He passed away earlier this year, leaving [email protected] in excess of $5 million to his scholarship fund, a gift that will cause the number of scholarships offered by the Community Foundation each year to soar. “Because of Mr. Basile’s incredible generosity, hundreds of young people will get an education. Jim Basile was a quiet and very private man, but he will be remembered and make a difference for generations to come,” said Hugh Ralston, VCCF President and CEO. “We are honored to be a partner with him in this good work.” Former VCCF President Kate McLean said of Basile, “He cared deeply about young people getting the opportunity for an education. Not only did he establish a number of scholarships, but he also funded an outreach program at VCCF to make sure that youth knew that scholarships were available. Basile’s Legacy Doubles Scholarships for Ventura County

Jim Basile believed in the youth of Ventura

County, and wanted to make a difference.

The students who apply for our scholarship program come from all walks of life. Many have

outstanding grades, some will be the first in their family to attend college, and all share a

DESTINO 2000 SURVEYS LATINO HEALTH NEEDS

Earlier this year, Destino 2000: The Hispanic Legacy Fund

secured a grant from The California Endowment to strengthen

Destino’s organizational and grantmaking capacities, with a

special emphasis on healthcare for underserved Latinos. In

2004 and 2005, Destino will focus its grants on addressing

health issues for Ventura County’s Latino community.

In preparation, Destino conducted the first Health Needs

Assessment exclusively focused on Ventura County’s Latino

population. The primary purpose of the study is to inform

Destino’s grantmaking, community education, leadership and donor involvement activities. In

addition, it is hoped that the study will aid other funders, policy makers and service providers in

allocating resources and planning services to address our County’s multicultural health needs.

Rigoberto Vargas, Ventura County Public Health Chronic Disease Prevention/Control

Program Administrator, states, “The Latino Needs Assessment provides much needed

information on improving the health and well-being of Latinos in Ventura County.”

The California Endowment was established in 1996 to expand access to health care for

underserved individuals and communities, and to promote improvements in the health status of

all Californians. The Endowment makes grants that directly benefit the health and well-being of

the people of California. The Community Foundation and Destino are most grateful for the

Would you like to provide for your retirement and create an everlasting philanthropic legacy for your favorite

charity? Consider a Charitable Gift Annuity (CGA) through the Community Foundation.

A CGA is a contract between the donor and the Community Foundation that provides the donor and/or other

named beneficiaries with a fixed income for life. After their lifetime/s, the CGA establishes a permanent

charitable fund to benefit causes the donor has chosen. Donors may name the organization of their choice or

any one of the Community Foundation’s funds as the final beneficiary of their annuity.

The fixed annuity amount is based on the age of the beneficiary(ies). The older the beneficiary is, the higher the

rate they can receive. Donors also receive a current income tax deduction for the amount going to charity after

their lifetime. A Charitable Gift Annuity:

• Benefits causes you care about • Provides lifetime income

• Commits assets to tax-sheltered entity for future gift • Provides immediate income tax benefit

• Payments are partially tax-free • Diversifies portfolio risks.

importance of funding for women’s issues.

Donors and grantees gathered in September to celebrate the work done in Ventura County to improve the

lives of women and girls in our community. Women’s Legacy Fund Grants totaling $50,000 were awarded

to the Coalition to End Family Violence, Interface Children Family Services, Many Mansions,

Ventura College Foundation, Services United, Westminster Free Clinic and Women’s

Economic Ventures, for programs providing education, training and economic opportunities to women.

Karina Lombana, a participant from the Westminster Free Clinic’s Professional Life Skills Training

Program spoke candidly about her experience. “The program is making a career for me. You are

helping me to be somebody. Without you, it would be impossible. I appreciate what you are doing, not

only for me, but for all the women you are helping. You are angels for all of us.”

The Women’s Legacy Fund also celebrated attaining half of its $1 million endowment goal. This

milestone assures that $25,000 will be available annually to support programs in Ventura County

that focus on women’s issues. The Women’s Legacy Fund Vision Committee has set its endowment

for December 31, 2004.

VCCF is pleased to welcome Terri Lisagor to its Board

of Directors. Honored as Camarillo’s Woman of the

Year in 1996, Lisagor has served as regional President

of the American Association of University Women

and Chair of the Brighter Horizons. She is currently a

professor at Cal State University, Northridge.

Dr. Lisagor was a Women’s Legacy Fund founder

and has served on grants committees since 1995. Along

with her her husband, Mark, she also established the

Lisagor Family Fund through VCCF’s Cornerstone Project.

When asked about her new endeavor, Lisagor commented, “I am honored, delighted, and

humbled to be a member of the Board of Directors. I look forward to being part of creating a

bigger vision with VCCF, and hope to bring a perspective that might help us reach out to, serve,

and involve more members of our community, especially the younger generation. I want to help

open their eyes to ways in which they can be an active, involved, giving part of Ventura County.”

nt CIVIC ALLIANCE CHOOSES ISSUE

WHAT DO CITY AND COUNTY GENERAL PLANS ADD UP TO FOR

GROWTH AND SUSTAINABILITY IN VENTURA COUNTY?The Ventura County Civic Alliance will focus

its 2004 activities on issues of growth and

sustainability, starting with a review of city and

county plans and their definition of growth and

sustainability for Ventura County. Volunteers

will review city, county and other organizations’

documents to search for implications of the plans.

The Alliance will use this research as the basis

for community conversations, using its “3E”

prism of the economy, environment and social

equity. A report on findings and suggestions for

next steps will be presented in fall 2004. The

Alliance intends to work with community

organizations in moving ahead with the project.

Alliance Director Dr. Lyle Wray stated, “We are excited to engage the community in our

research. We have lots of data, but we hope that ‘connecting the dots’ and communicating major

trends in a broad community conversation will lay foundations for better growth and a sustainable

future for Ventura County.”

In March of 2002, the lives of Craig and Brenda Small were changed

forever when they learned that their week-old daughter Delaney had

been born with a congenital heart defect that would require risky

open-heart surgery to correct. It was a year fraught with anxiety and

sacrifices, but it had a happy ending.

The Small family describes Delaney’s treatment as the most difficult

experience of their lives, but also sees it as the most rewarding.

Forever grateful for the excellent care Delaney received, the Smalls

found a way to give back and help others in the same situation. With

help from their friends the Sipos Family, who established the Jacob

Sipos Honorary Heart Fund in 2000, they chose to open a Donor-

Advised Fund through the Community Foundation.

The Smalls created the Delaney Kate Honorary Heart Fund at VCCF in honor of their

daughter, who is now a happy, healthy, and completely recovered toddler. This new fund

will help the Small family achieve their new life mission of raising funds to help save the lives

of as many children born with congenital heart disease as possible.

One of the best things we can do to strengthen our grantmaking and our philanthropy is to understand the

needs of each of our cities and communities. Starting in February, VCCF will hold a series of meetings in

each of the ten cities in Ventura County, to be held on the first Friday of each month. These First Fridays

meetings are designed to solicit input as to how the Community Foundation could work in partnership to

strengthen our community. Invited guests will include elected officials, VCCF donors, nonprofit, community

and local business leaders, leaders of service clubs as well as other interested citizens. I look forward to the

chance to listen and ask questions, and to be able to bring back to the discussions of our board the needs and

issues facing our community. Details will soon be available on our website, www.vccf.org. If you have any
