    Hawk Roosting

    by ted hughes

    I sit in the top of the wood, my eyes closed.

    Inaction, no falsifying dream

    Between my hooked head and hooked feet:

    Or in sleep rehearse perfect kills and eat.

    The conenience of the high trees!

    The air"s buoyancy and the sun"s ray

    #nd the earth"s face upward for my inspection.

    %y feet are locked upon the rough bark.

    It took the whole of &reation

    To produce my foot, my each feather:

    'ow I hold &reation in my foot

    Or fly up, and reole it all slowly (

    I kill where I please because it is all mine.

    There is no sophistry in my body:

    %y manners are tearing off heads (

    The allotment of death.

    )or the one path of my flight is direct

    Through the bones of the liing.

    SPEECH

    Today, I want to share our latest thinking with respect to the role that U.S.diplomacy can play in addressing some of the most pressing foreign policychallenges that we face in an obviously extraordinarily complex, verydifferent world from the world of the last century.

    I must say I am perplexed by claims that I occasionally hear that somehowAmerica is disengaging from the world, this myth that we are pulling backor giving up or standing down. In fact, I want to make it clear today thatnothing could be further from the truth. This misperception, and in somecase, a driven narrative, appears to be based on the simplistic assumption

    that our only tool of influence is our military, and that if we dont have ahuge troop presence somewhere or we arent brandishing an immediatethreat of force, we are somehow absent from the arena. I think the onlyperson more surprised than I am by the myth of this disengagement is the

    Air !orce pilot who flies the Secretary of States plane.

    "bviously, our engagement isnt measured in fre#uent flier miles $ though itwould be pretty nice if I got a few, as a matter of fact $ but it is reallymeasured $ and I think serious students of foreign policy understand this $

    it is measured by the breadth of our global commitments, their depth,especially our commitments to our allies in every corner of the world. It ismeasured by the degree of difficulty of the crises and the conflicts that wechoose to confront, and it is measured ultimately by the results that we areable to achieve.

    !ar from disengaging, America is proud to be more engaged than ever,and, I believe, is playing as critical a role, perhaps as critical as ever, inpursuit of peace, prosperity, and stability in various parts of the world.

    %ight here in &urope, we are working with our partners to press the'overnment of Ukraine to forgo violence, to address the concerns ofpeaceful protesters, to foster dialogue, promote the freedom of assemblyand expression. And I literally (ust received messages before walking inhere of the efforts of our diplomats on the ground working with )resident*anukovych to try to achieve calm and help move in this direction in thenext days. +e will stand with the people of Ukraine.

    was the iew held by students that cheating in

    e4aminations is their traditional right. In India

    uniersities cheating is now well(established. Recently in

    bihar oer 5666 were arrested when relaties and friends

    were found scaling the walls of e4am centers to pass notes

    through windows.

    The fees for manipulating entrance tests ranges between

    Rs. 7666 to Rs. 57 lakh for popular programmes such as

    computer science, medicine and engineering .The biggest

    e4ample of all this is yapam scam.The 8yapam scam is an

    admission 9 recruitment scam inoling politicians, senior

    officials and businessmen in the Indian state of %adhya
