User manual for Service Voters

Introduction

Electronically Transmitted Postal Ballot System (ETPBS) was developed by Election Commission of India with the help of C-DAC, for the use of service voters. It is fully secured system. This system enables the entitled service voter to cast their vote using an electronically received postal ballot from anywhere outside their constituency. Elector /Service Voter eligible for Postal Ballot delivered through Electronic Media may make a choice of casting their vote through this system. The voters who make such a choice will be entitled for Postal Ballot delivered through Electronic Media for a particular election.

Postal Ballot for entitled voters will be uniform across all categories. It will be delivered in electronic data format to the entitled voter on a real-time basis. The process of delivery will incorporate a mechanism to authenticate the voter using electronic means such as OTP. The Postal Ballot delivered through Electronic Media delivery will include the following documents in a single electronic transmission. The Postal Ballot delivery through Electronic Media document is designed to be printed on two-sided or single-sided printer. It also indicates the sections which need to be sent back to the Returning Officer (RO).

The elector must procure two envelopes – an inner envelope of size 4in × 9in (Standard Envelope Type #9 (policy)), and an outer envelope of size 4.75in × 11in (Standard Envelope Type #12). (S)He must cut the labels from Form 13-B [Cover A] and Form 13-C [Cover B] and paste them on the smaller and bigger envelopes respectively.

Important Steps for Service Voter: Postal Ballot delivery through Electronic Media System

Service Voter will receive the password protected Postal Ballot delivered through Electronic Media in portable document format (pdf) and the corresponding PIN Mailer (printed password to open the protected Postal Ballot delivered through Electronic Media) from the Unit Office/Commander(s)he is associated with.

Printing of the Postal Ballot delivered through Electronic Media and Marking the VoteThe Service Voter will then print the downloaded/received Postal Ballot delivered through Electronic Media and perform the following activities: Mark Vote on the printed Paper

The vote should be marked by placing clearly a mark [by putting the cross or tick mark] opposite the name of the candidate to whom the vote is to be given. The mark should be so placed as to indicate clearly and beyond doubt to which candidate the vote has been given. If the mark is so placed as to make it doubtful to which candidate the vote has been given, then the vote will be invalid.

The number of candidate to be elected is one (01). Please remember that the elector/voter has only one vote. Accordingly, (s)he should not vote for more than one candidate. If this is done, then the marked Postal Ballot Paper will be rejected.

The elector/voter should not put his signature or write any word or put/mark any mark, sign or writing whatsoever on the Postal Ballot Paper other than the mark required to record his/her vote. If this is done, then the marked Postal Ballot Paper will be rejected.

The elector/voter should not send more than one vote (multiple marked Postal Ballot paper) along with the covers and declaration to the office of the concerned returning officer. If this is done then all such votes received from the concerned elector/ voter will be rejected.

Mark your Vote on Postal Ballot delivered through Electronic Media Paper and Sign the Form “Declaration by Elector”

Place the Vote (Marked Postal Ballot delivered through Electronic Media paper) in Envelope-A (Inner) and seal it

Place the declaration by elector and Envelope-A (sealed inner envelope) in Envelope-B (Outer) and seal it

Put your signature in the space provided and post/dispatch this Envelope-B (To the addressed Returning Officer(RO))

Important Steps for Record Office/Unit Ofc./ Commander: Postal Ballot delivery through Electronic Media

The Record Office/Unit Office/Commander will log in the system using the provided Login Id. and the OTP received on their registered mobile number.

The following activities will then be performed by the associated Unit Office/Commander:

• The Record Office/Unit Office/Commander will download the password protected Postal Ballot delivered through Electronic Media in bulk, of the constituency (Either Assembly Constituency or Parliamentary Constituency or both), on behalf of the service voters associated with him

• Downloads/Prints the individual PIN (password to open the Postal Ballot delivered through Electronic Media).
