A REMINDER TO ALL CLUBS After every game is played, abandoned or postponed, it is the duty of the Home club to text the result to www.thefa.com/FULLTIME by 2pm for a morning kick off, 6pm for afternoon kick offs and 10pm for evening matches or be fined £5. The usual text message facility will not work for County Cup games. Instead please text your result to 07914114611 at the end of the game. Example: Real Madrid 4 Rapid Vienna 2.Both Home and Away teams must send in the result and it has to be clear which teams are involved, this must be done by 6pm or be fined £5.Scoresheets must be FULLY completed by both Home and Away clubs and forwarded electronically to the Registrar, Mike Wilson or delivered to him at 13 Whimbrel Way, Trafalgar Park, New Waltham, Grimsby, DN36 4YX within four clear of the game taking place. It is advisable that Club Secretaries, on completion of the game, ask the referee his name and also the time of kick off for the purposes of the scoresheet. Scoresheets can be obtained off the League website.

LEAGUE RULESNOMENCLATURE AND CONSTITUTION

1. (A) This Competition shall be designated the Grimsby, Cleethorpes & District Sunday Football League and shall be known as The South Bank Alarms Sunday Football League and shall consist of not more than 130 Clubs approved by the sanctioning authority.

(B)All such Member Clubs must be affiliated to an affiliated County Football Association and their names and particulars shall be returned annually by the appointed date on the Form “D” to the Lincolnshire County Football Association. The area covered by the Competition Membership shall be 25 miles radius of the Grimsby Minster.

This Competition shall apply annually for sanction to the Lincolnshire Football Association and

the constituent teams of Member Clubs may be grouped in divisions, each not exceeding 15 in number (C) This Competition shall only permit one team from a Club to participate in the same division

unless there is no viable alternative because of logistical issues and/or reasons linked to participation and geographical boundaries. This Competition will obtain the prior approval of the sanctioning Association in the event of a division comprising of more than one team from the same Club. The Competition will ensure that, where permission is given, teams from a Club operating in the same division are run as separate entities with no interchange of players other than via transfers of registration in accordance with Competition Rules

(D) Inclusivity and Non discrimination

(!) This Competition and each Member Club must be committed to promoting inclusivity and to eliminating all forms of discrimination. (!!) This Competition and each member Club does not and must not(by its rules or regulations or) in any manner whatsoever unlawfully discriminate against any person within the meaning and the scope of the Equality Act 2010 or any law, enactment, order or regulation relating to discrimination (whether by age, gender ,gender reassignment, sexual orientation, marital status, race, nationality, ethnic origin, colour, religion or belief, ability or disability or otherwise). (!!!) This Competition and each Member Club must make every effort to promote equality by treating people fairly and with respect, by recognising that inequalities may exist, by taking steps to address them and by providing access and opportunities for all members of the Community, irrespective of age, gender, gender reassignment, sexual orientation, marital status, race nationality, ethnic origin, colour, religion or belief ,ability or disability or otherwise.

(E) As an FA Charter Standard League this competition all its Clubs to have achieved FA

Charter Standard League status by 2014 (two years from when Charter Standard was awarded to the Competition). The League management Committee may expel any Club that has failed to achieve Charter Standard status by this date. New Member Clubs have one year to achieve the Charter Standard club award. The League has the right to refuse membership to a Club if it fails to demonstrate commitment to achieving the award.

(F)This Competition and its Clubs shall support the FA’s Respect programme. As such it

recognises that everyone in football has a collective responsibility to create a fair, safe and enjoyable environment in which the game can take place. A Respect League values the contribution of match officials, players and spectators and ensures that they are treated with courtesy and fairness by opposing players, club officials and spectators. The League and its Clubs will seek to play fixtures in a fair, competitive but not antagonistic environment.

Member Clubs shall not enter any of their teams playing in the Competition in any other

Competitions (with the exception of F.A. and County F.A. Competitions) except with the written consent of the Management Committee of the Competition.

(G) At the Annual General Meeting or a Special General Meeting called for the purpose, a

majority of the delegates present shall have power to decide or adjust the compilation of the divisions at their discretion. When necessary this Rule shall take precedence over Rule 12.

ENTRY FEE, SUBSCRIPTION, DEPOSIT 2. (A) Applications by Clubs for admission to this Competition or the entry of an additional

team(s) must be made in writing to the Secretary and must be accompanied by an Entry Fee of £10 per team which shall be returned in the event of non-election.

At the discretion of a majority of the accredited voting members present applications, of which due notice has been given, may be received at the Annual General Meeting or a Special General Meeting. The Entry Fee shall apply.

When Rule 12(B) is applied’ or a team seeks a transfer or is compulsorily transferred to another division no Entry Fee shall be payable.

(B) The Annual Subscription shall be £10 per Team payable on or before the 1st May in each year.

(C) Each Club shall within 7 days of election pay a deposit of £10 which shall be

returnable to Clubs on leaving the Competition provided they have fulfilled their fixtures and complied with all orders of the Management Committee.

(D) A Club shall not participate in this Competition until the Entry Fee, Annual

Subscription and Deposit have been paid. (E)Each Club must advise annually to the Secretary, in writing, by 1st June of its

Lincolnshire County Football Association affiliation number for the forthcoming Season, Clubs must advise the Secretary in writing, or on the prescribed form, of details of its Headquarters, Officers and any other information required by the Competition.

OFFICERS

3. The Officers of the Competition shall be determined by the Annual General Meeting and elected thereat. (N.B. Auditors/Verifiers are not Officers). The Committee may, at its discretion, nominate a person or persons to become Life Members. Life Members of the League shall be persons who have served as a member of the Committee for not less than 15 years in total.

MANAGEMENT, NOMINATION, ELECTION

4. (A) The Competition shall be governed in accordance with the Rules and Regulations

of The Football Association by a Management Committee comprised of the Officers and five members who shall be elected at the Annual General Meeting. All Participants shall abide by The Football Association Regulations for Safeguarding Children as determined by The Association from time to time.

(B) Retiring Officers shall be eligible to become candidates for re-election without

nomination. All other candidates for election as Officers or Members of the Management Committee shall be nominated to the Secretary in writing, signed by the Secretaries of two Member Clubs, not later than 1st May in each year. Names of the candidates for election shall be circulated with the notice of the Annual General Meeting. In the event of there being no nomination in accordance with the foregoing for any office, nominations may be received at the Annual General Meeting

(C) The Management Committee shall meet at least quarterly. On receiving a requisition signed by two-thirds of the Members of the Management

Committee the Secretary shall convene a meeting of the Committee.

(D) Except where otherwise mentioned all communications shall be addressed to the Secretary who shall conduct the correspondence of the Competition and keep a record of its proceedings.

(E) All communications received from Clubs must be conducted through their nominated Officers.

POWERS OF MANAGEMENT 5. (A) The Management Committee may appoint sub-committees and delegate such of

their powers as they deem necessary. The decisions of all sub- committees shall be reported to the Management Committee for ratification. The Management Committee shall have power to deal only with matters within the Competition and not for any matters of misconduct that are under the jurisdiction of the Football Association or affiliated Association

(B) Subject to the permission of the Lincolnshire County Football Association having

been obtained the Management Committee may order a match or matches to be played each season, the proceeds to be devoted to the funds of the Competition and, if necessary, may call upon each Club (including any Club which may have withdrawn during the season) to contribute equally such sums as may be necessary to meet any deficiency at the end of the season. (See Rule 6(e)).

(C) Each Member of the Management Committee shall have the right to attend and

vote at all Management Committee Meetings and have one vote thereat, but no Member shall be allowed to vote on any matters directly appertaining to such Member or to the Club so represented or where there may be a conflict of interest. (This shall apply to the procedure of any sub-committee).

In the event of the voting being equal on any matter, the Chairman shall have a

second or casting vote. (D) The Management Committee shall have powers to apply, act upon and enforce

the Rules of the Competition and shall also have jurisdiction over all matters affecting the Competition, including any not provided for in the Rules.

With the exception of Rules 5(i), 6(h), 10(a), 11 and 19, for all breaches of Rule a

formal written charge must be issued. The respondent shall be given seven days from the date of notice to reply to the charge and given the opportunity to:-

(i) Accept or deny the charge (ii) Submit in writing a case of mitigation, or (iii) Put their case before the Management Committee. All breaches of the Laws of the Game, Rules and Regulations of The Football

Association shall be dealt with in accordance with F.A. Rules by the appropriate Association.

With the exception of Clubs playing at Step 7 of the Football Pyramid and the FA

Women’s Premier League, the maximum fine permitted for any breach of a Competition rule is £250 and, when setting any fine, the Competition must ensure that the penalty is proportional to the offence, taking into account any mitigating circumstances.

(E) All decisions of the Management Committee shall be binding subject to the right of appeal in accordance with Rule 16.

Decisions of the Management Committee must be notified in writing to those concerned within 7 days.

(F) Six Members of the Management Committee shall constitute a quorum for the transaction of business of the Management Committee and three Members shall constitute a quorum for the transaction of business by any sub-committee of the Competition.

(G) The Management Committee, as it may deem necessary, shall have power to fill in an acting capacity, any vacancies that may occur amongst their number.

(H) A Club having failed to comply with an order or instruction of the Management

Committee, or failing to satisfactorily attend to the business and/or the correspondence of the Competition, shall be liable to be fined or otherwise penalised at the discretion of the Management Committee.

(I) All fines and charges shall be paid within 14 days of the date of posting of the

written notification. Any Club failing to do so will be fined a maximum of £50. Further failure to pay the

fine including the additional sum within 14 days will result in fixtures being withdrawn until such time as the outstanding payments are settled.

(J) A member of the Management Committee appointed by the Competition to attend

a meeting or match may have any expenses incurred refunded by the Competition.

(K) The Management Committee shall have the power to fill any vacancy that may

occur in the membership of the Competition between the Annual General or Special General Meeting called to decide the constitution and the commencement of the Competition season.

(L) The business of the Competition as determined by the Management Committee

shall be transacted by electronic mail or facsimile.

ANNUAL GENERAL MEETING 6. (A) The Annual General Meeting shall be held not later than 1st August in each year.

At this meeting the following business shall be transacted provided that at least 30% Members are present and entitled to vote:-

(i) To receive and confirm the Minutes of the preceding Annual General Meeting.

(ii) To consider any business arising therefrom. (iii) To receive and adopt the Annual Report, Balance Sheet and Statement of Accounts. (iv) Election of Clubs to fill vacancies (as recommended by the Management Committee). (v) Constitution of the Competition for ensuing season. (vi) Election of Officers and Management Committee. (vii) Appointment of Auditors. (viii) Alteration of Rules, if any (of which notice has been given). (ix) Fix the date for the commencement of the season and kick off times applicable to the Competitions.

The kick off times shall be as follows; morning matches 10-45 (up to five matches designated by the Fixture Secretary to kick off at 10am at Bradley), afternoon matches 2-15pm, evening matches at 6-30pm. Any team turning out later than the specified time shall, failing satisfactory explanation being given, be fined according to the severity of the offence. In the event of a late start preventing the completion of the match, the defaulting Club shall be liable to forfeit the points or the Management Committee may order that the score stands.

(x) Other business of which due notice shall have been given and accepted as being relevant to an Annual General Meeting.

(B) A copy of the duly audited Balance Sheet, Statement of Accounts and Agenda shall be forwarded to each Club at least fourteen days prior to the meeting, and to the Lincolnshire County Football Association(s). (C) A signed copy of the duly audited Balance Sheet and Statement of Accounts shall be sent to the Lincolnshire County Football Association within fourteen days of its adoption by the Annual General Meeting. (D) Each Member Club shall be empowered to send two delegates to an Annual General Meeting. Each Club shall be entitled to one vote only. Fourteen days’ notice shall be given of any Meeting. (E) Clubs who have withdrawn their Membership of the Competition during the season being concluded or who are not continuing Membership shall be entitled to attend but shall vote only on matters relating to the season being concluded. This provision will not apply to Clubs expelled in accordance with Rule 17. (F) All voting shall be conducted by a show of voting cards unless a ballot be demanded by at least two thirds of the delegates qualified to vote or the Chairman so decides. (G) No individual shall be entitled to vote on behalf of more than one Member Club. (H) Any continuing Member Club failing to be represented at the Annual General Meeting without satisfactory reason being given shall be fined £25 (I) Officers and Management Committee members shall be entitled to attend and vote at an Annual General Meeting.

AGREEMENT TO BE SIGNED

7. The Chairman and the Secretary of each Club shall complete and sign the following agreement which shall be deposited with the Competition together with the Application for Membership for the coming season, or upon indicating that the Club intends to compete.

"We, A,_____ _____________of _________________________(Chairman) and B ________________________of _________________________(Secretary) of the

_________________________________Football Club have been provided with a copy of the Rules and Regulations of the ______________________Competition and do hereby agree for and on behalf of the said Club, if elected or accepted into Membership, to conform to those Rules and Regulations and to accept, abide by and implement the decisions of the Management Committee of the Competition, subject to the right of appeal in accordance with Rule 16."

Any alteration of the Chairman and /or Secretary on the above Agreement must be notified to the __________________________County Football Association(s) to which the Club is affiliated and to the Secretary of the Competition.

QUALIFICATION OF PLAYERS 8. (A)(!) Contract players, as defined in Football Association Rules, are not permitted in this

Competition with the exception of those players who are registered under contract with the same Club who have a team operating at higher level at steps 1 to 6 of the National League System. It is the responsibility of each Club to ensure that any Player signing a registration form for that Club has, where necessary, the required International Transfer Certificate. Clearance is required for any Player aged 12 and over crossing borders including Wales, Scotland and Ireland.

(!!)While serving in any Branch of Her Majesty’s Forces, a player must first obtain the consent

of his Association Secretary before signing a registration form to play for a Club. (B) A registered playing member of a Club is one who, being in all other respects eligible,

has:- (i) Signed a fully and correctly completed Competition registration form in ink,

countersigned by an Officer of the Club. Such forms must be submitted to the League Registrar within 3 days of signing or it becomes void. All players shall be registered with the League Registrar at least one hour prior to the commencement of any League match.

(ii)Registration forms may also be submitted to the (Registrations) Secretary by facsimile

machine or electronic mail prior to the player playing. The original document must be forwarded by post within three days of the match to the appropriate Officer.

(C ) (D) A player having taken part in matches for any Club affiliated to any County Football

Association shall not be allowed to join, be transferred to, or sign for a Club in the Competition without first proving to the officials of the intended Club that the player has discharged all reasonable financial liabilities to the previous Club or Clubs, and a Club official may not accept such player's signature without first ascertaining whether such claims have been discharged to the satisfaction of the Club, or Clubs, for which the player last played.

(E) Registration forms can be downloaded from the League website by the Club Secretary.

There will be a charge of £2 for every approved registration. Players registering with the League for the first time must also complete an electronic registration form with the Club Secretary. No player should participate in a game until such time as the registration is approved and displayed on the League website.

(F) The Management Committee shall decide all registration disputes. In the event of a player signing a registration form or having a registration submitted for more

than one Club priority of registration shall decide for which Club the player shall be registered. The (Registrations) Secretary shall notify the Club last applying to register the player of the fact of the previous registration. Any player(s) signing more than one registration form in the same season will be fined £10 and will be suspended from playing in this League until the fine is paid

(G) It shall be a breach of Rule for a player to:- (i) Play for more than one Club in the Competition in the same season without first being transferred. (ii) Having signed for one Club in the Competition, sign for another Club in the Competition in that season except for the purpose of a transfer.

(iii) Submit a signed registration form for registration that the player had wilfully neglected to accurately or fully complete. (H) (i) The Management Committee shall have the power to accept the registration of

any player subject to the provisions of clauses (ii) and (iii) below. (ii) The Management Committee shall have power to refuse, cancel or suspend the registration of any player or may fine any player, at their discretion

who has been charged and found guilty of registration irregularities. (Subject to Rule 16).

(iii) The Management Committee shall have power to make application to refuse or

cancel the registration of any player charged and found guilty of undesirable conduct (subject to Rule 16) subject to the right of appeal to the FA or the relevant County Football Association.

Undesirable conduct shall mean an incident of repeated proven misconduct, which may deter a participant from being involved in this Competition. Application should be made to the parent County of the Club the player is registered or intending to be registered with.

(iv) For a player who has previously had a registration removed in accordance with clause (iii) but has a registration accepted at the expiry of exclusion will be considered to be under a probationary period of 12 months. Whilst under a probationary period, should the player commit a further act of proven misconduct under the jurisdiction of the Competition, (excluding standard dismissals), the Competition would be empowered to consider a further charge of bringing the Competition into disrepute.

(Note: Action under Clause (iii) shall not be taken against a player for misconduct

until the matter has been dealt with by the appropriate Association, and then only in cases of the player bringing the Competition into disrepute and will in any case be subject to an Appeal to the Football Association. All decisions must include the period of restriction. For the purpose of this Rule, bringing the competition into disrepute can only be considered where the player has received in excess of 112 days’ suspension, or 10 matches in match based discipline, in a period of two years or less from the date of the first offence for the team playing in this Competition.

(I) Subject to FA Rule C2 (a) dealing with players without a written contract when a

player desires a transfer, the Club the player wishes to transfer to shall submit a transfer form to the (Registrations) Secretary accompanied by a fee of £5. Such transfer shall be referred by the (Registrations) Secretary to the Club for which the player is registered. Should this Club object to the transfer it should state its objections in writing to the (Registrations) Secretary and to the player concerned within seven days of receipt of the transfer form. Upon receipt of the Club's consent, or upon its failure to give written objection within seven days, the (Registrations) Secretary may, on behalf of the Management Committee, transfer the player who shall be deemed eligible to play for the new Club from such date or 14 days after receipt of such transfer.

(II) For the sake of clarification the following is a note from the F.A. relating to players without a written contract. Following the date of posting of the written notice of approach, or receipt of an acknowledgement, the player may be registered on or after the 8th day and the player must have been registered on or before the 21st day. The approaching Club may not approach the same player a second time in the same playing season. Also, they may only approach one player at a club at any time and a maximum of two per season.

In the event of an objection to a transfer the matter shall be referred to the Management Committee for a decision.

(J) A player may not be registered for a Club nor transferred to another Club in the Competition after 28th February except by special permission of the Management Committee.

(K) A Club shall keep a list of the players it registers and a record of the games in which they have played, and shall produce such records upon demand by the Management Committee.

(L) A register containing the names of all players registered for each Club, with the date of

registration, shall be kept by the (Registrations) Secretary and shall be open to the inspection of any duly appointed Member Club representative at all Management Committee meetings or at other times mutually arranged. Registrations are valid for one Season only.

In the event of a player without a written contract changing his status to that of a contract

player with the same Club, another Club in the Competition or with a Club in another Competition his registration as a player without a written contract will automatically be cancelled and declared void unless the club confirms to the exception detailed in Rule 8(A) (i) In order to play in the League again either for his original Club or for another Club it will be necessary for him to be re-registered as required by this Rule.

(M) A player shall not be eligible to play for a team in any special championship, promotion or

relegation deciding match (as specified in Rule 12(A)) unless the player has played 6 games for that team in this Competition in the current season.

(N) The League reserves to themselves the right to refuse to admit any player to any particular

division. All Clubs entering the League must register a minimum of 15 players by the Commencement of the League Season, and Clubs with more than one team in the League shall register a minimum of 15 players for each team by the commencement of the League season. Players will not be allowed to play for the lower division team(s) of the club unless the player concerned seeks the approval of the Management Committee to re register his status. A player in a lower division team of the Club is allowed to play a maximum of six games for the higher division team and, thereafter, that player’s registration remains with the higher division team.

(O)(i) Any team playing an unregistered or otherwise ineligible player or players may have the

points gained in the match deducted from its total and may be fined and/or otherwise dealt with at the discretion of the Management Committee.

(ii) In addition the team may have further points deducted from its total at the discretion of the Management Committee and may be dealt with in any further manner

which is thought to be fit. (iii) The Management Committee may, at its discretion, award the points available in the

match in question to the opponents, subject to the match not being ordered to be replayed. (The following Clause applies to Competitions involving players in full-time secondary

education):-

(P) (i) Priority must be given at all times to school and school organisations activities. (ii) The availability of children must be cleared with the Head Teachers (except for Sunday Leagues). (iii) To play open age football the player must have achieved the age of 16.

CLUB COLOURS. CLUB NAME 9. (A) Every Club must register the colour of its shirts and shorts with the Secretary by

the Annual General Meeting date who shall decide as to their suitability. Goalkeepers must wear colours which distinguish them from other players and the

referee. No player, including the goalkeeper, shall be permitted to wear black or very dark

shirts. Any team not being able to play in its normal colours as registered with the

Competition shall notify the colours in which they will play to its opponents at least 5 days before the match.

If, in the opinion of the referee, two Clubs have the same or similar colours, the away

team shall make the change. Any team not having a change of colours or delaying the kick-off by not having a change shall be fined £10

The Secretary of the Competition may request shirts to be submitted if complaints are

received as to lack of distinguishing colours, and the Management Committee may refuse to permit any shirts or shorts as they think fit. In all matches shirts must be numbered or a fine of £5 will be imposed.

(B) No Club will be allowed to change its name once it has affiliated to the

Lincolnshire County Football Association.

PLAYING SEASON. CONDITIONS OF PLAY TIMES OF KICK-OFF. POSTPONEMENTS. SUBSTITUTES

10. (A) The Annual General Meeting shall determine the date for the commencement of

the season in accordance with Football Association Rules. Original fixtures arranged by the (Fixtures) Secretary, or at a meeting specially convened for that purpose, to be held no later than 1st August must not be arranged for a date later than seven days preceding the concluding date.

Clubs will be able to access their fixtures on www.thefa.com/FULLTIME (B) All matches shall be played in accordance with the Laws of the Game as

determined by the International Football Association Board.

Clubs must take all reasonable precautions to keep their grounds in a playable condition. All matches shall be played on pitches deemed suitable by the Management Committee. If through any fault of the home team a match has to be replayed, the Management Committee shall have power to order the venue to be changed.

The Management Committee shall have power to decide whether a pitch and/or

facilities are suitable for matches in the Competition and to order the Club concerned to play its fixtures on another ground.

Artificial Football Turf pitches are allowed in this competition providing they meet the required performance standards and are list on the FA’s Register of Football Turf pitches. To meet the criteria a Football Turf pitch must pass a test every three years as defined in the FIFA Quality concept for Football Turf. The home Club is responsible for advising participants of footwear requirements when confirming match arrangements.

(111)Any Club unable to fulfil a fixture or where a fixture has been postponed for any reason must, without delay, give notice to the (Fixtures) Secretary, the Competition Referees Appointments Secretary, the Secretary of the opposing Club and the match officials. Any Club failing to comply shall be dealt with by the Management Committee who may inflict a fine.

The times of kick-off shall be fixed at the AGM. Any Club failing to commence at the appointed time may be fined a sum not exceeding £20or be otherwise dealt with as the Management Committee may determine.

Referees must order matches to commence at the appointed time and must report all late starts to the Competition.

The home team must provide at least two footballs fit for play and the referee shall make a report to the Competition if the footballs are unsuitable. Goal nets must be used.

(C) Except by permission of the Management Committee all matches must be played on the dates originally fixed but priority shall be given to The Football Association and all relevant Parent County Association Cup Competitions. All other matches must be considered secondary. Clubs may mutually agree to bring forward a match with the consent of the (Fixtures) Secretary. The Fixture Secretary has the power to order the bringing forward of any League match to expedite the working of the League. In the case of a revised fixture date, the Clubs must be given by the Competition 5 clear days notice of the match (unless otherwise mutually agreed).

(D) The Secretary of the home Club must give notice in writing of full particulars of the location of, and access to, the ground and time of kick-off to the match officials and the Secretary of the opposing Club at least 5 clear days prior to the playing of the match. The away Club shall seek and acknowledge receipt of such particulars.

Any Club failing to comply with this Rule shall be liable to be fined (E) In the event of a Club playing in any match with less than 10 players they may be fined £5

for each missing player. A minimum of 7 players will constitute a team for a Competition match. Every Club shall play its best available qualified team or Teams in all matches in the competition.

(F)(1) Home and away matches shall be played. In the event of a Club failing to keep its

engagement the Management Committee shall have power to inflict a fine, deduct points from the defaulting Club, award the points from the match in question to the opponents, order the defaulting Club to pay any expenses incurred by the opponents or otherwise deal with them except the award of goals. Not withstanding the foregoing home and away provision, the Management Committee shall have power to order a match to be played on a neutral ground or on the opponent's ground if they are satisfied that such action is warranted by the circumstances.

(11)Any Club with more than one team in the Competition shall always fulfil its fixture within

the Competition, in the following order of precedence:- First Team, Reserve Team, A Team. Clubs in breach of this requirement shall be fined a sum not exceeding £25 or otherwise dealt with by the Management Committee.

(1v)In the event of a match not being played or abandoned owing to causes over which neither Club has control, it shall be played in its entirety on a date to be mutually agreed by the two Clubs and approved by the Management Committee. Failing such agreement and notification to the (Fixtures) Secretary within 7 days the Management Committee shall have power to order the match to be played on a named date or on or before a given date.

(v)The Management Committee shall review all matches abandoned in cases where it is consequent upon the conduct of either or both Teams. Where it is to the advantage of the Competition and does no injustice to either Club, the Management Committee shall be empowered to order the score at the time of the abandonment to stand. In all cases where the Management Committee are satisfied that a match was abandoned owing to the conduct of one team or its Club member(s) they shall be empowered to award the points for the match to the opponent. In cases where a match has been abandoned owing to the conduct of both teams or their Club member(s), the Management Committee shall rule all points for the match as void. No fine(s) can be applied by the Management Committee for an abandoned match.

(V1)The Management Committee shall review any match that has taken place where either or both teams were under a suspension imposed upon them by the Association or Affiliated Association. In each case the team that was under suspension would be dealt with in the same manner as if they had participated with ineligible players in accordance with Rule 8(O) above. Where both teams were under suspension the game must be declared null and void.

(G) A Club may at its discretion and in accordance with the Laws of the Game use 3 substitute

players in any match in this Competition who may be selected from 5 players. The referee shall be informed of the names of the substitutes not later than 5 minutes before the start of the match. This shall be done by the completion of a team sheet to include player’s names and numbers with one copy given to the Referee and one to the opponents. Failure to comply a fine of £5 will be levied.

A player who has been selected, appointed or named as a substitute before the start of the

match but does not actually play in the game shall not be considered to have been a player in that game within the meaning of Rule 8 of this Competition.

(H) The half time interval shall be of 10 minutes duration, but it shall not exceed fifteen

minutes.The half time interval may only be altered with the consent of the referee. (I) The Competition shall require all players and club officials to have signed the FA’s Respect

Codes of Conduct and produce these if so requested by the League management committee. The participating clubs taking part in the fixture shall identify a team captain designated with a

captain’s armband who has a responsibility to offer support in the management of the on-field discipline of his team mates.

Prior to each match the participating teams and officials shall conduct the ‘Respect’

handshake and/or participating teams to offer ‘three cheers’ and handshakes to the opposing team after the match.

REPORTING RESULTS 11. (A) The Registration Secretary must receive within 4 days of the date played, the result of

each Competition match in the prescribed manner. This must include the forename(s) and surname of the team players (in block letters) and also the Referee markings required by Rule 13, or any other information required by the Competition. Failure to do so will incur a fine of £10 and/or the Club being dealt with as the Management Committee decide. The score sheet can be obtained off the League website and must be forwarded electronically to the Registrar or delivered to him within 4 days.

(B) Both Clubs shall text the Result of the match to www.thefa/FULLTIME by 2pm for a 10am

or 10-45am kick off, afternoon matches by 6pm and evening matches by 10pm or be fined £5. All Clubs entering the Lincolnshire Sunday Cup competition must forward their result to the Result Secretary by 6pm on the day of the match(both home and away teams) or be fined £5 for each offence.

(C) The match result notification, correctly completed, shall be signed by a responsible

member of the Club. The Management Committee shall have the power to take such action as they deem suitable against a Club which submits an incomplete or false form or incorrect information.

NB. If the fixed penalty exceeds £20 the Club must be charged as detailed in Rule 5(D).

DETERMINING CHAMPIONSHIP 12. (A) Team rankings within the Competition will be decided by points with three points to be

awarded for a win and one point for a drawn match. The teams gaining the highest number of points in their respective Divisions at the conclusion shall be adjudged the winners. Matches must not be played for double points.

In circumstances where two or more teams are equal on points, team rankings shall be

determined by goal difference where the goals scored against by each club shall be deducted from the goals scored by that club and the largest possible difference shall be placed the highest. In the event of the goal difference being equal the highest placed Club shall be the Club which has scored the most goals .In the event that two or more Clubs have the same goal difference and have scored the same number of goals then the highest placed Club shall be the Club which has won the most matches.

In the event of the two clubs still being equal the Club which has the better playing

record against the other Club in their head to head competition matches during the season will be the highest placed Club.

(B) Automatic promotion and relegation shall be applied for the first two and last two teams in each Division except as provided for hereunder, subject to the

provisions of Rule 1(b). (i) Should one or more teams withdraw from any one Division after the fixtures have commenced an equal number of teams to those withdrawing in that Division shall not be

automatically relegated. (ii) Vacancies occurring after the conclusion of the season may be filled on any of the following

ways: (a) retention of otherwise registered team/s (b) additional promotion of the next ranked team(s) from the Division below (c) election (iii) The last two teams in the lowest Division shall retire, but be eligible for re-election except

as below, and be subject to the conditions of paragraph (B)(1) above. (iv) When a senior team is relegated to a lower Division of which its reserve team is a

member, or entitled to be a member, such reserve team must accept relegation to, or retain its position in, the next lower Division; and should the senior team be relegated to the lowest Division its reserve team automatically retires from the Competition.

(v) Should either or both of the leading teams in any of the Divisions have its senior team in

the next higher Division, promotion shall fall, at the discretion of the General Meeting, to the next highest team or teams in the Division concerned.

(C) In the event of a team not completing 75% of its fixtures for the season all points obtained

by or recorded against such defaulting team shall be expunged from the Competition table.

REFEREES 13. (A) Registered Referees (and Assistant Referees where approved by the FA or County FA) for

all matches shall be appointed in a manner approved by the Management Committee and by the sanctioning Association(s).

Referees must make themselves known to the Home Club Official 30 minutes before the start of the game.

(B) In the event of the non-appearance of the appointed Referee the appointed senior

Assistant Referee shall take charge and a substitute Assistant Referee appointed by the competing Teams. In cases where there are no officially appointed Assistant Referees, the Clubs shall agree upon a Referee. A Referee thus agreed upon shall, for that game, have the full powers, status and authority of a registered Referee. Referees under the age of 16 should not participate either as a Referee or Assistant Referee in any open age competition.

(C) Where Assistant Referees are not appointed each Team shall provide a Club Assistant

Referee. Failure to do so will result in a fine of £5 being imposed on the defaulting Team.The Management Committee may, if they consider it desirable, or upon application by the

competing Clubs, appoint Assistant Referees, if available, to any match and the cost will be shared by the two competing Teams.

(D) The appointed Referee shall have power to decide as to the fitness of the ground in all

matches and the decision shall be final subject to either in the case of a ground of a Local Authority or the owners of a ground, the Representative of that body is the sole arbitor and whose decision must be accepted unless the ground is declared fit for play.

(E)Subject to any limits/provisions laid down by the sanctioning Association Match Officials

appointed under this Rule shall be paid a match fee of £20, Assistant Referees £12 (inclusive of travelling expenses) and any other permitted expenses actually incurred subject to any limits laid down by the sanctioning Association(s).

The Home Club shall pay the Officials their fees and expenses immediately after the match. (F) In the event of a match not being played because of circumstances over which the Clubs

have no control, the Match Officials, if present, shall be entitled to half fee plus expenses. Where a match is not played owing to one Club being in default, that Club shall be ordered to pay the Officials, if they attend the ground, their full fee and expenses.

(G) A Referee not keeping his or her engagement, and failing to give a satisfactory

explanation as to their non-appearance, may be reported to the Association with which he or she is registered.

(H) Each Club shall, in a manner prescribed from time to time by The Football Association,

award marks to the Referee for each match and the name of the Referee and the marks awarded shall be submitted to the Competition on the prescribed Form provided. Clubs failing to comply with this Rule shall be liable to be fined or dealt with as the Management Committee shall determine. Any Club giving a mark of 50 or less will submit a separate report which must be forwarded to the League Secretary failing which a fine of £5 will be imposed.

(I) The Competition shall keep a record of the markings and, on the Form provided by the

prescribed date each season, shall submit a summary to The Football Association/County Association.

(J) The Referee shall submit a report Form, supplied by the Competition, giving the result of

the match, the number of players in each team and the time of kick-off to the (Registration) Secretary within two days of the match.

(K) Referees and Assistant Referees shall be supplied, each Season, with a copy of the

Competition Rules free of charge. (L) Referees and Assistant Referees shall have undertaken a Respect briefing offered by the

FA/County FA or the League.

CONTINUATION OF MEMBERSHIP OR WITHDRAWAL OF A CLUB 14. (A) After 31

st December in the current Season a Club intending, or having a provisional

intention, to withdraw a team from the Competition on completion of its fixtures and fulfilment of all other obligations to the Competition must notify the Secretary in writing by 31

st March

each Season or be liable to a fine not exceeding £10 All Clubs wishing to remain in membership of the Competition for the following Season must

confirm their intention to do so, in writing, to the Secretary by 1st May

(B) A club shall not be allowed to withdraw any or all of its teams from the Competition after

the Annual General Meeting/arrangement of fixtures for the following season. Any Club infringing shall be liable to a fine not exceeding £100 per Team and shall also be liable for its share of any call which may be made under Rule 5(B)

(C) The Membership for the coming season having been decided at the Annual General

Meeting held not later than 1st August the Competition shall have the right, irrespective of

other provisions in this Rule, to refuse to permit a Club to withdraw its team(s) in order to join another Competition and may hold the Club to its engagements

(D) In the event of a Member Club which is an un-incorporated association withdrawing and/or

disbanding it shall be immediately liable to discharge all its financial and other obligations to the Competition.

In the event that any such obligation remains undischarged after a period of twenty-one (21)

days then such obligation shall be met by the then current Club Members, excluding those under the statutory school leaving age. Until a Member’s pro rata obligation is discharged in full the Member shall not be allowed to participate in the Competition, which may apply to the Club’s Parent County Association for a suspension order.

If the debt remains unpaid after eighty-four (84) days the Competition may apply to the

Club’s parent County Association for the debt to be recovered in accordance with the FA Football Debt Recovery System. Once the matter has been passed to the Club’s parent County Association the debt can only be cleared by payment to that County Association.

PROTESTS AND COMPLAINTS 15. (A)(i) All questions of eligibility, qualifications of players or interpretations of the Rules shall be

referred to the Management Committee. (ii) Objections relevant to the dimensions of the pitch, goals, flag posts or other facilities of the

venue will not be entertained by the Management Committee unless a protest is lodged with the Referee before the commencement of the match. Any Club lodging such protest and not proceeding with it shall be deemed guilty of a breach of this Rule and shall be dealt with by the Management Committee.

(B) Except in cases where the Management Committee decide that there are special

circumstances, protests and complaints (which must contain full particulars of the grounds upon which they are founded) must be lodged in duplicate with the Secretary within 5 days (excluding Sundays) of the match or occurrence to which they refer. A protest or complaint shall not be withdrawn except by permission of the Management Committee. A Member of the Management Committee who is a member of any Club involved shall not be present (except as a witness or representative of his Club) when such protest or complaint is being determined.

(C) Any dispute occurring between Clubs in the Competition shall be referred for

determination by the Management Committee whose decision shall be binding upon all parties subject to Rule 16.

(D) No protest of whatever kind shall be considered by the Management Committee unless

the complaining Club shall have deposited with the Secretary a sum of £10. This may be forfeited in whole or in part in the event of the complaining or protesting Club losing its case. The Competition shall have power to order the defaulting Club or the Club making a losing or frivolous protest or complaint to pay the expenses of the enquiry or to order that the costs to be shared by the parties.

(E) All parties to a protest or complaint must receive a copy of the submission and must be

afforded an opportunity to make a statement at least 7 days prior to the protest or complaint being heard.

(i) All parties must have received 7 days’ notice of the Hearing should they be instructed to attend.

(ii) Should a Club elect to state its case in person then they should forward a deposit of £10 and indicate such when forwarding the written response.

BOARD OF APPEAL 16. Within 14 days of the posting of written notification of any decision of the Management

Committee or the Competition, a Club, Official or Player against whom action is taken may appeal against such decision by lodging particulars in duplicate with the Secretary of the Lincolnshire Football Association, including a fee of £35, for adjudication of a Board of Appeal. The grounds of appeal shall be in accordance with FA Rules. The Board of Appeal may order the appeal fee to be forfeited and shall decide by whom the costs of the appeal shall be borne. The decision of the Board of Appeal is final and binding on all parties concerned.

No appeal can be lodged against a decision taken at an Annual or Special General Meeting

unless this is on the ground of unconstitutional conduct. EXCLUSION OF CLUBS OR TEAMS MISCONDUCT, CLUBS, OFFICIALS, PLAYERS 17. (A) At the Annual General Meeting, or Special General Meeting called for the purpose, Notice

of Motion having been duly circulated on the Agenda, the accredited delegates present shall have the power to exclude any Club or Team from further membership which must be supported by (more than) two thirds (2/3) of those present and voting. Voting on this point shall be conducted by ballot.

(B) At the Annual General Meeting, or at a Special General Meeting called for the purpose, in

accordance with the provisions of Rule 19, the accredited delegates present shall have the power to exclude from further participation in the Competition any Club whose conduct has, in their opinion, been undesirable, which must be supported by (more than) two-thirds (2/3rds) of those present and voting. Voting on this point shall be conducted by ballot. A Club whose conduct is the subject of the vote being taken shall be excluded from voting.

(C) Any official or member of a Club proved guilty of either a breach of Rule, other than field

offences, or of inducing or attempting to induce a player or players of another Club in the Competition to join them shall be liable to expulsion or such penalty as a General Meeting or Management Committee may decide, and their Club shall also be liable to expulsion in accordance with the provisions of Clauses (A) and (B) of this Rule.

TROPHY:- LEGAL OWNERS, CONDITIONS OF TAKING OVER, AGREEMENT TO BE SIGNED. AWARDS. 18. (A) If a Competition is discontinued for any reason a Trophy or any other presentation shall be

returned to the Donor if the conditions attached to it so provide or, if not, dealt with as the sanctioning Association may decide.

(B)The following agreement shall be signed on behalf of the winners of the Cup or Trophy:-

“We A_________________and B______________________, the Chairman and

Secretary of ________________________FC, members of and representing the Club, having been declared winners of _____________________Cup or Trophy, and it having been delivered to us by the Competition, do hereby on behalf of the Club jointly and severally agree to return the Cup or Trophy to the Competition Secretary on or before _____________________. If the Cup or Trophy is lost or damaged whilst under our care we agree to refund to the Competition the amount of its current value or the cost of its thorough repair.”

Failure to comply will result in a fine as determined by the Management Committee. (C) At the close of each Competition awards may/shall be made to the winners and

runners-up if the funds of the Competition permit. SPECIAL GENERAL MEETINGS 19. Upon receiving a requisition signed by two-thirds of the Clubs in membership the

Secretary shall call a Special General Meeting. The Management Committee may call a Special General Meeting at any time. At least seven days notice shall be given of either meeting under this Rule, together

with an agenda of the business to be transacted at such meeting. Each Member Club shall be empowered to send two delegates to all Special General Meetings. Each Club shall be entitled to one vote only, as will members of the Management Committee. Any continuing Member Club failing to be represented at a Special General Meeting without satisfactory reason being given shall/may be fined £5 Officers and Management Committee members shall be entitled to attend and vote at all Special General Meetings.

ALTERATION TO RULES 20. Alterations for which consent has been given by the sanctioning Association shall be

made to these Rules only at the Annual General Meeting or at a Special General Meeting specially convened for the purpose called in accordance with Rule 19. Any alteration made during the playing season to the Rule relating to the qualification of players shall not take effect until the following season.

Notice of proposed alterations to be considered at the Annual General Meeting shall

be submitted to the Secretary by 1st April in each year. The proposals, together with any proposals by the Management Committee, shall be circulated to the Clubs by 1st May and any amendments thereto shall be submitted to the Secretary by 7th May. The proposals and proposed amendments thereto shall be circulated to Clubs with the notice of the Annual General Meeting. A proposal to change a Rule shall be carried if a majority of those present and entitled to vote are in favour.

A copy of the proposed alterations to Rules to be considered at the Annual General

Meeting or Special General Meeting shall be submitted to the sanctioning Football Association 14 days prior to the date of the meeting.

FINANCE 21. (A) The Management Committee shall determine with which bank or other financial institution the funds of the Competition will be lodged. (B) All expenditure in excess of £250 shall be approved by the Management Committee.

Cheques shall be signed by at least two Officers nominated by the Management Committee. (C) The financial year of the Competition will end on 30

th April.

(D) The books, or a certified balance sheet, of a Competition shall be prepared and shall be

audited annually by some suitable person(s) who shall be appointed at the Annual General Meeting.

INSURANCE 22. All Clubs must have public liability insurance cover of at least 10 million pounds

(£10,000,000). All Clubs shall be members of a players’ personal accident scheme. The policy cover

shall be at least equal to the minimum recommended cover determined from time to time by the sanctioning Association.

In instances where the Football Association is the sanctioning Association, the minimum recommended cover will be the cover required by the Affiliated Association to which a Club affiliates.

DISSOLUTION 23 (A) Dissolution of the Competition shall be by resolution approved at a Special General

Meeting by a majority of three quarters (3/4) of the members present and shall take effect from the date of the relevant Special General Meeting.

(B) In the event of the dissolution of the Competition, the members of the Management Committee are responsible for the winding up of the assets and liabilities of the competition.

(C) The Management Committee shall deal with any surplus assets as follows: (1) Any surplus assets, save for a Trophy or any other Presentation, remaining after

the discharge of the debts and liabilities of the Competition shall be transferred only to another Competition or Affiliated Association or the Football Association Benevolent Fund or to such other charitable or Benevolent object in the locality of the Competition as determined by resolution at or before the time of winding up, and approved in writing by the sanctioning Association.

(11) If a Competition is discontinued for any reason a Trophy or any other Presentation

shall be returned to the donor if the conditions attached to it so provide or, if not, dealt with as the sanctioning Association may decided

APPENDIX 24 Clubs who incur ten or more fines within the League in any one season shall be fined

£25 25 The League disclaims any responsibility for any loss, damage, or injury incurred

during the competition. 26 All payments to be made to the League to be made by cheque or postal order and

should be made payable to the “Grimsby, Cleethorpes & District Sunday Football League”. Any cheque returned unpaid by the Banks, the defaulting Clubs shall be liable to the charges incurred.

27 All teams in membership of this League shall be members of the Grimsby

Cleethorpes & District Sunday Football League Benevolent Fund. 28 Artificial grass pitches may be used in competitions provided the pitch is listed on the

Football Association register of artificial grass pitches and with the prior consent of the Lincolnshire Football Association. Consent must be requested at the time of entry into the completion in each season.

29 The League will no longer be collecting ground fees at Bradley. Home teams using

this facility will pay the ground fee together with the £5 key deposit sum prior to going to the changing rooms.

All other public grounds, clubs will be invoiced by the League Treasurer.

The Grimsby, Cleethorpes & District Sunday Football League Benevolent Fund Trustees: S. Leggett, R. D. Teanby, A. Parrott, I J. Harrison, D.S.Duffield, D.Winslow,L.Davidson,S.Hunter and Rachel McWilliam. The Benevolent Fund will cover the period from each 1st July to the end of each current season as laid down by the Football Association. RULES The object of the Fund is to provide benefits for players, Club Referees and Assistants in case of accidental bodily injury during the progress of a League or Cup match in this League. 1. All registered players, Club Referees and Assistants of affiliated Clubs are eligible for membership. 2. Players, Club Referees and Assistants will be entitled to benefits only when partaking in matches under the jurisdiction of, or sanctioned by, the Grimsby Cleethorpes and District Sunday Football League. 3. The benefits payable will be £40 per week for a period not exceeding 26 weeks, but subject to the exclusion of the first 7 days. 4. The contributions to the Fund will be £70 per Team per season payable at the time of submitting the application form and entry fees due to the League for the forthcoming season on or prior to the first of May in each year. No team will be considered for membership if the £70 is not paid by the due date.

5. (a) All requests on the Fund must be made on the form provided which must be signed by the claimant and the Secretary of the Club to which the player/Club Referee or Assistant belongs. (b)All requests must be received by the Fund Secretary within seven days following the injury and must be accompanied by a stamped addressed envelope

6. After the first seven days, medical certificates of continued incapacity to work must be sent to the Fund Secretary and a stamped addressed envelope must be enclosed. 7. The Trustees of the Grimsby, Cleethorpes and District Sunday Football League Benevolent Fund retain the right to demand further medical evidence at any stage during the period of incapacity. 8. When the final payment has been made, no further requests arising from the same injury will be considered. 9. The Funds are vested in and controlled by the Grimsby, Cleethorpes and District Sunday Football League Benevolent Fund Trustees, and all matters not provided for in the above rules are at their absolute discretion. EXCLUSIONS (1) The Benevolent Fund will not cover injuries sustained in practice matches and friendly games, small-sided games, training, nor travelling to and from games. (ii) Any entitlement to benefit shall cease when the claimant resumes playing football.

SENIOR CHALLENGE CUP RULES

Name of Competition

1 This Competition shall be called the Grimsby, Cleethorpes & District Sunday Football League Senior Challenge Cup Competition and shall be conducted on the knock-out system. All matches shall be played and carried out in accordance with the Rules, Regulations and Bye-laws of the Football Association and the Laws of the Game.

Entry Limited to League Clubs

2 (a) The Trophy shall be open for annual Competition amongst affiliated Clubs that are Members of the Competition stated in Rule 1 as the Management Committee may from time to time decide.Clubs competing in the Premier Division plus Divisions 1-3 of the Grimsby, Cleethorpes & District Sunday Football League shall take part in the Senior Challenge Cup.

No Club shall enter more than one Team in the above competition.

All Clubs must enter their strongest available team in this competition.

st(b) The Entry Fee shall be £8 per Club payable on or before 1 May in each year.

Annual General Meeting

3 (a) The Annual General Meeting shall be held at the same time and place as the Grimsby, Cleethorpes & District Sunday Football League Competition Annual General Meeting(b) The Officers of the Competition shall be the same as those elected at the Annual General Meeting of the Grimsby Cleethorpes & District Sunday Football League Competition.

(c) Any suggested alterations to these rules may be made but they must have been submitted in stwriting to the Competition Secretary before 1 April in each year and signed by the Chairman and

Secretary of the Club proposing such alterations.

(d) Any alterations or additions decided upon shall not become operative until the approval of the Lincolnshire Football Association shall have been obtained.

Control of Competitions

4 The entire control of the Competition shall be in the hands of the Management Committee of the Grimsby, Cleethorpes & District Sunday Football League Competition.

Gate Receipts and Proceeds of Competition

Final Arrangements

6 (a) The arrangement of the Final shall be left entirely in the hands of the Management Committee who shall appoint dates, Officials, grounds, take all receipts and pay any expenses not to exceed a sum considered reasonable by the Committee.

All Clubs in the Competition shall be liable to make their ground available to the Competition for the purpose of the playing of the Semi-Finals/Final ties.

Referees and Assistant Referees shall receive trophies/mementoes in lieu of a fee plus travelling

Referees and Assistant Referees shall receive trophies/mementoes in lieu of a fee plus travelling expenses for the Final.

(b) The net proceeds of the Final of the Competition each year shall be devoted to the funds of the Competition.

Duration of Game and Club Colours

7 (a) All matches shall have a duration of 90 minutes unless a shorter time (not less than 60 minutes) is mutually agreed by the two captains in consultation with the Referee prior to the commencement of the match, and in any event shall be of equal halves. The half-time interval shall be of 10 minutes duration and this can only be altered with the consent of the Referee.

(b) If in the opinion of the Referee two Clubs have the same or similar colours, the away Team shall change.Goalkeepers must wear colours, which distinguish them from other Players and the Referee.

(c) In all matches Players’ shirts shall be clearly numbered or a fine of £5 will be imposed.

(d) Goal nets must be provided in all games. The home team must provide at least two footballs fit for play and the Referee shall make a report to the Competition if the footballs are unsuitable.

Qualifications of Players and Ineligible Players

8 (a) No Player shall play for more than one competing Club in the same season. Each individual must have been a registered League Competition Player of the Club for which he happens to compete at least 5 clear calendar days previous to the registered date fixed for playing the match, or 5 clear calendar days previous to the date on which the match is played whichever is the earlier. A Player having played for a Club in one match of the Competition for which he was qualified, shall unless in the meantime he has been transferred to another Club, shall be entitled to play in any subsequent match in the same Competition for the same Club in the same season.

In the case of postponed or replayed matches, only those Players shall be allowed to play who were eligible for the first match. A Player who has been suspended may, if otherwise qualified, play in postponed or replayed ties after the term of his suspension has expired. Only Players who were eligible to play in the quarter final shall be allowed to play in the semi final or final tie.

(b) Ineligible Player – any Club playing an ineligible Player shall be struck out of the Competition and fined £20 per ineligible Player.

(c) In the event of any Club playing in any match with less than ten players, they may be fined £5 for each missing player. A minimum of 7 players will constitute a team for a Cup competition Match.

Appointment and Charges of Referees and Late Starts

9 (a) Referees shall be appointed as directed by the Management Committee and in any match prior to the Final each Club shall appoint an efficient Assistant Referee or shall be fined £5 unless the League have already appointed Assistant Referees. In the event of the non-appearance of the appointed Referee the Clubs shall agree upon a Referee if no appointed Assistant Referees are available. The Referee thus appointed shall, for that game, have the full powers, status and authority of a Registered Referee. Referees must make themselves known to the Home Club Official 30 minutes before the start of the game.

(b) Officials appointed under this rule shall be entitled to charge Referee’s /Assistant Referees fee £20/£12, this being inclusive of traveling expenses. All Referee’s and Assistant’s fees shall be sharedequally between the two competing teams.

A Referee/Assistant Referee is entitled to half fee if the match to which they were appointed and attended is not played, but where a match is not played owing to one Club being in default, then that Club shall pay the Official(s) if they attend at the ground, full fee.

(c) Referees/Assistant Referees in this Competition shall wear black uniforms.

(d) Referees must order matches to commence at the appointed time if possible, and must report all late starts to the Competition and should advise the captains of his intentions.

(e) The Management Committee shall fix the time of kick-off for each match. Any Club turning out later than the specified time, failing satisfactory explanation being given, shall be fined according to the severity of the offence. In the event of any late start preventing the completion of any match, the defaulting Club shall be liable to forfeit the match.

Referees must report in writing exact time of kick-off in cases of late starts and also any cases of matches not started or completed, stating the reason for this within three clear days to the Competition Secretary.(f) Any Club giving a mark of 50 or less will submit a separate report to the League Secretary, failing which a fine of £5 will be imposed.

Objections and Protests

(10) Any objections relative to the field of play or appurtenances of the game must be lodged in writing with the Referee before the commencement of a match. All protests or objections must be made in duplicate and confirmed in writing to the Secretary of the Competition within five clear days after the match, accompanied by a protest fee of £10, which shall be forfeited if the protest or objection fails.

Arrangements and Registration of Rounds

11 (a) Dates shall be appointed by the Management Committee for each round at the Annual General Meeting, and immediately furnished to the Secretary of the Lincolnshire Football Association Ltd, and all matches must be decided on or before the dates so chosen, unless the special permission of the Management Committee be obtained for an extension of time. Clubs first drawn in the ballot shall have choice of ground.

Notwithstanding the foregoing home and away provision, the Committee shall have the power to order a match to be played on a neutral ground or on the opponents ground if they are satisfied that such action is warranted by the circumstances.

(b) In the event of a match not being played or abandoned owing to causes over which neither Club has control it shall, subject to Rule 15(b) be replayed in its entirety on a date to be mutually agreed by the two Clubs and approved by the Management Committee, but failing such agreement the Management Committee shall have power to order the match to be played on or before a named date.

Notice of Results

12 The Registrar must receive from each Club within 4 clear days of the match taking place the result of each Competition match in the prescribed manner. This must include the forename(s) and surname in block letter of the Team Players and Substitutes and also the Referee markings. The scoresheet can be obtained off the League website and must be forwarded electronically to the Registrar or delivered within 4 days.

Failure to do so will incur a fine of £5 for each offence and/or the Club being dealt with as the Management Committee decide.The Home Club shall text the result of the match to by 2pm for a 10am or 10:45am kick off, 6pm for an afternoon kick off and evening matches by 10pm or be fined £5.

Clubs not allowed to withdraw in Semi-Finals or Final

13 Any Club reaching the semi-final or final stage of the Competition shall not be allowed to withdraw or postpone such match, but must play its best available Team. In the event of any Club failing to keep its engagement without making application for postponement or giving a satisfactory explanation to the Management Committee, the match shall go against it by default, and a fine shall be imposed at the discretion of the Management Committee.

In the event of a drawn game no Club shall be allowed to withdraw except by permission of the Management Committee. Any Club not complying with this rule shall be considered to be guilty of gross misconduct, and in addition to being dealt with by the Management Committee shall be compelled to pay the expenses of their opponents.Note Any Club failing for any reason to play on the date fixed by the Competition for either the Semi-Final or the Final must be struck out of the Competition.

Procedure for Drawn Games

14 In the event of a draw at full time in all rounds up to the semi final and final, the game will be decided by the taking of kicks from the penalty mark in accordance with the instructions in the Football Association Handbook. In the event of a draw in the semi final and final. extra time of 10 minutes each way shall be played and if there is still no result, then a penalty shoot out will take place as per instructions in the Football Association Handbook.

Powers of the Management Committee

15 (a) The Management Committee shall have power for breach of Rules or other misconduct to inflict fines upon Clubs, to suspend or expel any Player or Club from taking part in the Competition, and to order matches to be replayed on such terms as they decide.

The Management Committee shall be at full liberty from time to time to appoint and to delegate any of their powers to a Sub – Committee and shall have power to appoint Commissions to inquire into any complaints, claims, appeals protest, or any other matters within the jurisdiction of the Competition and the expenses of such Commission shall be borne by the party to whom the Commission shall deem to have been at fault. Subject to confirmation by the Management Committee, the decisions of the Sub – Committee, or Commission shall be considered final, subject to Rule 20.(b) The Management Committee shall review all abandoned matches and in cases where it is to the advantage of the Competition and does no injustice to any of the Clubs, shall be empowered to order the score to stand at the time of the abandonment to be recorded as the result. In all cases where the Management Committee is satisfied that a game has been abandoned owing to the conduct of one Club or its Club Member or Members, they shall be empowered to award the tie to its opponent and/or take what other action they deem necessary. In cases where a game is abandoned owing to the conduct of both Clubs or their Club Members, the Management Committee shall take such action as they consider appropriate. Such action is subject to any disciplinary action taken by the Lincolnshire Football Association Ltd or the appropriate County Football Association.

Trophy: Legal Owners Condition of Taking Over Agreement to be Assigned.

16 (a) A Competition Cup or Trophy shall be vested in the Association sanctioning the Competition as Trustees. If a Competition be discontinued for any cause, the Cup or Trophy shall be returned to the Donor, if the conditions attached to is so provides or otherwise dealt with as the Association may decide.

(b) The following agreement shall be signed on behalf of the winners of the Cup or Trophy:

We, A______________________________and B_______________________________The Chairman and Secretary of the _________________FC members of and representing the club having been declared the winner of the Senior Challenge Cup, and it having been delivered to us by the Competition, do hereby on behalf of the Club jointly and severally agree to return the Cup to the

stSecretary of the Grimsby, Cleethorpes & District Sunday Football League on or before 1 Marchin each year, or when called for by the Management Committee, and for its keeping in the meanwhile. Such Cup must be returned in the condition it was presented to the Club or a fine of £10 will be imposed. If the Cup or Trophy is lost or damaged while under our care we agree to refund to the Competition the amount of its current value or cost of its thorough repair.If the Cup or Trophy is not returned by the prescribed date, then a fine of £10 will be imposed.(c) At the close of each Competition awards may be made to the winners/runners up if the funds of the Competition permit. The presentation of any other mementoes or souvenirs is not allowed unless permission has been previously obtained from the Competition.

Precedence of other Competitions

17 The Lincolnshire Football Association Ltd Competitions shall take precedence over any fixtures arranged under the rules of this Competition.

Board of Appeal

18 Within 14 days of the posting of written notification of any decision of the Management Committee of the Competition, a Club, Official or Player against whom action is taken may appeal against such decision by lodging particulars in duplicate with the Secretary of the Lincolnshire Football Association including a fee of £35.00 for adjudication of a Board of Appeal. The grounds of appeal shall be in accordance with FA Rules. The Board of Appeal may order the appeal fee to be forfeited and shall decide by whom the cost of the appeal shall be borne. The decision of the Board of Appeal is final and binding on all parties concerned.

Clubs entering Outside Competitions

19 A Club having been granted permission by the Lincolnshire Football Association Ltd to enter any Competition outside of the County is not allowed to postpone or cancel any match within the jurisdiction of the Lincolnshire Football Association Ltd without their permission.

Rules binding on Clubs

20 Each Club shall be deemed to have given its assent to the foregoing Rules and agreed to abide by the decisions of the Management Committee subject to Rule 18.Each Club in the Competition must be supplied with two complete copies of the Competition Rules at cost.Substitutes

21 A Club may at its discretion and in accordance with the Laws of the Game use three Substitute Players in any match in this Competition who may be selected from 5 Players.The Referee shall be informed of the names of the Substitutes at least five minutes before the start of the game.A Player who has been selected, appointed or named as a Substitute before the start of the match but does not actually play in the game shall NOT be considered to have been a Player in that game within the meaning of Rule 8 of this Competition.

Fines

22 All fines and charges shall be paid within 14 days of date of posting of the written notification, Clubs, Club Officials or individuals committing a breach of this rule will incur penalties as the Management Committee may impose. Fines not paid within fourteen days will be doubled.

23 The League disclaim any responsibility for any loss, damage, or injury incurred during the competition.

25 Late starts. The Management Committee shall fix a time of kick off for each match. Any Club turning out later than the specified time, failing satisfactory explanation being given, shall be fined according to the severity of the offence. In the event of any late start preventing the completion of any match, the defaulting Club shall be liable to forfeit the match. Referees must report, in writing, the exact time of kick off in cases of late starts and also any cases of matches not started or completed, stating the reason for this, within six days (Sunday excepted) to the League Secretary.

The Kick off times shall be as follows:

Morning matches 10-45am (up to five matches designated by the Fixture Secretary will kick off at 10am at Bradley)

TAKING OF KICKS FROM THE PENALTY MARK

Consent must be requested at the time of entry into the competition in each season.

Procedure The referee chooses the goal at which the kicks will be taken

The referee tosses a coin and the team whose captain wins the toss decideswhether to take the first or the second kick

The referee keeps a record of the kicks being taken

Subject to the conditions explained below, both teams take five kicks

The kicks are taken alternately by the teams

If, before both teams have taken five kicks, one has scored more goals thanthe other could score, even if it were to complete its five kicks, no morekicks are taken

If, after both teams have taken five kicks, both have scored the samenumber of goals, or have not scored any goals, kicks continue to be takenin the same order until one team has scored a goal more than the otherfrom the same number of kicks

A goalkeeper who is injured while kicks are being taken from the penaltymark and is unable to continue as goalkeeper may be replaced by anamed substitute provided his team has not used the maximum number ofsubstitutes permitted under the competition rules

With the exception of the foregoing case, only players who are on thefield of play at the end of the match, which includes extra time whereappropriate, are eligible to take kicks from the penalty mark

Each kick is taken by a different player and all eligible players must take akick before any player can take a second kick

An eligible player may change places with the goalkeeper at any time whenkicks from the penalty mark are being taken

Only the eligible players and match officials are permitted to remain on thefield of play when kicks from the penalty mark are being taken

All players, except the player taking the kick and the two goalkeepers, mustremain within the centre circle

The goalkeeper who is the team-mate of the kicker must remain on thefield of play, outside the penalty area in which the kicks are being taken, onthe goal line where it meets the penalty area boundary line

the penalty mark, one team has a greater number of players than itsopponents, it must reduce its numbers to equate with that of its opponentsand the team captain must inform the referee of the name and number ofeach player excluded. Any player thus excluded may not participate in kicksfrom the penalty mark

Before the start of kicks from the penalty mark, the referee must ensurethat an equal number of players from each team remains within the centrecircle and they shall take the kicks.

N.B. In the event of light failing before the end of the taking of kicks from the penalty mark, the result shall be decided by the toss of a coin or the drawing of lots.

JUNIOR CHALLENGE CUP RULES

As for the Grimsby, Cleethorpes and District Sunday Football League Senior Challenge Cup with the following exceptions:

1 Name of Competition

This Competition shall be called the Grimsby, Cleethorpes & District Sunday Football League Junior Challenge Cup Competition and shall be conducted on the knock-out system. All matches shall be played and carried out in accordance with the Rules, Regulations and Bye-laws of the Football Association and the Laws of the Game.

2 Entry Limited to League Clubs

(a) The Trophy shall be open for annual Competition amongst affiliated Clubs that are Members of the Competition stated in Rule 1 as the Management Committee may from time to time decide.Teams competing in Divisions 4 and below of the Grimsby, Cleethorpes & District Sunday Football League shall take part in the Junior Challenge Cup.

No Club shall enter more than one Team in the above competition.All Clubs must enter their strongest available team in this competition.

st(b) The Entry Fee shall be £8 per Club payable on or before 1 May in each year.

8. Qualification of Players.

A player having played in the Senior Challenge Cup shall not be allowed to play in the Junior Challenge Cup. A player shall only play for the Team he is registered for.

MEMORIAL CUP RULES

As for the Grimsby, Cleethorpes and District Sunday Football League Senior Challenge Cup with the following exceptions:

1 Name of Competition

This Competition shall be called the Grimsby, Cleethorpes & District Sunday Football League Memorial Cup Competition and shall be conducted on the knock-out system. All matches shall be played and carried out in accordance with the Rules, Regulations and Bye-laws of the Football Association and the Laws of the Game.

2 Entry Limited to League Clubs

(a) The Trophy shall be open for annual Competition amongst affiliated Clubs that are Members of the Competition stated in Rule 1 as the Management Committee may from time to time decide.Teams losing in the preliminary and first rounds of the Grimsby, Cleethorpes & District Sunday Football League Senior and Junior Challenge cup Competitions, and also teams that are not eligible

The entry fee shall be £5 per Team per season.

8 Q u a l i f i c a t i o n o f P l a y e r s

A player shall only play for the Team that he is registered for.

for those competitions shall take part in the Memorial cup competition with the following exceptions in rule 2b.

(b) No Club shall enter more than one team in the above Competition. In the case of those Clubs with more than one eligible team, that Club must select which one of their teams willparticipate in the Competition after the first rounds of the Senior and Junior Challenge CupCompetitions are Completed.

ALL GROUND FEES OTHER THAN BRADLEY MUST BE PAID BY THE THURSDAY EVENING PRIOR TO THE GAME ON THE FOLLOWING SUNDAY.There are THREE options as to how you can pay these ground fees. Dave Winslow will make himself available every Thursday night at Bradley between 6.00pm and 7.30pm to collect ground fees on public pitches for the following Sunday. You can post a cheque to Dave at TAIGH-NAN-OISINN, NORTH END CRESCENT, TETNEY, GRIMSBY. DN36 5LZ. This must be received by the Thursday evening before Sunday’s game. (Payable to GCDSFL) You can transfer the ground fees electronically into the leagues bank account. If you wish to use this option, please contact Dave on 07415605106 or at [email protected] for details. If ground fees are not paid by the Thursday night prior to the game on Sunday, your game will be cancelled, the council will be informed so we don’t have to pay for the pitch, your opponents and the referee will be advised that the game is off.Furthermore the three points will be awarded to your opponents and you could be fined for failing to deal with league business.

The ground fee for North East Lincolnshire Council is £28 per game and the first collection of Ground fees will be on Thursday, 15th August at Bradley. Please remember that Ground fees for cup games are shared (Lincs Sunday Cup is the exception).

NOTES TO AVOID FINES AND DISCIPLINARY ACTION

Agreement needs to be signed to say that you have a Rule Book.

Registration forms to be with the Registrar within 3 days of signing or it becomes void. All players to be registered with League Registrar at least 1 hour prior to commencement of any League game.

Team sheets to be given to the Referee and opposing Club prior to the game.

thNo Transfers after 28 February

Two footballs to be provided by the home club.

Clubs with less than 10 players may be fined £5 for each missing player.

stClubs with more than one team…1 team to take a precedence.

Any team not providing an Assistant Referee will be fined £5.

Benevolent Fund..£70 per team, payable with application and League entry fees prior to 1st May in each year…if you do not pay, you do not play!

Fines for late results, late scoresheets and incorrect scoresheets £10 per offence.

All fines and charges to be paid within 14 days of posting.

Clubs not attending the AGM without giving a satisfactory reason shall be fined £25.

Junior Cup/Memorial Cup…..players can only play for Team registered for.

Only one fixture free date allowed per season to be notified to the Fixture Secretary at the AGM. Games called off during the season will be treated as unplayed fixtures and subject to any claim that may arise.

Teams may not under normal circumstances be allowed to cancel a fixture especially for reasons such as Stag Nights, Christenings, Dutch dashes etc and other unnecessary reasons. The League does recognise that there are some exceptional circumstances where a team may wish to apply for a cancellation. and all such applications should be made in writing or email to both the League Secretary and the Fixtures Secretary.

The application should include: The date of the match concerned. A full list of all the registered players and valid reason why any of the players may not be available. Any additional information you think may be of help. Any application for the cancellation of a match should be made at least 7 days prior to the date of the fixture concerned and the Secretary of the opposing Club contacted. If in doubt please ask. Contact either the League Secretary or any member of the Management Committee, we are all here to help.

Finally, enjoy the football and keep your paperwork and finances in order.

Due to the new suspension system and the fact that LFA now need to be kept informed of fixtures, there will be very little lea way for cancellations.
