EXECUTIVE SUMMARY

Western NSW Local Health District (WNSW LHD) serves 280,000 people dispersed across more than 31% of NSW, a region larger than the UK, our people experience health issues that need our leadership, determination, and compassion to make a meaningful difference. Our services are the heart of country towns and are provided from 38 inpatient facilities, 50 primary and community health services and 23 community mental health services. We have a highly skilled and dedicated workforce workforce of approximately 6,500 people who are committed to improving health and well-being for rural people, making meaningful gains in Aboriginal health, and providing world class integrated health care across the region.

The LHD is committed to reform initiatives that will improve access to services, and to providing services that people trust and feel safe using. The LHD is committed to delivery high quality maternity and midwifery services and every day, 10 babies are born in the district every day. The service offers a diverse range of services to women during pregnancy, birth, and early parenting at various locations around our district. The Western NSW Local Health District is seeking an experienced Obstetrics and Gynaecology specialist to join the team at Dubbo as Head of Department – Obstetrics and Gynaecology. The Head of Department would participate in ongoing service developments for comprehensive obstetric care including the management of high-risk patients per the current NSW Maternity Services Capability Framework. They would participate in the day-to-day teaching of registrars, medical students and midwifery students and would be expected to provide outpatient gynaecological services. The Head of Department would play a key role in the ongoing development and diversification of gynaecological services available to the community. This is an exciting opportunity to work as part of a supportive and growing team. The successful applicant will bring energy and enthusiasm to the role, work collaboratively within a multidisciplinary team and have a focus on ensuring safe, effective, person-centred care is delivered. The role is located in Dubbo Health Service, a newly redeveloped major referral hospital and one of the largest rural hospitals in New South Wales, located just five hours from Sydney.

Provide exceptional healthcare to the people of Western NSW. Western NSW Local Health District (WNSWLHD) is one of the largest Local Health Districts in New South Wales covering an area of 246,676 square kilometres.

WNSWLHD is the largest employer in the region, with over 7,700 dedicated staff working across 3 major rural referral hospitals, 50 community health centres, numerous corporate and executive offices and 38 inpatient facilities – which include 25 multipurpose services and 4 district health services.

WNSWLHD delivers innovative health services to an estimated resident population of approximately 276,000 people. WNSWLHD is diverse in the health care it delivers boasting the largest rural mental health service in Australia, three major rural referral hospitals at Orange, Dubbo and Bathurst, 50 community health centres which provide access to a wide range of multidisciplinary primary, and community health services, 38 inpatient facilities including 25 Multipurpose Services (MPSs) and District Health Services at Mudgee, Cowra, Parkes and Forbes.

There are more than 30,786 Aboriginal and Torres Strait Islander people living in the Local Health District, representing 11.1% of the total population. This is significantly higher than the NSW average of 2.1%. The smaller more remote communities of Brewarrina, Walgett, Coonamble and Bourke have the highest proportion of Aboriginal people. People of a non-English speaking background, make up 2.8% of the population, compared to 15% for NSW.

The region has some of the most vulnerable population in NSW and even Australia who generally have a lower socio-economic status, shorter life expectancy, and poorer health than other people living in NSW. More

people also have at least one of the risk factors that contribute to poorer health including smoking, harmful use of alcohol, obesity and lack of physical activity.

Mental health is an important service that is provided by WNSWLHD both at a local and state-wide level. We are committed to improving our mental health services to ensure contemporary models of care are provided closer to the client's place of residence.

DUBBO HEALTH SERVICE Dubbo Health Service is a major rural referral hospital and part of the Western NSW Local Health District. It provides a range of acute inpatient and ambulatory care services including general medical and surgical, maternity, gynaecology, paediatrics, rehabilitation, critical care, renal dialysis, oncology, palliative care, hospital in the home and diagnostic services. The Health Service also offers a wide range of primary and community health services including child and family health services, mental health services and antenatal and post-natal services. Dubbo Health Service is currently undergoing a major transformation to provide expanded and upgraded clinical services to the people of Western NSW. The facilities are world-class and include:

• Six ultra-modern Integrated Digital Operating Theatres • A new Surgical Inpatient Unit • A new and expanded ICU and a new dedicated Coronary

Care and Stroke Unit • A new Cardiac Cather Laboratory (Future Angiography

POSITION PURPOSE The Head of Department of the Obstetrics and Gynaecology Department, the Head of Department would participate in ongoing service developments for comprehensive obstetric care including the management of high-risk patients per the current NSW Maternity Services Capability Framework. They would participate in the day-to-day teaching of registrars, medical students and midwifery students and would be expected to provide outpatient gynaecological services. KEY DUTIES AND RESPONSIBILITIES

The Head of Department, Obstetrics and Gynaecology will be responsible for:

• Provide professional specialist medical care to public and private patients of the facility, consistent with the clinical privileges and role delineation determined by WNSWLHD. This will include both inpatient and outpatient services and will include out of hours services.

• Ensure that comprehensive and legible medical records are maintained including the use of the Electronic Medical Records (eMR) system, eMaternity and according to the Medical Practice Act (1992) and WNSWLHD policy.

• Be available for teaching and resource person to staff of the WNSWLHD and health students. • Participate in clinical or administrative committee and meeting where reasonably required by the

WNSWLHD for the proper and efficient functioning of the facility. • Participate fully in the clinical review processes of the facility. • Participate in quality improvement activities and formal quality reviews programs, including

accreditation programs (eg. EQuiP, Medical Colleges). • Comply with the continuing professional education program of the College. • Comply with all relevant legislation and all requirements of the Medical Board of Australia. • Ensure recommendations of RANZCOG Accreditation review are fulfilled. • Ensure compliance with RANZCOG training requirements. • Comply with Department of Health, WNSWLHD and local facility policies, procedures and rules. • Liaise effectively with all staff of the WNSWLHD. • Other responsibilities consistent with the above and the terms and conditions of appointment

The Head of Department, Obstetrics and Gynaecology key accountabilities are: Clinical Duties:

• Clinical privileges will be exercised within the scope of practice granted by the Medical and Dental Appointments Advisory Committee.

• Provide high quality of care for patients and their families. • Ensure communication occurs between clinicians within the organization. • Ensure detailed patient care treatment plans are in place to support the timely management of

patients. • Ensure high standard of clinical record documentation is maintained. This includes utilization of paper-

based systems and electronic systems compatible with hospital systems and keeping appropriate databases up-to-date.

• Ensure effective patient handover and transfer of care. • Ensure appropriate communication occurs with medical practitioners external to the organization

regarding patients under their care, including providing detailed discharge summaries as indicated. • Provide reliable and responsive on call services (when privileged to do so). • Attendance when required is to be fifteen minutes of call, or otherwise within a timeframe consistent

with the needs of the specialty as determined. Personal Skills, knowledge and abilities required:

• Ability to perform duties efficiently and in a professional manner. • Well-developed skills in communication, negotiation and conciliation. • Sound theoretical knowledge, practical skills and ethical behaviour • Efficient organizational and time management skills. • Mature approach to interpersonal relationships including the ability to direct and supervise junior

medical staff and to liaise with other colleagues and specialists. Administrative and Educational Duties:

• Provide leadership and mentorship. • Implement change as directed by the executive management of the facility. • In consultation with colleagues prepare monthly on call roster. • Undertake annual performance appraisals of department members. • Management of RANZCOG Standards Accreditation and Training program • Carry out all administrative duties relating to the proper functioning of the service and facility. • Ensure and review the quality of patient care by participating in peer review and quality assurance

programs. • Maintain personal knowledge and skills and participate in continuing medical education. • Contribute to hospital committees.

• Be familiar with and undertake responsibilities regarding children, young people and their families in accordance with WNSWLHD Child Protection Manual and seek training, support and supervision as required.

Quality Management:

• Establish performance goals, within three month of appointment and negotiate twelve monthly thereafter.

• Design in clinical audit activities and other quality programs. • Demonstrate an awareness of and commitment to safe working practices.

Research and Teaching:

• Act as a clinical resource and teacher for medical students, junior doctors, nurses, and allied health staff.

• Work with the University Department of Rural Health in planning and provision of educational activities for medical students and postgraduate students.

• From time to time, provide educational activities for other staff including nursing and allied health staff.

• Attend and participate in educational activities organized by the facility. • Participate in clinical research activities, if appropriate. • Undertake any other duties as relevant to the position.

SELECTION CRITERIA The Head of Department will demonstrate skill and knowledge in the following criteria:

1. Current authority to practice as a Medical Practitioner with the Australian Health Practitioner Regulation Agency (AHPRA)/Medical Board of Australia or eligibility for same.

2. Fellowship of the Royal Australian and New Zealand College of Obstetrics and Gynaecologists (RANZCOG) or other specialist recognition as provided for under the Health Insurance Act 1973.

3. Demonstrated participation in and commitment to quality assurance activities relevant to Obstetrics and Gynaecological practice.

4. Demonstrated technical and professional competence in the specialty of Obstetrics and Gynaecology. 5. Clinical experience in a hospital as a specialist Obstetrician and Gynaecologist, within the last two

years. 6. Demonstrated experience in Clinical management and leadership roles. 7. Commitment to equitable participation in an on-call roster with specialist VMO’s or staff specialist, as

required. 8. Demonstrated high level interpersonal, communication and negotiation skills.

Communication: This position will communicate with the following: -Daily Multidisciplinary handover -Colleagues in monthly Department meeting -Monthly meeting with Director of Medical Services -Attend Clinical Council meeting each month -Junior Medical Officers/Registrar monthly meetings -Midwives/nursing staff monthly meetings -Allied Health Professionals-General Practitioners via the Primary Health Network and General Practitioner Liaison Officer. The Head of Department will be required to liaise closely with fellow consultants. The purpose of such communication is to ensure that all involved in patient care are fully informed of issues relevant to the management of patients.

Decision Making: -The Department Head is accountable to the Director of Medical Services for the provision of achievement of work priorities -Be self-managed and be able to prioritise multiple and at times conflicting activities. -Day to day patient management with plans effectively communicated to those involved in patient care. -Department forward planning -Adherence to RANZCOG guidelines -The efficient and cost effective allocation of resources.

Selection Criteria 1) Current authority to practice as a Medical Practitioner with the Australian

Health Practitioner Regulation Agency (AHPRA)/Medical Board of Australia or eligibility for same.

2) Fellowship of the Royal Australian and New Zealand College of Obstetrics and Gynaecologists (RANZCOG) or other specialist recognition as provided for under the Health Insurance Act 1973.

3) Demonstrated participation in and commitment to quality assurance activities relevant to Obstetrics and Gynaecological practice.

4) Demonstrated technical and professional competence in the specialty of Obstetrics and Gynaecology.

5) Clinical experience in a hospital as a specialist Obstetrician and Gynaecolgist, within the last two years.

6) Demonstrated experience in Clinical management and leadership roles.

7) Commitment to equitable participation in an on-call roster with specialist VMO’s or staff specialist, as required.

8) Demonstrated high level interpersonal, communication and negotiation skills.
