The work presented has been carried out by Alberto Altés, Karin Berggren and Josep Garriga and it is informed by several talks and meetings with inhabitants of the area and other involved actors, as well as by the inputs of a group of master’s students that were asked to explore the area and interview some of the residents.

In this first phase of the assignment we were asked to present an image of what Tjärna Ängar could look like. Instead of doing exactly that, we have chosen to focus on the strategies that are needed to produce the desired effects. What things “look like” is not the same as what things “do”. The symbolic values or appearance of something does not always match its actual “performance”. We believe that architectural interventions today must start by focusing on the performative - what those architectures will do and the effects they will have - and allow their image to emerge in later phases of the work or from the process itself.

I denna första första fas av uppdraget blev vi ombedda att presentera en bild av hur Tjärna Ängar skulle kunna se ut. Istället för att göra precis det, har vi valt att fokusera på de strategier som är nödvändiga för att producera önskade effekter. Hur saker “ser ut” är inte samma sak som vad saker “gör”. De symboliska värdena och utseendet någonting har matchar inte alltid dess faktiska “prestation”. Vi tror att arkitektonisk intervention idag måste börja med att fokusera på det performativa - vad arkitekturen kommer att göra och vilka effekter den kommer att ha - och låta bilden vara något som uppstår i senare faser av arbetet eller ur själva processen.

We have chosen to call the project HEM JORD and for us this title has multiple meanings. It focuses on the land, the actual territory, and builds on the idea that everything that we ́ plant´here will grow out of the materials, the people, the qualities and the power that already exist here in Tjärna Ängar. It speaks also of making things from the inside: instead of arriving from the outside with styles or methods, we prefer to try to get inside and let things and people tell us and show us what is wanted, what is needed and what is to be done and made. Instead of intervening, we would like to intra-vene. Our proposal speaks of making home and of making homes as well as of making things at home. The core idea of the project is that we can build and make things together with the inhabitants of the area. A renovation process taking place AT HOME, and at the same time the very process of making HOME together.

Vi har valt att kalla projektet HEM-JORD, och för oss har denna titel flera betydelser. Den fokuserar på jorden, det faktiska territoriet, och bygger på idén att allt som vi ‘planterar’ här ska växa upp ur material, människor, kvaliéer och styrkor som redan finns här i Tjärna Ängar. Titeln talar också om att göra saker inifrån: istället för att komma utifrån med stilar och metoder föredrar vi att komma in och låta saker och människor tala om för oss och visa oss vad som är önskat och behövt och vad som måste göras och byggas. Istället för intervention, vill vi prata om intra-vention. Vårt förslag handlar om att göra hem, men också om att göra saker på hemmaplan. Kärnan i projektet är att vi kan bygga och göra saker tillsammans med de boende i området. En renoveringsprocess som tar plats HEMMA, och samtidigt själva processen av att bygga ett HEM tillsammans.

Architectural interventions often focus almost exclusively on building new structures, bringing in new shapes and forms, and beautifying the existing physical elements. Instead, we believe that it is absolutely necessary to take into account that everything we do/make is, already from the outset, related to many other things, people, structures and discourses. It is therefore not enough to think or to intervene in the built. We propose a series of strategies to develop ways of doing and making that will affect and transform the physical environment, the social conditions of coexistence, the local economies and the existing networks of relations.

Arkitektoniska interventioner fokuserar ofta nästan enbart på att bygga nya strukturer, att ta in nya former och försköna existerande fysiska element. Istället tror vi att det är absolut nödvändigt att ta hänsyn till att allting vi gör och skapar redan från början är relaterade till många andra saker, människor, strukturer och diskurser. Därför räcker det inte att tänka på och ingripa i det byggda. Vi föreslår en serie strategier för att utveckla sätt att göra och skapa som kommer att påverka och transformera den fysiska miljön, de sociala förutsättningarna för samvaro, den lokala ekonomin och existerande nätverk av relationer.

We propose a series of interventions in the physical environment that directly involve the inhabitants in their implementation, construction, execution, management and maintenance. These interventions are carried out as part of collaborative workshops, planned working days and other situations in which the neighbors are employed to perform different tasks. These workshops are not only collaborative events but also educational experiences. Participants in these activities have therefore the possibility of developing certain skills and acquiring competences that might allow them to find longer term jobs.

The synergies between physical environment, work and education will in turn enable new relations and activate other processes in the area.

Vi föreslår en serie interventioner i den fysiska miljön som direkt involverar de boende i dess genomförande, konstruktion, utformning, förvaltning och underhåll. Dessa interventioner genomförs som en del av kollaborativa workshops, planerade arbetsdagar och andra situationer i vilka de boende anställs för att utföra olika uppgifter. Dessa workshops är inte bara kollaborativa tillställningar utan också utbildande erfarenheter. Deltagare i dessa aktiviteter har därför möjligheten att utveckla vissa skickligheter och skaffa sig kompetenser som kan ge dem möjlighet att hitta mer långsiktiga jobb.

Synergierna mellan den fysiska miljön, arbete och utbildning kommer i sin tur att möjliggöra nya relationer och aktivera andra processer i området.

Our proposal starts with the very social and material conditions of the place: there is a lot of people, and there is a lot of people without a job. HEM JORD proposes to employ the neighbors in the renovation and transformation of the area and to involve them in the construction of some of the proposed new spaces. The intervention does not focus only in the physical environment but it takes place in the space of work and in the space of education. Intervening simultaneously in this three ‘realms’ will multiply the effects and enable a more persistent and responsible transformation. Understanding Tjärna Ängar more broadly than ‘just’ a geographical location opens it up to new relations with the city, the region and the world.

Vårt förslag börjar med de faktiska sociala och materiella förutsättningar som finns på platsen: det finns mycket människor, och många av dem utan anställning. HEM JORD föreslår att anställa de boende i renoveringen och omvandlingen av området och involvera dem i konstruktionen av några av de föreslagna nya utrymmena. Denna intervention fokuserar inte enbart på den fysiska miljön utan den tar plats också på arbetets och utbildningens områden. Att ingripa simultant i dessa tre ‘världar’ kommer att multiplicera effekterna och möjliggöra en mer ståndaktig och ansvarsfull transformation. En förståelse för Tjärna Ängar som något mer än ‘bara’ en geografisk plats öppnar upp för nya relationer med staden, regionen och världen.

PHYSICAL ENVIRONMENT/WORK

By employing the inhabitants in different tasks and construction workshops, the microeconomies of the household will be activated. People will be able to save or spend that little extra money in basic things or manage to incorporate something extra. This in turn influences positively the economies of the neighborhood and the town. New activities such as market places, small shops, or ateliers, for which new facilities and spaces will be built, are viable thanks to these small new incomes. As the amount of exchange and new relationships increase thanks to these new jobs, the realm of economy is progressively and slowly revitalised.

Genom att anställa de boende för att genomföra olika uppgifter och konstruktionsarbeten, blir hushållens mikro-ekonomier aktiverade. Människor kommer att kunna spara eller spendera det lilla extra på basvaror eller få tillgång till något extra. Detta i sin tur har en positiv effekt på ekonomierna i området och i staden. Nya aktiviteter såsom en marknadsplats, små butiker, eller ateljéer, för vilka nya faciliteter och utrymmen kommer att byggas, blir möjliga tack vare dessa nya små inkomster. I takt med att mängden utbyten och nya relationer ökar tack vare dessa nya jobb, kan ekonomin långsamt och gradvis återupplivas.

WORK/EDUCATION

The kind of tasks that will have to be carried out will require collaboration and team work. The inhabitants will work together with other neighbors, students, architects, other professionals and Tunabyggen staff. In some cases this will happen during full-time intensive short workshops, and other times by means of part-time jobs integrated in action plans throughout longer periods of time. Education here will not be based on formal and theoretical training, but will emerge from the very experience of collaborative work. This will encourage responsibility in two complementary ways: in relationship with the individual attitude towards the experience of work and its potential effects; and as a consequence of the direct involvement of the inhabitants in the construction of things, structures and spaces that they will later use. Through this relationship between education and work that is based on experience, a realm of knowledge and skillful development is defined and activated.

Den typ av uppgifter som kommer att behöva genomföras kräver samarbete och gruppsammanhållning. De boende kommer att arbeta tillsammans med andra boende, studenter, arkitekter, andra professionella samt Tunabyggens anställda. I vissa fall kommer detta att ske under korta intensiva workshops på heltid, och andra gånger genom deltidsjobb som integrerats i handlingsplanen under längre tidsperioder. Utbildning i det här sammanhanget baseras inte på formell eller teoretisk inlärning, utan föds ur den faktiska upplevelsen av kollaborativt arbete. Detta kommer att uppmuntra till ansvar på två sätt: i individens inställning till erfarenheten av arbete och de potentiella effekterna av detta; och som en konsekvens av den direkta inblandningen de boende haft i byggandet av saker, strukturer och platser som de själva senare ska använda. Genom denna relation mellan utbildning och arbete som baseras på erfarenhet, definieras och aktiveras en värld av kunskap och färdighetsutveckling.

EDUCATION/PHYSICAL ENVIRONMENT

Besides the experience of working together and collaborating, and the complex learning outcomes that it will generate, inhabitants will have the possibility of acquiring new competences and skills - individually, through each other and with the help of others - WHILE MAKING THINGS. It will be a process of re-connection with the physical environment in which everyone participates in the material forming of some of the spaces in which they actually live their lives. This relationship of people with their immediate material world THROUGH MAKING, encourages a more ecological organization of everyday life, different from that of our predominantly service-based society, and based on a renewed interest in local production.

Utöver själva upplevelsen av att arbeta tillsammans, och de komplexa kunskapsresultat detta genererar i sig, kommer de boende att ha möjlighet att skaffa sig nya kompetenser och färdigheter - individuellt, genom varandra och med hjälp av utomstående - MEDAN DE SKAPAR SAKER. Det blir en process av återkoppling med den fysiska miljön i vilken alla kan delta i den materiella utformningen av några av de fysiska rum där de faktiskt lever sina liv. Denna relation mellan människor och deras omedelbara materiella närhet GENOM SKAPANDE, uppmuntrar till en mer ekologisk organisation av vardagslivet, en som skiljer sig från den som styr vårt övervägande service-baserade samhälle, baserad på ett förnyat intresse för lokal produktion.

We believe that the combined synergies of the strategies and interventions proposed in these different realms of life will lead to the development and transformation of the area in very positive directions, some of which cannot be foreseen or planned. Through the experience of making things together, the inhabitants might be able to develop expert skills and competences. An active working life and its associated, even if small, wages, will increase the degree of autonomy of individuals and households. Expertise together with accumulated experience of collaborative work could lead in the long run to more stable jobs. While this happens, the physical environment of the area is transformed and new activities and meeting places emerge. All the components and aspects contribute to the construction of a common home.

Vi tror att de kombinerade synergierna av föreslagna strategier och interventioner i dessa olika områden av livet kommer att leda till utveckling och omvandling av området i positiva riktningar, vissa av dessa kan inte förutses eller planeras. Genom erfarenheten att göra saker tillsammans kan de boende få chansen att så småningom utveckla expertiskompetens. Ett aktivt arbetsliv den korresponderande lönen, även om den är liten, ökar individernas och hushållens autonomi. Expertis i kombination med ackumulerad erfarenhet från gemensamt arbete kan i det längre perspektivet leda till mer stabila jobb. Medan detta händer förändras den fysiska miljön i området och nya aktiviteter och mötesplatser uppstår. Alla dessa komponenter och aspekter bidrar till skapandet av ett gemensamt hem.



3TEN STEPS TOWARDS RELATIONAL RENOVATION



1 | EMBRACING COMPLEXITY

A relational approach is also one that embraces complexity and tries to be as holistic as possible. It acknowledges that everything is interrelated and that intervening with one thing or place affects

many other things and places, and not only in the ways that one expects. This approach tries to avoid simplifications that reduce

and separate. It tries to go beyond dominant discourses of speed, efficiency and easiness. We must actually slow down and redefine

what efficiency means. The complexity of the messy world in which we live requires patience and longer term engagements

with situations and processes.

This first step is also related to the notion of transversality. Transversal is a line that intersects a system of lines. Our

transversals describe intervening actions, spaces or moments that ‘cut across’ conditions and produce other patterns, rhythms and

relationships. Something that we didn’t think was so important might be transversally connected to many other, more important,

things. In our proposal, a construction workshop is transversally linked with the reactivation of the local economy and with the

“framtidens skola” project; and painting a balcony is transversally related with the establishment of a youth program for the

summers, and with the trees, and with the elderly, and with the costs of maintenance of the area. One of those trees might also be

related to the amount of water consumed and to the economy of the gardening companies that are taking care of the green spaces

and vegetation at Tjärna Ängar. But the same tree is perhaps someone’s favourite tree, and she usually hugs ‘him’ on Saturday

mornings.

Ett relationellt angreppssätt är ett som omfamnar komplexitet och försöker vara så holistisk som möjligt. Det medger att allting är interrelaterat och att ett ingrepp i en sak eller plats påverkar många andra saker och platser, och inte bara på de sätt som man väntar sig. Detta angreppssätt försöker undvika förenklingar som reducerar och separerar. Det försöker gå bortom dominerande diskurser av snabbhet, effektivitet och enkelhet. Vi tror at vi istället måste sakta ned och omdefiniera vad effektivitet betyder. Komplexiteten hos den röriga värld vi lever i kräver tålamod och ett långsiktigt engagemang med situationer och processer

Detta första steg är också kopplat till idén om transversalitet. En transversal är en linje som korsar ett system av linjer. Våra transversaler beskriver handlingar, rumsligheter och ögonblick som ‘skär igenom’ situationen och producerar nya mönster, rytmer och relationer. Sådant som vi inte trodde var viktigt till en början kan vara transversellt relaterat till många andra, viktigare, saker. I vårt förslag kan en konstruktions-workshop vara transversellt sammankopplad med reaktiveringen av den lokala ekonomin men också med “Framtidens skola”-projektet; och målningen av balkongerna är transversellt relaterad till etableringen av ett sommarprogram för ungdomar, och med träden, och med de äldre, och med underhållskostnaderna för området. Ett av träden kanske också är relaterat till mängden vatten som konsumeras och till ekonomin hos trädgårdsföretagen som tar hand om grönområdena i Tjärna Ängar. Men samtidigt är samma träd kanske någons favoritträd, och hon brukar krama “honom” på lördagsmornarna.



2 | WORKING WITH THE EXISTING

Working with the existing means first and foremost understanding and acknowledging that the places and situations in which we

work are already full of resources. These should be the main components of our proposals and interventions. The people,

the knowledges, the materials and the physical structures, the specificities of the place and the local circumnstances. The

existing also includes the symbolic and discursive elements such as images, stories and moods, which also play a signigicant role in

making the place what it is.

Working with the existing, rather than superimposing preconceived solutions onto a site, requires making a commitment to the area and its inhabitants, it requires presence and attention,

as well as fluent communication and exchange.

Working with the existing is also about combining specific solutions to specific situations with an understanding of how

the area works as a whole, in order to set positive processes in motion, using the resources that are already there.


Att arbeta med det som redan finns innebär framför allt att vi måste inse och medge att de platser och situationer i vilka vi arbetar redan är fulla av resurser. Dessa bör bli viktiga komponenter av våra förslag och interventioner; människor, kunskap, material och fysiska strukturer, platsspecifika kvalitéer och lokala omständigheter. Det som redan finns innefattar också symboliska och diskursiva element såsom bilder, berättelser och stämningar, som också spelar en viktig roll för att göra platsen till vad den är.

Att arbeta med det som redan finns, i motsats till att enbart klistra in förutbestämda lösningar, kräver att man gör ett åtagande gentemot området och dess boende; det kräver närvaro och uppmärksamhet, såväl som öppen kommunikation och utbyte.

Att arbeta med det som redan finns handlar också om att kombinera specifika lösningar för specifika situationer med en förståelse för hur området fungerar som helhet, för att kunna sätta positiva processer i rörelse med hjälp av redan existerande resurser.



3 | THE INHABITANTS AS PARTNERS

An ambitious and sustainable renovation will only succeed if the inhabitants and neighbors are included not as mere ‘participants’

but as true partners. In our proposal, the inhabitants are partners in two ways: on the one hand through employment - as they effectively execute some of the interventions and take

responsibilities in management and maintenance; and on the other hand through the sharing of planning and decision-making responsibilities. Shared goals, a shared economy of investments

and costs, and shared forms or organization and control must be collectively conceived and agreed upon through negotiations.

the outcome of the process. [...P]articipation without redistribution of power is an empty and frustrating process for the powerless. It

allows the powerholders to claim that all sides were considered, but makes it possible for only some of those sides to benefit. It

maintains the status quo.” Arnstein, Sherry. The Ladder of Citizen Participation

This step is not only about including the inhabitants, but about including ALL of them, or at least those who want to be partners.

In that sense, our proposals will aim at engaging the community as a whole through different programs, activities and plans in an attempt to take into account children as much as the elderly, the

unemployed, active inhabitants, women, students, immigrants and native Swedes, etc...


Ett ambitiöst och hållbart renoveringsprojekt kan bara lyckas om de boende inkluderas, och inte som enbart ‘deltagare’ utan som verkliga samarbetspartners. I vårt förslag är de boende partners på två sätt: å ena sidan genom anställning - då de faktiskt själva genomför några av interventionerna och tar ansvar för dess förvaltning och underhåll; å andra sidan genom att dela ansvaret för planering och beslutsfattande. Gemensamma mål, en gemensam ekonomi av investeringar och kostnader, samt gemensamma organisationsformer måste utformas i grupp och beslutas genom förhandling och diskussion.

(...D)eltagande utan omfördelning av makt är en tom och frustrerande process för de maktlösa. Det tillåter makthavare att påstå att man tagit hänsyn till alla parter, men gör det möjligt enbart för några av dessa att dra fördel. Det upprätthåller status quo.”

Detta ‘steg’ handlar inte bara om att inkludera de boende, men också om att särskilt inkludera ALLA boende, eller åtminstone alla som vill blir samarbetspartners. I det avseendet kommer våra förslag att sikta mot att engagera bostadsområdet som helhet genom olika program, aktiviteter och planer, i ett försök att ta samma hänsyn till barn som äldre, arbetslösa, aktiva, kvinnor, studenter, invandrade och infödda svenskar, etc..



4 | TRUST, TRANSPARENCY AND DIRECT DEMOCRACY

True partnership as described above and the long-lasting success of the project can only become real through transparent negotiations that build and maintain trust of all involved partners

in the process and in the other partners.

Direct democracy does not support the existence of illegitimate authorities, neither does it allow individuals to speak for the entire

community. Instead, it opens up for decisions to be taken jointly, following clear procedures and transparent protocols that are

known to all.

By opening up channels of communication, being clear about intentions, plans and thoughts, and by eliminating middle hands,

we can generate a collaborative atmosphere in which everyone feels an important/equal part in the project.


Äkta partnerskap som beskrivet ovan och ett projekts långsiktiga framgång kan bara förverkligas genom transparenta förhandlingar som bygger och upprätthåller tillit mellan alla inblandade parter.

Direkt demokrati stödjer inte förekomsten av illegitima auktoriteter, och tillåter inte heller individer att föra hela gruppens talan. Istället öppnar den upp för gemensamma beslut, medelst tydliga procedurer och transparenta protokoll som är kända och tillgängliga för alla.

Genom att öppna kanaler för kommunikation, vara tydlig med sina avsikter, planer och tankar, och genom att eliminera mellanhänder, kan vi generera en kollaborativ atmosfär i vilken alla känner sig som en viktig/jämlik del i projektet.



5 | ETHICS OF ENCOUNTERAn ethics of encounter is a faithful commitment to promoting

encounter as a social goal. It speaks also of sharing and togetherness. We believe that our work as architects must

directly address the production of physical places for direct and real communication with others, but also the organization

of situations, processes and events that make these encounters possible. Our proposals aim at promoting shared processes and

enabling encounters. Meetings are given the locations, spaces, times and opportunities to take place, and these meetings -

beyond its architectural support - are at the core of the idea of constructing a common ‘home’ together.

In performing collaborative work, the realization will also emerge that it is impossible to create things without the help of others, and this process of helping and contributing will create bonds

between people that can have a positive effect on the area.

This step aims at enabling meetings between people that would otherwise not meet, it aims at redefining the intensities of some of those meetings - since sitting around a dialogue table is not

the same as lifting a timber beam together; and it aims at leaving space for and encouraging unplanned encounters to take place.


“Mötandets etik” innebär ett lojalt åtagande att gynna och stödja det mänskliga mötet som ett socialt mål. Det handlar om gemenskap och samvaro. Vi anser att vårt arbete som arkitekter direkt måste adressera produktionen av fysiska platser för direkt och verklig kommunikation med andra människor, men också organiserandet av situationer, processer och tillställningar som gör dessa möten möjliga. Våra förslag siktar mot att underbygga gemensamma processer och möjliggöra möten. Möten ges rum, tid och tillfälle att ta plats, och dessa möten - utöver dess arkitektoniska stöd - är kärnan i idén om att skapa ett gemensamt ‘hem’ tillsammans.

I och med utförandet av kollaborativt arbete kommer också insikten att det är omöjligt att skapa somliga saker utan hjälp av andra människor, och dessa process av att bidra och hjälpa till skapar band mellan människor som i sin tur kan ha positiv inverkan på området.

Detta ‘steg’ siktar mot att möjliggöra möten mellan människor som annars inte skulle mötas, det siktar mot att definiera om intensiteten i dessa möten - då det inte är samma sak att sitta runt ett samtalsbord som det är att lyfta en timmerstock tillsammans; och det siktar mot att uppmuntra och lämna utrymme för oplanerade möten att ta plats.



6 | COLLABORATIVE OWNERSHIP

Collaborative ownership emerges as a result of the relationships that individuals develop with the things they are constructing/

making together when they are directly involved in such construction.

In our proposal, the inhabitants will participate in the construction of many things, small buildings, public space equipment, simple

infrastructures, and perhaps even larger constructions, among other things. Being involved in the hands-on labour and material

re-arrangements of their own environment and new spaces, the neighbors will be able to develop a sense of ownership in

relationship with those things they have been part of conceiving and materializing. By putting a piece of oneself into a project one is also likely to develop a sense of responsibility for the thing, and

take care of it once it is completed. A shed made of beams and boards that I have carried together with someone else, and that

I have joined together with the appropriate tools and auxiliary pieces, takes a completely different meaning for me and those

whom I have collaborated with. We own the thing together. And we will care about it together.


Kollaborativt ägande uppstår som ett resultat av de relationer som individer utvecklar med de saker de bygger/tillverkar tillsammans när de är direkt involverade i en konstruktionsprocess.

I våra förslag kommer de boende att ta del i konstruktionen av många saker; små byggnader, utrustning till det offentliga rummet, enklare infrastruktur, och kanske även större konstruktioner. Att vara inblandad i praktiskt arbete och materiell omarrangering av den egna miljön och av nya miljöer, ger de boende en möjlighet att utveckla en känsla av ‘ägande’ i relation till de saker de varit del av att skapa och materialisera. Genom att ge en del av sig själv till ett projekt är det troligt att man utvecklar en ansvarskänsla för det man skapar, och en vilja att ta hand om det när det är färdigställt. Ett skjul byggt av bjälkar och bräder som jag har burit tillsammans med någon annan, och som jag har lärt mig att sätta ihop med hjälp av verktyg och tillbehör, får en helt annan betydelse för mig och de jag har arbetat med. Vi äger det vi byggt, tillsammans. Och vi kommer att ta hand och det tillsammans.



7 | ORGANIZATION, MANAGEMENT AND TIME


A relational approach to renovation and intervention like the one we propose does not only care about the buildings and spaces

that will result from the project, but is particularly focused on the processes through which those new structures are conceived,

constructed, managed and maintained. We believe that the overall results and the actual transformation of the area are strongly

affected by all of those process-related aspects and by the ways in which things are done, probably more than by the architectural

‘objects’ that are built.

A fundamental part of our work will be to design not only the buildings, interventions and construction workshops, but also the

agreements, contracts, norms and procedures that define and condition the ways in which the new facilities and spaces will

be, first built, and then used. All of these organizational devices should be conceived flexibly and openly, as tools to sustain

engagement over time and set a direction much more than as mechanisms of control and hyper-regulation. Our interventions

will only function and produce the desired effects if we - all partners together - conceive, design and agree on the terms of

their use, management and maintenance.

Ett relationellt angreppssätt för renovering och intervention såsom det vi föreslår, tar inte bara hänsyn till de byggnader och rumsligheter som resulterar ur projektet, utan placerar särskilt fokus på de processer genom vilka dessa nya strukturer blir utformade, konstruerade, förvaltade och underhållna. Vi anser att de övergripande resultaten och den faktiska transformationen av området påverkas starkt av alla dessa process-relaterade aspekter och av de sätt på vilka saker görs, antagligen mer än av de arkitektoniska ‘objekt’ som byggs.

En fundamental del av vårt arbete kommer att bli att designa inte bara byggnader, interventioner och konstruktions-workshops, men också de överenskommelser, kontrakt, normer och procedurer som definierar och villkorar de sätt på vilka nya installationer och utrymmen ska först byggas och sedan användas. Alla dessa organisatoriska ‘verktyg’ bör framställas flexibelt och öppet, som medel för att vidhålla engagemang över tid och peka ut en tydlig riktning, snarare än som kontrollmekanismer eller hyper-regulering. Våra interventioner bara fungera och producera önskade effekter om vi - alla parter tillsammans - skapar, utformar och kommer överens om villkoren för hur de ska användas, förvaltas och underhållas.

8 | SEEDS AND GENERATORS

By changing the focus from isolated interventions in a finite time span, to proposals that have the power to proliferate and generate

a multiplicity of effects, the project can reach beyond its own limits. Through on the one hand ATTENTION to how inserting

one ‘thing’ will enable or impede other ‘things’, and on the other hand through the INTENTION of consciously initiating processes that will later exceed the original purpose of the intervention, we believe that this multiplicity can be incorporated into the project.

Apart from the fact that many our interventions are thought to grow and develop over time, we also want to lay the grounds for

more unexpected effects. A small office space provided at an affordable price might lead to the starting of a business that will go beyond the boundaries of Tjärna Ängar, and the existence of

a joint venue for the students from Locus and children, teenagers and youth in the area might lead to some interesting encounters and perhaps to new academic motivations, or even love stories.


Genom att flytta fokus från isolerade interventioner inom finita tidsperioder, till förslag som har makten att föröka sig och generera en multiplicitet av effekter, kan projektet spränga sina egna gränser. Genom å ena sidan UPPMÄRKSAMHET på hur infogning av en ‘sak’ kan möjliggöra eller hindra andra ‘saker’, och å andra sidan AVSIKTLIGA BESLUT att initiera processer som senare kan sträcka sig utöver interventionens ursprungliga avsikter, tror vi att denna multiplicitet kan inkorporeras i projektet.

Utöver det faktum att många av våra interventioner är tänkta att växa och utvecklas över tid, vill vi också lägga grunder för mer oväntade effekter. Ett litet kontorsutrymme som hyrs ut till ett överkomligt pris kan leda till starten av ett företag som kan sträcka sig utanför Tjärna Ängars gränser, och förekomsten av en gemensam mötesplats för studenterna från Locus och barn och ungdomar från området kan leda till intressanta möten och kanske nyfunnen akademisk motivation, eller till och med kärlek.

9 | COSTS AND AFFORDABILITY


It is extremely important in a process of intervention/renovation that the unstoppable forces of gentrification are reduced to the

minimum and that the inhabitants are allowed to stay in the area once the interventions have been carried out. A very precise

awareness of the costs and careful budgeting are therefore crucial to make the most of the available resources and to ensure that rents are kept at reasonable and affordable levels, as well as to

avoid unwanted effects such as exclusion or displacement.

Our proposal to directly employ and involve the inhabitants in the construction processes of some of the interventions has

important effects also in the costs of the interventions: on the one hand, such a collaborative building process requires simple and

affordable construction techniques and the use of renewable and easily manipulated materials such as wood. The very requirements

of the process will make the construction already less expensive. On the other hand, employing the neighbors as trainees and

having students also paid to coordinate parts of the work, reduces the number of middlemen and intermediaries, as well as the

building costs. The building process can thus be made more cost effective and with the added value of providing training to all

involved participants.

Det är extremt viktigt under en intervention/renovering att den ostoppbara gentrifikationskraften reduceras till ett minimum och att de boende ges möjlighet att stanna i sitt område efter att interventionerna genomförts. En noggrann medvetenhet om kostnaderna och omsorgsfull budgetering är därför avgörande för att göra det mesta av de resurser som finns och att försäkra sig om att hyresnivåer hålls på rimliga och överkomliga nivåer, och för att undvika oönskade effekter såsom exklusion och utflyttning.

Vårt förslag att direkt anställa och involvera de boende i konstruktionen av några av de interventioner har viktiga effekter även kostnadsmässigt; å ena sidan kräver en sådan process tillämpningen av enkla och relativt billiga konstruktionstekniker och användadet av förnyelsebara och lättmanipulerade material såsom trä, vilket redan där gör processen billigare. Å andra sidan, att anställa de boende som lärlingar och betala studenter för att samordna delar av arbetet, minskar antalet mellanhänder och därmed de faktiska kostnaderna. På så sätt kan byggprocessen göras mer konstnadseffektiv och med det adderade värdet att den dessutom erbjuder utbildningsmöjligheter till alla inblandade deltagare.



10 | RETHINKING INVESTMENT

Apart from the direct funding of physical interventions, alternative strategies for using financial means can be also productive and

contribute to the regeneration of an area. By keeping construction and renovation costs low it is possible to allocate some resources

to complementary investment budgets. A program of micro-loans to those willing to start small businesses, subsidies in the form

of reduced prices in the rental of spaces for certain activities, or employing the neighbors in operations of maintenance of the area, are just a few of the options. Such investments can have

very interesting multiplying effects, as the renewed economic and cultural activity triggered by them can also notably challenge the

negative image that has now been constructed by the media.

At another level, it is also important to dedicate some of the resources to preserving and enhancing the relationships of

the area with the city and with the region, by privileging local producers, service providers and materials. A strong local and

regional network of contacts and relations with the area can be beneficial in multiple ways, not only by constructing a renewed

image of it but also because it could provide opportunities of collaboration, employment and sponsorship.

A local timber producer might be interested in participating in a project that involves inhabitants and architecture students

building with their timber products, as such a project can give them positive exposure while helping them build a socially

responsible image.


Utöver direkt finansiering av fysiska interventioner, kan alternativa finansiella strategier också vara produktiva och bidra till ett områdes revitalisering. Genom att konstruktions- och renoveringskostnader hålls nere kan resurser frigöras till en kompletterande investeringsbudget. Ett program av mikro-lån till de som vill starta mindre företag, subventioner i form av reducerad hyra för vissa aktivitetslokaler, eller anställning av de boende för att utföra underhållsarbeten i området, är bara några exempel på alternativa investeringar. Sådana initiativ kan ha väldigt intressanta multiplicerande effekter, då den återupplivade ekonomiska och kulturella aktiviteten och dess konsekvenser också avsevärt kan förändra den negativa bild som idag skapas och upprätthålls av media.

På en annan nivå är det också viktigt att dedikera resurser till att bibehålla och förstärka relationerna mellan området och staden och regionen, genom att priviligera lokala producenter, tjänsteleverantörer och material. Ett starkt lokalt och regionalt nätverk av kontakter och relationer med området kan visa sig förmånligt på många sätt, inte bara genom skapandet av en förbättrad bild av området men också för att det kan öppna upp för möjligheter till samarbeten, anställning och sponsoravtal.

En lokal timmerproducent kanske är intresserad av att delta i ett projekt som involverar boende och arkitektstudenter som bygger med deras produkter, då ett sådant projekt kan ge dem positiv uppmärksamhet och hjälpa dem bygga en socialt ansvarsfull image.

A | ORIENTATION/IDENTIFICATION: SMALL INTERVENTIONS IN PUBLIC SPACE

A | ORIENTERING/IDENTIFIERING: SMÅ INTERVENTIONER I DET OFFENTLIGA RUMMET

Package A contains a series of interventions that aim at adding some color to the buildings and facilitating

orientation in the area through a signage program. Because of their small scale and simplicity they could be a good way to start involving the neighbors in tasks that

directly affect their environment in a visible way.

A1 - Painting roofs, balconies and staircases:The paint is applied as part of a long term program of

small maintenance-related interventions that involve the neighbors by employing them. Grown ups that take part in the first rounds of workshops could act as mentors of kids or teenagers when the program is later developed

to offer summer jobs for the youth.

A new brighter color palette is designed based on the colors of the buildings today, and paint-color workshops

are organized prior to the actual painting of buildings, balconies and stair cases.

Paket A innehåller en serie interventioner med målet att addera färg till byggnader och att underlätta orientationen i området genom ett skyltningsprogram. Tack vare sin lilla skala och enkelhet kan dessa arbeten vara en bra utgångspunkt för att börja involvera de boende i uppgifter som direkt påverkar deras miljö på ett tydligt sätt.

A1 - Målning av tak, balkonger och trapphus:Färgen appliceras som en del av ett långsiktigt program av små underhållsrelaterade interventioner som involverar de boende genom anställning. Vuxna som tar del av de första omgångarna workshops skulle kunna fungera som mentorer för barn och tonåringar när detta program senare vidareutvecklas till att erbjuda sommarjobb för ungdomar.

En ny, mer levande färgpalett utformas baserat på de färger byggnaderna har idag, and färgworkshops organiseras innan den faktiska målningen tar plats.











A2 - Signage program, street names and numbers, reorganization of traffic:

The inhabitants participate in the design and making of new street plates including images of their own

production. Unnamed sections of the area are given names, traffic is separated, new and clearer traffic signs

are put in place, and the area becomes more readable and accessible for visitors as well as for residents.

A2 - Skyltningsprogram, gatunamn och nummer, omorganisering av trafik: De boende deltar i utformningen och tillverkandet av nya gatuskyltar som inkorporerar bilder som de själva framställt. Package B focuses on the construction of two

new small buildings that will help defi ne the limits of a new central square.

These buildings will have a very important role in the project as spaces of encounter and activity.

B | MEETING AND MAKING: DEFINING THE LIMITS OF THE SQUARE


B1 - Making Center:Along the south-east edge of the square, this new building

will host a fully equipped material workshop mostly dedicated to timber, a large working space for assemblage

and construction, a recycling station for used furniture /objects, a material storage and a tool library. The large

working space will be available for planned activities with the schools of the area. The building will be open for

everyone that has gone through he mandatory training sessions. It will also be the center of activities in the

construction workshops we propose.

B2 - Meeting Center:In the opposite edge of the square a hybrid meeting center

will be built, on the one hand extending the premises of Tjärnkraft and providing the inhabitants with new meeting

rooms, and on the other hand adding a bar/restaurant/cafe to the area. Tjärnkraft could serve discounted

breakfast there for the students at Locus thereby creating opportunities for exchange and communication. In the

long run, the building could be rented out as a permanent restaurant. The building incorporates a bus stop on its nort-

west edge towards Tjärna Allé.

B1 - Byggcentrum:Längsmed den sydöstra kanten av torget kommer denna nya byggnad att husera en fullt utrustad verkstad, framför allt inriktad på trä, ett stort arbetsurtymme för konstruktion och sammanställning, en återvinningsstation för gamla möbler/objekt, ett materialförråd och ett verktygsbibliotek. Den stora arbetsytan kommer att vara tillgänglig för planerade aktiviteter för områdets skolor. Byggnaden är öppen för alla som har genomgått de obligatoriska säkerhetskurserna. Detta kommer också att bli en utgångspunkt för aktiviteterna inom de konstruktionsworkshops vi föreslår.

B2 - Mötescentrum:Längs torgets motsatta ytterkant kommer ett blandat mötescentrum att byggas, som å ena sidan blir en utvidgning av Tjärnkrafts verksamhet med fler möteslokaler, och å andra sidan erbjuder en bar/restaurang/cafélokal. Tjärnkraft skulle här kunna förbereda frukost för studenterna vid Locus till ett reducerat pris och därigenom skapa tillfällen till utbyte och kommunikation. I det längre perspektivet skulle byggnaden kunna hyras ut som en permanent restaurang. Byggnaden inkorporerar en busshållplats i dess nordvästra ände ut mot Tjärna Allé.

C | NETWORKING/GROUNDING: RE-WIRING PUBLIC SPACE

C | NÄTVERK/GRUNDLÄGGNING: KOPPLA OM DET OFFENTLIGA RUMMET

Package C is about laying a network of new small infrastructures that support and facilitate

later construction of activity-cubes with various programs on top of them. In this initial stage,

the location of each cube is simply marked by a concrete plinth that has integrated seating and could easily become a playground, a stage or a

speaker’s podium. The idea is that these slabs can serve as spontaneous meeting places while they

are waiting to be transformed and given more permanent functions.

Paket C handlar om att skapa ett nätverk av nya, små infrastrukturer som stödjer och underlättar senare konstruktion av “aktivitetskuber” med diverse program ovanpå. I detta första steg är varje kub bara markerad av en betongplint som har integrerade sittplatser och lätt skulle kunna bli en lekplats, en scen eller ett talarpodium. Tanken är att dessa baser kan fungera som mötesplatser medan de väntar på att bli transformerade och tilldelade mer permanenta funktioner.




D | WORKSHOPS 1.0: STORAGE AND ATELIERS

D | WORKSHOPS 1.0: FÖRRÅD OCH ATELJÉER

Package D contains a first series of workshops during which groups of inhabitants will take part in the construction of a number of small

buildings destined to bike and stroller storage, household storage, and small ateliers. The buildings will also incorporate seating, plants and lights,

and will redfine the atmosphere of the streets in which they are placed. These buildings will be carried out by means of a simple timber structure

to be placed on top the existing concrete plinths.

Paket D innehåller en första serie workshops under vilka grupper av boende deltar i konstruktionen av ett antal små byggnader avsedda för

cykel- och barnvagnsförvaring, hushållsförvaring, samt små ateljéer. Dessa byggnader inkorporerar samtidigt sittplatser, planteringar och belysning,

och omdefinierar atmosfären på de gator där de placeras. DEssa byggnader kommer att framställas av enkla trästrukturer som sedan

placeras ovanpå den existerande plattformen.




E | WORKSHOPS 2.0: MARKET STANDS AND SMALL SHOPS

E | WORKSHOPS 2.0: MARKNADSSTÅND OCH SMÅ BUTIKER

Package E consists of a second series of workshops similar to those of the previous package, but focusing on the area of the square. Here, the

buildings will host small market stands, small shops and more ateliers, offices or workshops. The buildings will also incorporate seating, plants and lights, and will be preformed to hold, in a later phase of the project,

a roof that will connect all the small cubes and create a protected market place.

Paket E består av en andra serie workshops, som den här gången fokuserar på området kring torget. Här kommer byggnaderna att

innehålla små marknadsstånd, små butiker och mer ateljéer, kontor eller verkstäder. Dessa byggnader kommer också att inkorporera sittplatser,

planteringar och belysning, och kommer att utformas för att kunna hålla, i ett senare stadium, ett tak som kopplar samman alla de små kuberna

kring torget och skapar en skyddad marknadsplats.




E | WORKSHOPS 2.0: MARKET STANDS AND SMALL SHOPS




F | ACTIVATING GREEN AREAS: SPORT FIELDS AND URBAN FARMING

Package F redefines and activates some of the open spaces of the area adding intensity to the urban

atmosphere of the neighborhood. It focuses on three interventions:

F1 - The division and distribution of the green space outside house no. 1 into cultivation plots to be

managed by the inhabitants of the area. This also includes the design of a system for the distribution of plots among interested inhabitans that regulates

rents makes it possible to progressively ‘buy out’ a plot while renting it. These plots will not only

provide a pastime for people such as the elderly or the unemployed, but will also encourage local food

production and exchange that can find support in the market structure of the square.

F2 - Additional vegetation in the area such as cherry and other fruit trees, as well as local species. Apple

trees could also add to the local food production.

Paket F omdefinierar och aktiverar några av de öppna utrymmena i området och adderar intensitet till den urbana atmosfären i området. Det fokuserar på tre interventioner:

F | ACTIVATING GREEN AREAS: SPORT FIELDS AND URBAN FARMING

F3 - Sport fields are inserted between houses 27 and 21,

and 11 and 05. The larger field operates as a skating surface

and multi-purpose field during the summer and a bandy field/

general ice skating rink in the winter. The smaller fields will

be used for soccer. The activity cubes in the corner of these

fields will be used as storage for sports equipment, changing

rooms and field lights.

F3 - Sportplaner placeras mellan byggnad 27 och 21, samt mellan byggnad 11 och 05. Den större planen fungerar som skateyta och multifunktionsplan under sommaren och som bandyplan/allmän isrink på vintern. De mindre planerna används för fotboll. Aktivitetskuberna i planernas hörn fungerar som förråd för sportutrustning, omklädningsrum samt planbelysning.


Package G aims at consolidating some of the transformations initiated by other packages and

interventions, adding two alternative urban squares with new commercial and social activities; at the same time, the

basements are opened up liberating additional surface .

G1 - The ground between houses 25 and 23, as well as that between 09 and 07 will be dug out to create a slope

leading down to the level of the basements, generating a new open square in relationship with small commercial

spaces and shop fronts. The area immediately outside the shops will be paved, and a stair leading down the

slope serves as a sitting/meeting place when the weather allows. The slope and the central space between the

houses will be covered with grass and could possibly host playgrounds.

G2 - Some of these new spaces in the old basements should be reserved for community-run activities such as a

local gym.

Paket G siktar på att befästa några av de omvandlingar som initierats i andra paket och interventioner, genom att addera två alternativa urbana torg med nya kommersiella och sociala aktiviteter; samtidigt öppnas källarplanet upp och frigör extra yta.

G1 - Marken mellan byggnad 25 och 23, samt mellan byggnad 09 och 07 kommer att grävas ut för att skapa en sluttning som leder ned till källarnivån, och genererar ett nytt öppet torg i relation till små kommersiella utrymmen och skyltfönster. Området omedelbart utanför dessa utrymmen kommer att asfalteras, och den trappa som leder ned för sluttningen fungerar också som sitt- och mötesplats när vädret tillåter. Sluttningen samt den centrala platsen mellan byggnaderna kommer att täckas av gräs och lekplatser skulle kunna planeras här.

G2 - Några av de nya utrymmena i de gamla källarna bör reserveras för kvartersdrivna aktiviteter såsom ett lokalt gym.

Paket H fokuserar på ett tekniskt renoveringsprogram som inkluderar vattentätning av badrum, nya värmeväxlare, byte av fönster, nya

ventilationssystem, nya vattensparande blandare samt några ytterligare åtgärder. Vi föreslår att de boende involveras i någon mån också i

utförandet av dessa reparationer och renoveringsarbeten. Företag som tas in för att utföra dessa uppgifter skulle kunna uppmuntras till att ta sig an ett antal lärlingar från området, ett initiativ som skulle kunna få

finansiellt stöd från Arbetsförmedlingen.

Detta paket inkluderar även övergången från parabolantenner till digitalboxar med IP-TV (TV via bredbandsuppkopplingen)

Ett holistiskt arbetssätt informerar detta interventionspaket, så att teknologier och verktyg inte används enbart pga dess påstådda

energieffektivitet utan som en del av långsiktiga strategier och visioner, och hänsyn tas till materiella cykler och den energi som finns och används

av de lösningar och material som appliceras såväl som deras förväntade livstid, indirekta kostnader och biverkningar.



H | UPDATING/FIXING: A COLLABORATIVE TECHNICAL RENOVATION

Package H focuses on a technical renovation program including among other things: waterproofing bathrooms, replacing heat exchangers, replacing windows, changing to water saving taps, and improving

ventilation systems. We propose that inhabitants are also involved to some extent in the implementation of these renovations and reparations.

Companies hired to perform these tasks could be required to take on a number of apprentices from the area. This initiative could possibly receive

financial or other support from Arbetsförmedlingen.

This package also includes the replacement of parabolic antennas with digital boxes for IP-TV (TV through broadband connection).

A holistic approach will inform this package of interventions, so that technologies and gadgets are not used simply because of their claimed energetic efficiency but as part of long-term strategies and visions, and taking into account material cycles, embodied energy of the solutions

and materials used as well as their life span, indirect costs and side effects.

H | UPPDATERING/FIXANDE: EN KOLLABORATIV TEKNISK RENOVERING




I | DWELLING/EXPANDING: BEDS, M3, HOMES AND MORE HOMES

Package I includes a number of proposals for the extension of the

existing buildings in alternative ways aiming at improving the specific life-

conditions of extended households in the area, as well as for the construction

of new buildings in the areas considered most appropriate. These strategies of densification could also be articulated

with urban farming projects taking place in greenhouse-based construction

installed on the roofs which could also provide additional beds and temporary

homes.

Two new buildings could be located on the sides of the Locus building,

contributing to the defintion of a denser center around the new square. Another

area is identified along Paradisvägen, where larger apartment blocks could be planned and designed in later stages of

the project.

Paket I inkluderar ett antal förslag för utbyggandet av existerande byggnader på alternativa sätt som siktar mot att förbättra de specifika levnadsförhållandena av utökade hushåll i området, men även förslag på framställandet av nya byggnader i området. Dessa densifieringsstrategier kan också artikuleras av urbana odlingsprojekt som tar plats i växthusbaserade installationer på taken, som även kan erbjuda extra sovplatser och tillfälliga hem.

Två nya byggnader skulle kunna placeras på sidorna om Locus, och därmed bidra till ett densifierat centrum runt torget. Ett annat möjligt område har identifierats längs med Paradisvägen, där större flerbostadshus skulle kunna planeras och utformas i senare stadier av projektet.

The approach we propose requires many parts and partners to collaborate - probably in ways

they have not done it before - in order to make things possible and successful. This can

only happen if a carefully designed protocol and a series of agreements and procedures

are conceived in advance and by all. Such procedures must have at the same time an

important degree of flexibility and openness. This will require motivation, engagement and

commitment from all participants.

As experienced and registered architects, we can take responsibility not only for

proposing strategies and developing ideas for social and spatial transformation, but also

for the design and execution of buildings and urban infrastructures, the programming

and coordination of learning experiences inside construction processes, and for the

management and control of construction sites. We are willing to do all that and more together with the inhabitants of Tjärna Ängar, Tjärnkraft,

Tunabyggen and everyone else involved.
