The Harris County Commissioners Court is a five-member elected
body responsible for the general administration of county business. as a county agency, the Juvenile Probation Department receives
most of its annual budget from the Commissioners Court. in CY 2019,
$78,252,376.56 was allocated for staff salaries, direct client services, county
facilities and general operating expenses.
The Commissioners Court also determines county personnel regulations and sets operational guidelines followed by the department. Commissioners Court support enables the Juvenile Probation
Department to provide services to thousands of at-risk youth and their
families each year.
The Harris County Juvenile Board is the governing body of the Juvenile Probation Department. it also serves as the school board for the Juvenile Probation Excel
academy Charter School. as mandated by state statute, the Juvenile Board monitors all of the department’s programs, institutional services and residential
placement facilities. The board also sets administrative policies and approves the department’s annual budget prior to submission to Commissioners Court.

The Harris County Juvenile Probation Department is pleased to present the 2019 annual Report. for us, 2019 marked the beginning of transformation for our department and for the local juvenile justice system as a whole. We embarked in initiatives with juvenile justice experts to focus on effective interventions and reducing the system’s reliance on secure confinement.
in 2019, our department re-engaged with the annie E. Casey foundation’s expansion of their Juvenile Detention alternative initiative (JDai) into the deep end of the juvenile justice system. In addition to significantly reducing out-of-home placement, this initiative is grounded in safe and
healthy adolescent development, safe communities, and the elimination of racial/ethnic disparities.
Central to this transformation is establishing community capacity that supports youth and families. Collaborating with the Columbia Justice Lab enables us to build on the experience of researchers, policy makers, advocates, and justice involved people that can help us accelerate this goal.
in the spring of 2019, a group of Harris County stakeholders participated in the Reducing Racial and Ethnic Disparities in Juvenile Justice Certificate Program with the Center for Juvenile Justice Reform at Georgetown University. This group included representatives from the offices of the Harris County District Attorney and Public Defender, the office of County Commissioner of Precinct 1, a Juvenile Court judge, the Racial Disparity & fairness administrator, and this department. This program provided instruction from national experts on cutting edge ideas, policies, and practices to reduce racial and ethnic disparities in juvenile justice systems.
While this transformation is in its early stages, these efforts are beginning to have a significant impact. Commitments to the Texas Juvenile Justice Department for 2019 fell 72% from the previous year. in the same period, 24% fewer young people were placed in our post-adjudicated facilities. We reduced our secure residential facility capacity by closing one of our post-adjudicated facilities. additionally, there has been an increase in the number of diversion programs available to youth, thus minimizing their involvement in the system.
Our department is committed to ensuring the Harris County juvenile justice system is one that promotes community safety, fairness, and accountability on all sides. Continuing to work with our partners while creating space to foster new connections are at the forefront of our work and we are excited to see what the next year brings.

Definition of Detention: Detention is the temporary and safe custody of juveniles. Generally, secure detention should be utilized for youth who, by nature of their offense(s) or conduct, are found to be a danger to self/others, or are believed to be a flight risk. Less restrictive alternatives to secure detention are preferred.
