  • Any business opportunity posted that will be using Recovery and Reinvestment Act (ARRA) funds must be flagged as such. Once an opportunity has been flagged as using ARRA funds and posted, IT MAY NOT BE CHANGED.   • Instructions on Flagging a Current Posting Note on Modifications A temporary work around for changing a non- ARRA posting to ARRA. 15

  • Note on Modifications Due to limitations with the Federal Systems, an action cannot be flagged as a ARRA action after it is posted. Therefore, the Recovery Flag and Title fields are locked and cannot be changed on a Modification. A temporary work around until this limitation is removed is provided on the following slide. An example, of the locked fields on the Modification worksheet is below. 16

  • A temporary work around for changing a non-Recovery posting to Recovery A temporary work around until this limitation is removed is as follows: 1.Keep original synopsis and solicitation open 2.Continue to make non-Recovery awards off of the original posting as usual 3.Post a new synopsis as a Recovery action. 4.Indicate the relationship of the new posting to the original Explain in the description box so offerors know under what authority NASA is asking them for proposals and will make awards Include a link for the original posting in the Recovery posting Use the same solicitation number for the new Recovery posting as the original posting plus an extension (i.e., -1), for example: The original solicitation number is NNH09ZEA001N, the new solicitation number will be NNH09ZEA001N-1 17
