanak's Birthday included in the list of compulsory holidays and falling on days ofweekly off•.

10. In respect of Banks, the holidays shall be regulated in tenns of the extantinstructions issued by the Departmcnt of Financial Services, Ministry of Finance.
