1. Revision of Recommendation ITU-R M.1036 on channelling plans for implementation of the terrestrial IMT
2. No Change for 470 – 694 MHz band (and also at WRC-19)
3. No Change on the core C-band (3600 – 4200MHz) band
4. Identification for IMT of 1427 - 1518, 3300 – 3400, 3400-3600MHz, thus additional 391MHz identified for IMT
5. Ability to use the second digital dividend as from the end of WRC-15
6. Authorization of use of the frequency band 1 087.7-1 092.3 MHz for GFT
7. Allocation of 15kHz (i.e. 5351.5 – 5366.5 kHz) for amateur service
8. Identification of spectrum on-board stations in maritime mobile service and Automatic Identification Systems (AIS)
9. Additional spectrum to Earth exploration-satellite service in the 7 and 8 GHz bands

1. Regional voices were the main basis for conference decisions
notwithstanding the voice of individual countries and sub-regions. It
is therefore crucial to enhance the African regional voice by robust
preparations.
2. Much of the conference decisions were in line with the African
common proposals or at least did not have a heavy negative impact.

Africa did remarkably well in terms of preparations and performance at
WRC-15
However, like everything else, there is need for continuous improvement
General preparatory strategy philosophy is similar to that for WRC-15
but with introduction and emphasis on (six) working groups (Preparatory
Groups, PGs)

Six (06) ATU WRC-19 Preparatory Groups (one each for the 6 chapters of
CPM), (taking into account expertise of individuals and also fair geographical
distribution to the extent possible).
Main terms of references of working groups:
1. Conduct continuous technical rigorous preparations for WRC-19 issues
2. Assist AfriSWoG in developing recommendations to APMs on best ATU view/position
3. Spearhead AfriSWoG drafting of ATU common contributions to ITU

crucial to the achievements at WRC-15
3. Good preparations particularly the work of AfriSWoG studies on OoBE and
C-band usage were key

WRC-19
