When the school beil rings in Prince William County this fall there will be a few changes.

Edward KeUy was hired to re­place Richard Johnson, who was nred by the School Board in De­cember because of growing Jcontro-y e r s y s u r r o u n d i n g h i s administration. ^Keily was the top administrator

of the Little Rock, Ark., school sys­tem. His biggest battle in Littlf Rock was preparing for a desee^ gation order handed down by a f -eral judge.

In Prince William, Kelly may find his biggest challenge in trying to house the i pidly growing stu­dent population.

The student pofHilation is ex­pected to hit 38,830 at the start (rf the scho(d yedr — a growth of near­ly 1,000 students in one year.

Because of this tremendous growth, a $44.9-million bond refer-«idum to pay fat construction of a high school, a middle schocri, two elementary schools and an addi­tion to Dumfries Elementary School wiU be before the voters Nov. 3.

The construction is only half of what the school administration says must be completed by 1991.

Within the county's boundaries are 35 elementary schools, nine middle schools and six high schools.

During the 1970s — the last pop-ulation surge in this area — school construction could not keep up with the demand for classroom space. Tlje boom was managed by putting the easton schools wi a year-round calendar wiUi alteraatmg periods ^ 45 days in the classnxnn and 15 days out.

The idea was phased out in 1981 and schools returned to a tradition­al caloidar.

Realignment of school bounda­ries IS an issue the School Boaixl faces more often than it would like because the chaiKes do not come without (Htiblems from parents.

At School Board meetings there will be new faces in the chairman and vice chairman seats. Oerard Cleary, who represents the Wood-bridge District, and Maureen Cad-digan, who represents the Wunfnes District, were dected by toe board to chairman and vice chairwoman July 1.

The School Board members are appomted by the Board of County Siqiervisors. They make policies govemuig the schools and stu-dmts.

was Doeg land when Capt. John Smith roamed up the Potomac for the English crown. Indeed, Smith and his m6n visited with members of the D o ^ tribe during his explo­ration in 1606.

Settlers followed, pushing back the Doegs and transforming what they viewed as a wilderness.

By 1731, the Virginia G^ieral As­sembly had carved out a j u r i s t tion named IVince William, after the British king's son.

The new county, which shrank in later political deals, initially com­prised the land encompassed today by Fairfax, Fauquier, Loudoun and Arlington counties. Its bounda­ries stretched from the Potomac south to the Rappahannock River and west to the Blue Ridge Moun­tains.

The county's existing limits were formed in 1748 by redivision of Stafford, Culpeper and Orange counties.

Even with today's shrunken boundaries, Prince William is the only county in the state that cross­es all four of Vi^uiia's land ts pes - from Tidewater, through the Piedmont and Triassic terrain to the Appalachians.

The Virginia l^slature autho-ri2sed constructiim of a wooden toll Inridge in 1795. The Mason planta­tion then became known as Wood-iHidge. A flood v/asbed away the bridge in 1807 and it was never reb­uilt.

The town also served as the third county seat, one of five designated by the siiifting wtiims of ecooomics and populatioa. Woodbrktae and Cedar Run had the honor first, then Dumfries, followed by Brentsville and today, Manassas.

The court sat at Dumfries from 1760 until ino, r o i ^ y the poiod of the tobacco port's heyday. At its height, some say Dumfries' com­merce rivaled that of Alexandria

Tradition has it that George Washington, among other promi­nent planters, dra£k, bought sup­plies and stayed overnight at » e town's taverns, stores and hostei-ries.

By 1800, however, silt from the poorly managed farms had clogged the creek and lulled Dumf­ries' seafaring liveHbood.

Still, the same waterways had given rise to great concon durii^ the Revolutionary War. ThoiKh die county was spared land battle, lo­cal militia were on constant watdi for attacks by foitish ships.

The Battle of First Manassas in 1861 was Uie Civfl War's first major land battle; F o u ^ for control ol the railroads through MOIMMUHW Junction, it dashed Union dreams of a speedy end to the rebellion.

During the war, Uncoln visited ttM junctioa, as did Lee and Coo-federate President Jefferson Da­vis. The battles, and dieir visits, brought Manaasas fame that en­dures today. At the time, pillage, fire and kUlings dedmatodtiie duBty village.

The railroad junction, still recov­ering from wartime, became a town in 1873 and a city in 1978.

Once in Manassas, modera trav­elers may want to stretch their legs on a walking tour oitend by £ e Manassas aty MuMum, a pralea-sional trove of western Prince Wil-Bam memorabilia.

In Prince William County in 1960 only six percent of the mothers with children under the age of 6 were employed. By 1960, ttiat num­ber had lumped to 48 percent.

Each day, families cope with the stressful question of 'Who can Iceep our children?'

The Metr<^>olitan Washington Child Care Networti estimates tiiat more than 24,000 children in Prince William County and the cities of Manassas and Manassas Parle ei­ther are in day care or need it.

For families where both the mother and father worit outside of the home, there are a number of child care/day care centers from which to dioaee.

Tfte Planning Council, a non­profit organization based in Nor-follt with a chapter in Prince Wil­liam County, can pair families with [M*oviders as well as train and U-cenM people who want to become child care providers.

Its referral list names providers scattered around Prince William CouiUy. All provides are stete^-censed and participete in tiie U.S Department of Agriculture Food Program, which reimburses them for nutritionalljr balanced meek they serve to children

The Planning Council mcmitors the providers in theh- hemes, toen-sure that the childrai are receiving quality care.

The providers'licensing proce­dure includes: a tuberculosis screening, checlcs for possible criminal and/or child abuse re­cords and 22 hours of training in first aid, stress managemtiit and oth^ relevant subjects.

When a parent calls the Planning Council, an operator gives him a list of possible child care providers based MI where the family lives and the hours they need the serv­ice. The parent then piclu from among the names be receives.

Last year, the county library sys-ton circulated more than i.3 mil-lioo books, cassettes, records and otho-materials.

Library hours are 10 a.m. to 9 p.m., Monday through Thursday (Dumfries doses at 7 p.m.), and 10

a.m. to to 5 p.m. on Friday and Saturday. The two main branches, Potomac and Central libraries, are open Sundays from nomi to 5 p.m. between October and May.

There is an infcHination service to answer questions on almost any subject available at tbe two main bnmches. A telephone service for the hearing impaired is also avail­able.

Prince William County's Cultu­ral Arts Federation helps relieve artists of paperwork so they cao >pend their time creatively.

Actors, singers, artists, crafts-inen, writers, dancers and musi­cians who belong to non-profit tjroups in Prince William, Manas-as and Manassas Park may join. The federation helps provide

snem with publicity, liability insur­ance, technical direction and sometimes even funding.

Technical help comes in the form it bookings" at county school buildings, advice on sound or liyght iquipment, and occasional Aorkshops oh legal or financial matters. For examine, seminars n copyright laws, insurance needs

and taxes were held during the past year.

Our main job is to mamtain a low profile and support these groups," says Roger Maier, exec­utive director for the federation.

The federation is governed by a 15-member board of directors:. Board members are usually county residents with an interest in pro­moting the arts m the Prince Wil-iiam area. Tbe board meets monthly to set policy and oversee projects in the works.

-Money comes from private cor­porations, state grants, county ap­propriations and annual dues. Members pay $35 annually in dues.

The Virginia Gena'al Assembly

. approved a two-year grant ot $30,-000 for the federation to use in re­storing the 1837 Sudley Manor House to create offices, art dis­plays, meeting space and a visi­tor's center. This project is proceeding well, Maier says.

Accordiik to Maier, am^er pro­ject to find "art space" m two oi the county's largest public build­ings — the Judicial Center and the McCoart Administrati<m Center — bias also been successful.

"With puUic art space just now becoming a nati(MiaI trinid, we could be ahead of the game," Maier said.

Artists from the group take priority, but the displays also at­tract artists from much further away, he said.

Violation of most animal control ordinances in all jurisdictions is a misdemeanor, punishable by a fine.
