Hostile Control Tactics is pleased to offer Convoy Transportation Security Services to the Joint Contracting Command
Iraq/Afghanistan. Included in this package are descriptions and costs of HCT services that comply with the specification
and the spirit of the solicitation.
We are pleased to announce a teaming arrangement with two outstanding organizations who will assist us in the
implementation and delivery of services should we become the contract award recipient.
Our partners include Phillips Defense Consultants, lead by former Deputy Undersecretary of Defense (AT&L), Major
General John F. Phillips (retired) and Sector One Security Solutions, managed by Kenneth L. Sanford. Mr. Sanford
brings twenty years of logistics management expertise acquired serving the US Marine Corps. He recently formed Sector
One Security after leaving DynCorp International as Senior Technical Recruiter. He managed recruiting activities,
organized training agendas and successfully deployed over five hundred civilian security personnel into Iraq for the State
Department’s $6 billion WPPS high threat diplomatic security project.

training. In 2006, we trained and mobilized over 300 multi-national close protection teams for security operations in the

MANAGEMENT APPROACH
1.1
HCT management understands the technical requirements, goals and objectives of successful protective security detail
operations. Since 2003, Hostile Control Tactics has recruited, trained, completed pre-employment screening and co-
deployed more than three hundred (300) multi-national civilian security contractors for both DoS Diplomatic Security
Services (DSS) and US DoD/High Threat missions.
Our management approach lays out an integrated strategy to promote a rapid and accurate exchange of information
between: our Project Manager, the Contracting Officer Representative (COR) and Contracting Officer, the in-country
government representative, the Logistics Management Control Center (LMCC) and HCT Corporate Office in Virginia.
HCT’s primary objective is to ensure safe and expedient movement of security personnel, vehicles and cargo
according to terms and conditions outlined in the Scope of Work. HCT tactical strategies and operational procedures
will:
Prevent loss of life or injury to personnel
Counter, deter, detect and respond to insurgent/terrorist attacks against vehicles and in transit in cargo
utilizing theater appropriate escalating Rules for Use of Force and Rules of Engagement.
Register convoy movements with PCO LMCC, and a GTR shall be completed and sent to PCO LMCC 72
hours prior to movement. An additional copy will be sent to the JCC-I Contracting Officer.
Report all loads/pickups, delays and deliveries to the JCC-I Contracting Officer.
Provide detailed timely reports with respect to Task Order missions, site visits/analysis or pickups,
coordination of mission related activities with LMCC/COR and Contracting Officer, weapon firing
incidents to ROC, and the submission of invoices (DD Form 250) for payment.
Maintain an efficient and flow of communications between HCT and government contracting
representatives.
HCT’s management approach emphasizes increased decision making authority for our Project Manager in Baghdad; it
places a greater emphasis on utilizing qualified special operations capable personnel in the planning and execution of
proactive surveillance/surveillance detection operations.
This approach will reduce PSD risk susceptibility by building additional cordons of security in the advance planning
stages of security operations (both aerial and ground), improve the safety of in-transit operations by providing real-
time feedback of potential threats to PSD teams in-route, thereby impacting the overall success of PSD security
missions. HCT employs techniques, concepts, and controls that provide the highest likelihood for mission success.

MANAGEMENT METHODOLOGY
Local Program Management Structure
Corporate Leadership
Providing expert guidance and leadership to our Local Project Management Staff (LPMS) is former US Deputy
Undersecretary of Defense (AT&L) Major General John F. Phillips (retired).
John Phillips is an active partner with HCT, fully committed to the success of this contracting effort.
Bringing more than thirty years of US government and private-sector contracting and acquisition expertise to bear,
General John F. Phillips consults with LPMS located in Prince George, Virginia. His input with regards to technical
management, operations planning, service implementation, contract compliance, financial accountability and
performance sustainment strategies is beneficial to this project.
Steven Bernal is a ten year US Navy Veteran, a twelve year Police SWAT Operations Tactical Instructor with three
years of in-country (Iraq) PSD Team Leadership experience. Steven Bernal was the PSD Team Leader responsible for
the safety of former Ambassador Paul Bremer while contracted to the US Department of State with Blackwater USA.
Steven Bernal will serve as Senior Local Program Manager reporting directly to John Phillips and other key LPMS in
Virginia.
In-Country Management
Tim L. Bullock will serve as In-Country Project Manager. Tim will be supported by a Deputy Project Manager and a
Business Manager. Tim Bullock will be given full authority and autonomy to make programmatic, contractual, and
financial decisions regarding the project, without the need to first obtain approval from HCT corporate level decision
makers in Virginia.
Timothy Bullock will work closely with the COR, Contracting Officer and Logistics Management Control Center
(LMCC) to coordinate program requirements and supply guidance to personnel on the ground.
In-Country Operations Management
As part of his responsibilities for overall project management, Tim Bullock will perform the following management
and leadership functions:
Supervise project personnel
Liaise between the COR, LMCC, government representatives and HCT corporate office
Commit and allocate personnel resources
Notify the COR of all relevant matters pertaining to movement and activities of the detail
Provide reports in accordance with TO and contract requirements
Serve as onsite Administrative Officer for HCT personnel operating in Iraq
The organizational chart shown below reflects our overall project organization. Breakout charts for each of the
functional areas are also provided in the following pages. HCT proposes augmenting security operations personnel
with support staff to address maintenance, house-keeping, logistics, HR, communications and medical concerns.

Chain of Command
All operational elements will fall under the direct supervision of the DPM for Operations.
Each security detail and administrative support element will be assigned to a supervisor capable of handling the
management of subordinates at a ratio not greater than one-to-five.
Reporting Structure
HCT will implement a straightforward, bottom-to-top reporting structure that separates Scope of Work requirements
into the distinct categories of Operations, Support, and Business Management.
One Deputy Project Manager (DPM) will be assigned to Operations and the other DPM to Support, while a Business
Manager will be assigned to oversee finances, procurement, and other administrative aspects of the program. The
DPMs and Business Manager will report directly to the In-country Project Manager, who has overall responsibility for
the entire program.
HCT will assign a first-line supervisor for each operational element and support service. All line personnel within that
area will report directly to that supervisor. For example, all PSS personnel will report directly to their designated Shift
Leader. Shift Leaders will report to their assigned Detail Leader, who in turn will report to the DPM for Operations.
The DPM for Operations reports directly to the In-country Project Manager, who is responsible for all aspects of the
program. The In-country Project Manager will report directly to the Contracting Officer Representative, Contracting
Officer and Logistics Management Control Center for all operational matters, while reporting directly to HCT’s
Program Manager, Tim Bullock, for all administrative or contract administration issues. This streamlined reporting
chain provides the In-country Project Manager with the autonomy necessary to quickly react to mission requirements
while receiving support from the LPMO.
Reporting will be accomplished using one or more of the following methods:
Face-to-face report
Telephone contact
Email when/where appropriate
Deliverables and Reports
HCT will prepare and deliver all reports in accordance with all requirements in the table located in C.4.6.1 of the base
contract and the JCC-I/A Vendor Handbook published November 20, 2005. A copy of every report will be delivered
to HCT’s Program Manager, Timothy Bullock. Tim will track required reports and ensure that each is submitted on
time and in the prescribed format. A brief description of each report is provided below:

Lesson Plans
As new training requirements are identified, or when there is a need to modify current training curriculum, HCT
director of Training, Rick Rardon, will prepare the corresponding lesson plan in accordance with guidance from JCC-
I/A and the Scope of Work. Each new lesson plan will be reviewed by HCT staff as a quality control measure and
submitted to the LPMO for review and input. The proposed lesson plan will then be submitted to JCC-I/A for review
and approval. If further changes are required, HCT Senior Training Cadre will review those requirements to determine
how best to integrate instructions from JCC-I/A, and modify the lesson plan to comply with that guidance.
Training Reports
During the pre-employment screening process that occurs before a PSD training session, Sector One recruiters collect
each applicant’s resume biography form, review previous security or tactical certificates earned, evaluate military
and/or police training records and other documents to assess an individual’s level of tactical proficiency. These
documents together with progress reports generated by HCT Instructor/Trainers assist recruiters in determining the job
title or position offered to a course graduate.
Sector One Security Solutions will maintain an in-theater Training Record of each security operator. That training
record will contain; live-fire pistol score card (DA Form 88-R), rifle training score card (DA Form 5241), and an three
page Anti-terrorist Force Protection Report Card that reflects an individuals demonstrated tactical ability in mission
critical areas.

Incident Reports
At any time during contract execution, incidents may occur that are not anticipated, do not fall within the scope
of the operation, or may reflect negatively on the Government, HCT, or the Program Manager will minimize the
impact of such events. HCT commits to do the following:
1. HCT’s Program Manager will ensure that all leadership personnel at the LPMO and in the field receive
adequate training for their specific responsibilities. This will be accomplished either during pre-deployment
processing or in the field when promotions occur. In the case of field promotions, the In-country Project Manager
will be responsible for ensuring that training instruction is provided. A report of the training, including the date it
was conducted, the individual receiving the training, and the individual providing the training, will be prepared
and submitted to Timothy Bullock.
2. Timothy will follow-up with program supervisors to ensure that all personnel have received the required
training. Copies of our training reports will be made available to JCC-I/A upon request.
3. Incidents that could possibly affect mission capability, program or Government reputation, or general
morale will be immediately reported through the chain of command to Timothy Bullock.
4. Timothy will immediately notify JCC-I/A of all serious incidents, such as occurrences of weapons
discharge, attack, injury or death, anything of a negative nature, and incidents that would reflect negatively on
DoD, HCT or the RSO. Simultaneous notification will be made in-country by the Detail Leader or the Project
Manager to the RSO.
5. A follow-up investigation will be initiated at the next supervisory level above those involved in the
incident.
6. After the investigation is completed, a finalized report will be prepared and submitted to JCC-I/A via the
same chain of command described above.
Muster Report Accurate, timely reporting of these incidents will help reduce the frequency of unfavorable exposure, particularly
when unacceptable conduct or poor judgment is the source of the problem, by demonstrating a commitment to
higher behavioral standards. HCT’s commitment to professional standards of conduct has significantly reduced
these types of incidents among our employees, but we recognize there is still room for improvement. HCT will
work diligently to that end, which we believe will produce a better working relationship between HCT, JCC-I/A,
and the RSO’s office in-country.
This report provides JCC-I/A with an official roster of HCT employees to assist JCC-I/A in validating contractor
invoices. HCT’s in-country admin staff will maintain a daily list of employees in-country. The DPM for
Operations will maintain daily contact with Shift and Detail Leaders to ensure an accurate accounting of
personnel on the ground. Any changes will be identified and noted on this report, which will be submitted by the
DPM for Operations on the 10th
and 25th
of each month to JCC-I/A, the RSO, and the LPMO.
Monthly Contract Performance Report The purpose of this report will be to provide contract performance information to JCC-I/A. Input for this report
will be provided by the In-country Project and Deputy Project Managers, Detail Leaders, In-country Business
Manager, and the leadership staff at the LPMO. The report will be prepared at the LPMO and submitted to JCC-
I/A and the RSO using the provided format. Timothy Bullock will review this report for accuracy and
completeness prior to it’s being submitted on the 10th
of each month.
Monthly Operations Report
This report provides a summary of the month’s operational activities and incidents. Input will come primarily
from Shift and Detail Leaders. It will also provide a mechanism for making notifications of potential future
requirements and recommendations for possible solutions. Information will be submitted to the DPM for
Operations, who prepares the final report for submission to Timothy Bullock. Timothy will review the report for
accuracy and completeness and ensure that it is submitted by the 10th
of every month to JCC-I/A and the RSO.

Inventory Report
When new materials or equipment are received in-country, a quality inspection will be conducted by the
Logistics Manager, one or more of the ALSS, or a HCT Manager.
Receipts of equipment will be recorded in the inventory system, and the LPMO will be notified NLT close of
business the day after the item arrives. DPM for Support will formally report procurement activities on a
quarterly basis via the Government provided inventory format.
Quarterly reports will be prepared by the DPM for Support in accordance with the approved format and
submitted by the 10th of each quarter.
Semi-Annual Performance Report Information in this report will include a summary of staffing and the status of TO requirements. The report
will be prepared at the LPMO using input from a combination of relevant reports (such as monthly,
performance, and operations), and will also include information on emerging trends or recent incidents as
reported by program leadership. The information will be verified and validated by Timothy Bullock prior to
submission on the 10th
of every six-month period, and delivered to JCC-I/A and the RSO.
Annual Performance Report
In addition to performance information, this report will include an accounting of all inventory (GFE and
CFE), to include weapons, vehicles, and other equipment. Our LPMO office will prepare this report with input
from the in-country leadership. A final review and verification of accuracy and completeness will be
conducted by Timothy Bullock. The report will be submitted to JCC-I/A and the RSO on the 10th
day of the
month, one year after the official TO start date, and every option year thereafter.
Monthly Invoice Invoices provide detailed information related to costs incurred for program operations. They are the method
used by contractors to request payment for services and supplies, and are intended to give the Government
justification for reimbursement. We will submit the DD for 250 for invoicing purposes as specified in the
Scope of Work.
Our goal is to satisfy JCC-I/A requirements, maintain financial accountability and provide accurate, useful,
and compliant invoices with zero defects.
Management of Personal Security Details
Upon award of a contract, the COR will assign an officer qualified to lead a PSD as the Agent in Charge
(AIC) at the site(s) where security operations are to be performed. The AIC will have on-site authority over
the security detail. Under the leadership of the Project Manager, the AIC, shall manage the activities of the
PSD in accordance with the Standard Operating Procedures and tasks outlined in the Scope of Work.
Contracting Officer Representative (COR)
PSD operating in theater will provide for the personal protection and safety of vehicles, cargo and authorized
High Profile Personnel. The PSD is capable of providing security services in all regions of the middle-east,
within Iraq and outside Iraq, whether medium or high threat.
Rotations, Reassignment, and Replacement
The contractor shall maintain a list of eligible candidates who are immediately available for normal rotation or
for replacement action in case of illness, injury, humanitarian and/or other reasons.

The contractor shall make all necessary travel arrangements (Travel itinerary, P.O.B, D.O.B, SSN and
Passport #) for travel required of contractor PSD and PSD support personnel to and from duty location and
place of origin.
Labor Categories and Qualifications of Personnel
Tasks: Maintain personal protection measures for designated “High Profile” Principals, to include site
advance, secure transport and close protection. React decisively, with measured force, when necessary, to
preserve the principals’ safety in hostile situations, in accordance with designated policies and guidance.
Project Manager
Operating in country, acts as overall manager and focal point for all contractor-provided PSD details,
including all support personnel (e.g., intelligence unit, medical personnel, vehicle and equipment
technicians/mechanics, etc.) with the general advice and guidance of the COR.
As needed, conducts protective operations under the direction of the designated principal with the general
advice and guidance of the Contracting Officer Representative.
Responsible for all aspects of organization, management, supervision and scheduling of detail personnel to
ensure that protective security requirements of the contract are met. This includes but is not limited to:
Ensuring that protective security specialists are properly trained, equipped, briefed, and is prepared mentally
and physically each time they are dispatched on protective services assignments.
Maintaining close liaison with in-country U.S. Government assets responsible for collecting and
disseminating intelligence information which could impact on the safety of the principal and/or the protective
detail.
Developing and implementing plans for: route surveys, alternate routes, safe havens, and contingency plans.
Qualifications
Must have a minimum of 10 years experience in protective security assignments. This experience and background
may be gained in any of the following organizations: Secret Service, Military Special Forces or special operations
units, diplomatic Security Service, or commercial personal protection services.
At least three (3) of the above years of experience must have been in a management or in-charge capacity.
It is desirable that Project Managers have Bachelor's Degrees. Four (4) additional years of specialized experience
(see above) may be substituted for the Bachelor's Degree requirement. Generalized experience in planning,
evaluating, analyzing and implementing governmental security type programs.
Demonstrated experience in development of plans, policies, and procedures, interpretation of government
regulations. Written and verbal communications skills, including ability to communicate solutions effectively to
both technical and non-technical audiences. Capable of solving complex problems.
Ability to function effectively in adverse situations. No impediments to traveling overseas to and within countries
that are considered dangerous or unhealthy. Knowledge of the Modern Standard Arabic language is desirable, but
not essential.
Prior to any deployment, must have an active personal security clearance at the TOP SECRET level.

Security Detail Leader:
Manages and directs protective security operations on a day-to-day basis, and is involved in the direct
supervision of protective security specialists by:
Ensuring that all posts and detail positions are properly covered and the detail are operating smoothly in
accordance with schedule and preset plans.
directing and controlling response actions, if required, through radio communications during motorcades and
all ground movements.
Qualifications:
U.S. Citizen or Third Country National from a US friendly nation.
Must have a minimum of seven (7) years experience in protective service assignments. This experience and
background may be gained in any of the following organizations: Military Special Forces or special
operations units, Secret Service, diplomatic Security Service, Infantry Units or commercial personal
protection services.
At least two of the above years of experience must have been as a detail leader or special operations team
leader.
Prior to any deployment, must have an active personal security clearance at the SECRET level.
Shift Leader:
Supervises and directs protective security operations during his/her shift, and is involved in the direct
supervision of protective security specialists.
Level 2 English proficiency.
U.S. or U.K Citizen (as identified in Attachment 2, Personnel List).
Must have a minimum of five (5) years experience in protective service assignments. This experience and
background may be gained in any of the following organizations: Military Special Forces or special
operations units, Secret Service, diplomatic Security Service, infantry Units or commercial personal protection
services.
Protective service experience and background for Third Country Nationals may be gained in foreign military
or foreign law enforcement organizations equivalent to the: U.S. Military special forces or special operations
units, U.S. Secret Service, Department of State diplomatic Security Service, Infantry Units, USMC or
commercial personal protection services.
At least one of the above years of experience must have been as a shift leader or special operations team
leader.
Prior to any deployment, must have an active personal security clearance or met the security level
requirements identified in Attachment 2.

Protective Security Specialist:
Performs the day-to-day protective security functions as specified in daily post and detail orders. This
includes but is not limited to:
Driving the lead car, principal’s limo, or follow car, whenever required in motorcade operations.
Driving follow-car and/or acting as response agent. Carries and operates weapons as specified in daily post
and detail orders, or upon orders from the detail leader or shift leader.
Maintaining protective formation position during principal’s walking movements.
Participating in advance security preparations.
Manning the security post at principal’s residence or manning the Command Post, as required.
Qualifications:
Level 2 English proficiency.
U.S. Citizen (or authorized third coutnry national from a US friendly nation).
Must have a minimum of one (1) years experience in providng protective security services in: special
operations, Military Special Forces, Secret Service, diplomatic Security Service, or commercial executive
protection services, law enforcement experience (i.e. U.S. Military police/Criminal Investigation division,
local & state law enforcement agencies or equivalent). Protective service experience and background for Third
Country Nationals may be gained in foreign military or foreign law enforcement organizations equivalent to
the: U.S. Military special forces or special operations units, U.S. Secret Service, Department of State
diplomatic Security Service, Infantry Units, USMC or commercial personal protection services.
Prior to any deployment, must have an active personal security clearance or met the security level
requirements identified in Attachment 3.
Detail Liaison Officer:
Liaison support to principal and PSD detail members
Accompany PSD details and provide communications and logistical support as required
Qualifications:
Level 2 English proficiency.
U.S., Australian or U.K. Citizen
Protective service experience and background for may be gained in military or law enforcement organizations.
Prior to any deployment, must have an active personal security clearance or met the security level
requirements identified in Attachment 2.

Intelligence Officer:
Operate the Intelligence Unit in support of the PSD Detail(s)
Monitor and analyze threat intelligence and assess this information for creHCTbility, urgency, and specific
target information
Access pertinent intelligence information from an intelligence processing computer system
Write daily Intelligence Summary Report for applicable PSD detail(s)
Write assessments and spot reports as needed
Brief COR on security concerns pertaining to the personnel protective detail on a daily or weekly basis.
Deliver daily Intelligence Summary Report and notify/communicate urgent threat information to the Operations
Officers and Detail Leaders.
Perform liaison work with U.S. officials and military units on site and long distance with counterparts in COR on a
daily basis.
Qualifications:
Shall be a U.S. or U.K. Citizen.
Shall have a minimum of 2-4 years of intelligence analytical experience.
Shall be able to accurately and concisely communicate threat and security information via written
products/assessments.
Shall be able to accurately and concisely communicate threat and security information via verbal briefings.
Shall possess a strong ability to analyze intelligence information and disseminate the information to the
protective detail and other security personnel .
Shall be willing to perform shift work.
Shall be willing and able to travel to hostile regions.

Explosive Ordnance Detection Technician (EOD):
All references made to EOD shall be understood to mean the Explosive Ordnance Detection Technician.
Inspection of all incoming packages, parcels, boxes, containers, vehicles or other items for the presence of
explosives or explosive devices.

Prepares weekly and/or daily reports as requested by supervisory chain-of-command.
Maintains a watch record.

Armorer
Maintain PSD weapons:
Perform all necessary preventive maintenance such that weapons meet Original Equipment Manufacturers
(OEM) standards.
Perform any required corrective maintenance to return weapons to OEM standards.
Accounting for all weapons while in his/her custody.
PSD weapons must be maintained in operable condition. The contractor shall employ armorers on-site to
perform this maintenance. The contractor-provided armorers shall be factory-certified for each weapon system
placed under their maintenance responsibility.

BUSINESS QUALIFICATIONS & CERTIFICATIONS

The Iraqi Ministry of Interior has established a registration requirement for businesses to operate
within their country, and the Ministry of Labor and Social Affairs, Division of Labor and Social
Security require registration for local national employee work forces. Sector One has registered with
the Iraqi Ministry of Interior as an authorized private security company to satisfy the required
business operations registration.
For LN workers, employers are required to pay 17 percent of the local employee’s gross monthly
salary per worker to the Division of Labor and Social Security, which is broken down as follows: 5
percent paid by worker taken out of check, employer pays 12 percent (9 percent pension, 2 percent
work injury and 1 percent health). If the payment is over 100,000.00 IDR, then the payment will be
made via a certified check. Any late payments will be assessed a 2 percent penalty.
HCT will complete the required forms to register with the Ministry of Labor and Social Affairs,
Division of Labor and Social Security to secure a registration number along with various other forms
required by the local Government to be turned in monthly declaring Social Security Contributions.
HCT will comply with all local employment labor laws as they are promulgated by Iraq’s
Government.
ITAR, EAR and DDTC licensing requirements are not new to the Sector One. We have alliances with
strategic partners to assist with export control licensing should the need arise. Sector One will comply
with all export licensing requirements for equipment, materials, aircraft, and training.

Corporate Leadership Providing expert guidance and leadership to our Local Project Management Staff (LPMS) is former
US Deputy Undersecretary of Defense (AT&L) Major General John F. Phillips (retired).
John Phillips is an active partner with HCT, fully committed to the success of this contracting effort.
Bringing more than thirty years of US government and private-sector contracting and acquisition
expertise to bear, General John F. Phillips consults with LPMS located in Prince George, Virginia.
His input with regards to technical management, operations planning, service implementation,
contract compliance, financial accountability and quality performance strategies is beneficial to this
project.
Steven Bernal is a ten year US Navy Veteran, a twelve year Police SWAT Operations Tactical
Instructor with three years of in-country (Iraq) PSD Team Leadership experience. Steven Bernal was
the PSD Team Leader responsible for the safety of former Ambassador Paul Bremer while contracted
to the US Department of State with Blackwater USA. Steven Bernal will serve as Senior Local
Program Manager reporting directly to John Phillips and other key LPMS in Virginia.
In-Country Management
Tim L. Bullock will serve as In-Country Project Manager. Tim will be supported by a Deputy Project
Manager and a Business Manager. Tim Bullock will be given full authority and autonomy to make
programmatic, contractual, and financial decisions regarding the project, without the need to first
obtain approval from HCT corporate level decision makers in Virginia.
Timothy Bullock will work closely with the COR, Contracting Officer and Logistics Management
Control Center (LMCC) to coordinate program requirements and supply guidance to personnel on the
ground.
In-Country Operations Management
As part of his responsibilities for overall project management, Tim Bullock will perform the following
management and leadership functions:
Supervise project personnel
Liaise between the COR, LMCC, government representatives and HCT corporate office
Commit and allocate personnel resources
Notify the COR on all relevant matters pertaining to movement and activities the detail
Provide reports in accordance with TO and contract requirements
Serve as onsite Administrative Officer for HCT personnel operating in Iraq
Tactical Training Cadre
CORE TEAM Rick Rardon, a US Marine FORCE RECON veteran. Rick served for twelve years as member of 1st
Reconnaissance Company, 7th Platoon. This is the Marine Corps' equivalent to Navy SEALs.
Rick is more than an operator, early in his career he served as Amphibious Team Leader, Platoon
Sergeant and later Battalion Dive Chief responsible for training special operations platoons in diving
operations. Rick was later promoted to 1st RECON Battalion Cadre Instructor. He taught Team Leaders
advanced combat tactics and mission planning. He is a certified Master Instructor of subject matter to

include; USMC Helicopter Rope Suspension, Visit-Board-Search & Seizure (VBSS), Close Quarters
Battle (CQB/CQC), SERE (level III), heavy weapons and Combat Diving.
Highlights of Rick's career include direct action missions, combat operations and humanitarian relief
efforts resulting in awards for valor, combat action and meritorious unit citations. He was assigned to the
1st Marine Division to provide close protection security for General James N. Mattis during Operation
Enduring Freedom. Rick Rardon is the Director of Training with Hostile Control Tactics.
Tim L. Bullock, a former US government federal agent and FLETC certified Tactical Instructor.
Mr. Bullock is a former federal agent GS1811, Criminal Investigator and Intelligence Officer. He has
over 20 years experience in the security industry and federal law enforcement. T.L. investigated crimes
against the U.S. government involving white collar fraud, weapons and narcotics trafficking and
document fraud. He worked special investigative assignments with the Violent Gang Task Force,
(VGTF) involving federal, local and CIV POL personnel on INCONUS and OCONUS cases. Tim is a
graduate from the USAF Police Academy and served on the 139th MO Air Guard.
After completing military service, Tim joined the U.S. Marshal's Office working as a tactical team
member and Transportation Officer. He received agency instruction in security driving, firearms and
special police tactics. He later worked for the U.S. Department of Justice as an Intelligence Officer
working counter intelligence assignments, counter terrorism and HUMINT intelligence cases. Most
recently, he deployed to the middle-east working as a Close Protection Specialists with Trinity
Technology Group, (assigned to Erinys) in the International Zone, Iraq. Tim was the Primary Security
Officer (PSO) responsible for the safety of Major General McCoy, CG USACoE. Tim Bullock is also an
NRA Certified Instructor teaching Rifle, Combat Pistol and Tactical Shotgun.
Billy Krieger, U.S. Army Special Forces/RANGER - 22 year veteran. Billy is a Vietnam war veteran
assigned to 173 ABN and 101st Lima Company RANGER. He is also a 12 year veteran police
officer having served on Fayetteville SWAT / Emergency Response Team. He is also a K9 unit trainer.
Billy recently completed extended overseas deployments in the middle-east where he participated in
classified missions with CACI, L3 Titan and DynCorp International. His combined knowledge in military
special forces tactics, SWAT law enforcement operations and counter-terrorism are unequalled. We are
proud to have Billy Krieger on the HCT Instructor Team.
Jacob Pazienza, U.S. Marine Corps / Force RECON veteran. Member of 4th Recon Company and 1st
Reconnaissance Company 10th Platoon. Those familiar with elite military units understand that Marine
RECON soldiers possess a level of skill and tactical proficiency equal to that of Navy SEALs, Green
Beret or any other elite unit. Apart from his military background, Jake has completed several
deployments to the middle-east on protective security missions with U.S. Department of State
contractors.

Emergency Evacuation Plan:
Upon notification of a serious emergency to the extent that facilities must be evacuated, the following
procedures apply;
1. An emergency broadcast will be issued from all monitored security stations. The notice to evacuate
will be broadcast via voice, telephone, radio and on-site alarm system.
2. Personal will be instructed to mobilize at the nearest evacuation route and/or safe shelter.
3. Evacuation routes and safe shelters will be pre-determined and posted in view of all personnel.
4. Security staff will proceed to shut down operations in their area of responsibility. Any guest, visitors
and injured personnel or civilian staff will be escorted to a designated safe area.
5. Any sensitive documents or other material will be destroyed or expeditiously removed.
6. QRF personnel will be activated to prevent, mitigate and neutralize any potential hostile threats in the
vicinity (as situation dictates)
QRF/ CRISIS ACTION TEAM RESPONSE
In the event of a sustained, complex attack, an attack which results in significant security team
casualties, a QRF/Crisis Action Team (CAT) will assemble at the main Operations Center. This team
will address the attack utilizing their best ability. Reports of such incidents will be provided to COTR
and appropriate in theater authorities.
Richard A. Myrick, a U.S. Navy SEAL - veteran. A nine year veteran member of Seal Team 5 UDT
11, graduate of BUDS class 115. Rick is an outstanding instructor specializing in explosive breaching,
EOD, small unit tactics and counter-insurgency operations. Rick participated in U.S. Department of State
diplomatic security training with two leading security contractors. He deployed to Iraq to conducting PSD
operations shortly after the military assault on Fallujah, Iraq.
Robert Morgan, U.S. Army Special Forces - veteran. Robert served a decade in both the 10th Special
Forces Group (ABN) and 20th SFG.
As a combat engineer, he completed some of the most challenging courses in all the Armed Forces. He
completed the Special Forces Qualification Course, Special Operations Training (SOT), and advanced
training in explosives and demolitions. Robert is considered a subject matter expert in the area of
explosive breaching, barrier penetration, and MOUT/close quarters combat and small unit tactics.
He is an active member of the Special Forces Association. Robert Morgan has worked in the
security industry since 1986. He earned professional security licenses from the states of Virginia, North
Carolina and Louisiana to teach firearms (pistol and carbine), in-service executive protection, and body
guard security. In 2004, Robert Morgan accepted invitations to deploy overseas as a civilian security
contractor. These were state department security projects in Kosovo, Iraq, and Afghanistan. Robert was
as a Site Security Manager with MVM Inc. and protective security specialist (PSS-PSD) operator with
Group 4 Securicor. Robert like other HCT instructors, is an active operator.
