    About NSIT

    Netaji Subhas Instute of Technology (NSIT) is commied to excellence in teaching, learn-

    ing, and research, and to developing leaders in varied disciplines who make a dierence

    globally.

    Established in 1983 by the then Delhi Administraon, with the approval of the Ministry of

    Human Resources Development, NSIT has carved a niche for itself, consistently featuring

    in the lists of the ten best Indian engineering colleges in surveys conducted by Dataquest-

    NASSCOM, Outlook and the likes.

    Falling under the purview of the Faculty of Technology, University of Delhi (DU), and NSIT is

    now the only engineering in DU.

    With a sprawling 145-acre campus, NSIT oers six Bachelor of Engineering (B.E.) pro-

    grammes in disciplines as diverse as Electronics and Biotechnology.

    NSIT has an enrolment of over 3,000 degree candidates, including undergraduate and grad-

    uate students, and alumni around the world.

    About NSIT MUN

    More than ever before in human history, we share a common desny. We can master it

    only if we face it together. And that, my friends, is why we have the United Naons.

    Sixty four years since independence, India nds itself with over half of its populaon under

    25 years of age. The energy and vivacity of its youth and the innate potenal for innovaon

    and risk taking is Indias biggest asset. With the right impetus and the right direcon, young

    minds through deliberaon can discover soluons heretofore unimaginable.

    NSIT MUN is an embodiment of this vision.

    This year, NSIT has tasked itself with recreang the spirit of diplomacy that originally de-

    ned the United Naons. Over a course of 2 days, parcipants will discuss and debate theworlds most pressing issues and hypothesise appropriate soluons. As delegates engage in

    discussion and diplomacy on behalf of the countries they represent, their skills in research-

    ing, wring, negoang, and public speaking will be put to the test.

    The inaugural edion of NSIT MUN will be held on the 31st March and 1st April 2012. The

    conference shall bring together nearly 200 parcipants besides a 30 member strong Organ-

    izing Commiee and numerous volunteers to the three excing commiees: the General

    Assembly, the Security Council, and the League of Arab States.

    Besides our widely diverse commiees, we are also pleased to introduce the Press Corps

    consisng of a unies internaonal press organisaon upholding the fourth estate responsi -

    bility with which it is associated, and appropriately insgang debate from within the coun-

    cils.

    While aiming at upholding the spirit of the United Naons, NSIT MUN promises to be an

    experience like never before for parcipang delegates.

    inaugural edion of NSIT MUN. We are proud to present three geographically and topically

    diverse commiees and a seasoned Press Corps upholding the fourth estate responsibility.

    The conference sta has worked relessly over the past several weeks to create a memora-ble conferenceone that stands out substanvely and socially.

    Our moo this yearwhat the mind can conceive and believe, it can achieveexemplies

    this spirit of envisioning and striving for a unied world, a brighter tomorrow. There may be

    points to prove and awards to win, but more importantly, there are soluons to be discov-

    ered and bonds to be forged.

    It is the resolve and passion with which you, the parcipants, shall approach some of the

    most pernent issues facing the internaonal community that shall make NSIT MUN an un-

    paralleled conference experience for each one of us.

    Rules of Procedure

    The goal of any commiee is to write and adopt feasible and comprehensive substanve

    proposals, that is, resoluons and amendments. It is the process of draing these proposals

    that unites speaking, caucusing, and diplomacy all into one expression of the ideas and solu-

    ons by a group of member-states.

    Sponsorship and Signatories

    Each resoluon or amendment has sponsors. They are the creators, writers, and advocates

    of the substanve ideas presented within the document. Each resoluon or amendment

    also needs a certain number of signatories in order to be ocial. The number of signato-

    ries needed varies with the size and type of commiee and the chair will inform you of this

    number at the beginning of the conference. Signatories indicate interest in the resoluon,

    but do not indicate any support or opposion for its substanve ideas. Sponsors may notsign their own resoluons, and signatories cannot be withdrawn aer the resoluon has

    been submied.

    Resolutons

    A resoluon is a wrien proposal that deals with the issues being entertained by the com-

    miee. The commiee votes on resoluons and those that pass are implemented.

    1. Resoluon StructureResoluons are divided into three parts (1) Header, (2) Preambulatory clauses, and (3) Op-

    erave clauses.

    (1) Header

    The header provides the basic informaon mainly for administrave purposes. It lists the

    topic, the commiee and the sponsors at the beginning of the resoluon, usually placed in

    the upper le corner of the document.

    (2) Perambulatory clauses

    These clauses introduce the problem at hand, provide some background informaon, and in

    general indicate the atude of the resoluon. Begin perambulatory clauses with an under-

    lined parciple, such as Reminding, Reiterang or Emphasizing, and end each clause with a

    comma.

    (3) Operave clauses

    The operave clauses are the primal part of the resoluon. They outline the ideas and pro-

    posed acons of the resoluon. They should lay out a specic soluon or set of soluons to

    the problem at hand. Good operave clauses are original, innovave, on policy, and both

    economically and polically feasible. Cost consideraons are also dealt with in the opera-

    ve clauses. Each operave clause should be numbered. Begin each operave clause with

    an underlined acon word, such as Recommends, Encourages, or Establishes, and end each

    clause with a semi-colon. The last operave should end with a period.

    choose when to leave the country, as out-

    Amendments

    Amendments modify resoluons in the hopes of improving or making acceptable certain

    substanve points. Amendments can alter any operave clause, add an operave clause,

    or delete an already exisng operave clause. Any combinaon of those can be used in an

    amendment,

    1. Structure

    Amendments are divided into two parts (1) Header and (2) Operave clauses.

    (1) Header:

    The header contains basic informaon about the amendment, namely, the commiee

    name, which resoluon the proposals is amending, and the sponsors names.

    (2) Operave clauses:

    This is the substanve part of amendment because it explicitly lays out what changes are

    being proposed. There are three ways operave clauses in amendments can start:

    Note: The use of operave clauses in a resoluon must be done with much scruny. With

    the excepon of the Security Council, all other commiees of the United Naons cannot

    make binding resoluons, and thus the use of unusually strong operave clauses such as

    condemns or deplores is usually avoided in these commiees.

    Secton 1: The Commiee

    Descripton

    1.Denion. The Commiee will be dened as the body consisng of all Delegaons pre-

    sent.

    2.Quorum Required. The Commiee will only decide quesons with a quorum present. A

    quorum will be dened as one-third of the Delegaons on the Commiee roll-call sheet.

    3.Dialogue. The Commiee will use two primary modes of dialogue:

    (a) Substanve Proposals: Wrien statements that will be dened as resoluons and

    amendments. Each resoluon and amendment will require a set number of sponsors and

    signatories as decided upon by the Chair.

    (b) Procedural Moons: Usage of powers by the Commiee or a Delegaon.

    4.Security Council Priority. The Commiee will have the ability to discuss, but not to voteupon, substanve maers currently being addressed in the Security Council. The Chair will

    decide whether the topic on the oor is the same as that which is currently being discussed

    by the Security Council if there is any ambiguity.

    Powers

    5. Organisaonal Changes. The Commiee may modify certain organisaonal aspects of

    debate with the following:

    (a) Set the Agenda: The Commiee may switch discussion from the agenda topic currently

    set for debate to another topic on the agenda. This moon is only in order before any sub -

    stanve debate or substanve discussion has begun on the previously set agenda topic.

    (Simple majority required)

    (b) Change Time Alloed for Speeches/Comments: The me alloed for each speech or

    comment may be changed to suit the needs of the Commiee. (Simple majority required)

    8.Interrupt. The Commiee may, if deemed appropriate by the Chair and approved by a

    specied majority of Delegaons, interrupt normal proceedings for any of the following:

    (a) Un-moderated Caucus: An un-chaired poron of commiee for direct interacon among

    Delegaons. A moon for an un-moderated caucus must specify duraon of me and a pur-

    pose. (Simple majority required)

    (c) Moderated Caucus: A chaired poron of commiee interrupng the speakers list and al-

    lowing Delegaons to be called upon for brief statements. A moon for a moderated caucus

    must specify the topic of the moderated caucus, the duraon of me alloed for each state-

    ment and for the enre period. (Simple majority required)

    (e) Suspension: A break in commiee as dictated by the ocial Conference Schedule. (Sim-

    ple majority required)

    (f) Moment of silence: An un-chaired poron of commiee dedicated to prayer or medita-

    on. The Chair will decide if such a moon is appropriate and will allot the proper amount

    of me. A moon for a moment of silence must specify a purpose. (Chair approval required)

    (g) Adjournment: An end to the commiees annual session. (Simple majority required)

    9. Review. The Commiee will have the ability to review the content of a substanve pro-

    posal and its own jurisdicon. If there is a queson regarding the jurisdicon of the Commit-

    tee to discuss a parcular substanve proposal, a Delegaon may ask to have the substan -

    ve proposal tabled. Two speakers for and two against will precede this moon. (Two-thirds

    majority required)

    10.Vong Bloc. The Commiee will use vong bloc as a means to adopt substanve propos-

    als.

    (a) Move into Vong Bloc: Aer sucient substanve discussion on an agenda topic, the

    Commiee may end debate and move into Vong Bloc. Two speakers for and two against

    must precede this moon. (Two-thirds majority required)

    (b) Ordering of Resoluons: Resoluons will be voted upon in the order that the Chair has

    numbered them. However, at the onset of Vong Blocprior to the execuon of any votes

    or moons aecng the substanve content of resoluonsthe Commiee may decide toreorder resoluons. The Chair will entertain all proposals for re-ordering on the oor, if any,

    and then vote on each re-ordering. The rst proposed re-ordering to receive a simple major-

    ity will be adopted.

    (c) Roll Call Vote: To ensure a precise tally of votes, the Commiee may ask that a roll call

    vote be taken. The roll call vote will be taken in the English alphabecal order of the Delega-

    ons. Each Delegaon will reply with yes, no, no with rights, abstenon, or pass.

    Aer the roll call vote is completed, any Delegaon responding with no with rights will be

    given the opportunity to make a statement concerning their decision. (Chair Approval Re-

    quired)

    (d) Adopon/Rejecon of a Substanve Proposal: Any substanve proposal to receive ap-

    proval by a simple majority of present and vong Delegaons will be adopted by the

    Commiee. All substanve proposals receiving approval by less than a simple majority of

    presenng and vong Delegaons will be considered rejected.

    (e) Reconsideraon of a Resoluon: The Commiee may re-vote on the queson of any

    resoluon. Two speakers for and two against must precede this moon. (Two-thirds major-

    ity required)

    Secton 2: The Chair

    Descripton

    1.Denion. The Chair will be dened as the individual enforcing proper conduct and the

    correct use of these rules during commiee. Possession of the gavel will idenfy the Chair

    as such.

    2.Dues. The ocial dues of the Chair will be as follows:

    (a) announcing the opening and closing of each commiee session;

    (b) ensuring that a quorum is present (as required by Sec.1, 2);

    (c) regulang the proper and legimate use of these rules;

    (d) enforcing decorum in commiee;

    (e) regulang the submission and approval of substanve proposals;

    (f) pung quesons and announcing decisions;

    (g) direcng producve discussion by the Commiee;

    3.Vong Restricon. The Chair will not vote upon any quesons posed in commiee.

    4. Precedence. The Chair will entertain moons in the following order of precedence:

    (a) Points of Parliamentary Procedure

    (b) Caucusing

    (c) Suspension

    (d) Move to Vong Bloc

    (e) Adjournment

    (f) All other moons in the order they are proposed.

    Powers

    5.Rulings. The Chair will decide upon the legimacy of moons with the following rulings:

    (a) In order: Usage of power is legimate and the spulaons of said power will be execut -

    ed.

    (b) Out of order: Usage of power is illegimate and the spulaons of said power will not beexecuted or halted in progress. (This ruling cannot be overturned by the Commiee or any

    Delegaon.)

    6. Substuon. In the event that the Chair must leave commiee or otherwise wishes to

    temporarily relinquish control over the commiee proceedings, he/she may pass the pow-

    ers of the Chair over to the Director. The Chair may also hand over the control of the com-

    miee to representaves of the Secretary-General for brief wrien or oral statements.

    Secton 3: The Delegatons

    Descripton

    1. Denion. A Delegaon will be dened as either:

    (a) a member-state.

    (b) an observer-state.

    2. Conduct. A Delegaon will at all mes abide by the spulaons of these rules and the

    decisions of the Chair.

    3. Roll Call. A Delegaon will answer present when called during roll call in order to de-

    note its aendance at each commiee session. Responding with the phrase present and

    vong will denote that a Delegaon will not abstain from any substanve queson. This is

    non-applicable to observer naons.

    4. Vong. A Delegaon will have one vote to cast on each queson regardless of the number

    of representaves it has present. Representaves will under no circumstances cast votes for

    Delegaons other than their own. Delegaons may choose to abstain from vong on sub-

    stanve proposals, but not on procedural moons. Any vote ending with an equal numberof votes armave and votes negave will be considered as a failed proposal or moon.

    5. Observer-States. Delegaons whose status is that of an observer-state will be given the

    full rights of an accredited member state except for:

    (a) the ability to vote on substanve proposals;

    (b) the ability to solely sponsor substanve proposals.

    Powers

    6. Statements. A Delegaon will have the ability to make statements with the following:

    (a) Start/Add to Speakers List: A request to start or be placed on the Commiees speakers

    list. At any me prior to a Delegaons turn to speak, the Delegaon may withdraw their

    name from the Speakers List. Substuons are not allowed. If a Delegaon is not ready to

    speak when their turn is up, that Delegaons statement will be forfeited. Lastly, a Delega -

    on may not request a spot on the Speakers List if they are already on it.

    (b) Comment: A brief statement related to the previous speech. Comments not pertaining

    to the previous speech will be out of order.

    (c) Yield: A poron of speech me given up by a Delegaon. A Delegaon must yield their

    remaining me in one of the four ways menoned:

    (i) Yield to another delegaon. The Delegaon receiving the yield will then have the remain-

    ing alloed me in the speech to make a statement of their own.

    (ii) Yield to Points of Informaon.

    (iii) Yield to Comments: Two comments pertaining to the delegaons speech will be enter-

    tained.

    (iv) Yield to the Chair: The commiee resumes back the normal proceedings.

    (d) Right of Reply: In the event that a Delegaon has its personal and/or naonal dignity

    harmed by a statement, said Delegaon may ask to be given the right to respond to the

    Commiee concerning the aack. (Chair Approval Required)

    7. Substanve Proposals. A Delegaon may submit or support substanve proposals with

    the following:

    (a) Submission of Substanve Proposal: The submission of resoluons and amendments to

    be placed on the oor. Resoluons and amendments must be approved by the Chair before

    they can be ocially numbered, distributed, or debated.

    (b) Sponsorship: A Delegaon sponsoring a resoluon or amendment will be recognized asan upholder and contributor of the substanve ideas presented in the proposal. Aer sub-

    mission and Chair approval of a substanve proposal, sponsors may only be added if all of

    the current sponsors agree to the addion.

    (c) Signatory: A Delegaon who is a signatory of a resoluon or amendment does not neces-

    sarily support the substanve ideas in the proposal, but merely requests that the proposal

    be discussed on the oor. A Delegaon cannot be both a signatory and a sponsor of a sub -

    stanve proposal.

    (d) Withdrawal: At any me a Delegaon may withdraw their sponsorship from a substan-

    ve proposal provided that that substanve proposal has not been amended. If all of the

    sponsors of a substanve proposal withdrawal then the substanve proposal is considered

    open. If no Delegaon moons to give sponsorship to an open substanve proposal, it

    shall immediately be tabled.

    8. Points of Parliamentary Procedure. A Delegaon will be endowed with the right to exer-

    cise the following points of parliamentary procedure:

    (a) Point of Order: If the Commiee is proceeding in a manner that is contrary to these

    rules, a Delegaon may bring the concern to the aenon of the Chair, who will then judge

    the validity of the claim and reconcile the issue.

    (b) Point of Inquiry: If there is a queson regarding the rules and/or commiee proceedings,

    a Delegaon may ask for claricaon from the Chair, who will be obligated to reply to the

    inquiry.

    (c) Point of Personal Privilege: If there arises a concern regarding the personal comfort of

    the Commiee or a Delegaon, a request may be made to the Chair who will then reconcile

    the issue.

    (d) Point of Informaon: A queson directed to another delegaon. Points of Informaon

    may only be raised if a delegaon yields their me to Points of Informaon at the end of

    their speech during the speakers list.
