(3) Propeller/applicationsthathavecompliedwiththeterminatingactioninapreviousrevisionofthisServiceBulletinorwiththeterminatingactioninFAAAirworthinessDirective94-17-13areNOTaffectedbythisServiceBulletin.

(1) Metallurgical information increasedtheconcernthattheremaybelittleoperationaltimefromthetimethatacrackbecomesdetectable(atthehubexteriorsurface)untilsubsequentcrackgrowthresultsinbladeseparation.
(2) HartzellPropellerInc.recognizesthatsuchdemandinginspectionrequirementswillcauseaddeddifficultyinmeetingaircraftoperationalcommitments;however,HartzellPropellerInc.believesthatsuchrequirementsarenecessaryinordertomaintainflightsafety.
(3) InHartzellPropellerInc.threeblade“compact”aluminumhubpropellerswiththelubricationfittingholelocatedonthehubshoulder,crackstypicallyoriginateinthethreadsofalubricationfittingholeontheinsideofthehub.Asthecrackspropagatearoundthebladesocket of the hub, thecrack progression acceleratesandresultsinfailureofonehubhalf.Severalincidentshaveresultedinbladeseparation.
(4) This ServiceBulletinimposessevererepetitiveinspectionrequirements.Themorerestrictiverequirementsareplacedonaircraftmodelsthathaveahistoryofcrackedorfailedhubs.Othermodels,suchasthePA-31(310hp),havehadnofailuresbutareaddressedinthisService Bulletin because of their similarity to applications that have hadfailures.Thesemodelshaveamoreliberalinspectionrequirement.
(5) FAAAirworthinessDirective94-17-13wasissuedtoaddressthisissue.

D. Description
(1) ThisServiceBulletinprovidesInstructionsforContinuedAirworthiness(ICA).
(2) Previous revisions to this Service Bulletin,imposeda stringent compliance requirementforcertainaircraftmodelstorequirerepetitiveeddycurrentinspections at 10 hour intervals.
(3) Revision"E"ofthisServiceBulletinprovidedan alternate means of compliance,whichincreasedtherepetitiveinternalinspectiontoaone time 400 hours inspectionwith100hourintervalsthereafter;however,italsorequireddisassemblyandreworkofthepropeller.
(4) Thisrevisionintroducesanadditionaloptionalterminatingactionfortheaffectedpropellermodelstopermitmodificationtoanoil-filledconfigurationandremovestheon-wingdyepenetrantinspection.

3. AccomplishmentInstructions
A. HubVisualInspection
(1) Visualinspectionofthelubricationfittingholeonthepropellerhubmaybeperformedon-wingwithoutremovingthepropellerfromtheengine.
(2) Thevisualinspectionmaybeaccomplishedbyeitheracertifiedaircraftmechanicoracertifiedpropellerrepairstation.
(3) Removethespinnerdomeinaccordancewiththeapplicablepropellerowner'smanual.
(4) Removethecapsfromthelubricationfittings.Do not remove the lubrication fittings.
(5) Visuallyexaminethe hub surface for traces of grease before cleaning.

NOTE: TheAeroshell#6greaseusedinthepropellersismildlyfluorescent.Althoughnotarequirement,inspectionusingaBlacklight(asisusedwithdyepenetrantinspection)wasfoundtobeausefulaidinperforming the visual inspection.
(a) Acrackusuallyinitiatesatthelubricationfittingholeandpropagatesperpendiculartothebladearoundthebladesocket.
(b) Acrackmayinitiateoneitherhubhalffromanyofthesixlubricationfittingsholes.
(8) Ifpaintwasremovedduringthecleaningprocess,applychemicalconversioncoatinginaccordancetoHartzellPropellerInc.StandardPracticesManual202A (61-01-02) to the inspection area before returning the propeller to service. Donotpainttheareaifpaintwasremoved.

(2) ThisEddyCurrentinspectionmaybeaccomplishedbyeitheracertifiedaircraftmechanicorpersonnelfromacertifiedpropellerrepairstationthatmeetthepersonnelrequirementsspecifiedintheEddyCurrentInspectionchapteroftheHartzellPropellerInc.StandardPracticesManual202A(61-00-02).
(3) Performaneddycurrentinspectionofthehubinaccordancewiththe"AluminumHubLubricationFittingHoleInspectioninEddyCurrentInspection"intheEddyCurrentInspectionchapteroftheHartzellPropellerInc.StandardPracticesManual202A(61-00-02).
(4) Ifnotpresent,usingametalimpressionstamp,stamptheletter"E"asasuffixletter to the propeller serial number on each half of the propeller hub.
(5) Makealogbookentrytoindicatecompliancewiththe"EddyCurrentInspection"in this Service Bulletin.
C. DyePenetrantInspection
(1) PerformadyepenetrantinspectioninaccordancewiththePenetrantInspectionchapteroftheHartzellPropellerInc.StandardPracticesManual202A (61-00-02).

E. Terminating Actions
(1) HubReplacementInstructions
(a) Hubreplacementmustbeperformedbyqualifiedpersonnelatacertifiedpropellerrepairstationwiththeappropriaterating.Replacementoftheexistinghubwithahubthathasthelubricationfittingholeslocatedatthehub parting line is terminating action for this Service Bulletin.
(b) AhubremovedfromanaircraftapplicationorengineaffectedbythisServiceBulletin,asdefinedinEffectivity,section1.A.(1),mustnotbereusedonanotheraircraftapplicationthatdoesnothavesuchinspectionrequirements.Ahubremovedfromanaffectedaircraftorenginemusteitherbeinstalledonanotheraffectedapplicationorengine,orberetiredfromserviceinaccordancewithHartzellPropellerInc.StandardPracticesManual202A(61-01-02).
(c) Forspinnerbulkheadmodificationorreplacementpartnumbers,refertotheRepairandModificationchapterofHartzellPropellerInc.MetalSpinnerMaintenanceManual127(61-16-27).
(d) MakeanentryinthepropellerlogbookindicatingcompliancewiththeHubReplacementInstructionsasterminatingactionforthisServiceBulletin.
