Finance: Continue to work in partnership with Corporate Finance and other stakeholders to design and implement the National Finance Reform and Stabilisation Programmes.
Procurement: Implement of the 3 Year Procurement Sourcing Plan, National Distribution Centre across the Health Environment and Point of Use Stock Management across relevant Health locations.
Human Resources Develop and implement national HR and Payroll business services programme
Estates: Complete the condition survey of all HSE properties. Complete a report on the maintenance requirements for HSE facilities.
Enterprise Resource Planning Services:
Implement new ERPS structure and service model.
Customer Relationship Management:
Continue to implement HBS Communications Plan.

To be a customer focused provider of leading practice business services.
Continue the National Distribution Centre (NDC) and ‘Point of
Use’ rollout plan.
3 Year Sourcing plan will provide continuity of supply of quality
goods and services in addition to achieving value for money.
Single National Financial System.
Implement ‘One Voice’ in sector specific categories and
provide access to companies to test products/ services in real life
environment through the ‘Health Innovation Hub’.
Support the OGP to increase capacity and deliver solutions to
customers.

Priorities
The overall priorities which have been set to date include:-
Office of the Head of Procurement
Increase compliance to ensure that, within the 3 years rolling plan all
significant procurement in the health sector, for both health and non-health
categories, is covered by appropriate framework agreements and contracts
where required.
Improve Customer service through the introduction of an assisted sourcing
service
Continue to achieve savings targets through improved category
management.
Continue the rollout of the One Voice Procurement model for the health
sector
Opportunities to grow and collaborate Facilitate better demand management at source, driving compliance
and contract management to enable maximisation of financial capabilities
across Hospital Groups and Community Healthcare Organisations.
Create efficiencies through Cross-functional collaboration in HBS e.g.
review Capital Plan Equipment Expenditure process to assist with
Procurement planning.
Complete NDC and Point of Use rollout plan.
Embed and deploy CRM initiatives to existing and new customers

New Government Procurement Operating Model
The Public Service will speak with ‘one voice’ to the market.
Common goods and services will be sourced from one office, formed from
resources who will come together from across the civil and public service i.e.
the Office of Government Procurement (OGP).
Health, Education, Local Government and Defence will each retain a single
sector procurement function to procure their sector-specific categories.

hospital staff that healthcare industry representatives are aware of their
responsibilities.
Support public and private health service providers to fulfil their duty of care
to protect patients and ensure safe outcomes.
Provide an efficient and effective national solution for industry and the health
services in Ireland.
Credentialing
Broad Outcomes - Health Care Industry Rep will have:
Verified Garda Clearance.
Demonstrate product knowledge and competence in relation to devices /
equipment / supplies being provided.
Appropriate insurance cover.
Reviewed, signed and complies with the ‘Code of Ethical Business Practice.’
Reviewed and declared that relevant national policies have been reviewed.
Completed a vaccination programme
Completed the RCSI training programme
Ensure that patient rights are respected.
