Dear StakeholDerS,ThisyearEnabliscelebrates itsfive-yearanniversaryandwe’reonarealhigh.Enablisnowcountscloseto500memberentrepreneursaspartofanever-expandingnetworkthatspansfromCapeTowntoNairobi.Throughouruniqueblendofnetworking,capacity-buildingandfinancingprograms,Enablisisestablishedasthebench-markforsustainableenterprisedevelopmentinAfrica.Andit’sbecauseofyou–ourpartners,directors,staff,volunteersandmembers–thatEnablisisenjoyingsuchfantasticsuccessinsuchashorttime.
AtYear 5, Enablis’ efforts at empowering a vibrantsmall-andmedium-sizedbusinesssectortohelpalle-viatepovertyarereallystartingtopayoff.Resultsoftheannual independentmembersurveypointtothetremendous impact our methodology is having onentrepreneurs.Thisyear,250membersinSouthAfricaparticipated inthesurveyconductedbyResearch inActionintheearlypartof2008.Ofparticularinterestisthat66%oftheseentrepreneursreportedanincreaseincustomers,56%anincreaseinturnover,and49%anincreaseinprofitsinthepastyear.Inaddition,respon-dentsreportedthatemploymenthadincreasedbyover1,000newfull-andpart-time jobs, foranaverageof4.8newjobsperentrepreneur.Followingthepreviousyear’sresults,whichsawthecreationoffournewjobsperentrepreneur,thistrendisextremelypositiveandindicativeofthemeaningfuleffectoftheEnablismodel.Beyond thenetwork, these impressive results implythat20,610directandindirectjobshavebeencreatedsince2005and,onacumulativebasis,therearenowover84,000SouthAfricanswithan improvedsocio-economicstanding.
Fiscal 2008was a year of rapid growth. From 287memberentrepreneurs in2007, theEnablisnetworkgrewto444members,foranincreaseof58%.Enablishasapprovedloansworthover$8millionto58Enablisentrepreneurs since 2005, and has delivered 7,074hours of services and programs. Most importantly,EnablisexpandeditsnetworkfromSouthernAfricatoEastAfricawiththe launchofanewregionalhub inNairobi,Kenya,thussuccessfullyreplicatingthemodel.Financialresultsfortheyearwerealsorobust.Globalconsolidated revenues topped $5 million to covernetwork expenditures and disbursements in SouthAfrica,KenyaandMozambique,aswellastosupportexpansionactivitiesintoWestAfrica.

eNaBlIS SoUth aFrICa Enablis South Africa (SA) launched its year withresults-basedmanagementtrainingforseniorstaff inJohannesburgcourtesyofourglobalpartner,theCana-dianInternationalDevelopmentAgency.Thisallowedustorefineourperformancemanagementframeworkto improvemonitoring,evaluationandreporting fordonorsandsponsorsgoingforward.What’smore, intheearlypartoftheyear,therevenueservicegrantedusPublicBenefitOrganisationstatus inSouthAfrica,therebyconfirmingourstatusasanon-taxableNGO.
Forthethirdconsecutiveyear, theFNBEnablisBusi-nessPlanChallengewas launchedwithgreatfanfare.Over 1,400 entrepreneurs attended theChallenge’sworkshopsonhowtoprepareabusinessplan, 1,500callsweremadetotheChallenge’shelpdesk,22,000uniquevisitstotheChallenge’swebsitewererecordedandover 1,800businessplanswere received.Theseresults established this Enablis competition as thebiggestofitskindinSouthAfrica.Intheend,19winnerswereselectedacross10businesscategoriesandrecog-nisedatagalaluncheonheldinOctober.TheChallengehasbecomean importantdriverofnewpartnershipsandapermanentrevenuestreamforournetworkingand capacity-building activities. A special word ofthankstoall theChallengesponsorsandcongratula-tionstothewinners.
Inthesecondquarter,EnablisSAintroducedaninnova-tivenewfinancialinstrumentthroughourpartner,FirstNationalBank.Designedto improveaccesstoshort-termworkingcapital requirements, theFNBEnablisFastTrackLoanallowsEnablisentrepreneurmemberstoborrowuptoZAR200,000foratwo-yeartermupontherecommendationofanothernetworkmember.Oncethebank’sminimumcriteriahavebeenmet,Enablisextendsa90%loanguaranteeataconcessionaryrate,witharapidturnaroundtime.
In our third quarter, the Enablis Khula Loan Fund –establishedinDecember2004–receiveditsfirstfullloanrepayment.Thankstothesuccessofhis ITbusi-ness,EnablisGautengmemberFairozJafferrepaidthebalance of his ZAR 350,000 business loanmidwaythroughafive-yearterm.Thiswasan importantmile-stoneforthenetworkbecausethesefundscouldthenberedistributedtoanothermemberrequiringfinancingassistance.Overthepastfouryears,overZAR37millionintotalfinancinghasbeenapprovedfor35entrepre-neursthroughthis initiative.Substantial incomefromthisFundwillflowbacktoEnablisSAnextyearaspartofoursustainabilitymodel.
Launchedin2006,oursecondFund–theKhulaEnablisSMEAccelerationFund–finishedtheyearwithZAR18millioninapprovedfinancingsto23entrepreneurs.This

isofparticularinterestbecausethisFund’sriskprofileisgenerallymuchgreaterthanthatoftheEnablisKhulaLoanFund.
Inourfourthquarter,wereceivedconfirma-tionofnewmulti-yeargrantsfrompartnersKhulaEnterpriseFinanceandFirstNationalBank.TotalingoverZAR10million, thesegrantsarecriticaltoensuringthecontinuedgrowthofEnablis inSouthAfrica.At thispoint,wearepleasedtoreportthatthanksto a combination of donor funding, thevisionandleadershipofKhulaandFNB,andinternallygeneratedrevenues,EnablisSAhasreachedthepointofsustainability.
eNaBlIS eaSt aFrICaFollowingon theheelsof theAccentureDevelopment Partnerships’(ADP) teamthat ledourpre-implementationphase inEastAfrica,weestablishedapresence inNairobiinthefirstquarter.Globalfoundingpartner Accenture and Africa Regionpartner Microsoft allocated grants toestablish our East Africa hub, and theteam’smandatewastocarryoutthelegalincorporation inKenya, identifypotentialstaff and boardmembers, locate officespaceandgenerallyassumeownershipofthekeyrelationshipsthatwereestablishedbyADP. InitialpartnershipswerequicklyputinplacewiththeMinistryofStateforYouthAffairsandEABSBank.
Enablis started the second quarter bysigningacontributionagreementwiththeCanadian International DevelopmentAgency(CIDA).CIDAconditionallyagreedtoprovideupto$10millionintwophasesoverfiveyears.ThisseedfundingforourexpansionintoEastAfricaissimilartothatawardedfortheSouthAfricapilotin2003.ItwillallowEnablistoestablishapresence,buildamembershipbase,deliverprogram-ming,starton-lendingactivitiesandbuildnewpartnershipsandrevenuesourcesovertime to ensure the sustainability of thenetworkinEastAfrica.
EnablisEastAfrica(EA)tookthefirststepstoestablishingapermanentpresenceintheregion with the appointments of JamesGachuitoChairmanoftheBoardofDirec-tors and Moses Mwaura as the RegionalDirector. Office space was secured inNairobi for theestablishmentof thefirst
EnablisHouse,whichwouldserveasbothanoperatingbasefornetworkactivitiesandoffices for local and visiting supportpersonnel.OnOctober23rd thenetworkachievedanothercriticalmilestonewhenEnablisHousewas inauguratedwithgreatfanfareatanofficialceremonythatalsosawtheaccreditationof34foundingmembers.After the launch,we immediately starteddeliveringthefullrangeofEnablisprogramstoournewKenyanmembers.
ThroughEnablisFinancialCorporation(EFC),Enablis’bankingarm,EnablisconcludedapreliminaryloanagreementwiththeYouthEnterprise Development Fund (YEDF) atyearend.YEDFagreedtoprovideEFCwithup to KES 300million for on-lending toentrepreneursataconcessionaryrate.ThesefundswillbematchedbyCIDA, leveragingeachpartner’scommitment.AfricaRegionpartnerMicrosoft also agreed to provideEnablisEAwithamatchinggranttofundaportionofourcapacity-buildingprograms.These funds, along with global partnerCIDA’scontributions,ensurethatwewillbeabletoprovideahighlevelofentrepreneurnetworkinganddevelopmentactivities infiscal2009.
Followingviolentclashesarisingfromthepresidentialelection,ourfinalquarteroftheyeargotofftoarockystart,makingitdifficulttomaintainbusinessasusualforanumberofweeks.Forthemostpart,ourstaffwassafeduringthiscrisis,butsomemembers and stakeholders were eitherpersonallydisplacedor theirbusinessesaffected.Duringandfollowingthecrisis,ourprogrammingwasadaptedtofacilitatemeetings that would help entrepreneurmembers with the healing process. ByMarch,ourNairobichapterwasreadytohold its inaugural Enablis Exposé eventand seven dynamic presentations frommemberentrepreneursclosedouttheyearonahighnote.

ThankstoagrantandsoftwarefromMicrosoft,wewereabletostartrevampingtheGlobalEnablisNetworkandInformation Exchange (GENIE), ourmember portal.Withvirtualnetworkingandthecapacitytobringthou-sands of African entrepreneurs together, GENIE’sfunctionalities arenowworld-class andwill playanever-importantroleinourfuture.
GlobalfoundingpartnerTelesystemisalsocommittedtodrivingEnablis’expansioneffortsinAfrica.Atyearend,TelesystemgaveusagranttocoverthecostsofanADP feasibility analysisofWestAfrica.We thenselecteda teamof twoAccenture consultants fromBelgiumtocarryoutthestudyinDakar,SenegalandinAbidjan,IvoryCoaststartinginApril.
Clearly,thenextfewyearswillbecharacterisedbythecontinued growth of the Enablis network. In SouthAfrica,thenetworkispoisedtogrowto1,000entrepre-neursbyDecember2010.InEastAfrica,weareexpectedtoreachthatsamemilestoneby2013,spanninguptofivecountries in theregion. InWestAfrica,wehavealreadybeguntheprocessofestablishingapresenceandhopetohaveaccreditedourfirstfoundingmembersbyyearend.Currently,weareevaluatingotherexpan-sionopportunities,whichcouldseeEnablischaptersbeingestablishedin10Africancountriesby2011.

JobcreationbyEnablisentrepreneurscreateseconomicdevelopment inthecountrieswhereweoperate.Thisyear’s independentsurveyshowedthatEnablisentre-preneursaresustainable:over44%ofmembers’busi-nesseshavenowbeen inoperationformorethan36months,plusanother26%ofmembershavebeenpayingsalaries formorethanthreemonths.Growth likethisleadstoemployment,evidencedbythefactthat1,211newjobswerecreatedbyourmembersthisyearalone.What’smore,60%ofEnablismembersareinvolvedincommunityorganisationsand52%areengagedinsocialissuessuchasgoodbusinesspractices,genderequalityand child welfare. All of which means that Enablismembersarecreatingamultitudeofadvantages fortheircountriesandcontinent,bothwithinandexternaltothenetwork.
Enablismembers’businessesaregrowingandanimpres-sive43%ofmembershavecreatednewbusinesses inthepastyear.Furthermore, thesurveydemonstratedthatEnablisentrepreneurscreatedanaverageof4.8jobspermember,56%ofmemberssawtheirbusinessexpandtoanewgeographicregion,49%sawariseinprofit,55%increasedtheirturnover–ofwhich7%sawan increase of over 100% – 72% introduced new orimprovedproducts,and66%grewtheircustomerbase.Inaddition,94%ofmembersimprovedinatleastonedisciplineofbusinessacumen.
Atthispointintime,theEnablisnetworkhasattainedcritical mass. It is a vibrant network that gives itsmembersgreatervalue.Overthepastyear,membershavemade891businesscontactswithinthenetwork–

that’sanaverageof3.5member-to-membercontacts.Therewerealso225businessopportunitiescreatedformembersbyothermembersthisyear,averagingnearlyonebusinessopportunitypermember.Membersspentmorethan1,972dayswithothermembers,and86%saythattheyareactiveintheirEnablisCircles,ourkeystoneprogram that evolved from successfulmicrofinanceinvestmentgroups.
Additionally,memberscontinuetoseeICTasavaluablebusinesstool,with95%believingtheirICTuseissignif-icant, 92% using technology to some extent to dobusinessand69%feelingthattheyhavereachedtheirpersonalICTgoalstosomeextent.
EntrepreneurmembersaregainingvaluefromEnablis:63%feeltheyhaveincreasedtheircapacitysincebecom-ingmembers,68%believethatEnablishashelpedthemgrowasabusinessperson,58%feelthattheorganisa-tion has helped themgrow their business, and 45%believeworkingwithushashelpedimprovetheirstan-dardofliving.
What’smore,thesurveyshowedthat88%ofmembersaresatisfiedwithEnablisanditsservicesoverall.

TheoverallobjectiveoftheEnablisexpansionstrategyforAfricaistoincreaseitsimpactoneconomicdevelop-mentbyextendingsupporttoentrepreneursacrossthecontinent.EnabliswillhelpboosttheSMEsector,createjobs,andbenefitpreviouslydisadvantagedindividualsandcommunities.
Forexpansion,Enablishasdevelopedahubandspokemodel that involves creating a hub in a region,withsatellitecountriessupportedbyit.Wenowoperate intwohubcountries–SouthAfricaandKenya–andareworkingtoestablishathirdinFrenchWestAfricain2009.Thehubcountrieswillexpandtosatellitecountriesintheregion.By2011,weaimtohave2,000memberentrepre-neursin10countriesacrossAfrica.
TheEnablisimplementationprocessinvolvestwostages.
ThefirststageisafeasibilitystudyperformedbyAccen-tureDevelopmentPartnerships’consultantswhovisitthetarget countries. It serves as a business plan for therecommendedpointofentryandtherolloutintothearea.Thebusinessplanisregion-specific,anditidentifieshowtheEnablismodelshouldbecustomisedtobecomeanefficientrolloutplanfortheparticulararea.ThestudyalsoservesasasubmissiontopotentialdonorswhomaybeinterestedinbecomingEnablispartners.
Thesecondstepistheexecutionofthebusinessplan.Atthis stage, theEnablis implementation teampartnerswitha localprojectmanager.Thisteamtakesthebusi-nessplanandestablishesthefoundationandprocessesrequired to open an Enablis House thatwill supportmemberentrepreneursinthenewregion.
AsEnablisgrowsacrossthecontinent,sodotheoppor-tunitiesforourmemberentrepreneurs.Thelargerthenetwork is,thegreaterthenetworkingopportunities.Inthisway,ourincreasinglydiversifiedareasofopera-tionwillenablememberstogrow,developandpartneracrossborders.27

BUSINeSS plaN CompetItIoNSinceitsinceptionin2005,theFNBEnablisBusinessLaunchpadhasbeengrowinginsizeandpopularityinSouthAfrica.Thisyear,as inyearspast,thecompeti-tionwaskickedoffinMaytoanaudienceofsponsors,mediaandotherstakeholders.ThroughoutJuneandJuly, thousands of people attended business planworkshopsacrossallprovincesandtensofthousandsofentryformsweredistributednationallyviapartnerorganisations.
