B. INSTRUCTIONS TO PASTORS AND STUDENTS
Eligibility
Enrollment is open to members of churches on the Hawaii-Pacific
District who feel called of God to Ministry and pastors seeking
continuing education credit. First time students must be
recommended by the pastor and church board of the church to
which they belong. Classes may be audited by Hawaii-Pacific
District lay members by contacting the studies secretary.
Course Tracks
Hawaii Pacific District uses the “Modular track” for ministers
seeking Elder or Deacon ordination. Ministers will not be
ordained without having completed their respective course track.
Modes of Study
The recommended mode of academic preparation for full time
Christian services is by attending: a Nazarene liberal arts
college, university and/or seminary, or by completing the
Modular track program.

Each candidate is instructed to download a Sourcebook for
Ministerial Development found at the link listed above.
Options for Module Plus Program
1. Two Options are available to the ministerial candidate:
OPTION 1
–Nazarene Bible College online http://www.nbc.edu/contact/
or Northwest Nazarene University online
http://www.nnu.edu/index.php?id=cos. Other schools may be
approved by the District Board of Ministry Studies.
OPTION 2
–District Board of Ministry Studies may approve those with
a Master’s degree to teach classes on the Hawaii Pacific
District.
-Cost for Hawaii-Pacific District classes will be $100.00
per course. Credit for any given class will not be given
until payment has been received and all coursework is
complete.
2. Candidates should be prepared to appear for an interview at
the date, time, and place specified by the District Board of
45 Ministry Studies when they are entering the HIPAC program and
if they fail to meet the minimum class requirement.
College/University/Seminary Students
Students taking classes at other institutions are responsible to
submit an annual transcript of work completed to the District
Board of Ministry Studies secretary no later than January 1.
Enrollment Procedure
To enroll in the HIPAC course of studies contact the Secretary
of the District Board of Ministry Studies. Your senior pastor
will automatically become your advisor and will help guide you
in your preparation. Pastors should also work to develop a
mentoring relationship with ministers in training within their
local church.

FIRST DAY
Tuesday Evening, April 7, 2015
Worship was led by the Kekoa family.
Host pastor, Rev. Art Perkins welcomed the congregation,
introduced Pastor Jack and Jeanne Smith, GS Dr. and Mrs. Busic
and PLNU president Dr. and Mrs. Brower. Rev. Perkins then led
in prayer.
Will and Rachel Campbell led the congregation in the
reading of the Scripture.
A video memorial of Rev. Hotch Kekoa and was shared and Dr.
Pam DeBoard gave a tribute.
Dr. Busic introduced DS Dr. Rick Power to give his first
annual report. Dr. Power gave words of gratitude, encouragement
51 and challenge. He encouraged us in the words of Paul to
Timothy to “fan the flame” (2 Timothy 1:6).
Dr. Busic closed the service with a time of prayer.

they do for the HI-PAC district. He then shared about the
Holiness Today edition on Nazarene Essentials. He highlighted
the Nazarene Core Values, Nazarene Mission Statement, Nazarene
Characteristics, statistics in USA/Canada in 2014, VISION 2020
Faith Projection, and future church plants.
He challenges everyone to think and pray about the long
term impact on the Nazarene church. He then led in prayer.
The Memorial report was given by Dr. Power, he led us in
prayer as we remembered God’s grace in their lives.
Dr. Power announced that $1465 was collected for
Educational and Pension and Benefit Fund. Our goals were met.

Dr. Busic, Members and Friends of the Assembly,
It is with great joy and gratitude that I present to you my
first report as your District Superintendent. The first time I
58 stood on this platform was in July of 1980. I had come to
Honolulu First Church to be the associate pastor of youth and
music. Jerry Appleby was the senior pastor, Florence Teruya was
in the choir and Gordon Wong was in the teen group. That was
when our deep and lasting friendship with the churches and
people of the Hawaii-Pacific District began. Our son, David, was
born here on King Kamehameha Day, 1981. I stood here again in
July of 1992, as our family was on our way to Taiwan to begin
our journey as Nazarene missionaries. People on this district
supported us, prayed for us and provided hospitality on our
vacation stops as we traveled back and forth to Asia for sixteen
years. Then, in January of 2008, we were honored once again by
being called as senior pastor of Honolulu First Church. We
thought, God must really love us; he keeps making a way for us
to serve among the beautiful people of Hawaii. Our daughter,
Rachel, not sure on which side of the ocean she belonged, found
a home right here in the middle of the sea.
Five years ago, with tears and questions, we tore ourselves away
from you to accept a pastoral assignment in Olathe, Kansas. We
thought that was most likely the end of our service in Hawaii.
We were destined to live in cold, flat country, far from any
59 ocean, where church budgets include thousands of dollars each
year for snow removal. Had God stopped loving us? Of course not.
We were honored to serve the wonderful people of College Church.
But, imagine our surprise and delight when your search committee
contacted us about this opening in the office of District
Superintendent. It was an invitation that our hearts immediately
warmed to. And when you elected us at this time last year, we
gave thanks to God for giving us the opportunity to return to
these islands and people that we love. So, here I stand again,
thirty-five years later, experiencing the thrill and challenge
of ministry in Hawaii.
Gratitude
In this first year as your superintendent, there are some people
who have gone beyond the call of duty in helping me to learn the
things necessary to do this job. Our District Secretary, Mike
Litsey; Treasurer, Kona Hahn; Finance Committee Chair, Rick
Ragle; the members of the District Advisory Board and Mission
Strategy Team—all these have served you well by helping this
rookie DS understand the history, present condition and future
challenges of our district. And, a special word of thanks, to
60 Bob Killen, who has made himself available to answer questions
and offer counsel whenever I contacted him. This is the first
district assembly in forty-two years that the Killens have not
been in attendance. Bob and Ruth are members of our ohana
forever and are always welcome among us. Their encouragement and
prayers for Vicki and me are deeply appreciated.
I’m grateful for the friendship and counsel of our General
Superintendent, Dr. David Busic. He is in jurisdiction not only
in Hawaii, but also in the Asia-Pacific Region. So, we have had
the opportunity to travel together in some very interesting
places. We welcome David & Christi to this assembly and look
forward to these days together and also to the Ministry Team
Retreat this October, when Dr. Busic will be our speaker.
Theme: Fan Into Flame
The theme I’ve chosen for this assembly and my report is from
2 Timothy 1:6. In his apostolic ministry of preaching the Gospel
and planting churches throughout the Mediterranean world, Paul
needed a corps of ministry partners. One of his most trusted
61 coworkers was a young man, named Timothy. Timothy was a hapa
child—his mother was a Jew, his father was a Greek. We don’t
know if his father was a Christian, but Paul’s letter tells us
that Timothy was a third-generation believer—something very
unusual in those early days of the church. Timothy’s
grandmother, Lois, and his mother, Eunice, were Christians. And
there came a time in Timothy’s life, when he acknowledged God’s
call to become a minister of the Gospel. The Apostle Paul
himself had ordained Timothy, laying his hands on him and
conferring spiritual authority for ministry.
Of all the Christians who have ever lived, you might think
Timothy was equipped for ministry fruitfulness like no other. He
had the Christian influence of his family, he was called and
gifted to participate in the historic expansion of the church
during the first century A.D., and to top it all off, Timothy
was mentored and trained by Paul, who invited his young protégé
to be his partner on missionary adventures. But, when Paul
writes this second letter to Timothy, there is a tone of concern
and exhortation. In verses 6-7, Paul says, “I remind you to fan
into flame the gift of God, which is in you through the laying
62 on of my hands. For the Spirit God gave us does not make us
timid, but gives us power, love and self-discipline.”
Why did this highly qualified young minister need this word? Did
he have a temperament that was naturally timid and lacking in
confidence? Had something happened in his life to create fear or
reluctance? Was the opposition the missionaries faced in a
hostile environment causing Timothy to lose heart? We don’t
know. But we do learn an important lesson from this passage: You
may have everything humanly desirable for the work of ministry—
family heritage, education, training, gifts, calling, a ministry
assignment and connections to powerful leaders. But if you don’t
have the presence of the Holy Spirit filling you and the power
of the Spirit enabling you, all the rest of those things mean
nothing.
Just like a fire that’s dying out. You have to rekindle it, stir
it up, fan it, stoke it! So Paul writes to Timothy and says,
“Dude! It’s time to get stoked again! Timothy, remember who you
are! God, by his Spirit, lit a fire in you. But lately you’ve
just been playing it safe. You’ve been hanging out in your
comfort zones. Where is the boldness, the courage, the risk? The
63 world will not be changed by nice harmless Christians. Timothy,
you are a Spirit-filled instrument for God’s saving, healing,
reconciling work in this world. But, that fire has lost its
heat. It’s nothing more than an ember that’s in danger of going
out. Fan into flame the gift that is in you!”
We’ve all had the experience of building a fire and trying to
keep it going. You need tinder and kindling and larger pieces of
wood, all arranged just the right way. Then you need a spark or
a match. When you get tired of trying to start it the Boy Scout
way, you get out the lighter fluid or a flame-thrower and get
that thing started! And fires don’t feed themselves. They need
constant attention and a source of energy from outside or they
will eventually die out. So it is with the flame of the Holy
Spirit. The Church of Jesus Christ is not designed to run on
human energy, intelligence or creativity. The Church of Jesus is
empowered only by the presence and gifts of the Holy Spirit.
This fire of the Spirit must be fueled by the energy (wind,
breath) of God himself.
So, the Church of Jesus, filled with the Spirit of Jesus, learns
to breathe in and out. We breathe in the energy of the Spirit
64 through prayer, worship and the truth of the Word. We breathe
out the energy of the Spirit through compassion, service,
encouragement and evangelism. No one survives by only breathing
in or only breathing out. The holy respiration of the living
Church of God must have both.
I’m so grateful for the outstanding examples of Christlike
service I see across our district. When you offer friendship and
tutoring to immigrant children, when you give a bottle of cold
water and a Spam musubi in Jesus’ name, when you offer recovery
ministries to people who have lost their health, families and
livelihoods because of addiction, when you counsel a young
single woman with an unplanned or unwanted pregnancy—in all
these ways and more, you are breathing out the life and love of
the Spirit.
This is what Nazarenes do. Our church was named after the One
about whom it was said, “Can anything good come out of
Nazareth?” That backwater, that hick town? “But the stone the
builders rejected became the cornerstone.” So, we who call
ourselves by the name of the Nazarene must be the kind of people
who take what the world throws away and find beauty and
potential in it. We find broken or marginalized or oppressed
65 people and we see in them the image of God—a spark of the
divine—and we seek to fan it into flame.
Breathe in the life of the Spirit; breathe out the life of the
Spirit.
When we reflect upon the lives of our churches and district, we
see this reality demonstrated. Let’s take a look.
Our Growing, Changing Ministry Team
In the past year, we have welcomed some brand-new and some
returning pastors and staff to our district ministry team:
Art & Lori Perkins arrived in May to pastor Honolulu First
Church. They have added Tyler Hull and Silas Perkins to their
staff. Tyler and Silas are serving in both the church and
Waolani-Judd Nazarene School.
66 Larry & Lori Dunn joined the Windward staff last May to provide
leadership for the Bay View Golf Park. Both Larry and Lori are
ordained elders who bring multiple ministry and administrative
gifts to this assignment.
Tom & Kerry Gudmunson moved to Maui in June, where they are
giving leadership to our new church project in Kihei. This area
of the Valley Isle has been on our hearts and minds for many
years. We’re thrilled to be making a good beginning in this
neighborhood.
Chaplain Bill Gritton and wife, Andrea, have been blessing the
Ewa Beach Church with their enthusiastic involvement. Last year,
the church hired Andrea to be their Children’s Pastor. Andrea
also served as co-director of Children’s Camp this year.
John and Rachel Stout, formerly stationed at Kaneohe Marine
Corps Base, have returned to Kailua English where John is
serving as youth pastor.
67 Ashley Kawabata has been a part of The Bridge Church since she
was a young girl. Now, as a young adult, she has accepted the
invitation to serve as youth pastor at her home church. This is
a wonderful example of raising up homegrown leaders for our
churches.
Taylor & Bella Puapuaga are long-time friends and co-workers on
our district. We welcome them back home and are grateful to have
Taylor serving as a volunteer associate pastor at Living Waters
Church.
When I arrived on the district, Rev. Killen had done all of us
the great service of having every church filled. There were no
pastoral resignations until our dear friend, Vaelua Piliati
announced to me that God was leading her and her husband back to
their native Samoa. In December of last year, Brother Eugene
(Lee) Piliati was elected to succeed his mother as the second
pastor of Cup of Water Outreach. Lee and his new wife, Loa, are
beloved members of our district family. We now welcome them into
the fellowship of pastors and pledge our prayers and support.
68 Ministry Challenges and Breakthroughs
During the year, I conducted church/pastoral reviews at Hanapepe
and Hilo. These were opportunities for me to 360-degree
perspective on the life and health of these churches and their
relationships with their pastors. In both churches, the board
voted to continue the current pastoral arrangements. I am
working to improve the instruments I use for these regular
evaluations of congregations, boards and pastors.
It’s been exciting to travel the district these past eleven
months and survey the spiritual and human landscape of our
churches. When our pastors present their annual reports, you
will hear stories of transformation and spiritual breakthrough.
As I have visited our churches around the district, I’ve been
hugely encouraged by the obvious signs of life, love and
missional vitality. Some of our churches are right on the verge
of a breakthrough to the next level of congregational maturity,
numerical growth and community influence. The fire of the Spirit
has been fanned into flame producing the love, power and self-
discipline that always mark the healthy church of Jesus.

Some of our churches have seen major advances related to
finances and meeting space. This coming Sunday, April 12, Living
Waters Church will move to its new location, the Seagull School
of Ko Olina. This new facility will enable the church to save
about 75% on rental compared to the cost their former location
and the Seagull School is still within the city limits of
Kapolei.
After years of wrangling with county and city government
departments, Pukalani Community Church has finally secured
approval for consolidating their two parcels of land so that
they can proceed with planned renovation and expansion. This was
the result of a lot of perseverance and prayer on the part of
Pastor Mark and the church family.
Two years ago, the Windward Church took a bold step of faith to
purchase the Bay View Golf Park. The facilities and land of Bay
View offer manifold opportunities for the church and school to
expand their ministries, activities and service to the
community. Though the acreage was a bargain, the debt load has
70 been a serious challenge for the church. I am glad to report
that, under the leadership of Pastor Appleby and the Windward
Vision Team, great progress has been made on the debt-reduction
plan. There is realistic hope that the church can be debt free
by 2016. Gratitude is due to all the individuals and churches
that have come alongside the Bay View project with prayer and
financial support.
Connection Point, Kailua English and Wahiawa Community have made
significant improvements to their facilities all of which are
strategic in the ways they will enable these churches to engage
with their neighbors.
Connectional Blessings
We are a connectional church, joined together with all Nazarenes
in a global network that expresses itself in shared theological
affirmations, joint participation in mission and mutual support
through giving. This year, the churches of the district have
given generously and proportionately to ensure that our
71 connectional interests remain strong. Here is the year-end
report on our Kingdom Investments:

Churches also gave toward special global mission projects and
Work & Witness trips in the amount of $90,474, bringing our
total giving to missions to $188,566, or, 11% as a district for
global mission giving.
72 I want to acknowledge the exceptional generosity of the nine
churches whose total giving to missions totaled 10% or more:

Ewa Beach and Kailua English each gave over 20% for global
mission this year. We commend these congregations for their
leadership in giving to world evangelism.
Being a connectional church means we give and receive in
ministry to one another. In the past year, the Hawaii Pacific
District has been the recipient of generous grants of assistance
from the USA/Canada Region.
Every year, Nazarene churches receive offerings for
Alabaster, which go to purchase land and to construct or
repair church buildings and parsonages all over the world.
Some of the facilities on our district were originally built
73 with Alabaster funds. When we learned that Alabaster funds
designated for USA/Canada go unused each year, we decided to
apply. In the past year, we have received assistance to six
churches totaling $127,000 for much needed repairs,
renovations and expansion projects.
When Tropical Storm Iselle battered the Puna District of the
Big Island last August, Nazarene Compassionate Ministries
sent $20,000 to aid in the disaster relief.
Hope Funds are special matching gifts to new church projects,
also administered by the USA/Canada Regional office. By
committing $40,000 to assist four of our church planting
efforts, we received a matching gift of $40,000 in Hope
Funds.
These are a few examples of the way our connectional church not
only receives from us but also generously gives back to us.
74 Church Multiplication Efforts
If you look at the ten-year statistical comparison for our
district, you discover that in 2005, we had twenty-two organized
churches and in 2015, we have twenty. In the past ten years, we
have brought two new churches to the point of full organization—
Living Waters and True Freedom. In that same time, we have
closed some churches and lost some to other denominations. Even
though church planting has been a priority for the district for
many years, we have suffered a net loss in number of fully
organized congregations.

I’m sorry to report that last December, our new Korean church,
Hawaii Korean, left our district to join another denomination.
And the anticipated launch of a new Hispanic work, El Puente,
has been delayed.
What do we learn from these experiences? We are reminded of
something we already knew: church planting is hard. A successful
church start requires a potent mix of several key ingredients: a
pastor who is called and willing to persevere, a nucleus of
people who have a passion to see their community transformed, a
76 strategy for holistic service & evangelism and a strong,
persistent corps of prayer partners. Church planting is hard,
but we remain committed to do what is hard.
Though there have been setbacks and disappointments, there are
also signs of life and progress. The compassionate outreach in
Kihei is bringing together a new community of fellowship and
worship. The Kona Coast mission team is continuing to immerse
themselves in the communities of North & Central Kona and
Waimea, believing that God will grow their team and bring to
fruition the vision for new churches all along the Kona Coast.
Please keep praying for missionary pastors Tom & Kerry
Gudmunson, Eric & Joy Paul and Tony & Colleen Mason. In fact, we
should all agree together that if you are a part of the Hawaii-
Pacific District, one of the things you do as an expression of
your membership in this family is to pray regularly and
fervently for expansion of the church through the establishment
of new communities of worship and service. I know God wants to
inspire us to continue to do the hard and essential work of
church planting.
77 Developing Local Ministers
As I consider the challenges that we face together in these
islands, one unavoidable conclusion I’ve drawn is that we must
find ways to raise up homegrown ministers for the church in
Hawaii. In our history, we have seen how God can call, equip and
use people who are from the U.S. mainland and other places. I’m
confident God will continue to bring very effective ministers
from outside Hawaii. But I believe the long-term viability and
strength of our district will require a growing cohort of local
men & women to serve and lead our churches.
If this is going to happen, we need a new vision and methodology
for ministerial preparation. Our Course of Study is good and
necessary, as far as it goes. But along with our classes, we
need a holistic approach that includes mentoring relationships,
opportunities for ministry internships in our churches, and
practicums that will expose our students to all kinds of
ministry contexts and models.
78 Of course, I would love to see all of our young people who are
called to service in the church attend Pt. Loma Nazarene
University and to see some go on to Nazarene Theological
Seminary to receive the outstanding preparation those schools
offer. But here’s what we have learned: The cost of education is
high and most of our students graduate with loans to repay. At
the present time, we don’t have ministry positions in Hawaii
that offer enough compensation to enable a recent graduate to
service his or her school debt. So, while we’ll continue to
support our students who are led away from Hawaii to study, we
also need alternatives.
In the coming year, I will work with our district leadership to
design a pilot program for the intentional and aggressive
development of local ministers. There are some wonderful ideas
and dreams already at work. This will require a significant
investment of human and financial resource. The budget that will
be presented to you tomorrow includes a generous amount for this
first year of exploration. And, as for the human element, I know
God is already speaking to many of you about ways you can
participate in this effort.
79 This was the spirit of Paul’s relationship with his young
friend. Timothy was blessed with a mentor who poured his life
into him. Timothy’s ministerial training came in the form of an
invitation from Paul to travel with him on his missionary
journeys. Paul trusted the young Timothy to oversee the churches
while Paul moved on to other places. And when Timothy needed to
be held accountable for his ministry, Paul was there to remind
him: “Fan into flame the gift that is in you.” This is a
timeless model. We come alongside young men and women and trust
God to help us transmit to them the knowledge, competencies and
passion for ministry.
I want to be accountable to you to fan the flame of the Spirit’s
fire in my own life. The time is too short, the needs are too
great and the work is too important for any of us to pretend we
are competent in ourselves to fulfill our high calling. But, as
we together breathe in and breathe out the life of the Kingdom,
we will witness transformation in our churches and communities
for the glory of God. “For the Spirit God gave us does not make
us timid, but gives us power, love and self-discipline.”

The word ‘Kingdom’ can be literally translated to: ‘a domain
that is ruled’ or ‘a dominion where one is King’. I have
strived to lead Hawaii Pacific SDMI with the Biblical heart and
mind set that – our worship, our education, our gatherings, our
God-given talent is all for our King (Jesus) and his domain (the
Church, the non-followers of Jesus, and all of HIS Creation).
1. The First Kingdom movement accomplished was to ORGANIZE a
faithful working council. Ps Joe Crosby, Ps Rick Ragle, Ps
Joy Lum Kee, Ps Robert Miller, Ps Lori Leibbrand, Rachelle
Wong (sec), Sandi Paselio, Sherry Monico (tre$), Jake

Biblical story telling and how to facilitate/cultivate
creative questions to bring out God’s Biblical truth. We
were reminded that yes! - God has gifted many to teach, but
all in the group can teach through their God revelation.
4. The Fourth Kingdom movement was to RE$OURCE.
a. Resourcing our Teens for Nazarene Youth Conference –
NYC Kentucky 2015. We were able to assist and award
10 teens financially through an essay scholarship
competition. Congratulations to Anika Wong (Bridge
Church OAHU) for winning $500 first place and Shania
Miner (Hanapepe Church KAUAI) for earning $250 in
second place. All other teens that submitted an essay
received $100. Let’s pray for our youth that NYC will
be a life changing ‘Kingdom’ experience.
82 b. We were also able to help resource the District with
assisting in purchasing a new District Sound System.
We were able to give $2000.
c. I was able to attend MISSION 15 in Kansas City
Missouri in February. This is an every 4 year
training event for Pastors and lay leaders. Thank you
SDMI council and District for sending me to be trained
at the SDMI workshops and plenary worship sessions.
5. The Fifth Kingdom movement is to EDUCATE. It is my passion
and desire to continue to resource and equip our teachers
with books, articles, web-seminars, etc…
i. I will strive to grow in this department for
2015.
6. The Sixth Kingdom movement is to continue to promote our
KEIKI MINISTRIES.

Life is about how we reach the lost people. God has called each
of us to serve where he has directed. Some of us are called to
serve where we are and others may be called to go forth. There
is no greater reward in life than to respond to God’s call.
84 Jeremiah 29:11….. For I know the plans that I have for you
declares the Lord, plans to prosper you and not to harm you,
plans to give you a future and hope. Thank you Jesus!!!!!
Last year our theme was Can You Hear Me Now, are we going to
ignore that call and how are we going to answer that call. Our
quadrennial theme is to make Christ-like disciples in the
nation, along with our theme for this year….. Looking Ahead and
making it workable and relevant for the local church on HI-Pac.
Are we looking ahead for better opportunities, reaching a goal?
Proverbs 4:25….. Let your eyes look straight ahead fix your gaze
directly before you. Philippians 3:13,14…… Brothers and sisters,
I do not consider myself yet to have taken hold of it. But one
thing I do forgetting what is behind and straining toward the
goal to win the prize for which God has called me heavenward in
Christ Jesus.
What about making it workable and relevant for the local church
on Hi-Pac??? Are we planning too much and not getting everyone
involved, or who can be involved because of work, family
situations, health and the list can go on…. Do we plan events
without defining the goals or results those activities should
produce, they fail to produce as much Kingdom fruit as they
could if the committed themselves to pursuing specific,
describable goals. Specific goals can feel threatening. As soon
85 as you develop them your stomach can tighten up with the
realization that you may not achieve them. That’s why many
church leaders play it safe by keeping the focus on activities
and saying it would be presumptuous to commit themselves to
specific results.
Those who achieve the most in this world have set their hearts
and mind on particular goals. They devote themselves body and
soul to achieving those objectives. Of course you cannot presume
that you will achieve all that you aspire to. James 4:13,15…….
Now listen, you who say today or tomorrow we will go to this or
that city, spend a year there, carry on business and make money.
Why you do not even know what will happen tomorrow. What is your
life, you are in the mist that appears for a little while and
then vanishes. Instead, you ought to say, “If it is the Lord’s
will, we will do this or that.”
But just because you cannot guarantee specific results does not
mean you should not purse those things with all your strength.
Ecclesiastes 9:10…… Whatever your hands finds to do, do it with
all your might, for in the realm of the dead, where you are
going, there is neither working nor planning nor knowledge nor
wisdom. As Jesus teaches in Matthew 25:14-21. Again it will be
like a man going on a journey, who called his servants and
entrusted his wealth to them. To one he gave five bags of gold,
86 to another two bags and to another one bag, each according to
his ability. Then he went on his journey. The man who had
received five bags of gold went at once and put his money to
work and gained five more bags. So also the one with two bags of
gold gained two more. But the man who received one went off, dug
a hole in the ground and hid his master’s money. After a long
time the master of those servants returned and settled accounts
with them. The man who had received five bags of gold brought
the other five. ‘Master,’ he said, ‘you entrusted me with five
bags of gold, see I have gained more.’ His master replied, ‘Well
done, good and faithful servant! You have been faithful…I will
put you in charge of many things. Come and share your master’s
happiness!’
Do all you can to maximize the return on whatever gifts,
resources, and opportunities God has entrusted to you for the
building of his Kingdom, always realizing that the ultimate
outcome rests securely in his hands. Proverbs 16: 9 “A man’s
mind plans his way, but the Lord directs his steps and makes
them sure”!!!!!! Hallelujah for that!!!!!!!
The Church of the Nazarene still ministers in 159 world areas
and counting. The Jesus Film Harvest Partner could not keep
reaching the lost through the Jesus Film or continue discipling
those who accept Christ without your continuous prayers.
87 Decisions for Christ, 13,256,916 and evangelistic contact’s is
69,840,967…… Isn’t that amazing!!!!!!!
Over 150,000 people have been mobilized through Work & Witness
since its beginning in 1974. Resulting in more than 5000 years
of donated labor worldwide, Work & Witness teams go to every
region of the world and partner with local churches in
construction projects, technical needs, evangelism and
compassionate ministries.
Now, more than 60 years later, Alabaster is still strong, having
provided more than 8,800 projects since 1949. Faithful Nazarenes
around the world have given nearly $100 million dollars for this
much-needed ministry.
WEF giving beyond (formerly “overpayment”) was US $1.1
million (up 2.2 percent from 2012). During the 20 years of this
NMI emphasis, the Church of the Nazarene has entered 60 world
areas.
NMI generated approximately US $237,593 through LINKS a vital
personalized connection between churches and missionaries around
the world.
As a Hawaii Pacific District this year which we will have video
clips from, the Kailua Church of the Nazarene went to Peru,
Briana Wong raised money for Kokua Compassion Center, Puka Naz
88 and Kahului Naz had a mission Maui, and we have a new District
Superintendent Pastor Rick Power and his lovely wife Vicki.
As a District we raised for Alabaster $4028.06, Work & Witness
$4,682.50, Compassionate Ministries, $25,084.55, and Child
Sponsorship, $10,040.10. Our up-coming events is to NYC with
about 40 youth, Appari missions in the future to finish up, Puka
Naz mission trip to Sun Valley Indian School, R.J and Puka Naz
Work & Witness people coming from different parts of the world
to help us locally, and maybe for a mission trip in 2016 to
partner with an area in Asia.
In closing I always like to thank first our Heavenly Father for
helping me in my weakness, my darling husband, Howard, for his
continued support, to each Pastor and my Pastor Mark and his
ohana for his care and love for Jesus.
To all our local presidents, church ohana, guest and friends for
coming, Nazarene Mission International in all they do to reach
the lost and fulfill the Great Commission. To the wonderful NMI
council which I could have not done it without you!!!!! I thank
you, appreciate you and we are a team!!! Let us all continue

keeping missions alive globally and locally!!!

4. District NYI President
Aloha Pastors, Delegates, Dr. Busic, and Dr. Power! It has
been an amazing year in the life of the Hawaii Pacific Nazarene
Youth International! God has blessed us with some amazing and
talented youth on our district as well as amazing youth pastors
and youth leaders across our islands. What follows is a very
brief overview of our previous year.
Last February, our Hawaii Pacific District NYI Convention
elected four new officers to our District NYI. Previous leaders
had offered excellent leadership and vision and we are greatly
appreciative of them. Lynn Huma was elected Vice President,
Jamie Grubert was elected Secretary, Misty Pavao was elected
Treasurer and I, Jake Heaton, was elected as NYI President. We
are blessed and fortunate to serve in this capacity.
90 The first major event of our NYI Calendar was our HIPAC
Jr. & Sr. High Camps. May 29 through June 1 was Jr. High Camp
and June 1 - 5 was our Sr. High Camp. This year our camps were
held at Camp Homelani in Waialua on the North Shore of Oahu. We
had never before held our camp or any activities at Camp
Homelani. If you were to ask any of the students that
participated in this event what stood out to them as different
it would overwhelmingly be the food! Camp Homelani has the best
food that was prepared for our students in their air-conditioned
cafeteria. We were blessed! This facility also offered ocean
side dorms, open door chapel, and large field to accommodate our
games. It was an amazing week.
This theme of our camp was called out from Jeremiah 1:5.
Pastor Tim Cruz from Kahului Church of the Nazarene spoke at our
Jr. High Camp. Each evening and night our Jr. High Students were
engaged greatly. We had several recommitments to Christ as well
as eighteen first time commitments! God is good!
Eldon Keoki (PK), a pastor on the west side of Oahu, spoke
at our Sr. High Camp. PK is an island church planter partnering
with Living Waters Church. He grew up mostly in the Los Angeles
91 area. His inner city involvement as well as extensive Native
American involvement all contributed greatly to his impact on
our HIPAC teens. In his words, he has a little hood and a little
island in him. Each morning chapel was led by a panel of our
leaders, pastors, and worship band and each evening PK engaged
and challenged our youth to live for Christ. Over twenty
students gave their hearts to Christ for the first time.
We are grateful to all who had a hand in our camps! Will
Campbell directed, Will Shine coordinated music, Kalena Pana
oversaw registration, Lynn Huma directed our seminar speakers
and many more volunteered their time to participate! We are
blessed!
Next on our district calendar was our first annual Back to
School Bash! Honolulu 1st Samoan Church took leadership of this
event. The day began at Wet-n-Wild and ended with an eventful
service at the Ewa Beach Church! At Wet-n-Wild we had over
thirty-five participants!
92 In November, approximately twenty-five students and
leaders from Oahu flew to Maui for our annual HI-PAC Mission
Trip. Pastor Tim Cruz from Kahului Church and Pastor Mark
Gudmunson from Pukalani Community Church both provided
leadership and vision for this amazing event! Our evening
services were held at Kahului Church and each day our students
worked at various sites. Our very own Hawaii Pacific Students
partnered with our Maui pastors to help further the efforts of
our brand new church in Kihei, led by Pastor Tom Gudmunson. Our
students helped prepare Spam musubis and then pass them out to
the population along the beach and prayed for and over them.
This concluded with a service at Kihei Beach Park, which our
students and various community members attended as well. Some
of our other students went up-country to the Pukalani Church
campus to plant their very first orchard that, along with the
community garden, will further bless the community! We are
greatly blessed for the leadership of this event.
Finally, this past February we held our Sports Fest and NYI
Convention. We are blessed to announce our Council for this
coming year as follows:

2015 FINANCE COMMITTEE REPORT
We, your Finance Committee, submit the following report. Keeping
as a priority our Hawaii District mission needs, we recommend the
following for adoption:

I. DISTRICT SUPERINTENDENT
The District Superintendent shall be adequately cared for with:
A. SALARY (See IX-B-2)
B. HOUSING & UTILITIES (See IX-B-1)
C. DISTRICT-RELATED EXPENSES (See IX-B-3-a)
D. FIVE WEEKS VACATION WITH PAY
II. PASTORS AND FULL-TIME ASSOCIATES
A. The pastor’s salary is the primary responsibility of the
local church board, giving consideration to cost of living
and other appropriate concerns. The District Superintendent
shall contact each church concerning this, and the board's
written review of the pastor’s financial package is to be
sent to the District Superintendent each year, no later than
March 15.
B. Local churches are to adhere to IRS demands on the pastors’
salary and exemptions.
C. The following benefits are RECOMMENDED:
1. All self-employment tax, SECA Tax (15.3 percent for 2015),
should be paid in keeping with standard practice of the
Church of the Nazarene. To figure the SECA (Self
Employment Contribution Act) Tax reimbursement it is
100 recommended that the church take the salary plus the
housing allowance or fair market value of a parsonage,
multiply by 17.64% the result will be the SECA Tax to
reimburse the pastor so that it will be available to be
sent in with Estimated Tax on a quarterly basis.
2. A parsonage or adequate housing allowance. (This should
include electricity, gas, water, and official telephone
expense.)
3. An automobile allowance to cover church-related duties.
4. A tax-sheltered annuity of at least $200 per month.
(Information is available through Pensions & Benefits).
5. Vacation with pay, according to the following minimum
plan:
1-2 years (in ministry) 2 weeks
3-8 years 3 weeks
9-20 years 4 weeks
21+ years 5 weeks
The Church Board should be sensitive to the needs of the
pastor. Earned vacation time shall be considered for the
current church year only. All vacations should include the
coverage of pulpit expense of the church. Days at
district or general meetings shall not be counted as
vacation time.
101 6. One day off each week.
7. Medical/Dental/Rx/Vision insurance program for the
pastoral families under the district group program, or
reimbursement for a comparable plan.
8. Full reimbursement of all expenses related to attendance
at district meetings, and that pastors be encouraged to
attend district activities.
9. That a 4-year plan be developed for laying aside
sufficient funds (i.e. $10 per week over 4 years) to send
the pastor to General Assembly.
10. That a plan be established by each church for laying aside
sufficient funds to send the pastoral staff and spouses to
the next scheduled PALCON.
11. Financial help for professional improvement and/or an
annual library fund of $300.
12. A Christmas gift of $300 or one week's salary, whichever
is greater.
13. Recognize pastoral staff and families on birthdays,
anniversaries, and during Pastor's Appreciation month,
i.e. October.
14. Reimbursement for internet access fees.
15. In light of the requirement for Pastors to continue “Life
Long Learning,” it is recommended that each church
102 encourage their pastors to attend at least 20 hours of
continuing education annually and provide the financial
means for them to do so, within reason.
D. Each church is RECOMMENDED to implement a pastoral sabbatical
program as described by the District Advisory Board:
1. That each pastor who has completed six consecutive years
at his or her present church be considered for a
sabbatical.
2. That in cooperation with the pastor, church, and district
pastor, a Sabbatical Committee be appointed for the
following purpose:
a. To manage and coordinate congregational work in the
absence of the pastor.
b. To insure quality care of the congregation in the
absence of the pastor.
c. The committee will meet with the pastor prior to the
time of the sabbatical:
1. To develop a plan as to how ministry plans and
goals will be met.
2. To develop an understanding of the plan, purpose,
and procedures of the sabbatical.
3. To develop orientation plans to prepare the
congregation for the pastor’s sabbatical.
103 4. To develop exit and reentry orientation for
pastor and family. (Reentry orientation would
include such items as financial update, new names,
faces, attendance, etc.)
d. To develop an evaluation of the pastor’s sabbatical
(to be shared with the congregation and the district
pastor).
3. We recommend the following guidelines of planning and
preparation for the pastor and church, prior to the
sabbatical:
a. Allow a minimum of six months to plan the sabbatical.
b. Develop a plan in which the pastor, Sabbatical
Committee, and church board mutually agree.
c. The pastor’s salary and benefits should continue
during the sabbatical period.
d. The district pastor shall be considered for interim
pastor during the sabbatical.
e. All proposals shall require the approval of the
district pastor.
f. Sabbatical should be considered as separate from
allowable vacation time.
104 III. STUDENT GRANT PROGRAM
We recommend that the district give full support to Point Loma
Nazarene University (PLNU) as follows:
A. That local churches follow the denomination’s guidelines for
Educational Budget assignments as approved by the General
Board.
B. That the district continue to give full support to the PLNU
“Grant-In-Aid” program for Nazarene young people from our
district as follows:
1. General Grant – That an amount of $2,600 shall be
allocated from the District Educational Budget for each
eligible, full-time, dependent, undergraduate Nazarene
student attending PLNU in 2015-2016.
2. Matching Grant -- That we encourage our local churches
to participate in the PLNU Matching Grant program in
which the church contributes $250 per student per year
and the university in turn, matches the amount, making a
total of $500.
C. That we encourage all our churches to emphasize the ministry
of Point Loma Nazarene University periodically through
inviting the university personnel, including special
speakers, musical groups, and students, to participate in
our local church services. We understand that the expenses
105 related to this participation are generally the
responsibility of local church.
IV. DELEGATES
A. Each church pay the expenses of its elected delegates to the
District Assembly and Conventions, including meals,
necessary housing, and travel expenses as appropriate.
B. The delegates' expense funds set aside for the district
participation at General Assembly and Conventions are to be
administered by the District Advisory Board. Each delegate
shall be granted adequate per diem and travel expense, as
set by the District Advisory Board.
V. PAYMENT AND MINISTRY SUPPORT BY LOCAL CHURCHES
A. All churches send their Kingdom Investment payments for the
World Evangelism Fund (WEF) and the Pensions and Benefits
Fund (P&B) directly to the Church of the Nazarene, Global
Treasury Services using the appropriate reporting form, or by
making payment on-line through the Funding the Mission
website at least monthly. Further that all churches send
their Kingdom Investment payments for the Education Fund and
the District Ministries Fund to the District Treasurer not
106 later than the 15
th of the following month (i.e., February's
payment due by March 15th)using the appropriate form.
B. That all Kingdom Investment payments for January be dated
January 31st and remitted not later than February 15
th.
C. Medical Insurance premiums shall be paid to the District
Treasurer by the 15th of the preceding month, (i.e. payment
for June Coverage shall be paid by May 15). All additions
and cancellations are to be communicated to the District
Treasurer in writing. Any cost incurred from a policy not
canceled by the insurance company before the beginning of a
new month will be the responsibility of the
individual/church. Any individual/church that falls three (3)
months behind in medical insurance payments will be canceled.
D. Hawaii Nazarene Day Schools will be billed directly by the
medical insurance companies and will handle their own
additions and cancellations.
E. Each church on subsidy should strive for self-support and
that semi-annually this subsidy program should be reviewed
by the District Superintendent and church board.
F. All churches either budget money for Nazarene Theological
Seminary, Nazarene Bible College, and the American Bible
Society, or receive an offering for each. These all
qualify for Approved 10% Missions Specials giving. Credit
107 for 10% giving to NTS and NBC must be applied for and
granted through Point to Point giving on the Funding the
Mission website.
G. We encourage every church to utilize the Church of the
Nazarene Foundation or Wesleyan Investment Foundation to
facilitate planned and deferred gifts from their members to
any Nazarene ministry, including gifts to the local church,
and to use the Foundation to manage investment accounts,
endowments, or charitable trusts.
H. All churches annually review all insurance policies.
I. Churches establish an annual operating budget and send a
copy to the District Superintendent by March 15th.
J. Each local church have an annual review of treasury books.
The district shall provide a list of capable reviewers.
K. The District Finance Committee Report shall be reviewed at
the first local church board meeting following District
Assembly, or a member of the District Finance Committee be
invited to the church to explain the report.
VI. HI-PAC MISSION PARTNERS
A. That all churches encourage participation in Mission Partners
to support New Start Churches and equip our churches for
health.
108 VII. DISTRICT FINANCE COMMITTEE
A. At their regularly scheduled meetings, review Kingdom
Investments and recommend any adjustments to the District
Advisory Board.
B. The District Treasurer will remit all appropriations received
for Point Loma Nazarene University monthly.
C. All District Auxiliary Treasurers shall have their books
ready for review by March 15th, and that each auxiliary
submit a current financial report quarterly by April 15th,
July 15th, October 15
th, January 15
th to the District
Treasurer and upon approval from the District
Superintendent funds will be released for that quarter.
D. The District Treasurer will have their books ready for
review by March 15th each year. In addition, “there must be
a full audit when a new district superintendent or district
treasurer takes office, and the district should have a full
audit every four years.”

E. All district insurance policies be reviewed in 2020 and
every six (6) years thereafter by a person with a non-

109 VIII. KINGDOM INVESTMENT CALCULATIONS AND APPORTIONMENTS
A. The Kingdom Investments be set following the General Board
guidelines using the following percentages: 5.5% for World
Evangelism Fund (WEF), 2.25% for Pensions & Benefits Fund
(P&B), and 2.25% for Point Loma Nazarene University
Education Fund of the Total Monies Raised in the current
year. The amount given to WEF and Approved 10% Missions
Specials will be subtracted from the Total Monies Raised
before the calculations are made. For further information
see the web site: www.fundingthemission.org
B. The District Kingdom investments be set at 6.5% of the
Total Monies Raised following the same formula as for
General Kingdom Investments. This percentage is to be
reviewed at the next Finance Committee Meeting in September
with the goal of reducing this percentage.
C. It is expected that all churches of the Hawaii-Pacific
District will have paid 100% of all their Kingdom
Investments by the end of the church year.
D. We encourage every church to use the “Funding the Mission”
website at least monthly to enter their income and calculate
apportionments.

district this year are to be allotted at the discretion of
the District Advisory Board and the District Superintendent.

The Auditor issues a clean opinion on the Hawaii Pacific
District Books for the audit period covering February 1, 2014 –
January 31, 2015. Book balances were confirmed and reconciled
monthly to bank statements. Documentation was provided to

support cash receipts & check disbursements. Lastly, proper
internal controls were evident.
As a note, there were some areas on the financials that
went over budget. The Finance Committee and Advisory Board will
need to reevaluate them for next year’s Budget.

I have reviewed the First Hawaiian Bank Account #37-
045659 statements for the period February 1, 2014
through January 31, 2015 and their related items of
income and expense. I have also reviewed the State
Farm Bank Account #1014712244 statement for the month
of February 2014. The State Farm bank account was
closed on February 25, 2014 and the proceeds were
deposited into the First Hawaiian Bank account on
March 10, 2014.

My review was limited in scope to verifying that the
expenses paid from the First Hawaiian Bank account
appeared proper and had documentation for such
expenditures. I have not determined if such
expenditures were made in accordance with fund
guidelines nor have confirmed whether such
expenditures were indeed incurred for fund programs
and express no opinion on these matters. I have not
confirmed the appropriateness of any deposits and have
not determined if all deposits have indeed been made.
The expenses all appear to have the appropriate
documented support.
Although I have not confirmed the appropriateness of
any fund deposits, I have noticed certain checks have
taken over a month to be deposited (based on the
dating of those checks). Deposits should be timely
made within a few days of receipt. I would also
suggest that a standardized form be used to document
requests for reimbursements which would include the
person to reimburse, amount requested, date expense
incurred or will be incurred, purpose of the

expenditure, and an authorized person acknowledging
and approving the reimbursement.

A. DISTRICT NMI CONVENTION
April 6, 2015
The sixty-third Hawaii Pacific District Nazarene
Missions International Convention opened at 9:00 A.M. at

Honolulu First Church of the Nazarene. The Nazarene Mission
Council chose Hi-Pac Looking Ahead for the theme. Prelude music
was provided by the First Samoan Praise Band.
President Ivy Paleka introduced the speaker, Dr. Rick Power who
spoke about his work in Asia and encouraged everyone to believe
God can save everyone.
District President, Ivy Paleka called the business meeting to
order and Linda Kinoshita, secretary, made the following
recommendations: (1) the voting area to be designated to be the
first six rows; (2) Mr. Howard Paleka and Rev. Will Campbell to
serve as pages; (3) Dr. Rick Power to serve as parliamentarian.
Board of tellers was chaired by Rev. Rick Ragle. The members
are Rev Jerry Appleby, Kerry Gundmunson, Jodi Hisaka, Laura
Koons, and Leona Pastrana.
President Ivy Paleka shared a video from Global NMI
Director Mrs. Lola Brickey. Letters of greetings will be sent
to Klaus and Martina Arnold Links family, Rev. and Mrs. David
Embrey, Ms. Carlie Sever, Mrs. Darlene Wolff, as well as
missionaries serving in creative access countries.
President Ivy Paleka introduced the council and thanked
them for their year of service.

The chair was turned over to our District Superintendent,
Dr. Rick Power, for the special order of the day. He introduced
our District President, Ivy Paleka who gave and excellent report
on what Nazarene missions is doing on the Hawaii Pacific
District. This was her fifth report as president. Her report
was received with applause. The District NMI Council presented
her with a gift of appreciation for her wonderful leadership. A
motion was made, seconded, and passed to receive her report.
A report from our treasurer, Calyndel Valenzuela, was
presented and accepted. The council presented her with a
distinguished service award for her service on the council since
1994.
A report from our LINKS Gail Ragle was presented and the
council gave Gail a distinguished service award for her 22 years
of service.
Kacy Strickland thanked the convention and shared what the
offering from the last year had done. Then Pastor Tom Gudmunson
shared the Kihei Church Plant and an offering was taken, during
the offering Mrs. Gail Ragle sang a solo.
Video clips were shown of the Kailua Church mission trip to
Peru, and Breann Wong’s fundraiser for Kokua Compassion Center.
Then Pastor RJ Strickland shared the future of NMI with the gift

to NYC for July 2015 and Appari It is hoped to go to Asia in
2016.
A report from the Board of Tellers was given. There were
90 votes cast. The following were declared elected to serve on
the District NMI Council: Mrs. Gail Ragle, as District Vice
President; Mrs. Linda Kinoshita, as District Secretary; Mrs.
Latasi Fereti, as District Treasurer; Mrs. Rachel Campbell,
Mrs. Kacy Strickland and Mrs. Calyndel Valenzuela.
President Ivy Paleka shared the list of church awards and
everyone clapped.
A memorial roll was presented to Rev. Kordell Kekoa in
honor of his father, Rev. Hotch Kekoa.
Dr. Rick Power installed the new council and the NMI
presidents with a prayer.
We were adjourned and the new District NMI Council met for
and organizational council meeting and lunch.

B. DISTRICT NYI CONVENTION
On February 20, 2015 we held our NYI Convention at Honolulu
First Church of the Nazarene. It was an amazing time of renewal
and celebration! We heard a few stories from various Youth

Leaders on Oahu about what God is doing in the life of NYI in
Hawaii. We are blessed with some amazing NYI Leaders at our
Churches. It is incredible to say the least!
We elected the following four officers at our convention:
