with a variety of administrative, fi nancial and specialized duties as determined by the Clerk & City Council.

Mayor Keith Frana called the meeting to order at 5:30 p.m. on March 7, 2017, at the Calmar Fire Station. The meeting opened with the Pledge of Allegiance. Present were: Kirkeberg, Kleve, Sabelka & Schissel. Ondrashek was absent.Mayor Frana announced this was the time and

place to continue the hearing that was opened on March 6th. on the designation of the 2017 Calmar Urban Revitalization Area and the Adop-tion of a Plan for the Revitalization area. The clerk explained the basics of the Plan to the public. There were no comments written or oral received. The Mayor declared the hear-ing closed. Mayor Frana announced this was the time and

place set for a hearing on the 2017-2018 bud-get. The clerk reported that the levy would be $ 13.50 per $ 1,000 valuation which was up .27 from last year. There were no written or oral comments received and the Mayor declared the hearing closed. Mayor Frana announced this was the time and

place set for a hearing on the proposal to enter into a General Obligation Corporate Purpose Loan Agreement. The clerk explained that these proceedings were for the future should we need to levy the debt from the street project. There were no written or oral comments received and the Mayor declared the hearing closed. Sheriff Dan Marx was present to get the coun-

cils feels on how the first month of the 28E agreement with Winneshiek County covering police protection. He asked if any adjustments needed to be made. He stated that the county had put in between 28-38 hours weekly between Calmar and Ossian. He stated that the only problem was with communications between the county and Chief Ward and that was because of “Technology” issues. Council had no complaints or suggestions for Sheriff Marx.Tom Madden from SHE Engineering was pres-

ent to explain the status and time frame for the waste water treatment project. He submitted an Agreement for Professional Services which would cover until the project begins with a fi gure not to exceed $ 215,000. Motion by Kleve, second by Kirkeberg to approve the agreement with SHE Engineering. Aye: Kleve, Sabelka, Kirkeberg. Nay: Schissel. Motion carried. Motion by Schissel, second by Sabelka to ap-

ment report. They had 2 paged calls, held their business and training nights and recertifi ed in HazMat. They had a total of 107.5 volunteer hours for the month of February. Chief Joe Ward presented the police depart-

ment report. He stated he attended the Ossian City Council meeting and reported they were well satisfi ed with their coverage. He stated he is still dealing with computer issues. He re-ported replacement of the hand held radar and the PBT. He recertifi ed for Taser and datamas-ter during the month. Junior Boyer presented his street department

report. The move of the recycle bins was dis-cussed. More gravel is needed in the area and a fl ood light has been installed to light the area on a trial basis. Motion by Schissel, second by Kirkeberg to

approve the installation of a fl ood light near the recycle bins on Henry and Melden Streets. Aye: Kleve, Sabelka, Kirkeberg and Schissel. Mo-tion carried. Junior reported he had been sweeping streets

and that a water main break had been repaired on Saturday. Matt Bullerman reported all testing and report-

ing was done as required and all was good. The city received three quotes for the 120U tractor as follows: Windridge$ 81,750; Titan $ 82,720 and Red Power $ 79,021. All quotes were for exactly the same equipment excluding attach-ments. Motion by Kleve, second by Schissel to purchase the tractor from the low bidder Red Power for $ 79,021.00. Aye: Kleve, Schissel and Kirkeberg. Sabelka abstained. Motion car-ried. There was no report from the Economic Devel-

opment director or the city engineer. Mayor Frana stated that he and Chief Ward

would be meeting with the Fort Atkinson city council on Wednesday night. Motion by Schissel, second by Kleve to ap-

prove the UERPC regional LEP plan. Aye: Kleve, Sabelka, Kirkeberg and Schissel. Mo-tion carried. Council member Kleve introduced Resolution

# 565 authorizing and approving a loan agree-ment, providing the issuance of General Obli-gation Corporate Purpose Note. Seconded by Sabelka. Aye: Kleve, Sabelka, Schissel and Kirkeberg. Motion carried. Council member Sabelka introduced Resolu-

tion # 566 accepting and approving the 2017 Calmar Urban Revitalization Area and Adoption of the plan for the Revitalization area. Second by Schissel. Aye: Kleve, Schissel, Sabelka and

Kirkeberg. Motion carried. Council Member Kirkeberg introduced ordi-

nance # 397 entitled: “An Ordinance designat-ing an area of Calmar, Iowa, as the 2016 Calmar Urban Revitalization Area”. It was moved by Kirkeberg and seconded by Kleve that the afore-mentioned ordinance be now adopted. The Mayor put the question on the motion and the roll being called, the following named Council Members voted: Ayes: Kleve, Sabelka, Kirke-berg, and Schissel. Nays: None. Whereupon, the Mayor declared the motion duly carried and declared that said ordinance had been given its initial passage. It was moved by Kirkeberg and seconded by Kleve that the statutory rule requiring said ordinance to be considered and voted on for passage at two Council meetings prior to the meeting at which it is to be fi nally passed be suspended and that said ordinance be regarded as having been considered and voted on for passage at two prior Council meet-ings. The Mayor put the question on the motion and the roll being called, the following named Council Members voted: Ayes: Sabelka, Kleve, Schissel, and Kirkeberg. Nays: None. Where-upon, the Mayor declared the motion duly car-ried. It was moved by Kirkeberg and seconded by Kleve that the ordinance entitled: “An Ordi-nance designating an area of Calmar, Iowa, as the 2016 Calmar Housing Urban Revitalization Area,” be now put upon its fi nal passage and adoption. The Mayor put the question on the motion and the roll being called, the following named Council Members voted: Ayes: Sabelka, Kleve, Kirkeberg, and Schissel. Nays: None. Whereupon, the Mayor declared said ordinance duly adopted. Council Member Schissel introduced Resolu-

tion # 564 setting a public hearing to consider vacation of city street and alley and conveyance for the City of Calmar. Second by Sabelka. Aye: Kleve, Sabelka, Kirkeberg and Schissel. Motion carried. Council member Kleve introduced Resolution #

563 approving the 2017-2018 budget. Second by Schissel. Aye: Kleve, Schissel, Kleve and Kirkeberg. Motion carried. Shawn Snyder was present to explain the

County Wide Debris Management Plan he sub-mitted to FEMA.Motion by Kirkeberg, second by Schissel to

adopt the plan as presented. Aye: Kleve, Schis-sel, Sabelka and Kirkeberg. Motion carried. Motion by Schissel, second by Sabelka to

Phone and Internet Discounts Available to CenturyLink Customers

The Iowa Utilities Board designated CenturyLink as an Eligible Telecommunications Carrier within its service area for universal service purposes. CenturyLink’s basic local service rates for residential voice lines are $21.22 per month and business services are $35.50 per month. Specific rates will be provided upon request.

CenturyLink participates in a government benefit program (Lifeline) to make residential telephone or broadband service more affordable to eligible low-income individuals and families. Eligible customers are those that meet eligibility standards as defined by the FCC and state commissions. Residents who live on federally recognized Tribal Lands may qualify for additional Tribal benefits if they participate in certain federal eligibility programs. The Lifeline discount is available for only one telephone or broadband service per household, and can be on either wireline or wireless service. Broadband speeds must be 10 Mbps download and 1 Mbps upload or faster to qualify.

Lifeline discounts include a transfer restriction (port freeze). This means that you are unable to obtain the Lifeline discount on service with another provider for a period of time. The length of time depends on the services you purchase – 60 days for voice telephone service, 12 months for qualifying broadband service. Certain exceptions to the transfer restrictions may apply. A household is defined for the purposes of the Lifeline program as any individual or group of individuals who live together at the same address and share income and expenses. Lifeline service is not transferable, and only eligible consumers may enroll in the program. Consumers who willfully make false statements in order to obtain a Lifeline discount can be punished by fine or imprisonment and can be barred from the program.

Internet Basics may also be available to Lifeline eligible subscribers and provides reliable home high-speed Internet service up to 1.5Mbps for $9.95* per month for the first 12 months of service.
