HISTORY• HVA Tool was previously called the Joint Risk Assessment (JRA)
Tool
• CDPHE OEPR partnered with Children’s Hospital to have a JRA tool to be created and supported
• After a year of training and assessment by various agencies, users expressed their dissatisfaction with this tool – contractor was also unable to maintain support
BASE ON THAT!
• OEPR made the decision to create an in-house HVA Tool using key user feedback and other HVA models such as Kaiser, ASPAR and current market tools in use
Hazard Vulnerability Assessment Tool NOT
a Jurisdictional Risk Assessment(JRA) /Threat & Hazard Identification & Risk
Assessment (THIRA)• A THIRA is primarily focused on Emergency Management core capabilities
concerning disaster response at the Community and Jurisdictional level
• A Jurisdictional Risk Assessment is the assessment of the past, current and future risks; ID of risks may not consider hospitals or public health agencies needs
• The outcome of your HVA should be part of your local Jurisdictional Risk Assessments(JRA) and the Threat & Hazard Identification & Risk Assessment (THIRA)
