CPC MeetingBilly reported on the Chapter President’sCouncil meeting held in Sacramento. It wassuggested that we send a copy of the“Inside Scoop” to potential CLCA membersand others who might be interested such asHomeowners Associations, CityGovernments, etc. They also reiterated thatyour president is the voice of the chapter’smembers and the conduit for informationfrom the state board back to the members.Any member who has a concern as to whatis happening at state, or what directionwe’re going, should contact Barry or go tothe website (clca.org) to voice their opinion.

They also provided the chapters with aBylaws template. Your board will bereviewing our bylaws to see if there are anydiscrepancies.

...another year over, and a new one just begun... I don’t know about you, but I stillhave those Christmas songs ringing in my head. Yes, a new year has just begun,and let’s hope it’s a good one with plenty of rain and plenty of work for all of us.

I’m looking forward to my second year as your chapter president. We have afew new and energetic faces on the board, and have planned a number of greatevents for this year. On Saturday, December 15, the NilesCanyon Railroad Train of Lights pulled outof the Sunol station with a car full of CLCASFBAE members and friends ready for agood time. And, they were notdisappointed.

Thanks to Greg Wrenn and his wife, thecar was full of not only happy party goers,but plenty of food and drink. From coldcuts to artichoke dip to Mexican rollups,beer, wine and soda, they had the basescovered.

The train of lights is certainly a mustsee, especially for anyone with youngchildren in their lives. The Niles CanyonRailroad goes all out in decorating theirvintage rail cars with holiday lights, fromthe traditional strings of lights, to elaboratesanta and reindeer configurations. The joyand delight in the little ones’ eyes ispriceless. I was told that the train sells outearly in the season each year, so securing aprivate car for the party was a real coup forGreg Wrenn. Thanks Greg, for all yourefforts.

About 30 chapter members and theirfriends took advantage of this opportunityto ride the rails with CLCA. The chapterrented a vintage private car (currently beingrenovated) which included a bar, sleepingquarters, bathroom and shower. Theplumbing has not been renovated, but it

provided a glimpseback to the dayswhen rail travel wasTHE mode of travelacross the UnitedStates. And, thedisplay maniquin inthe bed was a greatconversation piece.

This was a greatopportunity to seechapter membersold and new. Pastchapter presidentsDan Berger andThomas Raeth werein attendance withtheir families, as were current and recentboard members Rick Martens, Greg Wrenn,Nate Silin, Barry Minor (decked out in hisown Santa suit), and Dick Wade.

The train winds through the darkness ofNiles Canyon on a 70-minute round-tripride from Sunol to Niles and back.Traveling through the canyon at nightduring the holidays, we were treated to aview of the Christmas lights along the way.We also traveled over the two bridgeswhich cross Niles Canyon Road. Very fewrebuilding programs by the railroad haveleft these bridges with much of theiroriginal cut stone bridge abutments,

culverts and retaining walls (circa 1865). Enroute to Niles, the train passes a

graveyard of sorts where old coaches sit ona side rail. The children on boardspeculated as to whether the coaches werehaunted. Viewed at night, in the glow of theChristmas lights adorning the train, theyalmost had me convinced!

The trip up the canyon and back evenincluded a visit from Santa Claus whoboarded at the Niles end of the ride, muchto the delight of the kids on board.

All too soon, the conductor wasushering us off the train. Thanks again, toGreg and his wife for all their efforts.

The U.S. Citizenship and ImmigrationServices (USCIS) announced in Novemberthat a revised Employment EligibilityVerification Form I-9 is now available. TheForm I-9 must be completed by allemployers for each employee hired in theU.S. within the first three days of hire. Useof the new version of the form will becomemandatory 30 days after it is published inthe Federal Register. It was scheduled to bepublished on November 26, 2007.

Basically, the revision reduces thenumber of documents that employers mayaccept from newly hired employees toprove work eligibility and identity. The newform amends the Lists of AcceptableDocuments and specifically removes thefollowing five documents:•Form I-151, Alien Registration Receipt

Card; •Form N-560 or N-570, Certificate of U.S.

Citizenship;

•Form N-550 or N-570, Certificate ofNaturalization;

•Form I-327, Unexpired Reentry Permit; •Form I-571, Unexpired Refugee Travel

Document. One document is added to the list. Themost recent version of Form I-766,Employment Authorization Document isnow listed as an acceptable List Adocument with the I-688, I-688A and I-688B.

In its announcement of the revised FormI-9, the USCIS interestingly remindedemployers that new hires are not requiredto provide their Social Security Numbers inSection 1 of the Form I-9, unless theemployer is a member of the E-Verifyprogram.

Help for Small ContractorsWanting Infrastructure WorkA new law, signed by Gov. ArnoldSchwarzenegger in October, requires stateagencies awarding construction contracts toestablish a 25 percent goal for theparticipation of small businesses inconstruction work funded by theinfrastructure-related bond acts of 2006.Assembly Bill 761, authored by AssemblyMember Joe Coto (D-San Jose), also requiresthese state agencies to provide training andtechnical assistance for California smallbusinesses to assist them in understandingand bidding these contracts.

Small businesses are defined asindependently owned, not dominant intheir field of operation, domiciled inCalifornia, employing 100 or feweremployees, and earning $10 million or lessin gross revenues for each of the threeprevious years.

CLCA did not take a position on AB 761,which went into effect on January 1.

“Going Green” is very popular these days.More customers are looking for landscapersand maintenance staff that can put "Green"practices to use for their homes andbusinesses to create healthier lawns andgardens, as well as promote a betterenvironment for our shared land and waterresources. The Santa Clara Valley GreenGardener Program is designed to helpreduce urban runoff and storm waterpollution that can occur from landscapemaintenance activities and help to trainlandscape maintenance professionals tomake environmentally responsible andeconomically sound landscape maintenancedecisions.

An initial training opportunity forlandscape maintenance workers, landscapecontractors and professional gardeners isbeing sponsored by the Santa Clara ValleyUrban Runoff Pollution Prevention

Program (SCVURPPP) and will be offeredthrough the Metropolitan Adult EducationProgram in San Jose, starting February 7,2008. This 20-hour course (weekly two-hour classes for ten weeks) will provide youwith the key principles of ecologicallandscaping or Green Gardening, whichincludes maintenance and design practicesthat conserve water, protect the soil, andreduce the use of pesticides.

The Green Gardener program wasoriginally developed by the City andCounty of Santa Barbara in 2000 and hasbeen very successful there, training over1000 individuals since it began. Theprogram developed by Santa Barbara,which will be offered for the first time inthe South Bay area, covers topics such assoil health, Integrated Pest Management(IPM), fertilizer use, irrigation, plantplacement, pruning, mulches and compost,

and air quality issues. Classes will includemany hands-on activities anddemonstrations. Class notes and handoutsare available in both English and Spanishand the registration fee is $40.

Individuals who attend 80% of theclasses and successfully complete a finaltest will receive a Santa Clara Valley GreenGardener card and certificate of completion.The Green Gardener card is for theindividual, and not for a company. GreenGardeners who successfully complete theclass will be included in public outreachmaterials and websites sponsored bySCVURPPP and other agencies that will listthe individual’s company name and contactinformation.

In this article and the next two I will givesome examples of how we can achieve amore sustainable landscape. I’ll start withsoils and water management.

The goal with soils is to maintain orimprove soil health at the project site. Mostof us know about reducing compaction,preserving the native topsoil, and usingorganic products. Listed below are a fewother things to be aware of:•restrict equipment traffic to one designated

area•do not work on wet soils with heavy

equipment•reuse on-site rocks and boulders•chip on-site landscape trimmings to use as

mulch at the site•use the lightest machinery available or do

things by hand (consider machinery vs.labor cost)

•keep soils as undisturbed as possible by

using narrower trenching•follow up to restore areas damaged by

construction

Water ManagementWater management means using less andpreventing runoff. There are many optionsavailable to prevent runoff. Many of whichyou have probably heard of such as: greenroofs, permeable paving, bioswales,retention ponds, rainwater storage systems,and grey water systems. Something assimple as contouring the land to directrainwater into the planting beds caneffectively prevent runoff. The irrigationindustry has made huge progress in makingproducts that help you use less water.Municipalities have taken notice and arerequiring use of these technologies to helpthem meet their water use goals. TheNovember issue of "The Cutting Edge" talksabout San Diego County’s new water

conservation plan. Some products that canlower water use are:•Weather based irrigation controllers (ET

controllers and on-site weather stations)This consists of a weather station to gatherdata about the site’s microclimate and ‘tell’the controller how much water is needed.You can program the controller or systemmodule with slope, soil type, sunexposure, sprinkler type, and type ofplants. These systems are available fromHunter Industries and Weathermatic.Other irrigation companies have ETControllers but you need a subscriptionservice to access regional weather data.On-site weather data is more accurateconsidering the many microclimates of thecentral coast.

•Use the MP Rotator (another HunterIndustries product) instead of spray andretrofit existing spray systems. With itslower flow than spray there is less ofchance of runoff. MP Rotators are anexcellent choice on slopes.

•Drip irrigation systems
