coverage — conducts a “needs analysis” to understand
the specifics of what the retiree wants from an insurance
plan (Benefit Advisors are non-commissioned)

Step 2: Complete Carrier Application(s) for Selected Plan(s)
with an Application Data Processor
Conducts the application process — confirms personal
information and selected plan(s), completes the CMS

disclosures and obtains retiree telephonically signing the
application (voice signature)
