INSPECTION NOTE OF SUPERINTENDING ENGINEER

4th CIRCLE,HP.PWD, SHIMLA-3 IN RESPECT OF PREMEIR ROADS

SHIMLA DIVISION No.I&II Dated:-5.6.12 & 8.6.12

HP.PWD.,SHIMLA-3.

The Inspection of four numbers Premier Roads

Designated vide Chief Engineer(SZ),HP.PWD.,Shimla-2 office letter

No.PW/W/S- Supdt. (Gr.II)12-1799-1815 dated 16.5.2012 was conducted by

the undersigned and detailed report is as under:-

1. MRR/CART ROAD:- This road was inspected on dated 5.6.12 and it

was found that road has a total length of 5.475Km.as informed by Executive

Engineer. The road has 37 Nos. of Scuppers, one Hume pipe culvert, one old

bridge, one 50 mtrs.Span PSC Box Girder Bridge which is under construction

and a tunnel of 75 mts. Length. It was intimated by Executive Engineer that

about 4.50 Km of this road is to be covered under Annual Maintenance Plan for

the year 2012-13. Patch work of the road was found satisfactory. However,

berms at places needs to be improved. The culverts most of which are not

functional are required to be made functional. It was also found that one

pedestrian over bridge is also under construction near old Bus Stand . Work of

which needs to be expedited and completed as per target fixed.

The following suggestions/directions were given to the Executive

Engineer:-

I The berms should be improved by deploying the gang labour.

II All culverts should be opened and repaired before the onset of

Monsoon. This can be done by deploying the departmental labour.

In case, any new culvert is required, separate estimate under special

repair or other funds be prepared .

III Km stones should be repaired and properly written wherever

required. Any missing Km stone should be arranged and fixed

appropriately.

IV AMP work should be completed immediately .

V The left out work of newly constructed tunnel, PSC Bridge and

over Bridge near Bus Stand should be completed as per scheduled

target.

VI Signages should be fixed at suitable location immediately and

estimate, if required be prepared accordingly.

VII Points should be identified for creating passing places by widening

the roads and necessary estimates should be framed.

VIII The roads should be given the face lift by painting and

whitewashing the parapets, Km stones drains and signages.

It was advised that Executive Engineer should

frame a programme in such a way that maximum work is got done

through departmental labour and for balance special repair estimate

be initiated.

2. SHIMLA MANDI ROAD/SHIMLA-NALDEHRA ROAD(Dhalli to

Durgapur):- This road was also visited on dated 5.6.12. It is

having a total length of 16.200Km. It was found that patch work on this road is

completed and there is no proposal for resurfacing under AMP during 2012-13

as reported by the Executive Engineer. There are 72 hume pipe culverts on this

road.

The observations were made and directions given to Executive Engineer as

explained under:-

I The berms of the road needs to be improved which can easily be

done by departmental labour. Executive Engineer was accordingly

asked to do the same.

II Side Drains at many places were found broken which needs

immediate repair. Executive Engineer was asked to get it done

through departmental labour.

III X-Drainage at many places were blocked which are required to be

opened before rainy season.

IV Signages and Km stones are required to be fixed at appropriate

places.

V Parapets are also required to be fixed at many places which was

advised to be done through departmental labour. It was found that

work of crash barrier is already going on in some portion from

Dhalli side which is required to be expedited.

VI Additional locations where crash barrier can be provided are also

required to be identitified.

VII The road should be given the face lift by painting and

whitewashing the parapets, drains and signages.

VIII Places for stacking of construction material for constructing

activities going on in the near vicinity should be identified so that

the material is not haphazardly stacked along the road side.

3. KUFRI-CHAIL ROAD:- This road was also visited on 5.6.2012. The

total length of this road is 25.00 Km. and during the visit it was found that road

requires extensive repair and maintenance . The Drains have been constructed

in part portions and culverts , scuppers , slab culverts also need repair and

clearance. It was reported by the Executive Engineer that there are 83 number

of culverts 4 Nos. of slab culverts and 25 Nos. of scuppers. The following

observations were made and directions were issued to the Executive

Engineer, Shimla Division No.I

I The portion taken for Annual resurfacing under AMP is Km 8/0 to

9/0 .Which was asked to be expedited and complete before the

rainy Season. There are lot of pot holes and a repair of crust

required to be done through patch work. The direction were given

to complete the patch work before rainy season.

II The berms of the roads are not attended to properly. They need to

be improved to the required standard so that surface water drain

out properly and proper formation width of the road is achieved.

III The side drains requires repair and at some locations new drain is

required to be constructed.

IV X-Drains are also required to be cleared before rainy season and

repair work is to be done before rainy season.

V At few points improvement of formation deficiency work by

providing R/wall was in progress, quality of which was asked to

get checked particularly of the concrete work.

VI Mile stone and signages need to be fixed at proper places.

VII After doing above repair, a face lift to the road is required by the

whitewashing the guide stones, parapets and painting the signages

and km stones as per requirement.

Executive Engineer was asked to do the work under Annual

Repair and maintenance funds through departmental labour . However, where

the work of special nature is required ,special repair estimate can be processed.

4. TARA DEVI TO AIR PORT:- This road falls in two Divisions. A portion

from Tara Devi to Tutu-Jubber Hatti Road is called Totu Tara Devi Bye Pass

road having a length of.4.105Km. This portion is under Shimla Division No.I

and second portion is part of Totu-JubbarHatti Road Km 9/870 to 19/540.

These roads were visited on 8.6.2012.alongwith concerned Executive Engineer

and following observations were made:-

I In portion from Tara Devi to Totu Road,(Bye pass) patch work is

completed. However, improvement of berms, repair of Drains,

perapets are required. This portion contains 21 Nos. hume pipe

culverts which also needs clearance.

II Berms needs to be improved and parapets and signages alongwith

Km stones are also required to be repaired and fixed properly.

III It was found that near the Jubber Hatti-Tara Devi Road there is

some construction activity going on which is endangering the road

surface. The immediate action in the matter is required by

Executive Engineer so that road is not damaged. In fact it was

advised that proper burjis demarcating the PWD land to be fixed at

site.

IV The portion from Km 9/870 to Km 19/540 of Tara Devi-Jubber

Hatti (Air Port) Road falls in Shimla Division No.II and there are

29 Nos. of slab culverts, 18 Nos. of hume pipe culverts on this

portion of Road. The side Drainage is built in patches and same is

the case with the parapets and km stones.

V Some black spots were also found for which Executive Engineer

was directed to frame estimate.

VI The berms, Drains, parapets, Km stone and X-Drainage require

repair which should be done through departmental labour.

VII Being a premier road proper face lift be given by painting/

whitewashing of parapets/Drains and fixing of Km stone and

signages are required.

VIII There is a 4.00 Km portion of road from RD 12/0 to 16/0 which is

required to be surfaced under Annual Maintenance Plan. Executive

Engineer was asked to expedite the work and complete the same in

time. At certain points patch work was also required for which

Executive Engineer was asked to take up before rainy season

alongwith improvement of berms.

Both the Executive Engineers were directed during the site

inspection that they should frame a programme in such a way that

maximum work is got done through the departmental labour against

annual repair and maintenance Budget. For other work of special nature,

separate estimate should be framed.

11. Scope of Work:-

work mainly includes metling & tarring, wherein the provision of

W.B.M.Gr-I, Gr-II, Gr-III, has been taken and surfacing of open graded

pre-mix carpet with seal coat have been taken. The provision of X-

Drainage, V-shape Drainage and parapets etc. have been also taken.

OBSERVATIONS:-

1. During site visit it was found that though a period of about five and a

half month has passed but no physical progress worth mentioning has

been achieved at site. Stone Aggregate for W.B.M. Gr-I were found

haphazardly staked on road side. No technical person from the contractor

side was available at site.

2. The field Laboratory was not established as per the requirement of

Tender Agreement.

3. It was found that laying of Gr-I was started by the contractor between

0/0 to 0/40 but the laying was also not being done properly.

4. No sub-grade preparation was done. No material testing was done

before laying and berms were not being left properly on both side of

carriage way. So much so that no screening material was available at site

and binding material was being applied directly without testing .

5. Shoulder preparation also has to be started alongwith the Sub grade

and carriage way which should have also been ensured.

6. No tests were entered in the Quality Control Registered shown by the

J.E.

7. The samples of Gr-I was collected from the site and got tested in the

Material Testing Laboratory which have failed in gradation. The copy of

test result as received from Material Testing Laboratory vide letter No.

PW-E-in-C(D)QC/Lab/12-1266 dt.18.6.2012 is enclosed.

8. It was told by Executive Engineer that contractor has not submitted

the work programme so far.

RECOMMENDATIONS:-

The Executive Engineer, Theog Divison is advised to see that

work is carried out as per specification and proper contract management is done.

Any work found below specification should be removed and action as per

clauses of Agreement should be initiated and compliance be reported. It should

invariably be ensured that no material without proper site testing is used. The

Quality control Register should be maintained at site and field test should be

entered in it as per requirement. The work programme for such a big project

should have been obtained by Executive Engineer so that proper monitoring is

done. Executive Engineer is advised to obtain the same from the contractor as

per the condition of contract and send a copy of the same to this officer .

1 FOUR NUMBER TYPE- II QUARTERS:- This works has been awarded to Shri Chaman, Govt.

Contractor. Frame work including roof of this work has been completed and finishing work is in

progress. A number of shortcomings have been pointed out.1.Steel glazing 2. Cement Plaster and stair

case portion. He is directed to ensure rectification of all the defects pointed out during the inspection

and further directions were given to ensure the completion of work by 15th

July, 2011 and if contractor

fails to complete the work, necessary action be initiated as per contract agreement.

2. EIGHT NUMBER TYPE-III QUATRERS:- This work has been awarded to Shri Atual Kuthiala and is in

advance state of construction. The progress of work is slightly slow so the contractor was asked to

increase the number of labour deployed for the execution of work and to ensure the completion of

work by 15th

August, 2011

3. EIGHT NUMBER TYPE-III QUARTERS:- This work has been awarded to Shri Madan Gopal Sharma

contractor and is in advance stage of construction. There are some minor shortcoming in the work

which requires immediate attention. Executive Engineer to ensure the completion of work by 31st

July,2011.

4. C/o OF EIGHT(8)NUMBER TYPE-III QUARTERS:- This work has been awarded to Shri Rajesh

Suman and is in advance stage of construction. The contractor has been directed to ensure the

completion of work by 15th

July,2011

5. EIGHT NUMBER TYPE-II QUARTERS:- This work has also been awarded to Shri Madan Gopal

Sharma, contractor and is in advance stage of construction and is likely to be completed in all respect

by 31st

contractor, all the R.C.C footings have been laid at site. So far the progress of work is quite satisfactory

and the contractor is advised to keep up the pace of work so that the work can be completed by 31st,

Dec, 2011.

It was informed by the Executive Engineer that the Hon’ble Education Minister

has desired the construction of additional floor as Examination Hall for which a revised Administrative

Approval & Estimate Sanction has been accorded by the education department and the necessary

drawings have also been submitted to the M.C., Shimla for revised approval. The Executive Engineer

has been directed to take up the matter with M.C.Shimla at personal level and further advised to

submit the estimate for balance work so that the tender of the same can be called at the earliest to

ensure the completion of work by targeted date.

7. C/o SCIENCE BLOCK AT SR.SEC.SCHOOL LAL PANI:- This work has been awarded to Shri Santosh-

Jiwan Sharma contractors and the progress of work is reasonably good. The Executive Engineer is

directed to ensure the completion of work by 31st December, 2011 and was advised to arrange

necessary material required for the early completion of work.

The work of Shimla Division No.III were inspected by undersigned along with,

Shri D.S. Chauhan, Executive Engineer and Shri Pradeep Bhardwaj, Assistant Engineer. The report is

as under:-

1. CONSTRUCTION OF 52Nos.type I,II &III QTRS.AT NABHA:- The work of twelve (12) No.

Type-II flats and twenty four (24)No. Type-III flats have been awarded to the contractors and are in

progress. Though eight (8) No. Type-II & eight No. Type-III flats were targeted for completion by 31st

March,2011, but are yet to be completed. All the five Blocks under construction were inspected by

undersigned and directions were issued to the Executive Engineer to complete all the Blocks by 15th

,

June, 2011 positively and tenders for the balance Blocks for which site is available may kindly be called

immediately.

II. CONSTRUCTION OF SCIENCE LAB OF S.S.S.AT PHAGLI :- The AA/ES for this work has been

received for Rs.62.09 lacs. The work has been awarded to Shri Sita Ram , contractor and is in progress.

The progress of work is quite good. Most of the foundation has been completed except two columns

for which excavation was in progress. Hon’ble Education Minister has directed to add addition floor to

this Block to be used as Multi-purpose hall for the school. The revised estimate in this regard has

already been sent to the Director, Higher Education for approval. The revised maps have also been

submitted to Municipal Corporation, Shimla for approval. The Executive Engineer was advised to get

all the clearance by taking personal interest in the matter so that work can be completed within

stipulated period of one year.

SHIMLA DIVISION NO.I DATED:-22..4.2011.

The following works of Shimla Division No.I were inspected by undersigned on

22.4.2011 in the presence of :-

1. Shri R.K. Verma, Executive Engineer, Shimla Division No.I

2. Shri Ashwani Dogra, A.E. Junga Sub-Division,HP.PWD., Junga.

I. MEHLI-JUNGA-SADUPUL ROAD:- The upgradation work on this road was done

during the Year 2007-08 and 2008-09. The condition of the road is generally good but there

are some patches which require immediate attention. The Executive Engineer was directed to

take up the patch work of this road in hand immediately and to deploy labour for the

clearance of road side drains. A large number of construction activity is going on along this

road so the Assistant Engineer, Junga Sub-division was advised to keep a watch on this

construction so that there should be no encroachment on govt. land and if any such

encroachment is noticed, then action under Road Side Infrastructure Act may be initiated

against the defaulter immediately.

II. OLD-KUSUMPTI-JUNGA ROAD:- This road is an old road and is of jeep able

standard. There is a steel truss bridge on this road which is known as DHAROGA BRIDGE. This

bridge is about 100 years old and is in good condition. But due to the change of course of

water in Ashwani Khad, there is an erosion of soil below the foundation of one of the

abutments. The Executive Engineer was advised to take up the remedial work immediate to

avoid any damage to this bridge structure. He was further advised to deploy JCB to change the

course of water through the centre of river bed so as to avoid any damage to bridge structure.

He was further asked to take up the painting of steel truss bridge in hand immediately, so as to

avoid any corrosion on the steel truss bridge

III- SADUPUL- SHOGHI ROAD:-- This is an old road and has been constructed to a

length of 6 K.m. but for the last four to five years most of the portion of this road was blocked

due to heavy slips on this road. The people of the area took up the matter with under signed

for the clearance of slips on this road and the Executive Engineer was requested to take up the

work in hand immediately and he has done a good work by opening this road within shortest

possible time. Further this road will link up with Anand pur- Geha Road and will be a shortest

road from Shoghi to Sadupul.

IV- CONSTRUCTION OF PHC AT KOTI:- The AA/ES of this work has been received

for Rs.42.78 lacs and about Rs.16.00 lacs been deposited with the Executive Engineer, Shimla

Division No.I The work has been awarded to the contractor and the progress of work is quite

appreciable as all the foundations except the staircase portion has been laid. The Executive

Engineer was advised to submit the estimate for revised AA/ES immediate to the Director,

Health Services so that additional funds are released by him at the earliest so that work can be

completed within stipulated period of one year.

V- CENTRAL ARMORY BUILDING AT JUNGA: - The AA/ES of this work has been received

for Rs.118.80 lacs. The work is in the final stage of completion. Painting & Whitewashing work

is in progress. There were some shortcomings in this building which were pointed out to the

Assistant Engineer, Junga Sub-Division with the directions to complete the work in all respect

by 30th

The total length of this road is 20 K.m. and is maintained by B&R Sub-

Division,HP.PWD., Shoghi from R/D 0/0 to 9/0 and 9/0 to 20/0 by Junga Sub Division,HP.PWD.,

Junga. This road was badly damaged during the last Rainy Season and some repair work was

carried on this road. There is a perennial problem of dumping of debris/Malwa on road side

by the people during night hours resulting in damage to the road crust. The Renewal Coat on

the road from 0/0 to 3/0 has been done in the month of October, 2010 and is in a good shape

except a few patches. Directions were given to the Executive Engineer, Shimla Division No.I to

start the patch work immediately. After Km. 6/0 there are heavy damages and the road on the

both side of bridge is in pretty bad shape. Directions were given to the Executive Engineer for

the renewal of these stretches immediately. Repair work on the badly damaged portion

between R/D 12/0 to 14/0 was in progress. The Executive Engineer was advised to complete

this repair work immediately so that renewal coat on this portion can be done simultaneously.

For the balance portion of the road Executive Engineer was directed to start the patch work

immediately so that the most of the portion of road can be repaired by the end of this month

i.e. April, 2011.

started but when I visited these roads today, I was surprised to notice that no work of the

repair has been taken by you on any of these roads. Only four to five beldars were noticed

doing some work regarding clearance of road side drainage etc. Near Auckland School

C.C.work was being done on the road side drain, but the work being done was of very poor

quality and no compaction of cement concrete Drain was being done. So reasons for not

complying with the orders of undersigned to take up repair work of the road in hand

immediately may kindly be explained within three days positively and patch work of all the

roads be taken up in hand by deploying separate party for each road and repair of parapets

be taken up in hand in a phase manner.

I CONSTRUCTION OF POLICE POST AT THEOG:- The AA/ES of this work has been accorded

for Rs.83.70 lacs . Against this Rs. 80.00 lacs have been deposited by the police department

with the Executive Engineer, Theog Division. This work was awarded (Building portion) to the

contractor for Rs.48.99 lacs vide Executive Engineer award letter dated 31.12.08 with one year

as a stipulated time for completion. So the work was to be completed in all respect by the

contractor on 31.12.2009. The progress of work is very slow & up to date expenditure on this

work is about Rs. 37.45 lacs .During the inspection, it was noticed that only four to five persons

have been deployed at site. The work of roof truss was in progress.

OBSERVATIONS:-

1. In the ground floor ceiling Plaster done was of very poor quality. Executive Engineer,

Theog was directed to get the work re-done at site.

2. The welding done on structure steel glazing was not up to mark. Executive Engineer was

directed to get the work executed with proper specification and with proper grinding of

welding joints.

3. Executive Engineer, Theog was also directed to sit with the contractor and get the

working programme of balance work from the contractor so as to complete the work in

all respect by 30th

April, 2011.

4. Contractor was also directed to engage separate parties for flooring and plastering for

each floor so as to complete the work by 30th

April, 2011.

requires rectification. Now the weather has improved so Executive Engineer, Theog was

advised to complete this work by 15th

May, 2011 in all respect.

III CONSTRUCTION OF ITI BUILDING AT THEOG:- The site of ITI building at Theog was

inspected by the undersigned . The lay out of the proposed building was marked, which was

checked and approved at site. The Executive Engineer was advised to call a meeting with

the contractor to finalize the working programme of this building so that the building can be

completed within stipulated period of one year.

The subject cited work was awarded to the contractor for

Rs.23.00, 97,483.The foundation stone of this work was laid by the then Chief Justice of India

Shri K.O.G. Balakrishan on 15.02.2009. Thereafter the construction work was started in full

swing. The roof of both the Blocks have been completed and the work of Aluminium glazing,

Kota stone flooring, and plaster work was in progress. The up to date expenditure on this work

is about Rs.16.10crore. The work is likely to be completed in all respect by August,2011. The

Executive Engineer, Shimla Division No.II and contractor were asked to sit together and to

prepare the completion programme for the balance work so that the work can be completed in

all respect by August, 2011.

OBSERVATIONS:-

1. Aluminium glazing work, care should be taken that there should

be no gap between aluminium glazing and the walls sporting the

glazing where ever there are some short comings, the plaster

should be re- done on those places.

2. The size of the window on the stair hall should be increased so

that to have adequate natural light on the stair case.

3. The progress of the plaster work should be increased by

deploying more men at site.

No.II informed that the estimate has already been prepared and stands submitted to the

office of the Chief Engineer,HP.PWD., Shimla Zone so Executive Engineer, Shimla Division

No.II was advised to take up the matter with the office of Chief Engineer, HP.PWD., South

Zone, Shimla-2.at personal level so that matter can be expedited.

contractor and the work is in advance stage of construction. This work has been targeted for

3. EIGHT(8)NOs. TYPE-III QTRS.:- This work has been awarded to Shri Ajay

Kuthiala contractor. Initially the progress was slow due to certain reasons. Now the progress

of work has picked-up and the frame work is nearing completion. The quality of RCC work

done by the contactor is very good. The Executive Engineer was advised to show this work to

other contractors working in the area so that they can also give matching quality of work and

was further directed that this work be completed in all respect by 31st May, 2011.

The following works of this Division were inspected by the

1. MASHOBRA-BHEKHLTI ROAD:- The Ministry of Surface & Transport has

principally approved the up gradation of this road under Central Road Funds. So the Executive

Engineer, Theog Division was directed to re-check the estimate at site so that the proper

location of R/Walls as well as Cross-Drainage should be ascertained at site. The demarcation

of the land of this road is under progress and directions were issued to take up the work of

widening of road in hand departmentally, where ever widening is possible. He was further

requested to submit the estimate of this road for Technical Sanction at the earliest.

2. PRIMARY HEALTH CENTRE AT DHARECH: - The AA/ES of this work has

been received for Rs. 58.51 Lacs. The work is in advance stage of construction. The work is

likely to be completed in all respect by 31st May, 2011 . There are certain short comings in

RCC work ,so directions were issued for taking care of these short coming during the plaster

work of the building. Which is being started shortly. The Executive Engineer should ensure

that the work should be completed by 31st May ,2011 in all respect.

3. SCIENCE BLOCK AT S.S.S. CHEOG:- The tender for this work has been called

and work is likely to be awarded shortly . The Executive Engineer, Theog was directed to

check the lay out of the building personally and was also advised to call the meeting with the

contractor to finalize the working programme of the building so that the work is completed

within stipulated period.

INSPECTION NOTE

Subject:- On going of works of Shimla Division No.I

The following works of Shimla Division No.I along with Assistant

Engineer, Ajay Sony were inspected on 24.1.2011 and the work wise I inspection report is as

under:-

(1) C/o Auckland Tunnel:- The foundation of tunnel has been laid up to 54 mtrs out

of a total length of 72 mtrs., further excavation work of 6 mtrs raft foundation was in progress.

The work is at very critical stage, as the adjoining building of Auckland School has to be

saved along with main water pipe line of Municipal Corporation Shimla as well as the cables

of the electricity Board has to be taken care of . In addition to this, traffic from Auckland

School to Lakkar Bazzar has to be maintained for which a bailey Bridge has been constructed

by the department. But due to bursting of 8 inch Municipal Corporation water supply Pipe

line, the Auckland side portion of the tunnel has caved in, for which immediate remedial

measures by way of construction of toe wall etc. has to be made so that vehicular traffic

through bailey Bridge can be restored, so directions were issued to the Assistant Engineer to

take up the construction work of toe wall /R/wall on the priority basis.

(2) Shimla-Mandi Road Via Tatta-Pani portion from Dhalli to B/pur:- This road was

also inspected by the under signed. Directions were issued to the Assistant Engineer to

identify black spots on various reaches of this road so that crash barriers can be provided on

this road on essential reaches for which necessary funds will be provided by the govt. during

the financial Year 2011-12.

As the road through golf ground has been closed and all the traffic has

been directed on the newly constructed diversion under Central Road Fund. Now the first

hairpin band can be improved and proper super alivations ect. can be provided on this curve

due to closer of road through golf Course . So , directions were issued to the Assistant

Engineer to frame the estimate for the improvement of hair pin bands so that necessary funds

can be arranged and work can be taken up in hand at the earliest.

The Ceiling and Paneling work of Council Chamber was in progress. About 30 to 40 persons

have been deployed to carry out this work by the contractor. The necessary material required for

ceiling& Paneling has also been arranged by the contractor. The work of Ornamental Paneling

was in progress. The contractor was advised to keep the grains of teak wood in same directions

so that there should be a harmony in the Ornamental wall Paneling. Though the work is being

executed as per schedule i.e. 15th Feb, 2011. The Executive Engineer was advised to coordinate

with Executive Engineer, Electrical so that work is finished by the targeted date. The matter was

also discussed with the Superintending Engineer, Electrical on the telephone and it was assured

that the electric work will also be completed along with civil work.

After the inspection , the matter was also discussed with Secretary, Vidhan

Sabha and he was also apprised about the progress of the work.

INSPECTION NOTE

The following works of Shimla Division, No.I were inspected by

the undersigned on 3.2.2011 alongwith Shri R.K. Verma, Executive Engineer Shimla Division

No.I and Shri Ajay Soni, Assistant Engineer Shimla Sub-Division No.I.

1. CONSTRUCTION OF POLICE POST AT SANJAULI:- Administrative

Approval/Estimated Sanction of this work is for Rs. 27.00 Lacs and the work was awarded to

Shri D.K. Sharma, contractor with a time of completion as nine months from the date of

award, the completion date as per Agreement has elapsed but the work is yet to be completed.

The directions were issued to the Executive Engineer, Shimla

Division No.I to complete the work in all respect by 15th March, 2011 and contractor was also

asked to achieve substantial progress by 15th February, 2011 otherwise penalty will be imposed

on him for delay in completion of work.

2. POLICE POST BUILDING AT NEW SHIMLA:- The AA/ES of this work was for

Rs.47.69 Lacs and the work was to be completed within six months from the date of Award.

The completion date as per Agreement has elapsed since long but the work is yet to be

completed. It was informed by the Executive Engineer, Shimla division No.I that certain

modifications were desired by the Police Department so the revised permission from T& CP

was obtained and balance funds amounting to Rs.16.71 lacs are to be deposited by the Police

Department.

The Executive engineer was directed to complete the work as per

original AA/ES by 15th March, 2011. The progress of work will be reviewed on 15

th

February, 2011 and if by then desired progress in work is not achieved, 10% penalty will be

imposed on the contractor.
