MINUTES I. CALL TO ORDER The meeting was called to order by the Chair Jim Shirk at 5:32 p.m. BPAC Members Present: Jim Shirk, Jay Collins, Moises Hernandez, Calvin Thornton, John Marsh, Danielle Joyce, Lorraine Lyn, Tina Russo, Patrick Thorpe, Karla Price, Steve Cherpock, Richard Johnson, Alain Watson and Joanna Swindell. Others Present: Michele Ogilvie, Sarah McKinley and Beth Alden-MPO staff; Christine Acosta, Scott MacLean, David Bottomly, Michael Adams, Al Nordinger, John Lyons, Allison Marron, Daragh Gibson, Jose Menendez, Jean Duncan and Lucia Garsys. II. PUBLIC INPUT Christine Acosta updated the committee on Bicycle Friendly Business effort for the Downtown. Ms. Acosta stated the proposed redevelopment of Channelside will be branded as a wellness district. She urged the BPAC to create a strategic relationship with the district and support access to the district. III. APPROVAL OF MINUTES
MOTION: Approval of August’s minutes. (Collins-Thorpe). The motion was approved unanimously. IV. ACTION ITEMS
A. New Member Applications: Scott MacLean, introduced himself sharing his experience as a Tampa Police Officer. MOTION: To support Mr. MacLean’s application to the BPAC. (Thornton-Collins). The motion was approved unanimously. David Payor introduced himself stating that his concern for safety of bicyclists and pedestrains has inspired him to volunteer to join the BPAC. MOTION: To support Mr. Payor’s application to the BPAC. (Thornton-Hernandez). The motion was approved unanimously.

B. TIP Amendment: Sarah McKinley reported that the amendments include four Safe Routes to School sidewalk projects and a separated bike lane along Himes Ave. The Safe Routes to School projects were identified by the School District and the County Public Works Department and are each listed as priorities of Hillsborough County for the FY2016/17 TIP and include: Cypress Creek Elementary School; Stowers Elementary School, Summerfield Elementary School, Eisenhower Middle School. The proposed sidewalk projects would be funded through the Transportation Alternatives grant program. The amendment also includes separated bike lane project on Himes Ave. would be funded by Federal Highway Safety Improvement funds. Members discussed the speed of Himes and that the bicycle lanes will be properly addressed at intersections. MOTION: Approval of all five TIP amendments. (Thornton-Marsh). The motion was approved unanimously. C. FDOT Tentative Work Program: There being no FDOT representative Beth Alden, MPO staff gave the committee a timeline of for the work program which will be reviewed by the Florida Legislature in January for budget allocation. She then highlighted through the work program MOTION: Forward comments to the MPO for their consideration. (Thorpe-Collins). The motion was approved unanimously.
D. 46th and 131st Ave Compact Streets Study: Michael Adams introduced the study. He reported that Hillsborough County requested the study of both corridors for enhancements, and wants to ensure that any modifications improves the safety, function, and aesthetics of the roadways for all users. He reviewed the improvements proposed to include wider sidewalks, roundabouts and buffered bike lanes.
MOTION: Accept the report with the modification that the lanes on 131st Street is narrowed to 10.5 feet from the proposed 11 feet and the extra foot be added to the bike lanes, 6 inches on each bike lane, and transmit for consideration in the Innovation District master Plan. (Thorpe-Collins). The motion was approved unanimously. V.STATUS REPORTS A. Go Hillsborough: Jean Duncan and Lucia Garsys gave an overview of the
initiative; it is an initiative of the Transportation for Economic Development Policy Leadership Group (PLG), which includes all seven Hillsborough County Commissioners, the mayors of Plant City, Tampa and Temple Terrace, as well as the chairman of the HART board. Over the summer, the GO Hillsborough effort developed a list of projects that could be accomplished given additional funding. To date approximately 6800 people have participated in meetings on the initiative. This

briefing will cover the recommended list of projects for two funding scenarios: a ½ percent sales tax or a 1 percent sales tax.
Members discussed the “nimbleness” of the funding and projects. B. George Road Complete Street: Wade Reynolds gave an overview of the approach
to undertake a Health Impact Assessment as an initiate that communities can integrate into their transportation planning. Daragh Gibson reported on the procedures, methods and tools used in the Health Impact Assessment. Allison Marron updated the committee on the Center for Disease Control’s Health in all policies to ensure that all decision-makers are informed about the health consequences of various policy options during the policy development process.
Members discussed the merits of this approach on future and past studies. MOTION: Write a letter to the MPO and the Department of Health to say thank you for this innovative approach. (Collins-Johnson) The motion was approved unanimously. VI. Old Business and New Business
A. Bicycle Parking Update: Michele Ogilvie reminded the committee of their motion
to move toward the codification of bicycling parking in the city of Tampa first, and then advocate for other jurisdictions in the county. An overview of the St. Petersburg approach including guidelines was presented.
Members discussed the merits of the approach and supported the guidelines based on Association of Pedestrian and Bicycle Professionals (APBP). Members discussed a bicycle garage with a bicycle shop perhaps in the Downtown. Members discussed the connectedness between bicycle parking and bicycle friendly businesses. Suggestions were made to explore required bicycle parking, perhaps in Student Housing projects in and around USF. B. General Membership Update: Richard Johnson, Jim Shirk, JoAnna Swindell and
Moises Hernandez indicated their interest in continuing their membership on the committee.
C. Cyclovia: An announcement was made urging volunteers for the event on Sunday, October 25th.
VII. ADJOURNMENT
There being a call to adjourn the meeting at 7:40 p.m. the meeting concluded. (Johnson-Collins).

Summary: The Bicycle/Pedestrian Advisory Committee (BPAC) shall be responsible for making recommendations to the MPO, Hillsborough County, City of Tampa, City of Plant City, City of Temple Terrace, the Hillsborough County Environmental Protection Commission, the Florida Department of Transportation, the Southwest Florida Water Management District, and others, on matters concerning the planning, implementation and maintenance of a comprehensive bikeway and pedestrian system. In addition, the BPAC shall be responsible for studying and making recommendations concerning the safety, security, and regulations pertaining to bicyclists and pedestrians. The following individuals have applied to be members at large of the BPAC:

Summary: The City of Tampa is proposing streetscape improvements for Scott Street. Federal grant funds are being used to beautify this corridor that connects Downtown Tampa and Ybor City. The project begins at Perry Harvey Park and extends to E. 7th Avenue in Ybor City.
The project will feature “green” stormwater management
techniques, referred to as low impact development, as well as improved pedestrian amenities, traffic calming elements and Florida-friendly landscaping.
The objective of low impact development is to capture and treat
rainwater where it falls to reduce pollution in urban watersheds. The results are more natural and beautiful and are generally less costly than conventional stormwater management approaches.
Benches, bike racks and trash containers will be strategically
located along Scott Street. People who travel Scott Street on-foot will enjoy more shade, enhanced street crossings and places to sit and rest along the way. Landscaping will include native or Florida-friendly trees and plants that thrive on the natural conditions.

Agenda Item: Safe Kids and Middle School Training
Presenter: Tina Russo, BPAC member
Summary: Safe Kids Tampa is led by St. Joseph Children's Hospital of
Tampa, which provides dedicated and caring staff, operation
support and other resources to assist in achieving our
common goal: keeping your kids safe. Based on the needs of
the community, this coalition implements evidence-based
programs, such as car-seat checkups, safety workshops and
sports clinics, that help parents and caregivers prevent
childhood injuries.
Safe Kids is a global organization dedicated to preventing
injuries in children, the number one killer of kids in the United
States. With an extensive network of more than 400 coalitions
in the United States and partners with organizations in 25
countries around the world Safe Kids works to reduce injuries
from motor vehicles, sports, drownings, falls, burns,
poisonings and more.

Agenda Item: An Introduction to Vision Zero

Summary: Vision Zero is an approach to road safety that began in
Sweden and has been implemented in that county since
1997. A "Vision Zero" policy requires that fatalities and
serious injurious are reduced to zero by 2020.
At the core of the worldwide Vision Zero movement is the
belief that death and injury on city streets is preventable. For
the most part, these aren’t “accidents.” Collisions are often
the result of poor behaviors and unforgiving roadway designs.
So we must approach the problem from multiple angles –
street designs that emphasize safety, predictability, and the
potential for human error, coupled with targeted education
and data-driven enforcement.

Agenda Item: Can We Take This to Another Level?

Summary: From time to time the BPAC will discuss, develop and assign itself several work items. The last time such an exercise was completed was in 2010.
The presenters will discuss with the committee the following ideas: 1. Permanent guarded bike corral at the Forum, and Curtis Hixon during events. 2. Cycling/ped specific signage and mile markers along different trails 3. Protected lane leading from Hyde Park/ Bayshore to Downtown. 4. An exclusive bike/ped website with clear contact info for those on the board. I picture a website detailing new and future projects, routes, bike friendly businesses, upcoming group rides, races, feedback forms, bike share info, safety tips, visitor's info, and all the info necessary to promote biking as means of transportation. We have a BPAC section but we need to take this to another level. 5. Make it a requirement that any presentation by MPO or DOT staff clearly states the type of bike lane accompanying each project. 6. Revamp 42nd and 46th st. These roads are used by hundreds of students daily yet have horrible bike/ped infrastructure w narrow and dissapearing sidewalks along w often times flooded lanes. I say turn the sidewalk into a multi-use trail by incorporating the bike lane. 7. Require new business projects to have bike parking; close to the entrance and covered when possible. Encourage exisiting businesses to improve bike parking. 8. Require new condo projects to have covered and safe bike parking. This would include the new proposed Straz project. 9. New communities must provide land and pave a multi-use trail to be connected w/ future communities. We could have linked New

Tampa/WesleyChapel this way instead of the many isolated neighborhoods we now have. 10. Acquiring a helmet cam to record routes in serious need of improvement in order to present video evidence for funding needs.
