Purpose of Today’s Workshop

• Noise Action Plan background

• DEFRA 2017 NAP Guidance

• Item III “Land-use Planning and

Mitigation”

Background: END Noise Action Plan

- Required by EU Environmental Noise Directive (END)

- Use 2016 Lden strategic noise contours

- Five-year plan to manage aircraft noise

- Actions relevant to developments permitted at the time of publication (2019)

- Consider International, European, UK and local regulation, requirements and

agreements

- Stakeholder consultation required

- Submit to DEFRA (Aug 2018) for approval before implementation (Jan 2019)

- HAL has published two Noise Actions Plans – 2010-2015 and 2013-2018.

- A new Noise Action Plan (Round 3) is needed for 2019-2023

Required inclusions in NAP

• Details of airport, authority, regulation, limit values etc

• Summary of noise mapping with exposure analysis (NAP Data Pack)

• Problems and situation to be improved

• Records of consultation

• On-going noise reduction measures and projects in preparation

• Long term strategy

• Actions for the next 5 years

• Financial information

• Provision for evaluation NAP implementation and results

• Estimates of reduction in number of people affected
