The selected individual will show strength of character and willingness to stand by recommendations to the Council, as well as the ability to work with the Council toward consensus on difficult or complex issues. The new City Manager will not be afraid to make tough decisions, thinking analytically and acting strategically. As a leader, the ideal candidate will create an environment where employees feel empowered to excel. Candidates should possess excellent management skills and be able to delegate effectively while holding staff accountable. A track record of successful negotiations is highly desirable.

Any relevant combination of education and experience that would demonstrate the knowledge, skills and abilities outlined above is qualifying. A typical way of gaining the knowledge, skills and abilities is:

Education:

A Bachelor’s degree from an accredited college or university with a major in political science, business or public administration or closely related field. A Master’s degree in public administration or related field is highly desirable.

Experience:

Ten (10) years of increasingly responsible municipal administrative experience, including significant administrative and personnel management responsibilities, five (5) years of which is at the executive management level.

THE COMPENSATIONThe salary for the City Manager is dependent upon qualifications and experience. The City of Yuba City offers a competitive compensation and benefit package including:

Retirement – New employees into the CalPERS retirement system: 2% @ 62 formula. CalPERS classic members: 2% @ 55 formula; employees pay 7% of the CalPERS employer contribution rate. The City contributes 2% of annual salary to deferred compensation but does not participate in Social Security.

Health – Full-family medical insurance, dental, and vision coverage or cash-in-lieu, life insurance, flexible spending, and retiree health plan benefits.

Leaves – Sick Leave, Vacation, Long-Term and Short-Term Disability, and Administrative Leave.

THE CITYYuba City, with a population of just over 65,000, is located 41 miles north of the state capitol, Sacramento, at the crossroads of Highway 99 and Highway 20, in the central part of the Sacramento Valley. Nestled between the famous Sutter Butte Mountain Range and the picturesque Feather River, and just a short drive north of Sacramento, the City of Yuba City acts as the regional center for the 120,000 people that live within a 15-minute drive.

Bounded on the east by the Feather River and on the west by the Sacramento River, the Yuba City area offers an abundance of recreational, hunting and fishing opportunities. Uncongested lakes provide a wonderful opportunity for boating and water-skiing enthusiasts. Responsibilities include the direct and indirect supervision of executive service, managerial, professional, technical, contracting, and clerical personnel. Essential duties of the City Manager include, but are not limited to: prepares and submits to the City Council annual reports of financial and administrative activities; keeps the Council advised of financial conditions, program progress and present and future needs of the City; develops, plans and implements, with Council participation, City goals and objectives as well as policies and procedures necessary to provide municipal services; approves new or modified programs, systems, administrative/personnel policies and procedures; directs the development, presentation and administration of the City budget; prepares

and oversees the financial revenues and expenditures and makes mid-year corrections; appoints, trains, motivates and evaluates employees including discipline and termination.

The City Manager directs and confers with executive service employees concerning administrative and operational problems; makes appropriate decisions or recom-mendations for City Council adoption; oversees the enforcement of all City ordinances and the Municipal Code; monitors all contractual agreements with vendors and contractors; confers with residents, taxpayers, businesses and other individuals, groups and outside agencies having an interest or potential interest in affairs of City concern. The City Manager also responds to and resolves difficult and sensitive citizen inquiries and complaints; represents the City in the

community and at professional meetings as required; attends

all City Council meetings and directs the prepa-ration of City Council agendas; coordinates City activities with other governmental agencies

and outside organiza-tions; performs other or

related duties as assigned.
