• Hanford played a pivotal role in the nation’s defense for more than 40 years, beginning in the 1940s with the Manhattan Project.

• Approximately 580 square miles.

• Located along the Columbia River in Southeastern Washington State.

• Today, under the direction of DOE, Hanford is engaged in the world’s largest environmental cleanup project, with a number of overlapping technical, political, regulatory, financial, and cultural issues.

Provided potential Offerors an early opportunity to review the preliminary OCI analysis as it relates to the PWS, understand how it might affect their teaming arrangements, and allow them the opportunity to provide early feedback to DOE. Industry is encouraged to comment on the CO’sPreliminary OCI analysis by January 8, 2018.

Draft RFP released to industry November 21, 2017.

Industry is encouraged to comment on the Draft RFP (with the exception of the cost models) by January 8, 2018.

Alternate Cost Model released to industry December 12, 2017.

Industry input for the cost models (cost model in DRFP and alternate cost model) is requested by January 19, 2018.

DOE will carefully consider comments/input received in response to theDraft RFP as well as the Alternate Cost Model in preparing the Final RFP.However, DOE is not required to officially respond to verbal or writtenquestions or comments pertaining to the Draft RFPor the Alternate Cost Model.

DOE intends to respond to individual inquiries submitted regarding the CO Preliminary OCI analysis. DOE also intends to post a CO Final OCI analysis in advance of the Final RFP.

• HMESC Draft RFP incorporates identified process improvements from the EM Acquisition Initiatives following the 2016 Acquisition Workshop:

1. Streamlining Cost Proposals,

2. Improving Past Performance Evaluations, and

3. Increasing Small Business Involvement.

• EM is attempting to gain consistency across procurement actions in these identified areas, including streamlining initiatives where possible.

• EM is continuing to be as transparent and collaborative as possible with industry regarding these initiatives.

• Primary takeaway for industry is to understand these initiatives, look to identify these items in Draft RFPs, and provide feedback to the procurement teams.

• At the September 2017 EM Acquisition Workshop an update to these initiatives was presented. A copy of the 2017 workshop presentation will be posted to the HMESC website (Pre-Sol. tab) for reference.

• Industry will have 60 calendar days from the date the Final RFP isreleased to prepare and submit a proposal to DOE.

• The proposal shall consist of three separate volumes:

Volume I – Offer and Other Documents.

Volume II – Technical and Management Proposal.

Fee (CPAF CLINS 0004, 0005, 0006 series):• Available Award Fee may consist of up to 40 percent as

subjective award fee criteria, and the remaining balance is in objective PBIs for a total of 100 percent.

• No Base Fee under this Contract.

• Provisional Fee Payments are anticipated for both subjective award fee and objective performance incentives.

Task Orders (IDIQ CLINs 0007 and 0008 series):

• May be issued as Fixed-Price or Time and Materials underthe IDIQ CLIN(s).

B.10 Allowability of Subcontractor Feea. If the Contractor is part of a teaming arrangement, as defined in FAR Subpart

9.601(1) entitled, Contractor Team Arrangements, the team shall share in the

total fee as shown in Table B-2. Separate, additional, critical subcontractor fee is not an allowable cost under this Contract for individual team members, or for

a subcontractor, supplier, or lower-tier subcontractor that is a wholly-owned, a majority-owned, or an affiliate of any team member.

b. The subcontractor fee restriction in paragraph (a) above does not apply to members of the Contractor’s team that are: (1) small business(es); (2) Protégé

firms as part of an approved Mentor-Protégé relationship identified in the Contractor’s Diversity Plan as per the Section H clause, DOE-H-2046 entitled,

Diversity Program; (3) subcontractors under a competitively awarded firm-fixed price or firm-fixed unit price subcontract; or (4) commercial items as defined in

FAR Subpart 2.101, Definitions.

c. To the extent the Contractor relies on any of the exceptions in paragraph (b)

above, CO written concurrence that the exception applies must be obtained.

B.12. Small Business Subcontracting Fee Reduction

• Fee may be reduced if the Contractor does not meet any or all subcontracting goals per the Section H clause entitled, Subcontracted Work, the Contractor’s Small Business Subcontracting Plan, and required Mentor-Protégé Agreements (evaluated at the end of each contract period).

Note: The prime contractor’s performance in these areas will also be evaluated on an annual basis via the PEMP and CPARS process.

• This clause was Identified Process Improvement of the EM HCA Charge for Increasing Small Business Involvement, to place emphasis on the Contractor’s performance in meeting approved small business subcontracting goals.

• The percentage goals established in the Section J, Attachment J-6, SmallBusiness Subcontracting Plan, will remain in effect for the duration of theContract.

• This Contract is subject to the Service ContractLabor Standards (SCLS) Statute (formerly known as the Service Contract Act of 1965).

H.49 DOE-H-2070, Key Personnel:• The Offeror shall propose four required key personnel. Only one

individual may be proposed for each key personnel position.

L.8 DOE-L-2001, Proposal Preparation Instructions– General

(a)Definitions

(1)Offeror. The term “Offeror”, as used in this Section L, refers to the single entity submitting the proposal. The Offeror shall be a legal entity separate from its parent organization(s), whose sole purpose is to perform the Contract, in accordance with the clause DOE-H-2015 entitled, Separate Corporate Entity. The Offeror may be a single corporation or a “Contractor team arrangement” as defined in FAR 9.601, for example, a limited liability company, limited liability partnership, joint venture, or similar entity or arrangement. • CLINs 0004, 1004, and 2004 – Infrastructure and Site Services: These CLINs cover the costs and fee associated with the work scope defined in Section C.4. A portion of the C.4 work

scope includes Usage Based Services (UBS). UBS are services provided in accordance with Section J, Attachment J-3.a or J-3.b, and in accordance with the PWS, Section C.6.

• The unique nature of this solicitation accumulates work in three different charging activities (Direct/Ready-to-Serve [RTS], Self-Consumed, and OHC UBS). In order to facilitate and streamline proposal preparation, placing cost and fee within the applicable charging activities,

the Offeror shall propose costs for the entire scope of work contained within the PWS, Section C.4. Once the proposed costs are computed, the Offeror shall use the allocation percentages, as indicated in the allocation worksheet in Attachment L-6, Allocation Spreadsheet, tab as well as the additional information in i, ii, and iii below to compute the cost and fee for completion of Section B.

i. Direct/RTS – The Offeror shall not propose an award fee exceeding 6.5 percent. ii. Self-Consumed – The Offeror shall not propose an award fee exceeding 6.5 percent. iii. OHC UBS – The costs and fee will be transferred to CLINs 0006, 1006, and 2006 and the

Offeror shall not propose an award fee exceeding 5 percent.

current labor positions currently employed by the site. The DOE provided fringe benefits include Paid Time Off (PTO) and payroll taxes. PTO consists of vacation, sick, holiday, and site specific paid absences, more

specifically 80 hours of holiday site closure pay, site specific paid absences (jury duty, family death, weather closures/releases, etc.), and the annual raise effect on the inherited absence liability pool. The PTO rate is in accordance with the HSSA, HGU, and HAMTC agreements and the proposed non represented paid sick and vacation compensation packages.

Payroll taxes consist of employer’s portion of Federal Insurance Contribution Act (FICA), Medicare Payroll Tax, Federal Unemployment Tax Act (FUTA), and State Unemployment Tax Act (SUTA).

• Other fringe benefits including the Hanford Site Pension Plan, Hanford Site Savings Plan, and Hanford Employee Welfare Trust medical benefits are Government Furnished Costs (GFC). GFCs for these fringe benefits are provided in CLINs 0002, 1002, and 2002.

M.9 DOE-M-2012, Basis for Award:The Government intends to award one contract to the responsible Offeror whose proposal is determined to be the best value to the Government. The evaluation factors for the Technical and Management Proposal will be adjectivally rated. The Cost/Price evaluation factor will not be rated, however the evaluated price will be used in determining the “best value” to the Government. The Government is more concerned with obtaining a superior Technical and Management Proposal than making an award at the lowest evaluated price. However, the Government will not make an award at a price premium it considers disproportionate to the benefits associated with the evaluated superiority of one Offeror’s Technical and Management Proposal over another. Thus, to the extent that Offerors’ Technical and Management Proposals are evaluated as close or similar in merit, the evaluated price is more likely to be a determining factor in selection for award.
