Why Harmonize?
Harmonize, when in the public interest:• Common hardware and software across regions can reduce development
and manufacturing costs– Economies of scale, encouraging private sector investment– Greater accessibility to international markets for suppliers lowers costs
and expands service for consumers• Improved interoperability across borders facilitates safety and commerce• Shared research, labor and results reduces costs• Access to best expertise• Accelerates deployment of ITS technologies

Process for Gap Analysis
• Process:
– Identify which standards are needed for interoperability in a complete C-ITS environment and emerging new technologies
– Identify when non-ITS specific standards can be used:
• Recommend available standards to adopt
• Include specific profiles of each standard when known
– Identify where ITS-specific standards are needed, particularly those interfaces that are in the public interest to open up:
• Identify proven standards to adopt
• Identify where adapting extant standards is best
• Identify gaps where there is a need to create new content with sufficient detail so that SDOs can identify how to satisfy it
