Admission Requirements: The minimum entry requirement is the Naonal Senior Cerficate, Naonal Cerficate (Vocaonal), Further Educaon and Training Cerficate (NQF L4) and or with appropriate subject combinaons and level of achievement. Articulation & Progression: This qualificaon allows for both horizontal and vercal arculaon. Learners can progress vercally to a cognate Diploma. E.g. The main purpose of the Higher Cerficate in Local Government Manage- ment is to provide learners with broad background knowledge to be able to, not only secure appropriate employment opportunies in the field of local government manage- ment and the local government sector but also, be able to engage in self-employment opportunies as consultants and local government advisors. Higher Cerficate in Local Government Management (HCLGM) This qualificaon has been designed to meet the workplace needs in parcular in the fields of, but not limited to, Local Government Management, Local Government Human Resources Management, Local Government Finance, Disaster Management, Project Management, Ethics and professionalism and Local Government Law and Community Policing. • Building the capacity of public servants to provide construc- ve service delivery is one of the key tools for the successful implementaon of government’s strategic priories and programme of acon. According to the Public Administraon Leadership and Management Academy (PALAMA), South Africa needs an efficient, capable and value-based public administraon. • This programme will address leadership challenges and the praccal management competencies required for improved service delivery. • The curriculum has been designed in such a way that graduates will not only have access to various employment opportuni- es in the public and local government sectors, but may also embark on self-employment as consultants and advisors.
