    1.0 INTRODUCTION A Hazardous Waste/Contaminated Materials Investigation was conducted at two properties proposed for acquisition for the New York State Department of Transportation (NYSDOT) Hunts Point Interstate Access Improvement Project (NYSDOT PIN X731.55), located in Bronx County, New York. The investigation was conducted by Environmental Planning & Management, Inc. (EPM), as a subconsultant to the joint venture of Dewberry Engineers Inc. and AECOM. The two acquisition properties are identified on Bronx tax maps as Block 2759, Lot 20 (Ronald Salkow) located at 1375 Garrison Avenue and Block 2761, Lot 224 (Maria Cristo) at 1376 Garrison Avenue. The general location of these properties is provided in Figure 1. Subsurface disturbance is anticipated on these two properties due to proposed roadway reconstruction, including the reconfiguration of Garrison Avenue. 1.1 Project Description and Purpose The purpose of the Hunts Point Interstate Access Improvement Project (Project) is to provide improved access between the Hunts Point Peninsula and Sheridan Boulevard and the Bruckner Expressway for automobiles and trucks traveling to and from the commercial businesses located on the peninsula. The Project will also address structural and operational deficiencies related to the existing infrastructure within the project limits. This investigation was conducted to determine the presence of buried tanks and to collect soil samples for environmental laboratory analysis from the two noted acquisition properties. The results were evaluated to determine general soil conditions of the properties and to determine whether further investigation is warranted to better understand subsurface impacts. The results were also used to identify excess soil handling and disposal requirements and health and safety procedures that may be required during construction. The field sample collection and laboratory analysis protocols were performed in accordance with NYSDOT’s The Environmental Manual (TEM), New York State Department of Environmental Conservation (NYSDEC) Division of Environmental Remediation – Technical Requirements for Site Investigation and Remediation (DER-10), and the approved Sampling and Analysis Plan, Subsurface Environmental Investigation, Acquisition Properties, dated April 2019. 1.2 Previous Investigations Environmental soil sampling was conducted along the public right-of-way (ROW) in conjunction with the project’s geotechnical investigation program, the results of which are reported in the Hazardous Waste/Contaminated Material Investigation Findings Report, Hunts Point Interstate Access Improvement Project, dated February 2019. An inspection of each of the two acquisition properties and review of environmental database records was conducted when developing the Sampling and Analysis Plan for this investigation. Historic Sanborn Maps and City Directories were also reviewed to identify historic land uses. The findings of the site inspections and information review are summarized below. 1376 Garrison Avenue (Alternate Addresses 933, 935, and 937 Edgewater Road) 1376 Garrison Avenue is identified on Sanborn Maps and in City Directories as in use as various commercial businesses, including auto and truck repair operations from at least 1950. The southern area of the property (alternate address is 933 Edgewater Road) is currently in use as Ochun Auto Repair. Ochun Auto Repair is a NYSDEC Registered Petroleum Bulk Storage Site (PBS Site No. 2-611391) for

    maintaining a 250-gallon waste oil aboveground storage tank (AST). 933 Edgewater Road is also listed as NYSDEC Petroleum Spill Number 93-01245 for the release of an unknown quantity of petroleum product in 1993. No further information was provided for the spill other than that NYSDEC closed the spill case in April 1993. Various waste oils were observed stored around the site in 55-gallon drums and smaller containers. The floor was observed with significant staining throughout. There is a floor drain in the center of the garage area that reportedly discharges to an on-site oil-water separator. The approximate location of the oil-water separator is included on Figure 2. The 1950 Sanborn Map depicts a gasoline tank at 933 Edgewater Road in the approximate location of the reported oil-water separator. Ochun Auto Repair maintains several hydraulic lifts, which were observed with aboveground hydraulic fluid reservoirs. When interviewed, the manager at Ochun Auto Repair did not have knowledge of underground hydraulic fluid reservoirs or buried tanks other than the oil-water separator. The central portion of the property (alternate address is 935 Edgewater Road) is currently in use for general storage by the property owner. This area is depicted on Sanborn Maps and City Directories as being occupied by an auto repair operation from at least 1965 to 1992 and as a scrap metal operation from 1993 to 2004. Full inspection of the floor area was not possible due to storage; however, no surface indications of buried tanks or drains were observed in the visually accessible areas. The northern portion of the property (alternate address is 937 Edgewater Road) is currently in use as a food distribution warehouse. This area is depicted on Sanborn Maps and City Directories as occupied by a private garage from at least 1950 to 1992 and as a scrap metal operation from 1993 to 2004. A reported oil-water separator was observed during the site inspection, the approximate location of which is included in Figure 2. 1375 Garrison Avenue The property at 1375 Garrison Avenue is identified on Sanborn Maps and in City Directories as a furrier from at least 1940 to 1992 and as a paper products distributor from at least 2000 to 2010. The property is currently in use as a paper products distributor. The property maintains an estimated 500-gallon fuel oil AST that fuels an on-site boiler. It was reported during the site inspection that there is an out-of-service underground storage tank (UST) located beneath the interior concrete floor of the building. No further information for the UST was available. The locations of the AST and UST are included in Figure 3.

    2.0 INVESTIGATION METHODS The investigations at each property included a Geophysical Survey to identify possible buried tanks and to clear the soil boring locations of underground utilities. A Geoprobe soil coring machine was then used to advance soil borings at each property to collect soil samples for laboratory analysis. The locations of the soil borings are provided in Figure 2 for 1376 Garrison Avenue and in Figure 3 for 1375 Garrison Avenue. 2.1 Geophysical Survey Methods Nova Geophysical Engineering was contracted to perform the geophysical survey under the field oversight of EPM. The survey consisted of electromagnetic (EM) and ground-penetrating radar (GPR) methods. For the buried tank search, a survey grid was established across the Study Area and EM data was collected in a serpentine pattern at selected intervals along the grid. GPR data was then acquired along straight lines at selected intervals over significant EM anomalies to determine the location and orientation of suspected anomalies indicative of underground tanks. 2.2 Soil Sampling and Analysis Methods Two to three soil samples were collected from each boring from discreet depths for laboratory analysis. The targeted depth of the soil borings was 20 feet below grade or groundwater, whichever occurred first. Groundwater was encountered at approximately 12 to 13 feet below grade at 1376 Garrison Avenue and approximately 15 to 16 feet below grade at 1375 Garrison Avenue. At a minimum, one sample was collected from each boring from the zero-foot to five-foot depth, and a second from the five-foot interval located directly above the water table. Depending on field observations, a third sample was collected from a mid-depth interval. Soils recovered from the borings were field screened by personnel for odor or visual indications of contamination and with a photo-ionization detector (PID) for organic vapors, with samples collected from the intervals exhibiting the greatest likelihood of contamination based on field observations, and proximity to the water table. Composite samples were prepared by placing the selected interval into a stainless-steel mixing bowl, separating it into quarters, and placing an equal portion of each quarter into the laboratory provided containers. To minimize volatilization, soil samples collected for volatile organic compound (VOC) analysis were not composited but consisted of roughly equal portions of the middle and two ends of the selected sampling interval prior to homogenizing the composite sample. Encore® sampling devices were used to collect the soil samples for VOC analysis. The samples were shipped via overnight courier to a New York State Department of Health Certified Laboratory. The soil samples were collected, stored, shipped, and analyzed according to the following procedures:

    TCLP RCRA 8 Metals 6010C/7470A Glass Cool, 4° C 6 months 2.3 Quality Assurance/Quality Control Procedures Alpha Analytical Laboratories, a New York State Department of Health Environmental Laboratory Approval Program (ELAP)-Certified Laboratory, was used for laboratory analyses. The lab utilizes a Quality Assurance/Quality Control (QA/QC) program that includes approved laboratory practices and internal/external quality control audits. The laboratory was instructed to meet or surpass the parameter specific soil cleanup objectives (SCOs) provided in New York Codes, Rules, and Regulations (6 NYCRR) Part 375 for the most stringent Unrestricted Use criteria. Geoprobe sampling was conducted with dedicated disposable acetate liners. Non-disposable sampling equipment such as stainless-steel mixing bowls, trowels, and spoons were decontaminated prior to initial use, between sample locations, and prior to leaving the site as follows:

    1. Scrub equipment with brush and non-phosphate detergent solution (Alconox); 2. Rinse with potable water; 3. Final rinse with distilled water; and, 4. Air dry for next use.

    The PID was calibrated according to manufacturer’s instructions prior to each day’s use with Isobutylene gas. The samples were collected in dedicated laboratory supplied glassware and immediately placed on ice in a cooler, maintained at approximately four degrees Celsius, and delivered to the laboratory under appropriate chain of custody procedures. 2.4 Evaluation Criteria The laboratory results were compared to NYSDEC Part 375 SCOs and to the Federal Resource Conservation and Recovery Act (RCRA) Hazardous Waste Limits for TCLP Metals in 40 CFR §261. Soil impacted above Part 375 Unrestricted SCOs will be considered contaminated for estimating off-site disposal requirements for excess material. Soil excavated for construction that is impacted above RCRA hazardous waste limits would require handling and disposal as a regulated hazardous waste.

    3.0 FINDINGS 3.1 Geophysical Survey Findings The Geophysical Survey Findings Report is provided as Appendix A. The survey confirmed a subsurface anomaly consistent with an UST at 1375 Garrison Avenue at the reported location of the suspected out-of-service UST. The two reported oil-water separators at 1376 Garrison Avenue and their apparent pipe connections to the sewer were also identified by the survey. No additional subsurface anomalies indicative of buried tanks were observed during the geophysical survey of the accessible areas of both properties. It is noted that not all areas were accessible for the geophysical survey and it is possible that buried tanks could be present in these inaccessible areas. 3.2 Field Observations The field observations are recorded on the boring logs provided as Appendix B. Soils recovered from the borings at 1375 Garrison Avenue consisted mostly of brown fine to course sand with trace silt near the boring termination depths. Groundwater was encountered in the borings at 1375 Garrison at approximately 15 to 16 feet below grade, and borings were completed to 20 feet below grade. Soils recovered from near the groundwater elevation contained black staining and petroleum odors. PID readings at 1375 Garrison Avenue ranged from less than one part per million (ppm) in surface soils to 56 ppm in subsurface soils near the groundwater elevation. Soils recovered from the borings at 1376 Garrison Avenue consisted mostly of brown medium to course sand with trace silt and gravel at some locations. Groundwater was encountered in the borings at 1376 Garrison Avenue at approximately 12 to 13 feet below grade, and borings were completed to 15 feet below grade with exception of boring 1376-B1, which encountered refusal at approximately 10 feet below grade. The majority of soils recovered from the area occupied by the active auto repair facility exhibited petroleum odors and staining. Soils recovered from other areas of the property did not exhibit field evidence of petroleum impacts. PID readings at 1376 Garrison Avenue ranged from less than one ppm in the two northern most areas to 245 ppm at the auto repair facility. 3.3 Analytical Laboratory Results The soil analysis results for parameters exceeding Part 375 SCOs are summarized below, in Table 1 through Table 9, and on Figure 2 and Figure 3. The complete analytical laboratory reports and chain of custody documentation are provided as Appendix C. VOCs (Table 2) The VOCs detected above SCOs are as follows: 1376-B2 (0-5):

    1,2,4-Trimethylbenzene was detected at a concentration of 15.0 ppm, which exceeds the Unrestricted SCO of 3.6 ppm;

    Benzene was detected at a concentration of 0.17 ppm, which exceeds the Unrestricted SCO of 0.06 ppm;

    Ethylbenzene was detected at a concentration of 3.9 ppm, which exceeds the Unrestricted SCO of 1 ppm;

    Toluene was detected at a concentration of 5.0 ppm, which exceeds the Unrestricted SCO of 0.7 ppm; and,

    Total Xylenes were detected at 21.0 ppm, which exceeds the Unrestricted SCO of 0.26 ppm. 1376-B2 (5-10):

    Benzene was detected at a concentration of 0.73 ppm, which exceeds the Unrestricted SCO of 0.06 ppm.

    1376-B2 (10-15):

    1,2,4-Trimethylbenzene was detected at a concentration of 280.0 ppm, which exceeds the Commercial SCO of 190.0 ppm;

    1,3,5-Trimethylbenzene was detected at a concentration of 97.0 ppm, which exceeds the Restricted Residential Use SCO of 52.0 ppm;

    Benzene was detected at a concentration of 13.0 ppm, which exceeds the Restricted Residential SCO of 4.8 ppm;

    Ethylbenzene was detected at a concentration of 88.0 ppm, which exceeds the Restricted Residential SCO of 41.0 ppm;

    Naphthalene was detected at a concentration of 37.0 ppm, which exceeds the Unrestricted SCO of 12.0 ppm.

    n-Butylbenzene was detected at a concentration of 11.0 ppm, which exceeds the Unrestricted SCO of 3.9 ppm;

    n-Propylbenzene was detected at a concentration of 52.0 ppm, which exceeds the Unrestricted SCO of 12.0 ppm;

    Toluene was detected at a concentration of 40.0 ppm, which exceeds the Unrestricted SCO of 0.7 ppm; and

    Total Xylenes was detected at a concentration of 480.0 ppm, which exceeds the Restricted Residential SCO of 100.0 ppm.

    1376-B3 (0-5):

    Acetone was detected at a concentration of 0.098 ppm, which exceeds the Unrestricted SCO of 0.05 ppm.

    1376-B4 (10-15)

    Acetone was detected at a concentration of 0.068 ppm, which exceeds the Unrestricted Use SCO of 0.05 ppm.

    SVOCs (Table 3) The SVOCs detected above SCOs are as follows: 1376-B2 (0-5)

    Naphthalene was detected at a concentration of 18.0 ppm, which exceeds the Unrestricted SCO of 12.0 ppm.

    PCBs (Table 4) No samples contained PCBs above the Unrestricted SCO for PCBs of 0.01 ppm, with most results reported as non-detect.

    Metals (Table 5) The following metals were detected above SCOs: 1376-B4 (10-15)

    Lead was detected at 64.9 ppm, which exceeds the Unrestricted SCO for lead of 63.0 ppm. 1375-B2 (15-20)

    Copper was detected at 51.3 ppm, which exceeds the Unrestricted SCO for copper of 50.0 ppm. Nickel was detected at 54.4 ppm, which exceeds the Unrestricted SCO for nickel of 30.0 ppm.

    1375-B3 (0-5)

    Zinc was detected at 143.0 ppm, which exceeds the Unrestricted SCO for zinc of 109.0 ppm. 1375-B4 (0-5)

    Lead was detected at 69.8 ppm, which exceeds the Unrestricted SCO for lead of 63.0 ppm. TCLP Metals Analysis Results (Table 6) No samples contained TCLP metals above hazardous waste thresholds. Pesticides (Table 7) The pesticide 4,4’-DDT was detected in sample 1375-B3 (0-5) at a concentration of 0.00872, which exceeds NYSDEC Unrestricted Use SCO of 0.0033 ppm. No additional pesticides were detected above Unrestricted Use SCOs, with most of the results at non-detectable levels. Herbicides (Table 8) No herbicides were detected above Unrestricted Use SCOs, with most of the remaining results at non-detectable levels. TPH (Table 9) TPH Diesel Range Organics (DRO) concentrations ranged from 40.1 ppm in sample 1376-B3 (5-10) to a maximum of 1,780 ppm in sample 1375-B2 (15-20). TPH Gasoline Range Organics (GRO) concentrations ranged from 2.7 ppm in sample 1375-B4 (0-5) to a maximum of 2,900.0 ppm in sample 1376-B2 (10-15).

    4.0 CONCLUSIONS AND RECOMMENDATIONS Based on the detection of several categories of contaminants at both properties above Part 375 Unrestricted SCOs, it is recommended that soils be considered contaminated when estimating off-site disposal options for excess material. Based on the field observations and laboratory results, soils excavated from the vicinity of the out-of-service UST at 1375 Garrison Avenue and the auto repair facility at 1376 Garrison Avenue could require disposal as petroleum-impacted soils. The TCLP metals analysis results do not indicate that the material would require disposal as a regulated hazardous waste. An off-site disposal facility will likely require additional analysis on the actual material removed to confirm appropriate disposal options. It is recommended that excavated soil be managed in accordance with NYSDOT Standard Specification 205 – Contaminated Soil, including the preparation of a project Contaminated Material Handling Plan to provide procedures for the proper handling, testing, reuse, and disposal of excavated or disturbed material from the site during construction. Based on the current 6 NYCRR Part 360 Solid Waste Regulations, soil excavated from the areas investigated would generally be considered environmentally suitable for on-site reuse within the NYSDOT ROW for the Project based on the exemption provided in Part 360.13(c), which states that fill material used as backfill for the excavation from which it was taken or as fill in areas of similar physical characteristics on the property is exempt from regulation under Part 360. The exemption requires soil exhibiting evidence of petroleum impacts such as odors to be placed beneath at least one foot of clean cover. The current plan for these properties involves the demolition of the site buildings to facilitate project construction, including sidewalks and a driveway. Demolition procedures and associated waste disposal would be performed in accordance with the requirements identified in NYSDOT’s TEM Section 4.4.20.8 as well as federal, state, and local regulations. The roadway construction does not include foundations or utilities that would require subsurface disturbance or dewatering at these two properties. Therefore, no groundwater investigation nor sample collection were necessary as part of this investigation. Future redevelopment of the remainder of the properties may warrant further investigation. The oil-water separators at 1376 Garrison Avenue and the UST at 1375 Garrison Avenue would require abandonment or removal by a qualified environmental contractor during the demolition of the two properties in accordance with NYSDOT TEM 4.4.20, and federal, state, and local regulations. At 1376 Garrison Avenue, oil-water separators, the active 275-gallon waste oil AST, and several drums of waste fluids would require removal if remaining at the time of demolition. For the tanks covered under PBS Site No. 2-611391, a PBS Application would be required for the closure. As previously noted in Section 1 there is an out-of-service UST in addition to an active 500-gallon heating oil AST at 1375 Garrison Avenue. The use of the out-of-service UST is unknown. The UST should be registered after confirming the size and content/use of the UST. The UST should be permanently closed or abandoned with 30-days’ notice prior to closure in accordance with the requirements outlined in 6 NYCRR 613-2.6. A Site-specific Health and Safety Plan (HASP) would be developed in accordance with OSHA requirements, including 29 Code of Federal Regulations (CFR) § 1910.120 (Hazardous Waste Operations and Emergency Response), as well as requirements identified in NYSDOT TEM Section 4.4.20.5, to protect construction workers (and the public) from potential exposure. The HASP would address the contaminants anticipated within the project site. Dust minimization measures would include spraying of the work area using water and street sweeping. Based on the results of this Hazardous Waste/Contaminated Materials Investigation, it is likely that petroleum-impacted soil will be encountered during excavations in the vicinity of the oil-water separators and UST. Based on demolition and construction details to be determined during final design, the future

    uses of properties 1375 and 1376 Garrison Avenue subsequent to building demolition and project completion, and the presence of elevated concentrations of constituents identified during the May 2019 site investigation, it is recommended that the NYSDOT consider the procedures outlined in Section 4.4.20.6 of the NYSDOT TEM regarding interagency coordination and agreements with the NYSDEC, as appropriate. The excavated material should be stockpiled or containerized. If soils with free or residual petroleum product, and visual discoloration are encountered, the material should be segregated and containerized separately from other excavated material. Stockpiles should be placed on an impervious surface, covered by plastic sheeting at the end of each workday, and located away from surface water bodies, drainage ways, and drainage inlets. The transportation and disposal of contaminated material should be conducted in accordance with NYSDOT TEM 4.4.20.8 and federal, state, and local regulations. The investigation indicated that depth of groundwater is greater than 10 feet below grade. Should excavation extend to the depth of groundwater table, there is a potential that petroleum-impacted groundwater will be encountered during the excavations. Should demolition or construction activities require dewatering of petroleum contaminated groundwater, dewatering efforts would require proper on-site treatment and/or disposal in accordance with NYSDOT TEM 4.4.20.7 and federal, state, and local regulations.
