• 1917-created by legislation and named the Public Utilities Commission
Purpose: To assure the growth and development of the recently formed utility companies and the industry according to sound economic principles

Discovery is taken in the form of “Data Requests”, much like in judicial proceedings

Testimony is taken under oath with opportunity for rebuttal and cross-examination
Hearings are recorded by a court reporter and transcribed upon request
Formal testimony is pre-filed in writing or electronically
