The HSSF was created to provide the services needed to support integrated care. When it launched there was an expectation that it would change as the needs of ICS became clearer. It will therefore be refreshed periodically:

We undertook a Request for Information (RFI) and pre
market engagement for the refresh during August /
September
The main themes were:
• Making the process more straightforward whilst retaining
the high quality threshold
• Using existing accreditations as evidence of supplier
capability
• Ensuring that there is greater alignment between
frameworks

Our engagement identified the following priorities:
• Lot 0 Innovation Greenhouse
• Focussing offers for Population Health Management and delivering integrated care
• Development support for ICS
• System optimisation
We are also adding the following:
• Digitisation of NHS Continuing Healthcare
• Staff surveys
• Personal Health Records

To address these we have:
• Consolidated the questions and reduced duplication to
make the process clearer
• Broadened the existing questions to enable suppliers with
more niche products to respond (using existing
accreditations to support their response)
• Opened up the HSSF so that suppliers can bid to deliver a
subset of the services within any one category
• Ensuring the core standards in the contract are aligned to
those of other frameworks

A key change to the HSSF is the addition of Lot 0:
• It will be used to promote innovative solutions from
suppliers – not suppliers themselves
• Customers will be able to run a fast track procurement to
access the solutions, allowing them to be scaled at pace.
They will still need to assure themselves of the safety and
efficacy of a solution
• Standards will remain embedded in the process to ensure
interoperability
NHSX are also establishing a route to market for products
that currently fall into the scope of the NHS Apps Library. To
minimise overlap these are excluded from the scope of Lot 0.
Lot 0 - Overview

Solutions on Lot 0 must fall within the scope of the HSSF and deliver against one of the following areas:
• Empowering the workforce; and / or
• Improving population / patient outcomes; and / or
• Integrating care; and / or
• Improving productivity including solutions that support delivery of the five NHSX missions:
• Reducing the burden on clinicians and staff, so they can focus on patients.
• Giving people the tools to access information and services directly.
• Ensuring clinical information can be safely accessed, wherever it is needed.
• Aiding the improvement of patient safety across the NHS.
• Improving NHS productivity with digital technology.
They must also:
• Address a problem that has been defined with input from Health and Social Care staff
• Be ready to deploy
• Provide evidence of a significant impact on patient or system outcomes
Lot 0 - Scope

All suppliers on the HSSF will have a mechanism for
promoting their innovative solutions.
Lot 0 is aimed at organisations that would find bidding for
the full HSSF challenging, e.g. SMEs and startups. It will:
• Have a lighter touch assessment of a bidder’s core
capability
• Provide access to commercial development support
• Provide support to help Lot 0 suppliers ensure they
comply with the required technical standards
Lot 0 - Bid process:

• Bidders would only be able to respond to procurements
through the HSSF using their Lot 0 solution or in
partnership with another HSSF supplier
• Places on Lot 0 will be time limited – after a 12 month
period, or when after 12 months the relevant section of
the HSSF is reopened, a bidder would need to either bid
for a full place on the HSSF, rebid for Lot 0 or would not
feature on the framework
