Exhibit C General Information January 30, 2014 FOR THE PROJECT Festival Center – Pump House Addition General Information Project Overview : The City of Duluth needs to make an addition onto the existing Festival Center to house the relocated pump for the City’s Town Green fountain. The City intends for the exisitng pump to continue working while the new structure is built. It is located in an underground vault immediately next to where the new pump house will be built. In fact, the new building will be built over a corner of the existing vault (new foundation will span the corner of the vault). The new building will be constructed of, among other items shown in the construction documents: 1. Single row of silt fence installed at closest edge of sidewalks on three sides of the new construction. 2. Constuction entrance at future concrete sidewalk on Northwest side of new structure. 3. Two new pieces of 4 inch thick concrete sidewalk as shown in the construction documents. Provide control joints at 5’ on center. Tool edge of slab. 4. Concrete splash block under downspout. 5. Termite treatment under concrete slab. 6. 3000 psf reinforced concrete slab with intregal turned down spread footings and pit. 7. 12 inch PVC sleeve from existing vault to new pit. 8. 6 inch PVC drain from new pit to existing drop inlet near addition. 9. CMU structural walls and parapets with some grout filled cells. 10. Spray foam filling in CMU cells that are not filled with grout. 11. Liquid applied waterproofing applied over the CMU walls. 12. 1 inch rigid insulation over the waterproofing over the CMU walls. 13. Corregated metal brick ties. Festival Center – Pump House Addition

General Information

Project Overview: The City of Duluth needs to make an addition onto the existing Festival Center to house the relocated pump for the City’s Town Green fountain. The City intends for the exisitng pump to continue working while the new structure is built. It is located in an underground vault immediately next to where the new pump house will be built. 23. 60 mil TPO roofing and parapet system complete with cants, flashing, coping, etc…24. Prefinished aluminum flashing over new CMU wall into a sawn “reglet flashing” into

existing brick of Festival Center (where new building touches existing building).25. Prefinished aluminum rain collection box and downspout.26. Prefinished 8 inch by 8 inch aluminum emergency scupper in parapet wall.27. New roof hatch.28. Mechanical curbs for the six relocated condensing units.29. Two metal ladders.30. Paint on inside face of CMU walls, bar joists, metal deck, and doors. Paint on outside of

doors to match other exterior doors on the Festival Center.31. 3,000 watt electric unit heater hung from roof structure (with wall switch and intrigal

thermostat).32. 350 cfm exhaust fan hung from roof structure (with wall switch and integral thermostat)

and provided with a plenum and a 16” x 16” wall louver.33. Install a new 100 amp electrical sub-panel for owners relocation of electrical service from

existing vault; with conduit to panel within Festival Center.34. Four 2’x4’ flouresent light fixtures controlled by two three-way switches.

Once the new building is complete, the Owner will hire a separate contractor to move the pump and it’s associated piping and wiring.

Question/Answer: Generally asked questions with answers:

1. What are the limits of construction?Answer: Construction area shall be contained by the limit of the existing landscaped area in which the addtion is being built.

2. Is there a staging/lay-down area?Answer: A staging and lay-down area can utilize the first three (3) parking spaces closest to the site (not including HC stall). The road shall not be blocked.

3. Will there be a requirement for construction fencing?Answer: No construction fencing…only silt fence.

4. Where can construction employees park?Answer: Across the street from the site in the City owned parking lot.

5. Are sprinklers required?Answer: No.

6. What landscaping is required?Answer: Contractor is to provide pine straw around the perimeter of the bulding and sod along the side of the sidwalk toward to the parking stalls.

7. Is the permit issued?Answer: The permit is ready to pick up as soon as the selected contractor provides a copy of their state license and an in-state business license.

8. Will the contractor be required to pay permit fees?

Answer: Yes. The City of Duluth will waive all City fees; however any permit or other fees will be the responsibility of the Contractor.

9. Does the contractor have to haul off all constuction debris and trash?Answer: Yes. Contractor should rent a small dumpster to put in one of the parking stalls and pay for any dumping required.

10. Does the contractor have to obtain a temporary power source?Answer: No. The contractor will be able to use tempoary power from the existing building.

11. What are permitted working hours?Answer: Any time from 7:00 am to 7:00 pm. Construction activities shall meet the requirements of the City of Duluth noise ordinance.

12. What are the licensing requirements for contractors?Answer: Per the Proposal Package, the contractor shall have a Georgia General Contractors license. The General Prime Contractor shall be responsible for any sub-contractor licenses or certifications as required by the City of Duluth Planning Department or other agency.

13. Is NPDES monitoring required?Answer: No, the project area is below the threshold level requiring NPDES.

14. When will the City issue the Notice to Proceed (NTP) to contractors?Answer: Once bids have been opened, they will be analyzed based on the criteria in the Proposal Package, the Council will meet on March 10th and City will likely issue the NTP sometime the following week.

15. Is the Pre-proposal meeting mandatory?Answer: No.

Proposal Submission: Sealed Proposals will be received by the City Clerk, Duluth City Hall, 3167 Main Street, Duluth, Georgia 30096, no later than 10:00 AM local time, Thursday, March 6, 2014. Proposals will be publicly opened and read aloud at this location Thursday, March 6, 2014 at 10:00 AM. The proposal shall be read in such a manner as to avoid disclosure of the contents to competing PROPOSERS during any allowed process of negotiations. Any Proposals received after 10:00 AM on proposal deadline date (3/6/2014) will not be considered by OWNER. Proposals will be evaluated by OWNER and the project award is anticipated upon completion of this evaluation. A list of top ranked proposes will be provided after notice of award is given. Final written questions to the Architect shall be received no later than Friday, February 21, 2014 at 5:00PM.
