As the chief financial officer, you’ll draw on your firm grasp of government finance to lead Metro in developing and implementing goals, objectives and programs that provide accountability, make the most of taxpayers’ investments and build public trust. We’re looking for an experienced fiscal manager with the business acumen necessary to maintain Metro’s current AAA bond rating and balanced budget. The successful candidate will ensure Metro is on a course to protect its long-term financial stability during a period of growth.

As a member of Metro’s senior leadership team, you’ll play a critical role in shaping and executing policy and protecting public investments – including a $653 million regional affordable housing program recently adopted by voters, a proposed $475 million parks and nature bond measure that voters will consider this fall and a regional transportation funding package in the development phase. You’ll work with the Metro Council and Chief Operating Officer on Metro’s budget, quarterly reports and Comprehensive Annual Financial Report and negotiate with Metro’s city and county partners on issues of regional significance. Your ability to convey complex financial concepts to senior leaders, elected officials and community members is essential.

The Finance and Regulatory Services Department provides central administrative support to Metro departments and venues. Nationally recognized for award-winning financial reporting, the department has five primary functions: accounting, budget and financial planning, procurement, payroll and risk management. The department includes 47 full-time equivalent employees and the Fiscal Year 2018-19 operating budget totaled $669 million.

• Ensures performance excellence in all functional areas of the department including Accounting, Procurement, Risk Management, Budget and Financial Management, and Solid Waste Regulation. Manages divisions actively and focuses on mentoring and coaching staff to achieve optimal performance. Identifies and communicates performance expectations and identifies and addresses performance gaps. Has full responsibility for hiring, promoting, transferring, assigning, evaluating performance, initiating salary actions, handling grievances, disciplining and discharging employees.

• Provides effective, accessible leadership; promotes and fosters a strong customer service ethic; and models and encourages respectful and responsive interactions in all situations.

• Develops and administers Metro code for solid waste franchises and rate regulation and directs, oversees and establishes strategies related to regulatory functions including rate setting for transfer stations, excise tax collection and regional system fee collection.

• Ensures timeliness, accuracy and usefulness of financial and management reporting for federal and state funders, foundations and the Metro Council; directs and oversees the preparation and communication of quarterly and annual financial statements and reports.

• Evaluates existing business models organization-wide and recommends changes as necessary.

• Assists revenue-generating Metro enterprises with overall business case and strategy development.

• Oversees maintenance of, or establishes and refines appropriate internal controls and financial procedures and legal and regulatory compliance regarding all financial functions.

• Coordinates audits and ensures proper filing of financial statements.

• Leads the organization’s annual budgeting process and oversees all budget and financial issues, including the development and monitoring of budgets and the development of financial business plans and forecasts.

• Supports, enhances and promotes Metro’s efforts related to contracting with CoBID firms: certified minority-owned, women-owned, service-disable veteran-owned businesses, and emerging small businesses.

• Develops and uses predictive models, financial forecasts and activity-based financial analyses to provide insight into Metro’s operations and business plans and assist with future planning and budgeting efforts.

• Partners with senior leaders and Metro Council to develop and implement financial strategies organization-wide and engages senior leaders to develop short-, medium- and long-term financial plans and projections.

• Oversees all compliance and recognition for federal and state contracts and private grants; cash flow planning; cash, investment and asset management; and all financial strategies and activities.

• Represents Metro to financial partners including financial institutions, investors, foundation executives, other public agencies, auditors, public officials and others.

• Works with Deputy and Chief Operating Officers, investment staff, and stakeholders to review and optimize agency’s investment strategies.

• Makes budget- and financial-related presentations to Metro Council, staff, other agencies, stakeholders, the public and other groups.

• Stays up-to-date on nonprofit audit best practices and state and federal laws regarding nonprofit and government operations.

• Participates in Metro policy development as part of the senior leadership team.

• Performs related duties as assigned.

Minimum requirementsRequirements include:The Chief Financial Officer will be an experienced leader with at least eight years of broad experience in gathering and evaluating financial information and making actionable recommendations to senior leadership. Experience will include managing all facets of budget and finance for a complex organization with multiple funding sources, including federal and state contracts and an affiliate structure with diverse program areas. Experience in public utility management in a union environment is preferred. A Bachelor’s degree in the field of Accounting, Business Management, Public Administration or similar field is required; a CPA or Master’s degree is preferred. Previous fund accounting experience in city or county government is highly desirable as is at least five years of experience as a director of finance or equivalent, preferably in a public or nonprofit organization with an annual budget of at least $100 million.
