Heavy vehicles chartIn NSW heavy vehicles are categorised as ‘general access’ or ‘restricted access’ vehicles, dependent on the vehicle mass, dimension and configuration or a combination of all three. General access vehicles have unrestricted access to the NSW road system. General access vehicles are those that do not exceed 2.5 metres in width, 12.5 metres in length (rigid truck) or 19 metres (articulated combination), 4.3 metres in height and the General Mass Limit (GML) value shown in the chart.This document provides information about the common types of General Access, Restricted Access and Performance Based Standards (PBS) vehicle combinations that can operate on NSW roads.

Different levels of access apply to all vehicle combinations depending on their mass, dimension or performance. All vehicle combinations must meet the respective requirements and conditions of the NSW road network.

When access for a particular vehicle type is not clear, operators should seek advice from the relevant road manager or National Heavy Vehicle Regulator (NHVR) before travelling along the route.

Enforceable network maps and approved road lists for heavy vehicles, special purpose vehicles and load carrying vehicles are available at rms.nsw.gov.au/hv-maps.

1. Increase mass limits by 0.5t for a Complying Steer Axle Vehicle as defined by section 3 of the Heavy Vehicle (Mass, Dimension, and Loading) National Regulation.

2. Eligible heavy vehicles may operate at Concessional Mass Limits (CML) subject to the requirements contained in Schedule 2 of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation

3. Increase mass limits by 1.0t if the twinsteer axle group is fitted with load-sharing suspension under Schedule 1 Part 2 Table 1 – Axle Mass Limits of Heavy Vehicle (Mass, Dimension, and Loading) National Regulation.

4. Increase mass limits by• 0.5t for a Complying Steer Axle Vehicle as defined by section 3 of the

Heavy Vehicle (Mass, Dimension, and Loading) National Regulation; or

• 0.5t if the steer axle of the hauling unit or prime mover is fitted with tyres with a section width of at least 295mm; or

• 0.7t if the steer axle of the hauling unit or prime mover is fitted with tyres with a section width of at least 375mm.

5. Eligible heavy vehicles may operate at Higher Mass Limits (HML) subject to the requirements contained in Schedule 5 of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation. Heavy vehicles operating above CML in NSW must be enrolled and monitored in the Intelligent Access Program (IAP) in NSW.

6. The vehicle must be enrolled and monitored in the IAP in NSW for operation at GML, CML and HML.

7. Reduce mass by 0.5t if the bus is not a complying bus as defined by section 3 of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation

8. Reduce mass by 1.0t if the bus is not a complying bus as defined by section 3 of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation

9. Must meet be an ‘eligable 2-axle bus as defined in Clause 3 of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation

10. The following conditions apply to PBS vehicles in NSW:• For road access in NSW PBS vehicles must not exceed a maximum

width of 2.5 metres

• All PBS Level 2 access class ‘B’ vehicles and greater must be enrolled and monitored in the IAP in NSW irrespective of whether operating at GML, CML or HML

• All PBS vehicles operating above CML must be enrolled and monitored in the IAP in NSW.

• The hauling unit and trailers forming part of a PBS Level 3 vehicle operating on approved roads on and east of the Newell Highway must be nominated vehicles of an operator who holds accreditation for the Maintenance Management module of the National Heavy Vehicle Accreditation Scheme (NHVAS).

• All PBS vehicles must comply with all the conditions as specified in the PBS Vehicle Approval.

11. PBS Level 1 approved vehicles may operate at General Access up to 42.5 tonnes under the HVNL
