INTRODUCTION Please read this handbook. By registering online you agree with the Code of Conduct policy set forth by TSD9 and the athletic department and you are acknowledging you have read and understand the guidelines established by the Tillamook School District. Prior to turning out for an OSAA-sanctioned sport/activity, participants are required to be adequately covered by insurance. You may choose to purchase insurance through the school or you may sign the insurance waiver located in the online registration. Students MUST have medical insurance to participate in sports/activities.

Mission Statement It is the mission that Tillamook High School challenge student-athletes to expect excellence from themselves and others in the athletic arena, without ever compromising excellence in personal and academic pursuits.

•   Provide a comprehensive athletic program that emphasizes the development of lifelong learning, values and skills through hard work, sportsmanship, ethical conduct, and fair play.

•   The program is based upon open communication and mutual respect among school administration, instructors, coaches, athletes, parents and officials.

•   The program serves as a positive, powerful, productive force for our, schools, community and most importantly the student-athlete. The program will provide an opportunity.

Athletic/Activity Clearance Requirements In order for your student to be clear to participate in a sport or activity (band, choir, and speech are exempt from physicals), the following must be completed:

1.   OSAA PHYSICAL FORM – Signed and dated by your doctor. Your physical form is good for 24 months from the date of the exam.

2.   ATHLETIC/ACTIVITY PARTICIPATION FORM – Signed and dated by parent/legal guardian. (Completed online.)

3.   All fees must be paid. An athlete is responsible for all equipment issued to him/her. The student must be cleared of all fees and equipment before being allowed to participate in the next season.

4.   Participants must meet OSAA and Tillamook High School Academic Eligibility Standards. Parents must complete online registration and turn in dated physical form to the athletic office before the first practice date in order to participate. Participation fees need to be paid by the first contest. Deadlines for Registration and Physicals: Fall Athletics – August 17th, 2015 Winter Athletics – November 16th, 2015 Spring Athletics – February 29th, 2016 Note: While Speech and Debate does not require a physical, online registration must still be completed by a parent/guardian.

Fees Fees for 2015-16 have been suspended by the District Office. OSAA Athletics / Activities (Band and Choir are not subject to fees nor require online registration.)

No student should ever feel they couldn’t participate because of the fee that is assessed. In the event that participation fees cannot be paid in full, a payment agreement can be filled out in the athletic office. The athletic department is committed to working with students and families to ensure students have a positive experience during their high school year.

Equipment Uniforms and other materials needed for the season are checked out to the student by the head coach. It is expected that items that are checked out to each student be returned in the same condition as when received when called for by the Head Coach. Any item that is not returned to the Head Coach at this time will be charged to student fees

SPORTSMANSHIP GUIDELINES Fundamentals of Sportsmanship – Participants

ü   Show respect for the opponent at all times. ü   Show respect for the officials. ü   Know, understand, and appreciate the rules of the contest. ü   Maintain self-control. ü   Recognize that participation in a contest is a privilege. ü   Participate in a variety of activities and have fun.

Parents / Students / Spectators Sportsmanship ü   Respect both players and fans of opposing teams. ü   Be a role model! Don’t harass or “trash talk” opponents or officials before, during, or after a

contest. ü   Recognize and support the efforts of coaches, officials, leagues, and school administration. ü   Support your child/peer with positive actions and encouragement. ü   Accept both victory and defeat with pride and compassion. ü   Applaud every participant’s effort – win or lose.

CODE OF CONDUCT I realize that it is a privilege to participate in extra-curricular activities at Tillamook High School. Accordingly, I hereby agree to adhere the following regulations and guidelines. AS A MEMBER OF AN EXTRA-CURRICULAR TEAM/PROGRAM THE STUDENT IS HELD TO THIS CONTRACT THE ENTIRE SCHOOL YEAR, INCLUDING THE FIRST TWO WEEKS OF DAILY DOUBLES IN AUGUST. This contract is written in compliance with the Oregon School Activities Association, COWAPA league, and National Federation guidelines.

1.   General Guidelines a.   In order to be eligible to participate in extracurricular activities at Tillamook High

School, I realize that I must be enrolled in five classes and have passed four out of five classes the previous trimester. I will make an effort to attain better than minimum grades.

b.   I realize that if my scholarship, sportsmanship, citizenship, and attendance record is reported unsatisfactory, I may become ineligible to participate until it is cleared through school or team policies.

c.   I must be present in school at least ½ day or have a pre-excused absence to participate in an activity for that day, including practices. Students absent for illness are not to participate on the day of an illness.

d.   To be eligible to participate in extracurricular activities, I am willing to take and pass a physical examination and to be covered by accident and health insurance. I understand evidence of a physical must be on file and not be older than 24 months before I may begin practice.

e.   Participation fees must be paid prior to the 1st competition. Failure to pay participation fees or have submitted a participation fee agreement by the 1st competition date will result in being removed from extracurricular activities.

1.   I will conduct myself in an orderly manner, both on and off the campus, in such a way to bring credit to my school, my family, my community, and myself. School discipline will be evoked if necessary and team punishment for violations in this manner. (e.g. Vandalism, Theft, or other crimes)

2.   Recognizing that extracurricular participation requires extra work on the part of the teachers who excuse me from their class periods to make trips away from campus, I will communicate & make arrangements to get my assignments in advance.

3.   When provided, I will ride to and from the activity in school transportation and I understand I may only be released to my parents. If I need to ride home with another student-athlete’s parents, a transportation request must be filled out 24 hours in advance with the following signatures, parent/guardian, parent/guarding providing transportation, school administrator, and head coach.

4.   I will be personally responsible for all school equipment checked out to me and will return itin good condition when called for by the Head Coach.

5.   I will dress as per the dress code as stated in the student handbook and comply with any special guidelines by my coach.

6.   I will report all injuries or accidents to my coach/advisor immediately. 7.   I realize that I cannot use the school building facilities unless a Coach or school employee

supervises them. 8.   I will treat the locker room area in a responsible manner, taking care to treat things placed there

for my use as if they were my own, and I am financially responsible for their misuse.

Athletic/Activity Behavioral Standards Participants in athletics/activities will adhere to all behavioral standards at all times. Representing a school as part of an athletic/activity program is a privilege, and with extra returns go certain responsibilities. The goal of behavior and conduct standards is two fold:

1.   Participants in athletic/activity programs shall present and conduct themselves in a manner which will bring credit to themselves, the student group or team they represent, or their school.

2.   All athletic/activity participants will strive continually to improve themselves by attaining standards higher than those asked of the general student.

In order to attain these goals, the following standards will be in effect for all students who represent their school as participants in athletics/activities.

Definitions

Drug and Alcohol Policy (JFCG/JFCH/JFCI-AR) Tillamook High School’s Alcohol/Drug Policy prohibits the use and/or participation in activities that involve possession, use, sale or distribution of alcohol, any unlawful drug, drug paraphernalia or any substance purported to be a drug, including misuse of non-prescription drugs, or misuse of a drug prescribed by a licensed medical practitioner. If a student is participating in an extra-curricular activity and that student is found to have violated this policy outside of school or outside a school activity the following steps will be taken: Note: First, second, third and fourth offenses will follow the student from 9th to 12th grade. It will not start over at the beginning of each academic year. A third party alcohol/drug evaluation will need to be scheduled and confirmed with a designated agency, or the parent may schedule an evaluation with an approved agency, at the parent’s expense, before re-entering extra-curricular activities. The responsibility for treatment for alcohol/drug (ATOD) abuse rests with the students and his/her family. First Offense:

1.   Third party alcohol/drug evaluation, as recommended by an administrator or designee. 2.   Intervention, as recommended by an administrator or designee. 3.   Thirty-day (30) suspension from activities.

Second Offense:

1.   Third part alcohol/drug evaluation, as recommended by an administrator or designee. 2.   Intervention, as recommended by an administrator or designee. 3.   Sixty-day (60) suspension from activities.

Third Offense:

1.   Third party alcohol/drug evaluation, as recommended by an administrator or designee. 2.   Intervention, as recommended by an administrator or designee. 3.   One hundred-twenty days (120) suspension from activities.

Fourth Offense: 1.   Suspension from athletics indefinitely.

1. An athlete is defined as a student who is a member of a team, ninth through twelfth grade. Athletic training standards require that athletes agree not to possess, use, sell, or provide alcohol, tobacco, or illegal/unauthorized drugs or related paraphernalia at any time. �

2. Activity participants are defined as participants in school-sponsored groups, which represent the school publicly, or in competition with other schools. Activity participants will not possess, use, sell, or provide alcohol, tobacco, or illegal/unauthorized drugs or related paraphernalia at any time. �

3. When a student is found consciously remaining in association with people possessing or using illegal chemicals, consequences may be levied under the athletic drug and alcohol policy. �

A student must practice with the team if permitted by the coach, but he/she may NOT travel or play in any games during the suspension period. The above is a minimum standard, individual head coaches may establish team rules in writing to be on file in the athletic director’s office. Students and parents will be notified in writing of the team rules.

Tobacco Policy (JFCG/JFCH/JFCI-AR) Student possession, use, sale or distribution of tobacco in any form, or a tobacco burning device(s) on school premises including buses, or at any school-sponsored activity, including pre-season and post-season practices or activities, is prohibited. Violations of this policy will result in the following procedures: First Offense:

1.   Police notification. 2.   One-day suspension. 3.   Two-week activity suspension, including all school-sponsored activities and extra-curricular

events. 4.   Intervention and/or evaluation as recommended by an administrator or designee.

Second Offense: 1.   Police notification 2.   Three-day suspension. 3.   Two-week activity suspension, including all school-sponsored activities and extra-curricular

events. 4.   Intervention and/or evaluation as recommended by an administrator or designee.

If a student quits the team or chooses not to adhere to the punishment, then that student will have the consequences carried into their next season of participation. If the violation occurs at the end of one season it will carry over for the same time frame into the students next sport of participation. THIS POLICY WILL BE ENFORCED AS WRITTEN BY ALL ATHLETIC/ACTIVITY PROGRAMS AFFILIATED WITH TILLAMOOK HIGH SCHOOL. NO COACH OR ADVISOR MAY WEAKEN THE CONSEQUENCES NOR MAKE THESE CONSEQUENCES MORE SEVERE.

Discrimination, Sexual Harassment, Hazing The Board is committed to the elimination of sexual harassment in district schools and activities. Sexual harassment is strictly prohibited and shall not be tolerated. This includes sexual harassment of students or staff by other students, staff, Board members or third parties. “Third parties” include, but are not limited to, school volunteers, parents, school visitors, service contractors or others engaged in district business, such as employees of businesses or organizations participating in cooperative work programs with the district and others not directly subject to district control at interdistrict and intradistrict athletic competitions or other school events. “District” includes district facilities, district premises and nondistrict property if the student or employee is at any district-sponsored, district-approved or district-related activity or function, such as field trips or athletic events where students are under the control of the district or where the employee is engaged in district business. Sexual harassment of students and staff shall include, but is not limited to, unwelcome sexual advances, requests for sexual favors and other verbal, nonverbal or physical conduct of a sexual nature when:

1.   The conduct or communication has the purpose or effect of demanding sexual favors in exchange for benefits;

2.   Submission to or rejection of the conduct or communication is used as the basis for educational decisions affecting a student or employment or assignment of staff;

3.   The conduct or communication is so severe, persistent or pervasive that it has the purpose or effect of unreasonably interfering with a student’s educational performance or with an employee’s ability to perform his/her job; or creates an intimidating, offensive or hostile educational or working environment. Relevant factors to be considered will include, but not be limited to, did the individual view the environment as hostile; was it reasonable to view the environment as hostile; the nature of the conduct; how often the conduct occurred and how long it continued; age and sex of the complainant; whether the alleged harasser was in a position of power over the student or staff member subjected to the harassment; number of individuals involved; age of the alleged harasser; where the harassment occurred; and other incidents of sexual harassment at the school involving the same or other students or staff.

All complaints about behavior that may violate this policy shall be promptly investigated. Any student or employee who has knowledge of conduct in violation of this policy or feels he/she is a victim of sexual harassment must immediately report his/her concerns to the building principal, compliance officer or superintendent, who has overall responsibility for all investigations. A student may also report concerns to a teacher, counselor or school nurse, who will promptly notify the appropriate district official. The student and the student’s parents or staff member who initiated the complaint shall be notified of the findings of the investigation and, if appropriate, that remedial action has been taken. The Board in it’s commitment to providing a positive and productive learning environment will consult with parents/guardians, employees, volunteers, students, administrators and community representatives in developing this policy in compliance with applicable Oregon Revised Statutes. Harassment, intimidation or bullying and acts of cyberbullying by students is strictly prohibited. Teen dating violence is unacceptable behavior and prohibited. Retaliation against any person who reports, is thought to have reported, files a complaint or otherwise participates in an investigation or inquiry is also strictly prohibited. False charges shall also be regarded as a serious offense and will result in disciplinary action or other appropriate sanctions. Students whose behavior is found to be in violation of this policy will be subject to discipline, up to and including expulsion. The district may also file a request with the Oregon Department of Transportation to suspend the driving privileges or the right to apply for driving privileges of a student 15 years of age or older who has been suspended or expelled at least twice for menacing another student or employee, willful damage or injury to district property or for the use of threats, intimidation, harassment or coercion. Students may also be referred to law enforcement officials. The principal and the superintendent are responsible for ensuring that this policy is implemented. Definitions “District” includes district facilities, district premises and nondistrict property if the student is at any district-sponsored, district-approved or district-related activity or function, such as field trips or athletic events where students are under the control of the district. “Harassment, intimidation or bullying” means any act that substantially interferes with a student’s educational benefits, opportunities or performance, that takes place on or immediately adjacent to

district grounds, at any district-sponsored activity, on district-provided transportation or at any official district bus stop, that may be based on, but not limited to, the protected class status of a person, having the effect of: Physically harming a student or damaging a student’s property; Knowingly placing a student in reasonable fear of physical harm to the student or damage to the student’s property; Creating a hostile educational environment including interfering with the psychological well being of the student.

Eligibility OSAA Eligibility

Rule 8 – Individual Eligibility The purpose of Rule 8 is to preserve harmony among member schools and school districts by preventing not only actual proselytization, professionalism and participation by other than regular students in good standing, but conduct or circumstances, which may give rise to the appearance thereof. Exceptions to the general rules herein will be narrowly construed to serve that purpose. 8.1 Academic Eligibility Rule: An eligible student must be enrolled full time and making satisfactory progress as defined in this rule. Rationale: The objective of the academic eligibility rule is to complement member schools’ curriculum programs in recognition of the fact that interscholastic activity programs are an extension of the classroom. Academic standards help ensure a balance between activities and academic performance, promote the objective of graduation from high school, ensure that student participants are truly representing the academic mission of the institution, and allow the use of interscholastic participation as a motivator for academic excellence. It is in the interests of the member schools and the students participating in athletics and interscholastic activities that these objectives be promoted during the entire school year. 8.1.1 Full Time Enrollment. For purposes of this rule, a full time student is one who is enrolled in high school, attending regularly and passing in courses offered by a high school, college, work experience or other school-­‐‑approved educational activities (including summer school or night school) equivalent to at least the quantity listed on the appropriate line of the chart below. In addition, a full time student shall have been enrolled in school, attended regularly and passed subjects equivalent to at least the quantity listed on the appropriate line of the chart below during the immediate preceding transcripted grading period.

EXCEPTION: The requirement for immediately preceding transcripted grading period credit is inapplicable to a student who has not previously enrolled in any high school offering the 10th, 11th or 12th grades. 8.1.2 Satisfactory Progress Toward Graduation. In addition to the specific credit requirement identified in Rule 8.1.1., to be scholastically eligible, a student must be making satisfactory progress towards the school's graduation requirements by earning a minimum of the quantity of credits indicated on the chart below prior to the start of the specified year.

8.1.3 Home School Student Academic Eligibility (a) Minimum Test Score. A home school student who transfers to a public or private school may establish initial academic eligibility by achieving a minimum score on any adopted achievement test pursuant to ORS 339.035. The student shall achieve a minimum composite test score that places the student at or above the 23rd percentile based on national norms. (b) Test Deadline. The achievement test must be completed prior to August 15 each school year. (c) Work Sample Alternative. In the absence of achievement test results submitted by the deadline of August 15 each school year, a school district may adopt alternative requirements including but not limited to a requirement that a student submit a portfolio of work samples to a school district committee for review to determine whether a student is eligible to participate in interscholastic activities.

8.1.4 Hardship Exceptions to this Rule. The Executive Director, in individual cases may, at his/her discretion and upon terms and conditions he/she may impose, waive or modify this rule when in his/her opinion there are circumstances beyond the control of each of the student and the student’s parent(s), whereby enforcement of the rule would work an undue hardship upon the student. Factors, which may be considered by the Executive Director, include the following: (a) Forced absence due to illness or injury as certified in writing by a licensed physician, shall excuse regular attendance for the period of such forced absence, and where such forced absence entirely prevents completion of the semester, shall excuse completion of the required subjects. (b) Any student with an Individualized Educational Program (IEP) who, primarily because of the student’s disability, (1) did not pass the appropriate number of classes, per Rule 8.1.1., in the immediately preceding transcripted grading period, (2) is not currently enrolled in and passing the appropriate number of classes, per Rule 8.1.1., and/or (3) has not been attending school regularly, may still be eligible to participate if the student's IEP team determines that the student is making adequate educational progress towards meeting the student’s IEP goals and objectives. A decision of the Executive Director may be appealed to the Executive Board. A decision of the Executive Board may be appealed to a Hearings Officer under Rule 9, “Hearings Officer.”

Tillamook High School Eligibility All Tillamook High School students will have eligibility checks each week to determine their academic standing. THS will conduct an OSAA Eligibility Check (see above) at the start of every season. All students participating in OSAA sanctioned activities must have passed 4 classes during the previous grading period to be eligible for the new season. Each Wednesday during the trimester, grade checks will be conducted to check student academic progress. Any student with a “D” or “F” will have until Monday 9:30am to improve their grade to a “C” or better. Those with a “D” or “F” after Monday at 9:30am will be assigned to Study Lab for the remainder of the week. The first three weeks of each trimester will be a probationary period in which grades will be checked and students, teachers, and coaches will be notified of students who are academically at risk. Students participating in OSAA sanctioned activities that have a single F (letter grade, not percentage) will continue to be able to participate in practices and in games (including away games) while they work to improve their grades. Student-athletes who are failing more than one class after Monday, 3rd period will be considered ineligible for the remainder of the week. Students may still practice but may not participate in competition until such time they are not failing more than one class. The following OSAA athletics and activities are subject to Tillamook High School eligibility checks: Band, Baseball, Basketball, Cheerleading, Choir, Cross Country, Football, Golf, Soccer, Softball, Speech, Swimming, Tennis, Track and Field, Volleyball, and Wrestling.

Academic Support Students must work to try to earn better than minimum grades. In the event that students need additional support, Tillamook High School offers a 20-minute Study Lab session at the end of 3rd period Tuesday – Friday. Students will NOT be able to leave their study lab to go and talk with teachers. It is expected that they come to study lab with their materials willing and ready to work. In addition to study lab, there is time each morning for students to meet with teachers to get further assistance.

Concerns for Coaches 1.   The treatment of your student athlete. 2.   Ways to help your student-athlete improve. 3.   Concerns about your student-athlete’s behavior.

It is very difficult to accept your student-athlete not playing as much as you hope. Coaches are professional. They make decisions based on what they believe to be the best for all student-athletes involved. As you have seen from the preceding list, certain things can be discussed with your student’s coach. Other things, such as those listed below, must be left to the discretion of the coach:

1.   Team selection 2.   Playing time 3.   Team strategy

4.   Play calling 5.   Other student-athletes

Communication From Coaches 1.   Philosophy of the coach. 2.   Expectations and goals the coach has for student athletes, the team, and the season. 3.   Locations and times of all practices and contests. 4.   Specific team requirements, including special equipment, strength and conditioning programs,

weekend requirements, etc. 5.   Injury procedures for practices and contests. 6.   Team rules, guidelines, and consequences for infractions. 7.   Lettering criteria. 8.   Team selection process.

Next Steps In Communication There are situations that may require a conference between the coach and player or coach and parent. These conferences are encouraged. It is important that all parties involved have a clear understanding of the other person’s position. When a conference is necessary, the following procedure should be used to help resolve any concerns:

1.   Call the coach to setup an appointment. 2.   If the coach cannot be reached, call the Athletic Director and a meeting will be setup for you.

Please do not attempt to confront a coach before, during, or after a contest or practice. These can be emotional times for both the parent and the coach. Meetings of this nature usually do not promote positive resolutions. What can a parent do if the meeting with the coach did not provide a satisfactory resolution?

1.   Call the Athletic Director to setup an appointment. 2.   At this meeting, the appropriate next step can be determined.

SAFETY Personal Property Students are discouraged from bringing personal property like iPods, DVD players, cell phones, digital cameras, etc. to practice and sporting events. Students choosing to bring personal property do so at their own risk of loss, damage, and/or theft. Tillamook School District does not reimburse students or parents for the loss, damage, and/or theft of student personal property.

Transportation Students are to be transported to all school-sponsored events in District-provided vehicles. Student-athletes will only be released to their parents/guardians. In the event that a student-athlete will need transportation by another student-athlete’s parents/guardians, a transportation request must be filled out 24 hours in advance with the following signatures, parent/guardian, parent/guardian providing transportation, school administrator, and head coach. Note: Guardians are NOT considered siblings or boyfriends/girlfriends who 18 years of age or older.

Locker Room Students must follow all rules and regulations outlined by their coach. Please be aware hazing in any form is prohibited by District policy. Students are asked to report any such behavior to their coach immediately.

Weight Room Students may use the weight room at Tillamook High School in a manner that is prescribed by their coach or conditioning advisor. Students MUST be accompanied by a THS faculty member, coach, or predetermined conditioning advisor at all times. Students who are found using the weight room without proper adult supervision, risk losing their privileges for participating in any programs for the remainder of the school year. Former students (graduates) or students from other schools are strictly forbidden.
