Repair & Replacement
The Furnace Assistance Program is designed to
restore the home’s heating system back to a safe
and effective operation. Assistance is available
to Cook County homeowners who reside in the
property and are income eligible (see income
guidelines). Renters are not eligible to apply. All
services are free of charge.

Furnace Assistance Customer FAQs Q: What is Furnace Assistance?
A: Furnace Assistance is a LIHEAP program that assists income eligible homeowner’s repair or replace their inoperable existing heating system.
Q: What does “inoperable” heating system mean?
A: Inoperable heating systems are defined as: a heating system that does not operate at all, does produce enough heat, or operates in an unsafe condition such as producing high Carbon-Monoxide levels, cycling on the limit switch, shows signs of flame rollout, or igniting in an unsafe manner.
Q: Do I have to be a homeowner to apply?
A: Yes, yes you must be a homeowner to apply for Furnace Assistance. Owners of single-family homes, condominium’s, townhomes, and mobile homes qualify for Furnace assistance as long as each home/unit has its own heating source.
Q: Can Landlords apply?
A: Yes, yes landlords can apply for furnace assistance, however, they must reside in their rental property. Additionally, if an eligible landlord has central heating system for building with no more than 4 units, the central heating system may be replaced.
Q: If I currently do not have a furnace, will furnace assistance give me a new furnace?
A: Furnace Assistance only assists home with an existing heating system. If the home does not have an existing heating system, funds cannot be used to install a new heating system. Additionally, Furnace Assistance will be denied if there appears to be a customer attempt to circumvent the “existing heating system” requirement.
Q: What documents do I need to apply for Furnace Assistance?
A: You will need proof of current 30-day gross income from all household members, Proof of Social Security Cards, a copy of your most recent heat and electric bills, and two proof of property ownership, one of which must be your current property tax bill. The second proof could be your current mortgage statement or any recorded Cook County record.
Q: I have already applied for LIHEAP DVP this program year; do I still qualify for Furnace Assistance?
A: If you have already received LIHEAP DVP or LIHEAP PIPP funds, you still qualify for Furnace Assistance! Please return to your nearest intake site and be sure to bring two proofs of property ownership mentioned in the response above.

Furnace Maintenance and Troubleshooting Tips
The very first step for any maintenance is ensuring your safety. Be sure before
performing any maintenance that the furnace/heating system is powered off. There are
often disconnect switches attached to the furnace that will disable all power to the
furnace. Or, you can simply turn off the electrical breaker to the appliance.
In older furnaces, there will be a standing pilot light, if your furnace doesn't fire, check
to ensure the pilot light is operational.
If your furnace is not powering on, make sure the electrical breaker is not tripped or
that a fuse is not blown.
Change your furnace filters monthly. If your furnace starts to cycle and then quickly
turns off, it can be a result of lack of airflow. If a furnace filter is very clogged it can
inhibit the air flow to a degree that the furnace will not operate. It is also important to
note that proper airflow equals a more efficient and longer lasting furnace.
Ensure that cold air returns and supply registers are not covered by floor coverings or
furniture. Again, proper airflow is key to a properly functioning, efficient, and long-
lasting furnace.
Be sure your thermostat has power. Many digital thermostats require battery power, if
your heating system is not producing heat, double check the battery in the thermostat.
Schedule regular maintenance. If you wait until your heating system has an issue to call
a professional, you might find yourself without heat on the coldest day, when you need
it the most. Annual maintenance is recommended, the system should be cleaned and
properly tuned to ensure peak performance. Regular maintenance will extend the life of
the heating system and potentially prevent the need for expensive repairs.
Learn about the warranty that came with the heating and cooling systems in your home.
Details to pay attention to include the period of coverage and the types of repairs the
warranty covers. Keep in mind that if the previous homeowners failed to hire a licensed
professional to complete annual maintenance on newer HVAC equipment or failed to
hire a professional to perform certain repairs, they may have accidentally voided the
warranty.
