From the Principal's Desk nd

L.T.K. College, established on 22 August' 1977 has been lucratively providing

knowledge and higher learning opportunities to the aspiring youths of the district for

the last 40 years. In the process it has produced thousands of graduates, teachers

and scholars of recognition. Above all it has paved the ways for the aspiring youths of

economically backward and agrarian family by creating better opportunities,

inculcating a sense of purpose and putting them in right direction in the quest of their

life.

From a very humble beginning in 1977, the college has now reached a significant

milestone against all odds and constraints, at present the college is providing higher

education in both Arts and Science streams respectively with major courses in almost all

subjects. As the only college located in a rural area, offering higher education in both the

streams, it has the uphill task of fulfilling the hopes and aspirations of the students,

public, guardians and stakeholders.

The scenario of higher education is changing rapidly and to make the rural

students cope up with the changing scenario, the college endeavor to initiate some

vocational, career and skill oriented courses the college offers

The college strives to transform itself into a model rural college of the district

by providing quality education backed by technological as well as necessary soft skills to

the aspiring students for better employability. Such goals can be achieved by

transforming the whole curriculums into better teaching and learning experiences and

all the members of the college are committed to take the college towards new vistas of

academic excellence.In 2016 the college was accredited with B+ grade (2nd cycle) by

NAAC.

The Academic session of the college commences from the month of June every year.

st1.Application for admission into Higher Secondary 1 st

Year and B.A / B.Sc 1 Semester Courses must be made in prescribed 'Admission Form' enclosed with the Prospectus.2.Prospectus can be procured from the College office on the payment of Rs. 150/- only3.Prospectus can be downloaded from the college website: at the payment of Rs.150/- by Bank Draft

Candidates are selected for admission into H.S and Degree Courses strictly on merit basis subjected to the approval of the 'Admission Committee'. The Admission Committee of the college scrutinizes the 'Admission Forms' and a list of selected candidates is prepared on merit basis and the same list is displayed on the College Notice Board prior to the Interview cum Admission Process.

Reservation for SC, ST (P), ST (H), OBC, MOBC and Physically Handicapped students are maintained strictly as per the Government of Assam Rules (OBC-15%, SC-7%, ST (P)-10%, ST (H) - 5% and Physically Handicapped-3%). The Merit List is prepared on the basis of the same Reservation System. In addition 5% of total seats is reserved for students having proficiency in sports, NCC, NSS, Scouts and Guides and Cultural activities.

D. Interview cum Admission ScheduledThe dates of interview cum admission into different courses are notified on the college notice board, local dailies and college website immediately after the selection procedure. The selected candidates must have to appear personally before an interview board on date fixed by the admission committee and produce all the original documents, photocopies of which are furnished with the Admission Form.

v Attendance in a particular semester will not be taken in to account in the subsequent semester.

It is obligatory to attend classes regularly. Willful absence from the classes is treated as a serious breach of college discipline.

Students who do not attend minimum of 80% of the total number of classes (both practical and theory classes separately) will not be allowed to sit in the annual examination conducted by AHSEC.

Students who do not attend minimum of 80% of the total number of classes (both practical and theory classes separately) will not be allowed to fill up the forms of HS final year examination conducted by AHSEC.

Students who do not attend minimum of 80% of the total number of classes in each paper (both practical and theory classes separately) held in any semester will not be allowed to appear in the End Semester Examination conducted by Dibrugarh University.

The examination committee of the college conducts all the examinations and it is obligatory for all the students to appear in all the examinations conducted by the college during an academic session.

The following activities are considered to be major offences against discipline of the college. The students found guilty of committing such offences are liable to face disciplinary action, including suspension or expulsion or legal action.

a) Participation in ragging of any type.b) Forcible disruption of classes.c) Disobedience and indecent behaviour to fellow

students, teachers and college employees.d) Damaging, defacing or devaluating college

property shall lead to drastic action as deemed fit by the college authority.

Result of defaulters on account of College, Hostel, N.C.C., Sports, Students' Union, Library matters will be kept withheld.

Re-admission of unsuccessful students will be governed by “College Admission Rules”.

All the B.A/B.Sc (End Semester) Examinations are of 80 marks and conducted by Dibrugarh University.

A. The Societies and Associations of the college shall

be subjected to such guidance and control as the

college administration may prescribe from time to

time.

B. Only such societies as have been recognized by

the principal shall have the facilities of the college

premises.

C. All notices desired to be circulated by the students

anywhere in the college premises shall require the

approval of the principal.

D. Class attendance of a student should not be less

than 75%.

E. Filled up registration form of Council/University

should be submitted in the office within the

stipulated time as fixed by the college authority. No

registration form will be received after such time.

v To procure the Identity Card of the college a separate duly filled up form should be submitted along with the admission form with 2 (two) copies of Stamp Size photos.

A proper and uniform dress code is compulsory during college hours.

The College Identity Card issued to a student possesses his or her real identity. So it is obligatory for every student to put on his or her identity during the college hours within campus. The Identity Card must be produced as and when demanded by the authority. In case of loss or damage of the Identity Card, students can apply for duplicate Identity Card to the Principal in black and white. Duplicate copy of Identity Card is issued on payment of Rs.50/- with an application.

The college offers hostel accommodation for both boys and girls. Both the hostels are situated within the college campus in a healthy and secured environment. Conduct in the hostel is governed by the 'L.T.K. College Hostel Rules' copies of which are available in the College Office free of charge. Hostels remain closed during summer, winter and Puja Vacations.

(Wearing of college uniform inside the college campus is mandatory, failing which may lead to disciplinary action.)

I. Academic Calendar

The college has a book bank which provides books to

needy and meritorious students on production of BPL

cards for the whole academic session.

Each department of the college has library with

necessary Text and reference books for the benefits of

the students as well as teachers.

The college maintains its own academic calendar

which is prepared as per the academic calendar of the

Dibrugarh University. The copy of same is enclosed in

Digital Class Room cum Conference Hall

In the 2005 the IQAC of L.T.K. College was

established with a vision of promoting and monitoring

the progress and all-round development of the

college. Besides, it aims to transform NAAC's vision

into action. Since it establishment the Cell has been

undertaking all the necessary steps and making

arrangement for periodic assessments and

improvements of academic programmes. It also

undertakes quality related activities, consultancy,

training programmes, workshops, seminars etc. It

tries to collaborate with other stakeholders of higher

education for quality evaluation. In recent times it

successfully conducted Academic Audit and Green

Audit of the college for better SWOC analysis of the

college as well as of each department.

In order to facilitate the students with modern and up-

to-dated technology, the college recently constructed

a well equipped 'Digital Class Room cum Conference

Hall' along with two separate Digital Class Rome with

all kinds of modern audio-visual aids with separate

chairs for participants and other separate and

comfortable seats for dignitaries and guests.

The college has a well equipped computer laboratory

with free internet facilities to cater the needs of the

aspiring students. It offers short term diploma and

certificate courses to the students from time to time at

a very low cost to equip our students with computer

knowledge.

The college has established a career Counseling

Centre with a view of providing support, career

guidance, counseling and other related information on

career options and better placement opportunities to

the students. It also organizes workshops, face to face

interaction and talks with Career Counselors and

related organizations.

Besides, striving for academic excellence, the college also assigns a high degree of importance to games and sports (both Indoor and outdoor). A well equipped 'Indoor Sports Complex” has already been constructed for uplifting the caliber of students in the field of games and sports. It was inaugurated by Sjt. Sarbananda Sonowal, Central Minister, Sports and Youth Development, Govt. of India. The college has also a well maintained play ground with all necessary sports equipments. The college has appointed a Sports Faculty for carving out quality sports persons from the college.

The cell of the College provides access to open and distance learning facilities to aspiring learners of the district by availing different courses under Krishna Kanta Handique State Open University (KKHSOU) and Directorate of Distance Education, Dibrugarh University.

As an innovative measures and a part of health practice, the college authority has formulated the “Students' Aid Fund” in order to provide financial aid and other assistance to the poor and meritorious students. So that they cope up with other students and acquire their higher education successfully.

The college has recently established an Orchidarium to equip its students with knowledge of different spices of orchids their uses and need for conservation of these orchids. At present it houses 25 spices of local orchids collected from different areas in and around Lakhimpur district. In near future it plans to house at least 75 -100 spices of rare local orchids

The Red Ribbon Club was formed in with the objectives to promote AIDS awareness, importance of blood donation, health awareness etc. The club annually organizes blood grouping camp among the students and arranges blood donation to the poor and needy people.

The college has a strong and well

determined NSS wing comprising

a good number of Student

members. The NSS wing has

represented the college in

different events and organizes

different social awareness camps

in the neighbouring villages.

This cell is established to sort out the loop holes of ST & SC students to meet their problems and to provide them with necessary support so that they can stand on their own.

Brief history:Library of a college is an essential pre-requisite for successful

implementation of quality higher educational programmes and is the epicenter of a college. The central library of our college is one of the best college libraries in Lakhimpur district in providing efficient service to the readers. It is a place of great attraction to all.

Library of L.T.K. College was founded at the time of the inception of the college. Initially it was housed in a spacious single room of the old Assam type college building. In the year 2005, the library was shifted to RCC office building constructed under Buniyad Scheme, Govt. of Assam. During that period, the library accommodated about 17000 books. During the last ten years the numbers of book in the library have been increasing with the growing numbers of users. At present the library is shifted to the top floor of the newly constructed RCC building under UGC Development Fund and renamed as “Central Library and Museum”.

The Library is fully computerized. A database of 12,000 volumes of library collection have already been created. The other databases created are Users (faculty & students) databases, publisher database, and vendor database. Circulation function is fully automated.

· Dr. Bhupen Hazarika Archive · A.P.J Abdul Kalam Study Centre · Photo Gallery · MuseumDepartment of History initiated the college cultural museum in the year 2004 with a view of preserving some of the rare specimens, artifacts, manuscripts and others collected from the neighbouring villages and other interested donors. The college museum has a sizeable collection of such things. Earlier the museum was located in the Dept. of History, but it is shifted to the newly constructed Library for providing enough space.

The college authority propose to screen film every week casing world classic to local variety, from full length feature, short fiction to documentary of internationally & nationally famed film directors. The show will be free of cost.

thIn the 12 Five Year Plan, the Planning Commission has laid

emphasis on expansion of skill-based programmes in higher education. So it recommended setting up of Community College (CC) in colleges of India to serve multiple needs including

To popularize and promote awareness on Biotechnology in NE region, the Department of Biotechnology, Ministry of Science and Technology, Govt. of India has provided fund to establish Biotech Hub in institutions of NE region. L.T.K. College has been selected for establishing 'Institutional Biotech Hub' in the year 2013-14 under the special scheme. Subsequently, the college has established a Biotech Hub which is located in the first floor of the RCC building. The centre is well equipped with a Biotechnology Laboratory with basic sets of equipment support for site preparation as well as budget for procuring chemicals, organizing workshops etc. The objective of the centre is to provide instrumentation facilities to students, teachers and others for Biotechnology research, training, understanding, study and development of life science and different branches of Biological Science. The setup is capable of functioning 24 hours a day and is backed up with uninterrupted power supply system.

The Biotech Hub of L.T.K. College holds periodical workshop and training programmes for sensitization and exposure to Modern Biology tools to the interested newcomers in the field as well as holding and organizing advanced training schedules with interactive participation of National and Regional resource persons.

BOOK STALL

L.T.K College students' union is a general body of the students of the college. Its membership is compulsory for every student. Office bearers of this union are elected by the bonafied students of the college through general election of the college union body. This elected body organizes and promotes literary, cultural, sports, functions of the union body and other related activities in the college under the guidance of the Principal and Professor-in-charges.

The publication cell of the college was established in the year 2014 with a view of encouraging the faculties to contribute in the publication sphere. The cell has already published two edited books and an online magazine for budding writers.

The college magazine “Lakhimpur Telahi Kamalabari College Magazine” is published bi-yearly to encourage writing and literary activities among the students. Each section of the magazine is edited by the Secretary Literary Section under the supervision of the Prof-in-charges. Besides, every department publishes their own journals, periodicals, wall magazines and new letters.
