Topic Detail Review of HWG minutes

Minutes of HWG from 02nd and 15th December reviewed –minor amendment required to date of the former HWG, otherwise the group had no further comments.

Review of DRs and MCRs from HWG of 15th December

The HSG approved the following MCRs:

- MCR1013 - MCR1030 - MCR1044

The HSG was made aware that: MCR1013 Suppliers will receive data in an alternative report format MCR1030 NIAUR met with Networks and Suppliers and is waiting on their view on costs. NIAUR to get back to HSG in January 2011. (Note: NIAUR have subsequently confirmed a quarterly reading cycle) MCR1044 Flexibility would be introduced into the reading window The following was noted in relation to DRs. DR 1031 Long discussion took place – CER asked for more time to consider implications for Prepayment meters in ROI. As decision is required before Christmas in order to avoid delaying the project and associated costs, the CER agreed to get back to HSG group via email by Wednesday 22nd December . (Note: CER have subsequently approved this DR). DR1042 – Whether a visit or a phone call is still being considered and will need to come back on this. Malcolm Rowley said that NIE had advised that issues pertaining to the collection of accurate meter readings from the customer over the phone meant that the majority of configuration changes would require a site visit.

Forthcoming HSG Wednesday 26th January at CER offices RoI timeline An indicative timetable for implementation of the harmonised schema in the RoI will be provided to the HSG by

ESB Networks at the end of February 2011.

• Change Request – Suppliers will no longer be able to request a non-visit keypad

meter configuration in NIE– Will improve the accuracy of site configuration and subsequent

Harmonisation Baseline (HBL) Update Planning

• Approach to Updating HBL – All approved MCRs above are in scope for inclusion in a revised

Harmonisation Baseline and are currently available on the RMDS website

– Other than these, only Regulatory or emergency changes will be considered for inclusion

– MCRs 0178, 0180, 1024 and 1040 are planned for implementation in ROI in June 2011

– A cross-jurisdictional team will work on applying all MCRs in scope to the common elements of the existing HBL

– The jurisdiction-specific elements will remain the responsibility of individual jurisdiction-specific teams

• Outlook – Work kicks off with an HRDS planning / scoping meeting on 20th

January– An outline schedule for the HBL work will be presented at the next HWG
