Introduction

Conference Objectives:

In contemporary times, Muslim countries have seriously attempted to engage society so as to enhance educational excellence and research innovation in the hopes that the quality of education in the Muslim world will be enriched. Thus, the institutions of higher learning plays a proactive and constructive role in propelling the Muslim world to high degrees of development. In view of that, there is a need to create a fertile platform that will encourage the sharing and exchanging of experiences for the promotion of the strengths and achievements of institutions of education and research in the Islamic world that will directly contribute and amplify creativity and innovation for the betterment of the Ummah.

On the other hand, the information and communications technology has created vast opportunities in the acquisition of knowledge in general, and in formal education in particular. However, persons with special needs face significant challenges in joining in education institutions at all levels, including higher education. In this regard, International Islamic University Malaysia (IIUM) represented by the International Institute for the Muslims unity (IIMU), in collaboration with the Islamic Educational, Scientific and Cultural Organization (ISSECO), and Federation of the Universities of the Islamic World (FUIW) will be organizing the International Conference on Higher Education under the theme "Empowering Persons with Special Needs."

The conference aims to achieve three main objectives:

1. To create a fertile platform that will encourage the sharing and exchanging of experiences for the promotion of the strengths and achievements of institutions of education and research in the Islamic world.

2. To highlight on the challenges facing persons with special needs in higher education institutions in the Islamic world.

3. To identify the governmental and non-governmental efforts in the Islamic world and its role in enabling person with special needs in the field of higher education.

4. Organizing a scientific forum brings together scientists and researchers to discuss issues related to persons with special needs in the field of higher education in the Islamic world.

Based on the objectives, the following themes are expected to be addressed:

1) Enabling persons with special needs in higher education institutions in the Islamic world.

2) The rights of people with special needs in education.

3) The role of information and communications technology in empowering people with special needs in the field of higher education

Conference Themes:

Deadline for abstract submission : 31 May 2013 Notification of abstract acceptance :15 June 2013 Deadline for full paper submission : 30 July 2013 Notification of full paper acceptance : 30 August 2013

Prospective authors are encouraged to submit:

1. Abstract paper i. Length – maximum of 250 words. ii. To outline the aims, methodology and conclusion of study. iii. Keywords: List three to six keywords that capture the essential elements of the paper content. (Please insert: title of abstract, full name [with designation], e-mail address and short biodata).

2. Full papers To submit the full papers for review before 30 July 2013 in PDF and word format. Each paper should be written either in English or Arabic Language, up to 10 pages of camera-ready, 1.5 line spacing, font size 12, of Times New Roman type, A4 sized papers and using the APA format.

Due to financial constraints, the organizers regret their inability to sponsor the ticket and accommodation for speakers and participants. However, the organizers will assist the speakers and participants on the booking of accommodation at the nearby hotel.
