Income from Traffic Fines The MMDA earned a total of P26.359M from traffic fines during the 3rd Quarter of 2013. Compared to the same period last year, income from the same source was recorded at P27.324M, or a decrease of 3.53%

Traffic Direction and Control; Metro Manila Traffic Ticketing System

The Uniform Ticketing System has been in force in the metropolis since January 2012, with the Uniform Ordinance Violation Receipt (UOVR) replacing the Traffic Violation Receipt (TVR), by virtue of MMDA Resolution No. 12-02. The graph below shows the no. of TCs deployed and active UOVR holders as well as total no. of apprehensions made for the 3

rd Quarter 2013, compared to

that of last year.

60-KPH Speed Limit Enforcement To address the large number of vehicular accidents occur-ring along Common-wealth Ave. and Macapagal Ave., the 60-khp Speed Limit was implemented. MMDA T/Cs monitor the actual speed of passing vehi-cles along these major

thoroughfares thru the use of radar gun.

Bus Management & Dispatch System (formerly Organized Bus Route (OBR) Project) On July 15, 2013, a new BMDS Office was inaugurated at the fourth major BMDS Terminal located in Coastal Mall, Baclaran, Parañaque City. This terminal is known as the Southwest Integrated Provincial Terminal. It is designed to decongest traffic within Metro Manila by regulating the dispatch of buses coming from and going to Cavite and Batangas. The Table below shows the total bus trips recorded, provincial bus drivers registered via finger scanning and BMDS-related apprehensions made.

Anti-Illegal Parking Operations UOVR holders/ members of the Parking Enforcement Team roved around major roads in the metropolis and issued cita-tion tickets to violators whose vehicles are parked beyond the designated sidewalk boundary marker

EDSA Bicycle-Sharing Project Initiated on January 17, 2013 at the bike lane on the side-walks along both sides of EDSA from Magallanes to Ayala Ave., this 6-AM to 6-PM project benefited a total of 442 bike users during 3rd Quarter 2013.

Enforcement of the Yellow Lane Rule & Closed-Door Policy To eliminate obstructions, improve traffic flow and

decrease travel time along EDSA, the Yellow Lane (designated bus and PUJ lanes) Rule and Closed-Door Policy, including the use of loading and unloading bays by PUBs, are strictly implemented along this major thoroughfare.

Road Emergency Operations (Emergency Response and Roadside Clearing) The Road Emergency Group under the Traffic Discipline Office, consists of medical and rescue personnel and equipped with ambulances, rescue van, tow trucks, fork

lifts, manlifts, fire trucks and handheld radios to respond to road emergencies specifically along EDSA and other major thoroughfares within Metro Manila. It has ten (10) road emergency stations maintained in strategic locations in the Metropolis.

Unified Vehicular Volume Reduction Program (UVVRP) The UVVRP which bans all public and private motor vehicles from plying the major thoroughfares of Metro Manila from 7:00 A.M. to 7:00 P.M. on weekdays depending on the last digit of the vehicle plate number except Saturdays, Sundays and Public Holidays, is continuously being implemented by the Authority.

Design and Construction of Pedestrian Footbridges The MMDA Traffic Engineering Center (TEC) finished construction of two (2) new footbridges during the 3rd Quarter of 2013: (1) at Quezon Ave. - Sgt. Construction/ Inaguration of the Southwest Integrated Provincial Terminal (SWIPT)

This terminal for provincial buses coming from and going to Cavite and Batangas was inaugurated last August 6, 2013. It is designed to reduce the number of buses along Metro Ma-nila roads and thus decongest the overall traffic situation within the metropolis.

The staging area for this terminal for Cavite and Batangas provincial buses was 100% completed in September, 2013. The terminal area itself was 97% done as of the same month.

Construction of the Tumana Impounding Area This project was 80% completed as of the end of 3rd Quarter 2013. The Tumana Impounding area is a property of the GSIS consisting of 2 hectares located in Marikina City. The Area aims to provide more space for impounded vehicles.

Serve as the 24-hour communications, monitoring and information unit of the MMDA. It is manned by 82 personnel rotating in three (3) shifts. It is responsible in the management of the MMDA trunkline, radio control communication service, management and maintenance of road safety surveillance cameras, management and maintenance of telecommunications equipment and wireless communication system

FLOOD CONTROL AND SEWERAGE MANAGEMENT OFFICE

Flood Control and Sewerage Management Office (FCSMO) projects were undertaken by administration and by contract. They are also responsible for the regular operations and maintenance of Pumping Stations, Floodgates and other Flood Control facilities. For the 3rd Quarter of 2013, regular maintenance activities includes declogging of drainage laterals of which 134,168 linear meters has been completed, dredging/ deepening of open waterways with 12,551 linear meters accomplished and desilting of drainage mains in which 2,269 linear meters were done. The office has likewise fabricated and installed 39 manhole covers and 11 steel gratings of the drainage system.

52 Pumping Stations are being maintained and operated efficiently by the office with 184.235M cubic meters of floodwater pumped out and 5,637 cubic meters of garbage collected. For general information, declogging, desilting and dredging of esteros and drainage systems increase the conveyance capacity of floodwater. It also tremendously improves the subsidence rate of floodwater. The Equipment Management Division of FCSMO is responsible for the mobilization, repairs/ maintenance and operations (including declogging, dewatering, clean-up, community service, special and emergency operations, etc.) of various kinds of light and heavy equipment used by FCSMO.

For CY 2013, priority flood control infrastructure and special projects are being undertaken by the

FCSMO. These includes drainage improvements, repair/ rehabilitation of estero walls, dredging/

SOLID WASTE MANAGEMENT OFFICE Solid waste management is one of the major mandates of MMDA in the pursuit of a clean and orderly Metro Manila and directly charged with this task is the Solid Waste Management Office (SWMO).

Solid Waste Disposal Activities As a regular activity, the office documents the volume of wastes received at three (3) disposal facilities namely the Rizal Provincial Sanitary Landfill, Quezon City and Navotas Landfills. For the 3rd Quarter of 2013, the actual volume of garbage/ waste disposed was 2,469,614.67 cubic meters. The SWMO also regularly maintains the operations of these disposal facilities as well as the closed disposal facilities which include housekeeping tasks, grass-cutting activities, equipment inventories and operation of leachate treatment plant at San Mateo Landfill. 9 site visits were also conducted in different SWM facilities for their

monitoring and inspection activities. The table below shows the comparison against the previous year’s 3rd Quarter accomplishment:

Door-to-Door Garbage Collection System For the 3rd Quarter of 2013, the SWMO continually assessed the compliance of the 17 Metro Manila LGUs with the Door-to-Door (D2D) Garbage Collection System, in which 90% or 1,533 out of 1,705 barangays are implementing the scheme. The D2D system requires residents to segregate recyclable and non-recyclable trash and take their garbage out only at the appointed time of collection wherein LGU garbage collectors pick-up the same door-to-door. The office also conducted monitoring of 37 barangays and all of which are imple-menting the D2D garbage collection scheme.

Monitoring of Level of Cleanliness For the Monitoring of Level of Cleanliness, the office has conducted a total of 37 days of inspection and photo documentation of garbage in major roads, investors’ corridors and national roads in Metro Manila. A total of 239 garbage piles were observed/ sighted and 60 letters were sent to the concerned LGUs for information and appropriate action. Note that the task of garbage monitor-ing was assigned/ transferred to the LGU Coordinators

starting August 7, 2013. The table below shows the comparison against the previous year’s 3rd Quarter accomplishment:

Accreditation of Garbage Collection Trucks The office likewise inspects garbage trucks prior to issuance of Permit to Dump based on their roadworthiness

Implementation of the Ecological Solid Waste Management Act (RA 9003)

For the implementation of RA 9003 or the Ecological Solid Waste Management Act, SWMO has convened/ facilitated one (1) Metro Manila Solid Waste Management Board – Technical Working Group (MMSWMB-TWG) Consultative Meeting with LGUs. For the preparation of the 10-year SWM Plan, 11 LGUs have completed their 10-year plan SWM Plan while 6 LGUs have yet to complete theirs. The office also conducted continuing assessment of the LGU’s compliance with the provisions of RA 9003 with 97.71% or 1,666 of the Metro Manila barangays have constituted their Barangay SWM Committees.

Waste Diversion The Over-all Waste Diversion Rate of the 17 LGUs is now 38% for the 3rd Quarter of 2013. On the practice of segregation at source, 1,070 out of 1,705 barangays are implementing the same with a 62.75% compliance rate. On separate collection scheme, 1,088 out of 1,705 barangays or 63.81% are

implementing the separate collection. Also, 536 barangay-based and 580 school-based Materials Recovery Facilities (MRFs) were established as of the 3rd Quarter of 2013. The office also conducted monitoring of barangays implementing waste segregation and separate collection and out of 37 barangays visited/ monitored, only 13 were practicing the same. Solid Waste Management Seminars/ Trainings

Policies, programs and projects for proper sanitary waste disposal and for the reduction, re-use and recycling of solid waste was implemented. Among these are the conduct of 4 orientation trainings for 5 seamen applicants, 12 orientation seminars, trainings and teach-ins conducted with 1,219 participants on RA 9003 and Solid Waste Management before barangays, schools and other sectors.

The office also provided assistance on SWM to 19 researchers/ students. The office likewise dis-seminated a total of 1,000 copies of IEC materials such as D2D comics, flyers and posters to different schools, LGUs and barangays.

Other Activities

Other on-going activities of SWMO include the establishment of an Appropriate Ecology SWM System for condominiums and subdivisions (HOAs Project) with 5 meetings and 484 HOAs inspections made. The SWMO has also reviewed and evaluated documents submitted by bidders for the conduct of Waste Amount and Composition Survey (WACS). The office also assisted in the inspection of barangays in the Search for the Cleanest Barangay and Best Practices on SWM. Likewise, the office has also prepared the 3rd Quarter compliance report of SWMO for submission to the Supreme Court regarding the clean-up of Manila Bay. SWMO also facilitated the collection/ hauling of 3,897 cubic meters of garbage accumulated in different Pumping Stations in coordination with the Flood Control Office.

Health and Sanitation Services Coordinating Assistance Division (HSSCAD)

Enforcement of MMDA Regulation No. 96-009 or the Anti-Littering Law For the 3rd Quarter of 2013, a total of 3,236 Anti-Littering Enforcement violators were apprehended. 861 of whom have settled their administrative fines with a total revenue of ₱431,000. Also 30 of these violators have rendered community service in place of their administrative fines. Total number of Notices/ Summons sent were 1,331 and 1,270 cases were filed at MTC for violation of Sec. 48 of RA 9003 (Anti-Littering Law) per LGU. 6 previously apprehended violators have also settled their administrative fines and have been issued Motion to Withdraw (1999-2002) to secure NBI clearance. Environmental Enforcers in operation

Enforcement of RA 9211 or the Tobacco Regulation Act/ No Smoking in Public Places/ MMDA-Bloomberg Project For the 3rd Quarter of 2013, a total of 12,766 Anti-Smoking Violators were apprehended. 186 of whom has settled their administrative fines either through Metrobank or direct payment to the MMDA Office with a total revenue of ₱93,000.00. The MMDA Smoking Cessation Program was also launched by the office last year with a total of 3,364

clients served in the 3rd Quarter of 2013 in Smoking Cessation Clinics located at the MMDA Lobby and Smoking Cessation Bus Clinic.

ANTI-SMOKEBELCHING UNIT

The Anti-Smoke Belching Program of the Agency has been in existence since 1975. Relative to this, the MMDA Anti-Smoke Belching Unit (ASBU) was created specifically to address the problem of smoke belching vehicles plying the Metro Manila roads. Pursuant to RA 8749 or the Clean Air Act, the

unit, which is deputized by the Land Transportation Office (LTO), undertook Smoke Belching Operations (Roadside In-spection and Apprehension) for the 3rd Quarter of 2013 wherein a spotter flags down a suspected smoke belching vehicle. When the vehicle stops, an Apprehending Officer will approach the driver and asks for his Driver’s License and the vehicle’s LTO registration papers. Upon securing the required documents, the Apprehending Officer will submit the same to the Records Officer who will record the information/ data. The Apprehending Officer will then ask the driver to yield the vehicle to the Depressing Officer for the eventual testing of the vehicle and witnessed by the driver. If the vehicle fails the test, the driver will be informed that the plate number of the vehicle shall be confiscated and a Temporary Operator’s Permit (TOP) will be issued together with the test results.

Sweeping Operations For the 3rd quarter of 2013, MPCG was able to sweep (manually and mechanically) 58,146 kms of roads, gathering 4,227.61 cu.m of garbage and sweeping 322.9 cu.m of sand.

Landscaping Activity The bulk of the activities consisted of planting of assorted plants with 102,299 pcs, planted. This was followed by the propagation of plants with 45,149 pcs. propagated. Third major activity was harvesting of plant propagation with 25,975 pcs, harvested. This was followed by hauling of seedlings to SML (9,552 pcs.) and planting of assorted trees (8,244 pcs.). Some activities done in 2012 had no counterpart in the same period of 2013.

Leveling of Soil Levelling of Soil was also done with 38,683 sq. m. leveled. 19,490 sq. m. areas were areas where plants were trimmed, while 329 pcs. ficus were also trimmed, 64 pcs. ficus and trees were balled out. 128 pcs. fallen trees were fixed and 28 cu. m. of dry leaves/ garbage were removed. 3,233,348 liters of water were consumed throughout Metro Manila in watering plants.

For the 3rd quarter of 2013, the Planning Office accomplished the following activities/ programs/

Consultation meetings with World Bank and AusAID on the Institutional Development Fund (IDF)

Grant for the Metro Manila Greenprint 2030 were conducted. The Office also attended/

participated in the meeting of the Planning Committee on Chapter 10 of the 2011-2016 Philippine

Development Plan on Climate Change Adaptation and Mitigation conducted by the NEDA.

The Planning Office provided technical assistance, attended/ participated in meetings with

The Planning Office submitted reports related to MMDA

assistance in the biometrics registration of Informal Settler

The Planning Office submitted the MMDA inputs/ reports to

the Revalidation of the Public Investment Program 2011-

2016 for Metro Manila and evaluated for Regional

Development Council – NCR approval of the LRT – 2 East

Extension Project. Also, a total of 84 RDC clearances for

excavation were released.

The Planning Office is also responsible on the issuance of billboard clearance. The table below

METROPOLITAN SOCIAL SERVICE OFFICE

Administering the social services aspect of HPSEPO’s mandate is the Metropolitan Social Services Office (MSSO). One of the flagship projects of the MSSO is the operation and maintenance of the MMDA Workers’ Inn providing bed and bath facilities for low-income workers for an affordable price of Php 50.00 per 10-hours stay conveniently located at 161 A. Bonifacio Drive, Port Area, Manila. The previous rate of Php 30.00 was increased to Php 50.00 on August 6, 2012. For the 3rd Quarter of 2013, the MMDA Workers’ Inn accomplished the following: MMDA Workers’ Inn, Port Area Manila

A regular activity of MSSO is the Street Dwellers Care Program in which the office conducts rescue operations of street dwellers/ nomads in various locations in Metro Manila and is turned-over to Jose Fabella Center, LGUs or other DSWD facilities. 917 of them were referred and transferred from the Jose Fabella Center to their respective LGU-DSWD and other facilities like National Center for Mental Health. 4 rescued street nomads were transported back to their respective places of origin in Metro Manila or nearby provinces through the Balik Probinsya Program of the DSWD. 24 Joint

Rescue Operations were also participated by the office which resulted to the rescue of 2,267 street nomads/ vagrants. The office is also regularly providing relief assistance to the Jose Fabella Center and other social welfare institutions catering to rescued street nomads.

Other activities of MSSO for the 3rd Quarter of 2013 include the following: 1. The office has conducted various activities as part of the regular repairs and maintenance of

the Workers’ Inn’s furniture and fixtures and repairs and maintenance of Rescue Vehicles. 2. The office also conducted painting of MRT Posts along EDSA identified as sleeping areas of

street dwellers with “Bawal Tulugan ang Lugar na Ito”. 3. The office, as member of the Technical Working Group (TWG), attended various coordinative

meetings as MMDA representative and coordinator in preparation of inter-agency programs such as:

SIDEWALK CLEARING OPERATIONS GROUP

Clearing and Removal of Illegal Vendors For the 3rd Quarter of 2013, the Group has undertaken clearing in the following places: Balintawak Footbridge up to MRT SB Station, Ortigas Area, Ortigas to Mantrade MRT Stations, Ma. Clara Church in Katipunan Avenue, Bgy. San Dionisio, Parañaque, Estrella Footbridge (NB), Samson road up to Sangandaan, perimeter of Pasay MRT Station, Baclaran Area, Sto. Domingo Church Footbridge of Anapolis St. EDSA, EDSA Monte de Piedad, Aurora Blvd., Cubao to EDSA and Pinatubo Streets. It also undertook clearing operations along GMA Station, Santolan, Magallanes, Quezon Ave. and SM North EDSA. Sidewalk clearing was also done along Pasay area (NB and SB) including Pasay footbridge and also along the loading bay along EDSA Buendia, Estrella (V.V. Soliven), Boni (SB), Mantrade and Guadalupe (SB), and in front of the Baclaran church. In the process, SCOG removed illegal vendors, street mendicants, street dwellers, selling paraphernalia such as wooden boxes, push carts, umbrella and other obstruction / eyesore materials. By Sept. 2013, total number of illegal vendors cleared dropped to 636 (from 2040 of 3rd Quarter 2012) or a decline of 207.69.

Fixed Posting and Roving Operations This is the maintenance aspect of the task of SCOG. Fixed posting and roving operations are done

in the following areas: Balintawak Service Road, Public Market(SB) QC, EDSA Cubao (National

Book Store), GMA Station (NB and SB) EDSA, EDSA MRT Station, Dangay cor. Roosevelt Munoz

and Sto. Domingo Church footbridge, EDSA Ortigas (at Footbridge) and Diliman (EDSA, SB along

Ortigas, Pasig City. SCOG operatives also assisted in traffic enforcement particularly along Cubao

area from Q-/mart to Arayat (EDSA SB) and also along GMA Station (NB and SB) at EDSA.

Additionally, they also assisted passengers along the Provincial Bus Terminal at the Coastal Mall

in Parañaque.

Special Projects 180 personnel were deployed at “EDSA Tayo” rally. They also participated in the tree planting at

San Mateo Sanitary Landfill, as well as participated in the celebration of the National Heroes Day

in Fort Bonifacio, Taguig City. The group also attended to the Lingap sa Barangay in Tugatog,

Malabon; Tambo Parañaque amd Brgy. 31 Southside, Makati City; and Bangkulasi, Navotas City.

SCOG personnel also cleared areas in different localities per request of high ranking company

officials, barangay officials, homeowners associations, residents and concerned citizens, in the

process removing illegal vendors, illegal settlers and obstructions (i.e. empty drums) as well as

vending paraphernalia.

MANAGEMENT AND INFORMATION SYSTEM STAFF The Management and Information System Staff (MISS) is responsible for the management and maintenance of the Local Area Network (LAN) and Attendance Monitoring System using Biometrics (Finger Scanners) for the timely release of the daily time records to MMDA personnel. Presently, 36 Scanners (18-PC-based and 18-Portable units) are being maintained by the MISS. The Office is also responsible for the maintenance of the MMDA Portal and Document Tracking System (DTS) as well as the E-NGAS work stations. 9 offices utilizing 12 computers with corresponding barcode scanners are being provided with technical assistance by the MISS.
