Introduction and Background

• Combustion: burning of fuels – Traditional source of air pollution in Sheffield / Nationally

• Regulatory framework: Environment Act 1995– Section 82: Require LAs to review & assess local AQ

Current State of Play

• Sheffield has an Air Quality Management Area (AQMA) for nitrogen dioxide (NO2) and fine particulate matter (PM10)

• Nationally, NO2 – a common problem in major cities

• A draft Air Quality Action Plan (AQAP) has been developed

• Ambition – achieve National health-based standards and EU Limit values for NO2 and PM10 by 2015

• Aspiration – need to work collaboratively to reduce pollutant emissions, achieve standards and protect health

• Challenge – Air pollution is a big issue– Sheffield up to 500 premature deaths per annum– Similar scale to obesity and cigarette smoking– Reduced life expectancy: UK average 8 months (9 years)– Cost to Sheffield health, £95m minimum

– Need 25% NO2 reduction in Sheffield

Key Measures

• City Centre Low Emission Strategy

– The most significant existing scheme in the UK is the London Low Emission Zone.

– Scheme: seek to target diesel powered Vehicles (HGVs, Buses, Taxis)

– Enforcement by either low cost enforcement methods as well as cameras.

– Achieve between 1.5% and 10% NOx reductions depending on the degree of enforcement.

– Total estimated cost £617,000, if LEZ– Regulate by either voluntary agreement, a TRO or planning

requirements.

• Low Emission Vehicles & Refuelling Infrastructure– Funded by a combination of LTP and Air Quality Grant

• Smarter Choices– Mixture of softer and harder measures– Journey planning and bike promotion and education– Park and Ride– Tram-Train Project– Bus Rapid Transit North– Supertram additional vehicles

Key Measures

• Eco Stars Fleet Recognition– Currently has 35 member organisations– 3 year development plan is funded from the European ECOSTARS Project– Hoping to increase membership numbers to 50.

• Reduction of M1 speed limit to 50 mph– Government and Members of Parliament to be lobbied to gain their support for the proposed reduction of the speed limit

– Could be difficult in the light of the current proposal to increase general motorway speed limit to 80 mph
