Biography of Stuart Hart (20 September 1923 – 23 October 2016)
Stuart was born in Huddersfield in the north of England and left school in the early war years
aged 16 to become a trainee engineer with the Stockon-on- Tees Council. The Recruiting
Board allowed him to complete an engineering degree and then directed him to the Ministry
of Aircraft Production.
After the War and additional professional qualifications he worked in war-damaged
Plymouth where he met his wife Pamela, a teacher from Cambridge. They were married in
Bristol and their three children were born in Leamington Spa
Stuart was working for the Fife County Council in Scotland when he was appointed SA’s
State Planner, with the principal task of preparing a plan to guide the growth of Metropolitan
Adelaide
There was intense public interest and concern about Adelaide’s future in the late 1950’s.
Migrants were flooding in, Elizabeth’s first houses were being built, Marion’s almond
Trees were disappearing and land on the face of the Adelaide Hills was being quarried and
subdivided
The Metropolitan Development Plan that Stuart and his team prepared was submitted to State
Parliament in 1962 and its basic recommendations continue to guide Adelaide’s expansion
The award of a study fellowship enabled Stuart to observe town planning in the USA during
1963. The family went with him, the children continuing their education by correspondence
course with Adelaide.
Subsequently, completely new planning legislation enabled planning measures to be
introduced throughout the state. Some of the principle matters with which Stuart was closely
involved included establishing the Hill’s Face Zone, The Metropolitan Adelaide Transport
Study MATS, selecting the site for the new town of Monarto, the Heysen Trail, location of
the Festival Centre and establishing local government in Whyalla
Stuart’s public service was recognised in the 1983 Queen’s New Year’s Honours List by the
award of Companion of the Imperial Service Order (ISO). He received a Centenary Medal in
2003 and was appointed an Officer of the Order of Australia (AO) in 2012
Stuart and Pamela joined the Australian retired Person’s Association ARPA (SA) following
his retirement in 1983, and he was elected to the Council in 1984. He drafted a new
constitution and served 6 years as President. Stuart wrote a monthly article for the ARPA
News on a wide variety of subjects for many years. He published a book of his articles at age
87.

Stuart, a long serving Rotarian, was District Governor in 1986-87 and a Paul Harris Fellow.
He served as chairman of the Heart Arthritis Door Knock Appeal, a member of the Properties
Committee of the National Trust and the Office for the Older Persons Advisory Committee.
He edited the Government’s 10 Year Plan for the Aging in 1996. He was a board member of
the Independent Living Centre, the Council on the Aging COTA and Deputy Chair of the
Aged Rights Advocacy Service ARAS.
Pamela was a kindergarten director and as an accomplished public speaker was active in
Adult education and many community organizations. The have two sons, a daughter and four
grandchildren.
