The amount of change in the Washington CountyAdministration Department over the past year goesbeyond the person leading it.
County Administrator Joshua Schoemann updated theCounty Board on changes in the department during apresentation at the Dec. 9 board meeting. Schoemannsucceeded Doug Johnson in leading the administration,
and one of the changes involved changing the job titlefrom administrative coordinator to county manager.
Schoemann noted that besides him coming on board,changes that have or are occurring include a new humanresources director, medical examiner, planning and parksadministrator, health officer, and facilities manager.
Although these various changes in key leadershipwill no doubt shake up the way weve always donethings, it is my sincere belief that each new hire will pro-vide an opportunity to look at things from a new perspec-tive, Schoemann stated in the written report. I am confi-dent that this new perspective will result in great things forthe future of our county and the services provided to ourcitizens.
A key change occurred in facilities management, asthe county is ending its facilities management contractwith Johnson Controls, which has worked with the countyin various capacities for three decades, with Racine-

I want to thank all of the employeesfrom Johnson Controls over the years whohave worked for the county. Many over allthat time have done an incredible jobmaintaining these buildings and keepingeverything operational, Schoemann said.
Schoemann said the county reached
an agreement with Johnson Controls underwhich the county will be able retain a fewJohnson Controls employees in their cur-rent county positions. Meanwhile, thecounty will seek to fill out other positions.
Schoemann also mentioned grants thatthe Office of Emergency Management hasreceived, including a recently-approvedgrant from the Federal EmergencyManagement Administration (FEMA) todevelop an all hazards mitigation plan. Hesaid the grant will assist local municipali-ties in planning for a variety of potentialincidents.
In summarizing the 2015 budget,Schoemann said it achieved the lowestcounty tax rate in three decades, the low-est tax levy in a decade, and reduced the
debt obligation by $1.5 million. He addedthat was done while accounting for a 2percent employee pay plan adjustment.
Its a testament to the County Boardthat you approved a budget that allocatesthat kind of funding and shows the invest-ment in human capital and the most valu-able resources at the county, our employ-ees, Schoemann said.
During questioning by board members,Schoemann said the $1 million reductionin the tax levy was due in part to retiring$1.5 million in debt ($500,000 in annualpayments) and changes in the facilitiesmanagement contract. In addition, therewere changes in the countys health insur-ance package.
Were living within our means andmanaging our budget at the same time,Schoemann said.
When asked about any potential futurechanges, Schoemann said there will be aneed to look at priorities for county opera-tions.
Where do we want to spend dollars?Is it transportation, is it public safety, is itpublic health what is it? You have to setsome priorities based on that, because oth-erwise you cant keep having these type ofreductions, its not feasible, Schoemannsaid. Thats where priority-based budget-ing, or a concept like it, can help.
