This year, Council has increased its funding for local sports pavilions. In September, construcon will begin on a new pavilion in Argyle Reserve (Hughesdale), while construcon of pavilions in Central Reserve (Glen Waverley) and Scammell Reserve (Oakleigh) will begin later this financial year. Meanwhile, a design will be developed for an upgraded pavilion in Columbia Park (Wheelers Hill). A parcular focus of sports pavilion upgrades is making the facilies suitable for female sports parcipants, as this did not occur when the pavilions were built years ago. The sports pavilion in Freeway Reserve (Mulgrave) has received an upgrade so it now caters for female and junior players. In the next year, construcon will begin on female friendly change rooms in Larpent Reserve (Glen Waverley) while designs will be developed to make the Jingella Reserve (Ashwood) and Pinewood Reserve (Mount Waverley) facilies female friendly. Council has also pledged $2.6 million towards a redevelopment of the Waverley Gymnascs Centre (Mount Waverley), which has now received enough funding to proceed. Some of the projects menoned here involve funding partnerships with sporng clubs and the State or Federal government. As Monash's populaon grows, there has also been growth in local sports acvies. It is difficult for Council to keep up with the requests for improved or expanded facilies. We have a priority list for upgrades, with priories determined by condion, demand and achieving modern standards. Hitting the target

With the Rio Olympics underway, it is timely to thank sports clubs, such as the Waverley City Archers, for the opportunities they provide people - young, old and in between - to exercise, connect and compete.

InMay,shewasawardedtheSirJohnMonashAwardforPositiveAgeingLeadership.Shewasrecognisedformanyreasons,includingherroleasoneofMonash'sPositiveAgeingAmbassadors.Inthatrole,shehasencouragedolderpeopletohavetheirsayaboutwhatCouncilcoulddotomakeMonashmoreage-friendly.“This

wassuchagreatprojecttoworkon,gatheringinformationfromolderpeopleacrossMonashtocreatetheAgeFriendlyMonashPlanthatwillhelpolderpeoplesomuchintheirday-to-daylives,”shesaid.“IthinkthisworkbyourambassadorsandCouncilhasgivenolderpeoplearealsensethattheyarevaluedandI’mproudtohavebeenpartofthisproject.”

Andreatalksabouttherewardsofvolunteeringwhenshespeaksatcommunitygatherings.

There were two highlycommendedmentionsinthesamecategoryoftheCouncil-organisedawards.Ferdinand(Fred)KoepplerofWaverleyCityArcherswasrecognisedformorethan30yearsofserviceastheclub'spresident,vice-presidentandheadcoach.TheotherhonoreewasAdrianBartholomeuszwhovolunteersatStMark’sPlannedActivityGroup,providingsupportandfriendshiptoolderpeoplewhoareisolatedorlivingwithdementia.

Major developments updateSeveral major developments are being proposed - or have recently been decided upon - across Monash. Here is an update on some of these:

AtitsJulymeeting,Councilrefusedtograntapermitfora$30millionagedcarefacilityadjoiningScotchmansCreekinMountWaverley.Councilfelttheproposalwouldhaveadetrimentalimpactonthesurroundingarea

InJune,theVictorianCivilandAdministrativeTribunal(VCAT)approvedasevenstoreyresidentialdevelopmentonaformerbusdepotsiteinOakleigh.Theoriginalproposalfora10storeydevelopmentattracted540objectionsandwasrefusedbyCouncil

Councilhasrecentlyapprovedan11storeymixedusedevelopment

inthecentreofGlenWaverley.ThedevelopmentisinkeepingwiththevisionoftheGlenWaverleyStructurePlan,wherebyadditionalhousingistobedirectedtowardstheGlenWaverleyActivityCentrewhilelocalresidentialstreetsaregenerallykeptlow-rise

Neworamendeddevelopmentplanshavebeensubmittedforfourvacantschoolsites,includingtheformerClaytonWestPrimary,formerClaytonPrimary,andformerBrandonParkSecondaryCollegesites.Councilisseekingcommunityfeedbackonthefirstofthesenow,whilecommunityconsultationontheothertwosites

willbeginsoon.CouncilisexpectedtodecideitspositiononanamendedproposalfortheformerOakleighSouthPrimarySchoolsiteatits30AugustmeetingandthenpresentthatpositionataVCAThearing

Aproposalhasbeensubmittedforfiveapartmenttowers,rangingfrom6-10storeys,inMulgrave.Councilhassoughtcommunityviewsandisexpectedtomakeadecisionatits30Augustmeeting.

Youmightnotbeaware,butMonashishometomorejobsthananyotherareainVictoriaoutsideoftheMelbourneCBD.Beingsuchanemploymentandtechnologyhubbringsgreatopportunitytoeveryonewholives,worksorplaysinMonash.Notonlycanourresidentsliveclosetotensofthousandsofhighqualityjobs,butthebenefittothelocaleconomyfromalloftheseworkers,suppliersandbusinessactivitymeansthatwehavesomeofthebestcafes,restaurants,servicebusinessesandinfrastructurearound.

ThispartlyexplainswhywehavewithinourboundariesAustralia’sbiggestuniversity(MonashUniversity),oneofitsbiggesthospitals(MonashMedicalCentre),oneofthebusiestroads(MonashFreeway),twoofthebusiestrailcorridors(Pakenham/CranbourneandtheGlenWaverleylines),Australia’sonlysynchrotron,oneofthecountry’shighestoccupancyratehotels(NovotelGlenWaverley)anda$10millionsmallbusinessincubator(theEasternInnovationBusinessCentre).

YourCouncilworkshardtobalancethebenefitsofchange,development

andincreasingeconomicactivitywithmakingsurethatwesafeguardwhatwevalueaboutMonash–ourgardencharacterandourmixofhousingoptions.ThisiswhyCouncil’srecentworkonthenewresidentialzonesissoimportant.Wedon’twantunrestraineddevelopmentbutwealsodon’twanttolockeverythingdown.

ThisCouncilhasalwayshadameasuredandresponsibleapproachtomanagingchange.However,inrecenttimeswehaverecognisedthatsomeofourresidentialcharacterischangingtoomuch.That’swhywearenowattemptingtoprovidemoreprotectionforgardencharacterandending‘boxy’and‘McMansion’typedevelopmentinoursuburbs.Atthesametime,weareunashamedlyencouragingandpromotingdynamicchangeinouractivitycentres(suchascentralGlenWaverley),aroundtransporthubsandintheMonashtechnologyprecinctinClaytonaroundMonashUniversity.

Whileothercouncilssometimesmisstheopportunities,westrivetoremainaheadofthegamebyseekinggreaterprotectionwhereitiswarrantedwhileencouragingdevelopmentopportunitieswhereitbenefitsthecommunity.

ThisalladdstothevibrantMonashcommunitywhichweallenjoytoday.ItcontributestowhyMonashresidentstopthestateonhealthyandhappy

indexes.Ithinkitalsoexplainswhythestategovernment’srecentcommunitysatisfactionsurveyfoundthatMonashresidentsaremoresatisfiedwiththeircouncilthanresidentsofothercouncils–10pointshigherthantheaverage.AnditiswhypropertyvaluesacrossMonashcontinuetoriseatamuchfasterratethanotherareasofMelbourne–generatingwealthforallMonashratepayers.

WewillcontinuetoworkhardtoresponsiblymanagetheCouncil’sfinancesasoneofthefewcouncilswhichiscompletelydebtfree,whilemaintainingVictoria’slowestrates.Andindoingso,wewillkeepourfocusfirmlyonthecorebusinessofrunninganeffectivelocalcouncilratherthanthedistractingmissioncreepwhichtoomanyothercouncilswastetheirtimeandtheirratepayers’moneyon.

ay Public hearing on residential zone changesIn September, an independent planning panel will hear submissions from Monash residents about Council’s proposed changes to local residential zones.

Withthechanges,CouncilisaimingtomaintainMonash’s‘gardencity’characterandprovidemoreprotectionagainstmassiveconcreteoverdevelopments.Atthesametime,theaimistoensurelocalfamiliesstillhavetheflexibilitytoredeveloptheirpropertiestomeettheirneeds.

AtitsJulymeeting,Councilmadeafurthertweaktoitsproposedchangesafterlisteningtoitscommunity.CouncildecidedtogobacktoitsoriginalproposalthatasectionofGlenWaverley(boundedbySpringvale,Gallaghers,WaverleyandHighStreetRds)beinthemoreprotectedNeighbourhoodResidentialZone(NRZ)ratherthanaGeneralResidentialZone.CouncilhadreceivedapetitionandotherfeedbackfromresidentsinthisareawhowereseekingtohavetheirpropertiesincludedinanNRZ.

EveryonewhohasmadeasubmissiontoCouncilaboutanyoftheproposedchanges(whichformAmendmentC125totheMonashPlanningScheme)hasbeeninvitedtospeakatthepanelhearing.ThehearingwillbeheldattheMonashCivicCentre(293SpringvaleRd,GlenWaverley)intheweeksbeginning5 and 12 September.

Thepanel,whichwasappointedbytheStateGovernment,isrequiredtoprovideitsassessmentandrecommendationstoCouncilwithin40businessdaysofthelastdayofthehearing.Councilwillthenconsidertherecommendationsanddecidewhetherornottoadopttheamendment,withorwithoutfurtherchanges.Ifanamendmentisadopted,itwillthenbesenttotheMinisterforPlanningforfinalapproval.

Transport in MonashIs there a local transport issue you’d like to see addressed? What can be done to make it easier for people to get around without a car?

Among the proposed actions, Council would:

advocateforconstructionofaRowvillerailline(withstationsinMulgraveandatMonashUniversity’sClaytoncampus)

continuetoincreasefundingforcyclingpathsbyatleast10%everyyear

lobbyforareviewofMonash’sbusnetwork,toidentifywhereroutescouldbealteredtoprovidebetterconnections,andwherenewroutescouldbeintroduced.

Advocating to reduce gambling harmsCouncil will sign an open letter to Prime Minister Malcolm Turnbull and Opposition Leader Bill Shorten, calling on them to support reforms to Australia's gambling industry.

AtitsJulymeeting,CouncilresolvedtothrowitssupportbehindthegamblingreformagendaoftheAllianceforGamblingReform,SenatorNickXenophon,ReverendTimCostelloandindependentMPAndrewWilkie.Theagendaincludes:

banningadvertisingforsportsbettingduringG-ratedtelevisiontimeperiods

introducinglegislationthatlimitspokermachineharmtoamaximum$1betandamaximumlossof$120perhour

federalparliamentholdingaJointSelectCommitteeonGamblingReformtobuildonexistingknowledgeoftheproblemsandsolutions.

Council'spositionbuildsonpreviouslobbyingwehaveundertakentoreducetheharmscausedbythegamblingindustry.Astaggering$2.42billionhasbeenlostonpokiesinMonashsincetheywereintroducedacrossVictoriain1992.MonashhassufferedthehighesttotallossofallVictoriancouncilareas.

ThelocalcommunitysupportsCouncil'spushforgamblingreform,withmorethan10,000MonashresidentspledgingtheirsupportforCouncil's'EnoughPokies'campaignin2014.

We’re an Age Friendly CityIn late July, Monash Mayor Geoff Lake signed a declaration which confirms Monash’s commitment to being an ‘Age Friendly City’, under the leadership of the World Health Organisation.

TheCommissionerforSeniorVictoriansGerardMansourwitnessedthedeclarationandcongratulatedCouncilanditscommunityonthesharedcommitmenttobeinganAgeFriendlyCity.

AgeFriendlycitiesareplaceswhereolderpeoplelivesafely,enjoygoodhealth,andstayinvolvedinsocialactivities.MonashqualifiedtobecomeanAgeFriendlyCityafterCouncilandolderresidentsworkedtogetherfortwoyearstodevelopalong-termAgeFriendlyMonashPlan.SomeolderresidentsvolunteeredasAgeFriendly

Ambassadors(picturedwiththeMayorandtheCommissionerforSeniorVictorians)andwentoutandmetwiththeirfellowolderresidentstofindoutwhattheythoughttheplan’sactionsandprioritiesshouldbe.

Lastmonththesteeringcommittee(whichIsiton)listenedtosubmissionsabouttheproposedsale,ofwhichtherewerenine,allregardingthegallery.Iunderstandthatchangeissometimesnotsoughtornecessarilywanted.Atthesametime,IseeterrificcapacityfortherevampedCommunityCentretoprovidewonderfulgalleryspaces.ThedecisiontoproceedornotcomesbeforeCouncilatour30Augustmeeting.

ValeTedMason(pictured).AfoundationmemberoftheFriendsofScotchmansCreek,hewasaquiet,gentlemanwithaskillfororganisingandapassionfortheenvironment.Hehelpedwritemanysubmissionsthatresultedingrantsenablingthefriendstoplantalmost150,000treesalongthecreek.HewasanactivememberofMonash’sEnvironmentalAdvisoryCommittee,whichIchair,andformanyyearsprovidedwonderfulsupporttostaffwithintheBushlandRestorationandSustainabilityteamsatCouncil.

New street art… appearing soon

ArtistHaydenDewarwillpaintthemuralontheWandaStmilkbar,havingdevelopedthemural’sthemeusingideasgainedfromacommunityworkshop.Thelocalcommunitysaidtheywantedthemuraltorepresentthedifferentculturesandagesoflocalpeople,aswellasthegreencharacterofMulgrave.

Councilinitiatedthemuralasameansofpreventinggraffiti.Peoplewhocommitgraffititendtorespectstreetartanddon’ttagonit.Councilreceiveda$25,000grantfromtheStateGovernment

fortheproject,whichincludedthecommunityworkshopandthreegraffitipreventioneducationsessionsinlocalschools.

VibrantstreetarthasalsoreplacedgraffitiinotherpartsofMonashoverthepasttwoyearsincludingattheThomasandMaryStreetlanewaysinClayton,onamilkbarwallinHuntingdaleRd,Chadstone,andinVillageWalk,GlenWaverley.

A new piece of street art (pictured) is to be created soon on the graffiti-prone wall of a Mulgrave milk bar.

Teaching children how to swim is an important responsibility and Council is award-winning at it.

Getting in shape in the great outdoorsNew outdoor fitness equipment has been installed along walking trails in Mulgrave and Ashwood.

Swim school successIn June, Minky's Swim School at the Monash Aquatic & Recreation Centre was awarded Swim School of the Year in the annual Aquatics & Recreation Victoria industry awards. This award focuses on programming, human resources, customer service, risk management, community involvement, and partnerships.

More than 3,100 students and 31 schools received

lessons from the school's 110 instructors last year. The school caters for students of all ages and abilities, with learn to swim classes also provided for teenagers, adults and for people with disabilities.

Swimming lessons are really important, with drowning being one of the leading causes of death of children aged 5-14 years. Swimming lessons from an early age help build

children's abilities and confidence, and are also a great way to stay fit and active.

Sevenpiecesofequipment-includingsitupbenches,aerobicsteppers,andanobstacleframe-havebeeninstalledalongawalkingpathinMulgrave'sFreewayReserve.ThreemorepiecesofequipmentwillbeinstalledonceMelbourneWaterhascompletedfloodretardationworksinthearea.Thepiecesreplaceolderequipmentthatwascomingtotheendofitsusefullife.

Meanwhile,afitnesspod(includingstepups,asitupbenchandbodydips)hasbeeninstalledinAshwood'sJingellaReserve.Councilalsoinstalledfitnessequipmentnexttoanewchildren'splayspacethatopenedinWellingtonReserve(Mulgrave)lastyear.

Outdoorfitnessequipmentprovidesafun,freeandaccessiblewaytobeactiveinyourlocalarea.Councilwillcontinuetoexploreopportunitiesforaddingfitnessequipmenttooutdoorplaces,althoughinstallationwillbedependentonwhenfundingisavailable.
