Washington County AdministratorJoshua Schoemann will continue togather information on priority basedbudgeting, though not all members ofthe county Executive Committee areready to commit to it yet.
During the Jan. 20 committeemeeting, Schoemann said prioritybased budgeting will be on the agen-da for the February committee and onthe agenda for the March CountyBoard meeting. Schoemann indicated
that looking at the priority basedbudgeting program that was present-ed the previous month would costapproximately $45,000. He said thatcost would include strategic planning,results mapping and an Internetbased program that will provide ana-lytics for the budgeting.
If supported by county electedofficials, Schoemann said the planwould be for county staff to dive into strategic planning and prioritybased budgeting in May or June.
Schoemann said that, if supportedby the board, priority based budgetingwould give him a clear set of prioritiesfrom the County Board as he starts onplanning for the 2016 budget.
Schoemann cited the situation at
budget time where he has to choose
between hiring for one position oranother.
I have no basis to make that deci-sion today other than what I feel,what my gut is there is no guide-line. Im trying to guess what 30 peo-ple (on the County Board) think,Schoemann said. Where am I goingto get the 16 votes?
Schoemann said that with prioritybased budgeting, he has the priorityon which to base such a decision. Healso said priority based budget wouldprompt the county to inventory all itsprograms, upon which those pro-
grams could be measured based onthe priorities.
Youve got a month to sell me,County Board Chairman Herb Tenniessaid to Schoemann about prioritybased budgeting. Im not completelysold on it yet, Im investigating it a lit-tle bit more. Im not saying Im againstit and Im not saying Im for it. But Imin between right now.

Tennies said that initial researchhe did on the subject indicated thatpriority based budgeting has beenused in California.
Supervisor Donald Kriefall notedthat the County Board is examiningcommittee and department structures.
Its a great time to look at it and
I think priority based budgeting is theway to go, he said.
Kriefall added that a lot of gov-ernments and organizations that havegone to priority based budgeting areones that are in trouble and thathave gone to it to get their budgets inline.
Right now were doing great, butwe can do better, and this is the wayto do it, Kriefall said.

The Schauer Center is hosting theirthird annual Season Sneak Peek onSunday, Jan. 25 at 1 p.m. The free presen-tation in Pikes Peak gives the community achance to preview some of the artists theSchauer Center is considering for the2015-16 performing arts series. Attendeesare invited to ask questions, share theirinput, and play a part in crafting next sea-sons line up.
With the Ruth A. Knoll Theater and
Pikes Peak room, the Schauer Center pres-ents more than 35 performances annually
as a part of their Mainstage, Family,Cabaret, and Tikes in Pikes series. Eachseason, over 20,000 patrons witness thehigh-caliber talent and artistry of musi-cians, actors, comedians, and dancersfrom all over the world.
Frequently we receive suggestionsabout which performers to bring to theSchauer Center and we try to offer some-thing for everyone, states ExecutiveDirector Brenda Lee Johnston, but there
are many variables to considerartist fees,tour dates, popularity, artistic value. In alot of ways, its like putting together a giantpuzzle.
The Sneak Peek is the perfect oppor-tunity to have both season subscribers andfirst time visitors make recommendationsfor what will appear on stage next year,

Operating while intoxicated A 45-year-old Thiensville man was
arrested for operating while intoxicated-first
offense at 10:35 p.m. Jan. 16 after he wasstopped for speeding at Paradise Drive andHighway 45.The driver was found to beintoxicated, failed the field sobriety testsand was cited. He was placed in jail on a12-hour hold.
Disorderly conduct
Two subjects were arrested for disor-derly conduct and recklessly endangeringsafety at 2:26 a.m. Jan. 11 as a result of anincident on the southwest side of the city. A27-year-old West Bend man becameinvolved in an argument with his girlfriendwhen he found out she had been talking
with a former boyfriend, a 23West Bend man. During the albetween the 27-year-old and thethe 23-year-old male arrived. The became involved in an altercatiowhich both subjects produced a knmales were placed in jail.
