AMT shares, however, are up 22.7 percent in the past three months and up 36.1 percent over the past six. “Our tower dinner and data center broker events last week, seemed to take a bit of air out of the balloons for Q1 strength for both of these sectors,” said Jennifer Fritzsche, Senior Analyst, Wells Fargo Securities. “Our new price target on AMT is $196. The only tower stock we now are recommending is CCI; raising price target to $142. The towers peers trade at 23.6x 2019E AFFO and 21.9x 2020E AFFO, by our estimates. The multiples continue to push and set recent peak levels. Each of the tower stocks are trading at forward year AFFO multiples are the highest we have seen since 2017 (with AMT’s multiple at a 5-yr high),” she said. Fritzsche said recent checks have indicated that while spending has continued, it has not realized the growth that was hoped for in 2019. She believes spending will ramp in 2020 but much has to be digested before this can be seen. As a result, she believes the setup for tower stocks should be viewed with a more conservative lens as her analysts struggle to see near-term drivers for further multiple expansion from these levels. Loebsack, Broadband Advocate, to Retire UPDATE U.S. Rep. Dave Loebsack (D-IA) announced he’s retiring at the end of the 116thCongress. Loebsack was first elected in 2006, and will have served a total of 14 years at theend of this congressional session.

TexasAustin Rejects Tower Siting as Discriminatory Against Multi-Family HousingLast week, the Austin City Council rejected an application to change the regulations for a 90-foot cell tower plannednear a condominium complex and apartment building, reported the Austin Monitor.

The proposed tower is meant to expand bandwidth on the current network, and although the applicant looked forother locations, they had not been successful in finding a spot, according to a representative.

Residents cited health concerns and tower proximity in a petition against the zoning change, reported the Monitor. Ifconstructed, the proposed tower would be less than 200 feet from some apartments; city regulations state that cellphone towers must be at least 200 feet from single-family homes, but just 50 feet from multi-family homes.

One resident argued that the regulations are discriminatory and some Council members agreed. According toCouncilmember Leslie Pool, the city’s telecommunications code language is, “a pretty striking example of disparity,and this makes me very concerned that we’re treating people who live in apartment complexes differently from peoplewho live in single-family homes.” Continue Reading

Aesthetic Deadline for Small Cells Was YesterdayUPDATE The deadline to Adopt and Publish Small Cell Facility Aesthetic Standards closed yesterday. Cities that failto adopt and publish small cell aesthetic requirements by April 15, may lose the ability to impose such standards.

The FCC order addressing the deployment of small wireless facilities became effective on January 14, 2019.Although there have been a number of lawsuits challenging the FCC order, cities should follow the provisions in theorder until they receive judicial guidance that the order is invalid.

While the order preempts some local control over small wireless facilities, the Commission concluded that aestheticrequirements are not preempted “if they are (1) reasonable, (2) no more burdensome than those applied to othertypes of infrastructure deployments, and (3) objective and published in advance.” To be objective, aestheticrequirements, “must incorporate clearly defined and ascertainable standards, applied in a principled manner.”Continue Reading

Longtime broadcast engineer Ron Rackley, one of the founding members of consultingengineering firm duTreil, Lundin and Rackley, died last Friday, April 12. John Lyons, presidentof the Association of Federal Communications Commission Consulting Engineers (AFCCE),announced the news.

Rackley was president of the AFCCE in 1987-88, and was the 2006 co-honoree with BenDawson of the NAB Radio Engineering Achievement Award. He was also a board memberand as Vice President of the IEEE Broadcast Technology Society.

Ron also worked for antenna system equipment manufacturer Kintronic Laboratories inBristol, Tennessee, according to his bio on the duTreil, Lundin and Rackley website. The site is to be located behind the Town Hall, which many town officials celebrated, according toWicked Local.

Per the ruling, “The agreement for judgment between Varsity and the town constitutes a fair, adequate andreasonable compromise concerning the costs and benefits to the town, its citizens, and Varsity.”
