Nursing Services


Bureau for Children with Medical Handicaps (BCMH)

for both the diagnostic and treatment programs, children must be under the age of 21, live in Ohio, be a permanent U.S. resident, and be under the care of a BCMH-approved physician. The Diagnostic Program assists families in obtaining an evaluation of a potentially handicapping condition regardless of the family’s income. The Treatment Program is for children who have been diagnosed as having an eligible medically handicapping condition. Families must meet financial eligibility guidelines.

Families or agencies may apply to BCMH by contacting a public health nurse at their local health department, the child’s physician or the BCMH office at the Ohio Department of Health. Parents may call toll free to 1-800 755-GROW (4769).

What Early Intervention services are available for my child? How do I choose the services and the service provider?

How will these services be paid for?

What Early Intervention services are available for my child?

When we speak of the Early Intervention program, we are talking about a broad collection of services to children, under the age of three, who could benefit from extra help. Funds are provided to the states, through the federal law known as the Individuals with Disabilities Education Act, Part C, to develop a statewide Early Intervention system of services. Early Intervention services focus on helping parents and caregivers find ways to help their child learn and to meet the child’s developmental needs. You’re already familiar with some Early Intervention services. For example:

• Service coordination, which is my role with your family,

• the evaluation or assessment process, and

• developing your family plan. These are considered core services of the Early Intervention program.

• Another core service is help when your child moves from one program to another or out of Early Intervention to preschool—this is known as transition planning.

Families who have been through the Early Intervention program have found these core services valuable in giving them the tools to meet their child’s special needs. There are other Early Intervention services that can help your child. If you look at your Parents’ Rights brochure you will see the services include:

• Assistive technology services

• Assistive technology devices

• Audiology services

• Health services (but not surgical, well-child care or purely medical services)

• Nursing services

• Nutrition services

• Occupational therapy

• Physical therapy

• Psychological services

• Social work services

• Speech instruction

• Speech-language pathology

• Vision service We understand that when you first come into the Early Intervention program, you may be feeling overwhelmed and unsure of what would be the best service for your child and family. That’s normal. As your Service Coordinator, I can help you look at your options. You are taking an important step in the life of your child by finding help early on.

How do I choose the services and the service provider? The Early Intervention services you may decide to use are based on your child’s and your family’s needs. The evaluation or assessment helps identify areas where services could be helpful and offers recommendations. We will talk about these recommendations and the types of services that can be helpful. When we have listed the early intervention services that are needed on your IFSP, a provider for that service can be selected. How do you do that? To select the Early Intervention Service Provider, you will want to consider several things. Although Help Me Grow does not endorse or recommend any provider or professional, we can assist you in getting a clear picture of the service provider and what they have to offer your child and family. Look over “Choosing an Early Intervention Service Provider” for some tips. Some things to consider:

• Is your child already receiving services from a Service Provider (for example, working with a therapist at a local hospital) and would you like to continue with that therapist?

• What are the recommendations from the Evaluation or assessment? Which service provider could best meet these recommendations?

I will review several options with you and will help you answer any questions you may have.

Who pays for Early Intervention services? The core Early Intervention services like the developmental evaluation, my support to you as your Service Coordinator, and the Family Plan are at NO COST to you. These services are required by law. You may be asked to pay for early intervention services provided to your child through the IFSP. If payment is requested, your family income must be considered and charges should be calculated on a sliding scale. Other sources of funding can be used to pay for services such as family health insurance, Medicaid, or other health benefits. If using family health insurance, you should consider if there would be a cost to you such as insurance co-pay or an impact on your lifetime maximum insurance coverage. If there are no alternative sources of payment available to provide the Early Intervention service which your team is in full agreement is needed to best support your family and its needs, the Early Intervention Service of Payment may be used. We’ll look at the costs of services and help you figure out what would be best for your family. Some things that might be helpful in this process are:

• Make copies (front and back) of your insurance card so you will have this handy if requested by a Service Provider

• Be aware that a Service Provider may need a prescription from your primary medical provider. You’ll want contact information for your child’s physician handy.

Cuyahoga County Board of Developmental Disabilities (CCBDD) Many Early Intervention therapy services, such as speech, physical, occupational therapy are available through the Cuyahoga County Board of Developmental Disabilities. Here are some things to know if you select to receive therapy services from this provider:

• We will need to submit an application for these services. I can assist you.

• CCBDD will establish insurance coverage and will figure out if there are any additional costs to you.

• A prescription from your child’s physician may be needed.

• After we submit the application, CCBDD will contact you if they need any additional information or when a therapist has been assigned to you.

• CCBDD will bill your insurance company for a certain number of sessions, then that therapy service is at no cost to you.

• If you do not have insurance coverage and you still wish to receive your therapy services from CCBDD, you may be eligible to use CCBDD Family Support dollars for therapy services. I can review what Family Support from CCBDD is and we can submit the application for Family Support. CCBDD will decide if you are eligible to use Family Support dollars for therapy services.

Private or Public Insurance Another option might be to use your private or public insurance to pay for a service from another provider agency or professional that you select.

• You will need to talk with the provider about payment fees and coverage.

• You will want to check if your insurance will cover the needed amount of therapy sessions on your IFSP and won’t be used up during the period.

• You will want to check if your insurance has a lifetime cap that applies to the early intervention service

Bureau for Medical Handicaps

The Bureau for Medical Handicaps is an option for certain children with special needs. If the child has a qualifying disability (see brochure for details) and meets income and eligibility guidelines, a treatment program can begin that covers services such as:

• Laboratory tests and X-rays

• Physician visits

• Prescription medications

• Therapies

• Medical equipment and supplies

• Surgeries and hospitalizations

• Service coordination

• Public health nurse services

Early Intervention System of Payment If we discover that there are NO options for payment of the service, either private or public, we have another choice. We can help you apply for payment through the Ohio Department of Health’s Early Intervention System of Payment program. What happens when we do this?

• We submit an application to the Ohio Department of Health.

• If you are approved to receive this funding assistance, an Early Intervention System of Payment-eligible provider could be selected to provide the service. These providers have agreed to certain requirements of the Ohio Department of Health, such as billing for services directly to the Ohio Department of Health. We can assist you in identifying these providers.

• If you wish to receive services from a provider that is not on this list, you could ask the provider to apply to be an Early Intervention System of Payment-eligible provider. This will slow down the application process, but it is an option for you.

Whew! This is a lot of information. The bottom-line is: we want to help you find the services that best meet your child’s needs! I wanted to share with you all the options before you select your service provider. We’ll want to make the appropriate applications and get you connected to the services as soon as possible.
