Project Objectives

Overall Objective: To contribute to the recognition of and access to rights of discriminated groups; and contribute to the decrease of HIV and AIDS impacts among groups of vulnerable populations

Specific Objective: Different discriminated groups of population in Cambodia, Vietnam and Lao have a better access to HIV and AIDS prevention, care, protection and support system through the capacity building of existing and emerging organizations

Expected Results1. In 13 districts of Battambang and Kampong Cham

provinces, PWDs’ access to HIV prevention and sexual violence protection is enhanced through inclusive approach with the active participation of community based organizations of PWDs and local stakeholders (Cambodia)

2. The operational and strategic frameworks of the main national stakeholders involved into HIV and AIDS response and/or the promotion of gender becomes more inclusive (Cambodia)

3. Experiences and innovative practices developed by the project, in relation with cultural minorities and PWDs’ inclusion are promoted and disseminated among local, national and regional HIV-AIDS and gender organizations (3 countries)

Main obstacles and Challenges

Delayed field implementation due to high number of trainings as well as high staff turn over

Level of involvement of partners is limited and there is a lack of ownership

The scope of the project is wide geographically and there are many topics

Limited knowledge and no clear strategic orientation on mainstreaming among project team

A lot of activities remain to be done to achieve expected results

Very limited budget allocation

Lack of knowledge on disability among decision makers and service providers in HIV and AIDS and gender sectors

Lessons Learned Situation analysis related to beneficiaries and

partners must be well defined to better identify the scope of the work

Positioning of HIF should be well defined since the beginning in order to adjust the approach

Training materials for deaf persons must be concrete, simple with clear message

Importance of trustful relations with both families and local authorities: information, regular visit, female team members

Need for evidence-based information for advocating towards decision makers and key national stakeholders

Ways Forward No cost extension till June 2012 Withdrawal from double mainstreaming at national

level. Focus on mainstreaming disability into HIV AIDS and Gender organizations at national level response only. One pilot approach with 1 DPO maintained

Focus on disability mainstreaming into existing local system for the protection of sexual violence survivors

Develop primary prevention for sexual violence protection to all women and support for referral of all women with disabilities instead of deaf women only

Phase out from partnership with ADD and from direct implementation at Krusar Thmey’s schools

Minimized the geographical areas from 13 to 6 districts and topics (RH, HIV and AIDS, SV and Disability)
