As of December 2006, 616 journalists are accredited in China, representing 320 media organizations in 49 countries.

In order to better facilitate the foreign journalists’ work and daily life in China, the International Press Center (IPC), in con-formity to the Regulations on Reporting Activities in China by Foreign Journalists during the Beijing Olympic Games and the Preparatory Period, has revised the 2005 edition of Handbook for Foreign Journalists in China and published this new edition.

The new handbook covers various aspects of foreign journal-ists’ work and life in China, including how to apply for a Press Card, a Bureau License and a Resident Permit, how to conduct reporting activities, and how to rent or buy property. We hope that the handbook will be of great help for foreign journalists in China.

The Ministry of Foreign Affairs of the People’s Republic of China (hereafter referred to as Ministry of Foreign Affairs) is in charge of the affairs concerning foreign journalists and per-manent bureau of foreign media organizations in China. With the authorization of the Ministry of Foreign Affairs, the Foreign Affairs Offices (FAOs) of the Shanghai, Chongqing Municipal Governments, and Guangdong, Liaoning Provincial Govern-ments are respectively responsible for dealing with the affairs related to foreign resident journalists in Shanghai, Chongqing, Guangdong and Liaoning.

A. Setting up a Media organization’sPermanent Bureau and StationingResident Journalists in China

Currently foreign journalists may base themselves in Beijing, Shanghai, Chongqing, Guangzhou and Shenyang in China.

To set up a permanent bureau in China, foreign media or-ganizations shall first submit an application to the Information Department of the Ministry of Foreign Affairs (hereafter referred to as the Information Department), directly or through a Chinese embassy or consulate. The application should be signed by the legal representative of the organization and should include:

1. A profile of the media organization concerned.2. Name of the permanent bureau to be set up, intended

city, business scope, number of the staff as well as personal information of the bureau chief and other staff such as name, gender, age, nationality, capacity and working experience.

3. A copy of the media organization’s registration certificate

issued by its own country.To station a resident journalist in China, foreign media organi-

zations shall first submit a written application to the Information Department, directly or through a Chinese embassy or consul-ate. The application should be signed by relevant management personnel (such as a chairman, president, vice president, editor-in-chief, deputy editor-in-chief, radio/TV station president, deputy radio/TV station president, etc.) in the organization’s head office and should include:

1. A profile of the media organization concerned. 2. The name, age, gender, nationality, capacity, resume, and

intended city of the journalist to be sent. 3. Credentials or documents identifying the journalist as a

professional journalist. Upon approval of the application, the media organization

may send resident journalist to China. If two or more foreign media organizations want to appoint the same journalist as their resident journalist in China, they should go through the above-mentioned application procedures separately and indicate in their respective applications the posts the journalist will concur-rently hold.

Approved resident foreign journalists and their families shall apply for J-1 visas at a Chinese embassy, consulate, or visa-issuing institutions authorized by the Ministry of Foreign Affairs. Other staff of foreign media organizations’ permanent bureaus and their families shall apply for Z visas.

B. Press Card and Bureau License

I Applying for a Press Card

Foreign journalists who have been approved to be based in Beijing should apply for Press Cards at the International Press Center (IPC) of the Ministry of Foreign affairs within seven work-ing days of their arrival in China. Each new journalist should bring his or her passport .They will be asked to fill out two cop-

ies of registration form, provide information such as home and office addresses, contacts, and submit 3 recent passport photos (3.7cm×5cm with a blue background). They will then receive Press Cards (IC card) issued by the Information Department at the IPC in 3 working days.

Foreign journalists to be based in Shanghai, Chongqing, Guangzhou or Shenyang should register at the Shanghai, Chongqing FAOs and Guandong, Liaoning FAOs respectively.

The Press Card is the bearer’s ID card and necessary identi-fication for conducting reporting activities in China. Please carry it with you and keep it properly. Please present it for verification when conducting reporting activities. When interviewing or trav-eling, foreign journalists are kindly requested to carry valid IDs with them, including the Press Card and passport.

Chief journalists of media organizations based in Shanghai, Chongqing, Guangzhou and Shenyang are encouraged to come to Beijing to meet their desk officer of the Information Depart-ment within 60 days of their arrival in China.

II. Applying for a Foreign Media Organization’s Permanent Bureau License

The chief of the new permanent bureau based in Beijing should simultaneously apply for the Foreign Media Organization’s Permanent Bureau License and the Press Card at the Interna-tional Press Center (IPC) of the Ministry of Foreign Affairs within seven working days of his or her arrival in China and should bring with them passport and a letter of appointment signed by relevant legal representative of the media organization’s head-quarters.

The chief of the new permanent bureau to be based in Shanghai, Chongqing, Guangzhou and Shenyang should apply for a Foreign Media Organization’s Permanent Bureau License at local FAOs within seven working days of his or her arrival in China.

C. Resident Permits

I. Getting a Foreigner Resident Permit

Foreign resident journalists and their dependents are re-quired to hold "J-1" visas to enter China. They are required to apply for Resident Permits at Division of Exit and Entry Admin-istration of local Public Security Bureau within 30 days of entry. Normally, the validity period of the Resident Permit is one year but not exceeding that of passport.

Foreign journalists in Beijing applying for Resident Permits are required to present the following documents:

1. Passport with valid visa 2. Residence Registration Certificate in Beijing3. Fill in the Foreigner’s Visa and Resident Permit Applica-

tion Form, with the official seal of your bureau and a recent 2-inch passport photo, full-face, with a light blue background.

4. Present the Press Card issued by the Information Depart-ment, Ministry of Foreign Affairs.

5. Present Health Certification issued by the inspection & quarantine agency (for those over 18 years old and applying for the Resident Permits for the first time).

6. Accompanying dependents are requested to present the Resident Permit or the Press Card of the journalist and official letter from the permanent bureau.

7. Marriage certificate for accompanying spouse.8. Kinship certificate for accompanying parents and children. 9. Those J-2 visa holders are required to present the official

letters of the Information Department of the Ministry of Foreign Affairs or Foreign Affairs Office of Beijing Municipal Govern-ment.

The Resident Permit will be available in 5 working days.

Foreign journalists are requested to go to the local exit and entry divisions to extend the Resident Permit before it expires.

Resident foreign journalists and their relatives, upon their arrival in China, should take physical examinations at local

inspection and quarantine administrations so as to get health certificates. The health certificate is valid for six months from the date of issuing.

III. Making the Official Seal and the Financial Seal for the Bureau

The chief of the permanent bureau in Beijing should go to the Division of Exit and Entry Administration of the Beijing Municipal Public Security Bureau with the Bureau License and an official letter addressed to the Division of Exit and Entry Administration by the Information Department and go through procedures con-cerning the making of the official seal and the financial seal. The names of the bureau on the official and the financial seals must be consistent with the name specified in the Foreign Media or-ganization’s Permanent Bureau License.

Journalists in Shanghai, Chongqing, Guangzhou and Shenyang should complete this process at the exit and entry administrations of local public security bureaus.

In order to go through smoothly the procedures concerning customs, taxes, banking services and vehicles, foreign journal-ists may apply to the National Administration for Code Allocation to Organizations (NACAO) for a National Organization Code (NOC) Certificate by providing the Foreign Media organization’s Permanent Bureau License. (For detailed information of the NOC Certificate, please visit the website of NACAO at http://www.nacao.org.cn)

D. Renewing a Press Card

Resident journalists’ Press Cards are valid for no more than one year. The IPC handles the renewal of Press Cards at the end of each year. Please refer to relevant notifications at the IPC’s website (http://ipc.fmprc.gov.cn) in due time.

Foreign journalists based in Beijing may turn in their Cards to IPC for renewal. Journalists based in Shanghai, Chongqing, Guangzhou and Shenyang shall apply at local FAOs for renewal

within the stipulated time.Resident journalists should submit the following items when

applying for renewal of their Cards:1. An application letter for renewal signed by the chief jour-

nalist of the permanent bureau of the media organization2. A valid Press CardIn case of late application, an explanation for the delay has

to be provided. Any application that is more than 30 days late, without a justifiable reason, will result in revocation of resident journalist status.

E. Reissuing and Nullifyinga Press Card

In case of loss of the Press Card or a Foreign Media organi-zation’s Permanent Bureau License, resident foreign journalists are requested to report immediately in writing to the agency that issued it (journalists in Beijing to IPC, and those in Shanghai, Chongqing, Guangzhou and Shenyang to their local FAOs) explaining the circumstances of the loss and go through the procedures for nullifying the lost pass. The journalist should take out a paid notice in the local newspaper declaring the pass invalid. The original copy of the nullification statement on the newspaper declaring the pass invalid and an application should be submitted for reissuing the Card.

F. Journalists Representing Twoor More Media Organizations andActing Journalists in the Interim

1. Journalists Representing Two or More Me-dia Organizations

If a foreign resident journalist works for more than one media organization, the chief of the media organization’s headquarters should submit a written application to the Information Depart-

ment and register at the IPC or local FAOs.For the contact information of Shanghai, Chongqing FAOs

and Guangdong, Liaoning FAOs, please refer to Page.

2. Acting JournalistsIf a media organization intends to send a temporary journalist

to China to assist with its permanent bureau’s operations, or a resident foreign journalist has to leave China for a period of less than six months and the journalist’s media organization intends to send an acting journalist in the interim, relevant management personnel at the media organization’s headquarters should sub-mit a written application in advance to the Information Depart-ment, or a Chinese embassy or consulate overseas. The appli-cation should include the acting journalist’s name, gender, age, nationality, position and resume, as well as documents identify-ing him/her as a professional journalist. The registration process for an acting journalist is the same as that for an accredited resident journalist. He/she can engage in news reporting activi-ties only after obtaining the Temporary Press Card issued by the Information Department. Once the accredited resident journalist returns to his/her duties, the acting journalist should go through the procedures for nullifying the Temporary Press Card at the is-suing agency. If the acting journalist intends to continue his /her news reporting activities in China, he/she must submit a new application.

The validity period of the Temporary Press Card is not to exceed six months and is subject to the approval of the Infor-mation Department. If it needs to be extended due to special circumstances, a written application is requested to be submit-ted to the Information Department at least ten working days in advance.

G. Replacing the ResidentJournalists in China

When finishing their posting in China, foreign journalists should notify in advance the Information Department or local FAOs, go through departure procedures and nullify the Press Card and make sure that they have paid all taxes, rents and other due expenses.

Once a foreign media organization wishes to replace its resi-dent journalist in China, relevant management personnel at that media organization’s headquarters should apply to the Informa-tion Department for approval in advance.

If a foreign media organization intends to close its bureau in China, it should notify the Information Department 30 working days in advance and return and nullify its Permanent Bureau License.

Part 2 Reporting and Interviewing

Foreign journalists on China assignments should submit applications for visa to Chinese embassies or consulates over-seas, or visa-issuing institutions authorized by the Ministry of Foreign Affairs.

To interview organizations or individuals in China, foreign journalists need only to obtain their prior consent.

A. Interviewing Major Chinese Leaders

The Information Department of the Ministry of Foreign Affairs of the People’s Republic of China and Chinese embassies or consulates overseas are responsible for handling applications from foreign media organizations’ resident and temporary jour-nalists to interview major Chinese leaders.

1. To interview major state leaders, resident foreign journal-ists should submit their interview applications to the Information Department at least three weeks in advance. The application should include the journalist’s name, title, the media organiza-tion he/she represents, the leader he/she intends to interview and an outline of the questions to be raised.

2. Journalists on temporary China assignment who wish to interview a state leader should file application to a Chinese em-bassy or consulate overseas, or to the Information Department of the Ministry of Foreign Affairs.

3. After the spokesperson of the Ministry of Foreign Affairs announces the important international visits by Chinese leaders, the IPC website (http://ipc.fmprc.gov.cn) will publish the contact information of the accompanying officials from the Information Department. Foreign journalists who wish to follow and cover

the visits may inquire and leave their contact information in advance to the relevant officials of the Information Department. During the visits, the Information Department will try to facilitate the journalists’ reporting and brief those in company about the visits according to the specific circumstances.

B. Interviewing Leading Officials ofMinistries and Commissions ofthe State Council

Resident or temporary foreign journalists should submit their applications to interview ministers or other principal officials to the FAOs or Information Departments of the relevant state Council ministries and commissions in advance. The applica-tion should include the journalist’s name, title and the media organization that he/she works for, as well as which minister or department head he/she wishes to interview and an outline of the questions to be raised. Applications for interviewing relevant leading officials of the Ministry of Foreign Affairs should be submitted to the Information Department, while applications to interview departmental-level officials of the Foreign Ministry may be submitted directly to the concerned departments. C. Covering Visits to China by StateLeaders of Journalists’ homeCountries or of the Third Countries

I. Photo Opportunities for Official Talks and Meetings Between Chinese and Visiting Foreign Dignitaries

1. The Third Countries’ Pool could participate in the photo opportunities for the official talks and meetings between Chinese and foreign dignitaries. The POOL, consistding of 6 journalists,

covers the events in East Hall, Xinjiang Hall and Fujian Hall of the Great Hall of the People (GHP). The "tight pool", consisting of 3 journalists, covers the events in Zhongnanhai and Diaoyutai State Guest House. The video footages and photos garnered by the POOL should be shared with other foreign media in Beijing. The position of coordinator of the Third Countries’ Pool should rotate.

2. Registration: The coordinator of the Third Countries’ Pool is in charge of the registration. The name list of journalists and vehicle license plate numbers should be forwarded in written form to the Information Department of the Ministry of Foreign Af-fairs ahead of the visit.

3. Press Credentials: IPC issues to the POOL the Pool Cards and special vehicle passes, which should be distributed by the POOL coordinator.

4. Security Check: Journalists from the POOL should un-dergo security check at the designated venue 45 minutes in advance of each event. For every event, the POOL coordinator should confirm with the official-in-charge of the Information De-partment the venue of security check.

5. Quota in reserve: Besides the fixed number of 6 jour-nalists of the POOL, there are aslo a quota of 4 journalists in reserve and will be arranged by the Information Department ac-cording to circumstances.

II. Covering the Welcoming Ceremony at the Great Hall of the People

1. Registration: (1) If the journalists with the visiting delegation do not exceed

the number of 40, the indoor and outdoor welcoming ceremony will be open to all the cameramen, photographers and print re-porters of the foreign media based in Beijing. The day when the Foreign Ministry spokesperson releases the news about the visit by foreign dignitary to China, a notification will be posted on the International Press Center (IPC) website (http://ipc.fmprc.gov.

cn) for the registration of foreign media to cover the event. Each media should register with the Information Department for 2 TV cameramen or 1 photographer or 1 print reporter at maximum in a written form by fax.

(2) If the journalists with the visiting delegation exceed the number of 40, the number of cameramen and photographers of the foreign media based in Beijing covering the welcoming cer-emony will be limited to 20 (including 6 from the POOL). Each media should register with the Information Department for 2 TV cameramen or 1 photographer or 1 print reporter at maximum in a written form by fax. The first 20 journalists, whom will be informed by the Information Department, are allowed to partici-pate.

(3) The registration lasts till 3 working days before the visit or the date designated. Foreign media could pick up the vehicle passes at IPC 2 days before the visit.

(4) For some special visits, which have much larger number of journalists with the incoming delegation and specific require-ments are raised by the Security Authorities, there could be special arrangement on an ad hoc basis.

2. Press credentials: Journalists covering the welcoming ceremony should present at the security check venue the Pool Cards issued by the Information Department, or the Resident Journalist Cards, the Temporary Journalist Cards issued by IPC. The Chinese assistants working with the foreign media should present the Employees Cards or Passes issued by the Beijing Service Bureau for Diplomatic Missions (DSB).

3. Arrangements in details:(1) Outdoor welcoming ceremonyA. Security checkThe journalists concerned should undergo security check 45

minutes in advance of the event at the North Gate of the GHP, presenting their Press Credentials (If the venue for security check changes, the journalists will be informed beforehand). After security check, the Chinese staff members will, guide

the journalists through the GHP to the designated area on the square outside the East Gate.

Journalists covering the welcoming ceremony only should wait for a while after the ceremony and proceed along the square outside the East Gate to the North Gate and depart.

Journalists from the POOL covering the talks and meetings afterwards shall enter through the East Gate into the Great Hall of the People and wait at the designated area. They should de-part from the North Gate after the covering. (2) Indoor welcoming ceremony

A. Security checkThe journalists concerned should undergo security check 45

minutes in advance of the event at the North Gate of the GHP, presenting their Press Credentials. (If the venue for security check changes, the journalists will be informed beforehand). The Chinese staff members will guide the journalists to the des-ignated area.

Journalists covering the welcoming ceremony only should wait for a while and depart from the North Gate of the GHP.

Journalists from the POOL covering the talks and meetings will be guided by the Chinese staff members to the designated area and wait. They should depart from the North Gate after the covering.

III. Covering the Chinese and Visiting For-eign Dignitaries Meeting With the Media

1. Number of journalists: If the meeting is held in the Hebei Hall of the Great Hall of the People, 15 foreign journalists based in Beijing (including 6 from POOL) may participate. If the event is held in the West Hall of the Great Hall of the People, 50 for-eign journalists based in Beijing (including 6 from POOL) may participate.

2. Registration: The day when the Foreign Ministry spokes-person releases the news about the visit by foreign dignitary to China, a notification will be posted on the IPC website for the

registration of foreign media to cover the event. Each media should register with the Information Department for 2 TV cam-eramen or 1 photographer or 1 print reporter at maximum in a written form by fax. The first 15 journalists (including 6 from POOL) or the first 50 journalists (including 6 from POOL) ac-cording to the order of registration, whom will be informed by the Information Department, are allowed to participate. The reg-istration lasts 3 working days before the visit or the designated date. Foreign media could pick up the Pool Cards and vehicle passes 2 days before the visit at IPC.

3. Press credentials: Journalists covering the Chinese and foreign dignitaries meeting with the media should present at the security check venue the Pool Cards issued by the Information Department, or the Resident Journalist Cards, the Temporary Journalist Cards issued by IPC. The Chinese assistants working with the foreign media should present the Employees Cards or Passes issued by the Beijing Service Bureau for Diplomatic Mis-sions (DSB).

4. Security check: Journalists concerned should undergo security check 45 minutes in advance of the event at the North Gate of the GHP (If the venue for security check changes, the journalists will be informed beforehand). 5. If the Chinese and foreign dignitaries do not meet the media either in the Hebei Hall or in the West Hall of the GHP, journalists will be informed by the Information Department of the detailed arrangements beforehand.

IV. Covering the Arrival of the Special Plane of Visiting Foreign Dignitaries

1. Opening range: It is open to all the cameramen and pho-tographers of the foreign media based in Beijing to cover the arrival of the special plane of foreign leaders and the greeting ceremony of the Chinese guards of honor.

2. Registration: The day when the Foreign Ministry spokes-person releases the news about the visit by foreign dignitary to China, a notification will be posted on the IPC website for the registration of foreign media to cover the event. Each media should register with the Information Department for 2 TV crew or 1 photographer or 1 print reporter at maximum in a written form by fax. The registration lasts till 3 working days before the visit or the designated date.

3. Security check: The journalists covering the event should undergo security check 45 minutes in advance of the event at the designated venue, presenting the Pool Cards issued by the Information Department, or the Resident Journalist Cards, the Temporary Journalist Cards issued by IPC. The Chinese assistants working with the foreign media should present the Employees Cards or Passes issued by the DSB. After security check, the Chinese staff members will guide the journalists to the designated area to cover the event.

V. On-the-spot Management

To ensure the order of the function areas, the journalists should follow the instructions of the Chinese working staff.

VI. Service

In the GHP, the Chinese host will set up a rest area for the journalists (usually the passage between the west side of the Hebei Hall and the east side of the staircases) equipped with water dispenser, cups and chairs.

D. Interviewing Spokespersons ofMinistries and Commissions ofthe State Council

I. The Foreign Ministry Spokesperson’s Of-fice and its Operation

The Foreign Ministry holds regular press conferences every

Tuesday and Thursday afternoon at 2:45 p.m. in the Press Room of MFA. At these regular conferences, the Foreign Minis-try Spokesperson is authorized to announce to the media news about international visits by Chinese state leaders and visits to China by high-level foreign officials, elaborate Chinese govern-ment’s positions and opinions on major foreign policy issues and answer questions raised by journalists concerning China’s foreign policy. Beijing-based foreign journalists must present their press cards to be admitted to the press conferences.

II. Spokespersons’ Offices in Other Govern-ment Departments

1. Foreign journalists who have questions on China’s do-mestic matters should call the State Council Information Office’s hotline at 6559- 2311.

2. State Council ministries and commissions and their sub-sidiaries all have spokespersons that are responsible for releas-ing news about their respective departments. When necessary, foreign journalists may direct their questions to these spokes-persons. (For more information, see Page.)

E. Conducting Reporting Activitiesin China

Provincial, autonomous region and municipal FAOs shall fa-cilitate and support foreign journalists making interviews in their jurisdictions.

1. Foreign journalists, who wish to interview the leaders of China’s provinces, centrally administered municipalities and au-tonomous regions, please submit in advance specific requests

for approval by the local FAOs, which will make arrangements for foreign journalists’ interviews.

2. Foreign journalists, who wish to travel to and do reporting in areas administrated under special rules, are required to ap-ply to the relevant local FAOs and specify their reporting plans. They may proceed with interviewing and reporting only after they have obtained approval from the local FAOs and travel documents from the local PSB.

F. Bringing in or InstallingCommunication Equipment

For reporting needs, foreign journalist, on a temporary basis, may bring in , install and use radio communication equipment after completing the required application and approval proce-dures.

Foreign journalists shall abide by the Regulations on the Management of Radio Operation of the People’s Republic of China, the Provisions on the Management of the Import of Radio Transmission Equipment, the Provisions on the Management of the Ground Receiving Facilities of Satellite TV Broadcasting, the Interim Provisions on the Construction of Satellite Communica-tions Network and the Installation and Use of Earth Stations and other applicable laws and regulations for the import, installation and use of radio communication equipment.

Resident foreign journalists are required to file an application to the Ministry of Foreign Affairs and the Ministry of Informa-tion Industry if they need to install radio transmitters or satellite communication equipment, or to use walkie-talkie, similar com-munication equipment, or radio stations (including shortwave, ultra-short wave, satellite communication and other radio com-munication equipment) for their reporting activities.

When doing so, they should abide by "Regulations on City House Renting of PRC" and "Regulations of the Urban Real Estate Transfer of the Beijing Municipality".

Foreign journalists in Beijing are requested to abide by the current regulations on renting and purchasing of residence and offices for foreigners in China. While dealing with renting or purchasing procedures, both sides (lease-holder and tenant, purchaser and seller) should get the approval from the Beijing Foreign-related Construction Project Examination Office before signing the contract.

H. Visits by Relatives

The relatives of China-based foreign journalists need to take the letters of invitation with the signature or seal of the foreign journalists to the Chinese embassies and consulates or other agencies authorized by the Ministry of Foreign Affairs to apply for visas if they wish to visit their families in China or spend their vacations here.

I. Reporting the Loss of Passportor Property

In case of the loss of the passport in China, Foreign journal-ists should report it immediately to the Division of Exit and Entry Administration of the local PSB, specifying the time, place and circumstances of the loss, as well as the lost passport’s number and expiration date. They will receive a Lost Passport Certifi-cate, and should then apply for a new passport at their own embassy in Beijing. Please then take the new passport to the Division of Exit and Entry Administration of the local PSB and go through the procedures to obtain a new visa. Please also apply to change the passport number listed in the Resident Permit.

A. Regulations on Reporting Activitiesin China by Foreign Journalistsduring the Beijing Olympic Gamesand the Preparatory Period

(Decree No. 477 of the State Council)

Article 1: These Regulations are formulated to facilitate reporting activities carried out in accordance with the laws of the People’s Republic of China by foreign journalists in China to advance and promote the Olympic Spirit during the Beijing Olympic Games and the preparatory period.

Article 2: These Regulations apply to reporting activities carried out by foreign journalists covering the Beijing Olympic Games and related matters in China during the Beijing Olympic Games and the preparatory period.

The Beijing Olympic Games mentioned in the Regulations re-fer to the 29th Olympic Games and the 13th Paralympic Games.

Article 3: Foreign journalists who intend to come to China for reporting should apply for visas at Chinese embassies, consul-ates or other visa-issuing institutions authorized by the Ministry of Foreign Affairs of China.

Foreign journalists who hold valid Olympic Identity and Ac-creditation Cards and Paralympic Identity and Accreditation Cards are entitled to multiple entries into the territory of the

People’s Republic of China with visa exemption by presenting Olympic Identity and Accreditation Cards, together with valid passports or other travel documents.

Article 4: Foreign journalists may bring a reasonable quan-tity of reporting equipments into China duty free for their own use. The aforementioned equipments should be shipped out of China’s territory at the end of their reporting activities.

To bring into China reporting equipment duty free for their own use, foreign journalists should apply for the Equipment Confirmation Letter at Chinese embassies or consulates and present the Equipment Confirmation Letter together with a J-2 visa when going through customs inspection. Foreign journal-ists who hold Olympic Identity and Accreditation Cards and Paralympic Identity and Accreditation Cards may present the Equipment Confirmation Letter issued by the Organizing Com-mittee of the 29th Olympic Games when going through customs inspection.

Article 5: For reporting needs, foreign journalists may, on a temporary basis, bring in, install and use radio communication equipment after completing the required application and ap-proval procedures.

Article 6: To interview organizations or individuals in China, foreign journalists need only to obtain their prior consent.

Article 7: Foreign journalists may, through organizations providing services to foreign nationals, hire Chinese citizens to assist them in their reporting activities.

Article 8: The media guide for foreign journalists of the Beijing Olympic Games shall be formulated by the Organizing Commit-tee of the 29th Olympic Games in accordance with these Regu-

lations.

Article 9: These Regulations shall come into force as of 1 January 2007 and expire on 17 October 2008.

(The Regulations Concerning Foreign Journalists and Per-manent Offices of Foreign Media organizations issued in 1990 remain valid after the implementation of the Regulations on Reporting Activities in China by Foreign Journalists during the Beijing Olympic Games and the Preparatory Period. In case of any discrepancies between the two, the Regulations on Report-ing Activities in China by Foreign Journalists during the Beijing Olympic Games and the Preparatory Period shall prevail. With respect to matters not covered in the Regulations on Report-ing Activities in China by Foreign Journalists during the Beijing Olympic Games and the Preparatory Period, the Regulations Concerning Foreign Journalists and Permanent Offices of For-eign Media organizations shall apply.)

B. Regulations Concerning ForeignJournalists and Permanent Officesof Foreign Media Organizations

(Decree No. 47 of the State Council)

Article 1: The present Regulations are formulated for the purpose of promoting international exchanges and the dissemi-nation of information and regulating the activities in China of foreign journalists and permanent offices of foreign media orga-nizations so as to facilitate their journalistic work.

Article 2: The present Regulations shall apply to resident for-eign journalists, foreign reporters for short-term news coverage (both of whom are referred to as foreign journalists) and perma-nent offices of foreign media organizations.

Resident foreign journalists refer to the career journalists dis-patched by foreign media organizations, in accordance with the present Regulations, to be stationed in China for more than six months for news coverage and reporting.

Foreign reporters for short-term news coverage refer to the career journalists who come to China and stay for six months or less for news coverage and reporting in accordance with the present Regulations.

Permanent offices of foreign media organizations refer to branch offices with one or more staff members established in China by foreign media organizations for news coverage and reporting in accordance with the present Regulations.

Articles 3: The Government of the People’s Republic of China shall protect according to law the legitimate rights and interests of foreign journalists and of the permanent offices of foreign media organizations and provide them with facilities for their normal journalistic activities.

Foreign journalists and permanent offices of foreign media organizations must abide by the laws and regulations of the People’s Republic of China.

Article 4: The Ministry of Foreign Affairs of the People’s Re-public of China (hereinafter referred to as the Foreign Ministry) is the competent authority in charge of the foreign journalists and the permanent offices of foreign media organizations in China.

Article 5: Foreign media organizations wishing to send resi-dent journalists to China shall submit their applications to the Information Department of the Foreign Ministry (hereinafter

referred to as the Information Department). Their applications shall be signed by heads of their respective headquarters and shall contain the following elements and papers:

1. Basic facts about the media organization concerned;2. The name, sex, age, nationality, position, curriculum vitae

and the place of intended residence of the journalist to be sent; and

3. The career journalist certificate of the said journalist.

In case of one resident journalist to be sent by two or more foreign media organizations, these agencies shall submit sepa-rate applications according to the provisions of the preceding paragraph and indicate in their respective applications the posts held concurrently by the said journalist.

Article 6: Upon approval of the application, the resident for-eign journalist to be sent shall, within 7 days of his/her arrival in China, register with the Information Department on presentation of an appointment letter signed by head of the headquarters of the said media organization and his/her passport, and obtain his/her Foreign Journalist Card.

Resident foreign journalists to reside in places beyond Bei-jing shall, within 7 days of their arrival in China, go through the procedures as prescribed by the preceding paragraph at the relevant foreign affairs offices of the local people’s governments entrusted by the Information Department (hereinafter referred to as the authorities entrusted by the Information Department).

Article 7: Foreign media organizations shall apply to the In-formation Department in order to set up their permanent offices in China. Their applications shall be signed by their legal repre-sentatives and shall contain the following elements and papers:

1. Basic facts about the media organization concerned;2. The name of the office to be set up in China, the place of

intended residence, business scope, number of staff, and the name, sex, age, nationality, position and c. v. of the head of the office and other members; and

3. A copy of the registration certificate of the said media or-ganization issued by its home country.

Article 8: Upon approval of the application, head of the per-manent office to be set up shall, within 7 days of his/her arrival in China, register with the Information Department on presenta-tion of an appointment letter signed by the legal representa-tive of the foreign media organization concerned and his/her passport and the passports of other members, and obtain the Certificate for Permanent Office of Foreign Media organization in China.

Head of a permanent office of a foreign media organization in a place beyond Beijing shall, within 7 days of his/her arrival in China, go through the procedures as prescribed by the preced-ing paragraph at the authorities entrusted by the Information Department.

Article 9: If a foreign media organization wishes to send an acting journalist in the absence of its resident journalist in China for a period of more than one month and less than six months, head of the agency’s headquarters shall in advance submit to the Information Department or the authorities entrusted by it a written application plus a document containing the name, sex, age, nationality, position, c. v. of the acting journalist and his/her career journalist certificate. The acting journalist may not en-gage in journalistic activities unless he/she obtains approval and the necessary documents.

Article 10: Resident foreign journalists shall apply to the Infor-

mation Department or the authorities entrusted by it for exami-nation and renewal of their Foreign Journalist Cards once every full year. Whoever fails to go through such procedure 30 days after the prescribed time without valid reasons will automatically forfeit his/her status of resident foreign journalist.

A permanent office of a foreign media organization shall submit an application to the Information Department for any replacement of its head, change in the size of its staff and other important changes, and upon approval, go through the neces-sary procedures accordingly.

Article 11: For foreign journalists wishing to come to China to cover a visit by head of state or government or foreign minister of a country, the Ministry of Foreign Affairs of that country shall apply in advance to the Chinese Foreign Ministry for approval on their behalf.

Article 12: Foreign reporters or journalist groups who wish to come to China for news coverage on a short-term basis shall file applications to a Chinese embassy or consulate abroad or to the departments concerned in China. Upon approval, the said reporters or groups shall go through the procedures for visas at a Chinese embassy or consulate abroad or a visa-issuing organ authorized by the Foreign Ministry.

Foreign reporters or journalist groups that are invited by a Chinese organization for short-term news coverage in China shall apply for visas at a Chinese embassy or consulate abroad or a visa-issuing organ authorized by the Foreign Ministry on presentation of an invitation letter or cable.

Article 13: A Chinese host organization shall be responsible for the arrangements of the short-term news coverage activities in China by foreign journalists and render them assistance in

this regard.

Foreign reporters for short-term news coverage shall obtain permission from their host organization for news coverage on extended stay in China with valid reasons and shall go through formalities for extension of their visas in accordance with the relevant regulations.

Article 14: Foreign journalists and permanent offices of for-eign media organizations shall conduct journalistic activities within the scope of business as registered or within the mutually agreed plan for news coverage.

Foreign journalists and permanent offices of foreign media organizations shall observe journalistic ethics and shall not dis-tort facts, fabricate rumors or carry out news coverage by foul means.

Foreign journalists and permanent offices of foreign media organizations shall not engage in activities which are incompat-ible with their status or tasks, or which endanger China’s na-tional security, unity or community and public interests.

Article 15: Foreign journalists shall apply for approval through the Information Department to interview top leaders of China, and shall apply to the relevant foreign affairs departments for approval for news coverage regarding China’s government de-partments or other departments.

Foreign journalists shall obtain in advance permission from the foreign affairs office of the people’s government of a province, autonomous region or municipality directly under the Central Government for news coverage in an open area in China. They shall submit a written application to the Information Department for permission to cover news in a non-open area

in China. Upon approval, they shall go through formalities for travel documents from the relevant public security organ.

Article 16: Resident foreign journalists and permanent offices of foreign media organizations shall rent living and office spaces in accordance with the relevant Chinese regulations.

Resident foreign journalists and permanent offices of foreign media organizations may employ Chinese citizens as staff members or service personnel through local foreign affairs ser-vice departments, and employ citizens of their home country or a third country as staff members or service personnel subject to approval from the Information Department.

Article 17: Foreign journalists and permanent offices of foreign media organizations shall not install transceivers or satellite communications facilities in China. They shall apply to the competent telecommunications department of the Chinese Government for approval to use walkie-talkie or similar facilities.

Foreign reporters for short-term news coverage in China shall apply to the Foreign Ministry for approval to carry with them or install satellite communications facilities for special reasons.

Article 18: Resident foreign journalists shall notify in writing the Information Department of their departure 30 days before they leave their posts and have their Foreign Journalist Cards cancelled in the Information Department or the authorities en-trusted by it before their departure from China. A permanent office of a foreign media organization in China shall notify the Information Department of its closure 30 days beforehand and, after closure, hand in the Certificate for Permanent Office of Foreign Media organization to the Information Department or the authorities entrusted by it for cancellation.

Article 19: In case of violation of the present Regulations by foreign journalists or permanent offices of foreign media organi-zations in China, the Information Department may, on the merits of each case, give them warning, suspend or stop their journal-istic activities in China, or revoke their Foreign Journalist Cards or Certificate for Permanent Office of Foreign Media organiza-tion.

Cases involving violations of the "Law of the People’s Repub-lic of China on Control of the Entry and Exit of Aliens" or other laws and regulations shall be dealt with by the competent Chi-nese authorities according to law.

Article 20: Foreigners and foreign agencies other than the foreign journalists and permanent offices of foreign media or-ganizations as specified in the present Regulations shall not engage in journalistic activities in China. Appropriate penalties shall be meted out to any violators by the Chinese public secu-rity organs in the light of the extent of seriousness of each case.

Article 21: The power to interpret the present Regulations is vested in the Ministry of Foreign Affairs of the People’s Republic of China.

Provinces, autonomous regions and municipalities directly under the Central Government may formulate specific imple-mentation measures in accordance with the present Regula-tions.

Article 22: The present Regulations shall come into force on the day of its promulgation. C. About International PressCenter (IPC)

The International Press Center (IPC), under the jurisdiction of the Information Department of the Ministry of Foreign Affairs, was opened in May, 2000 and aims to serve all resident or temporary foreign journalists and press officers of the foreign diplomatic corps in China.

The IPC has the following main responsibilities:

1. Arrange background briefings in various forms to keep foreign journalists and press officers of the foreign diplomatic corps in China informed of China’s domestic and foreign poli-cies.

2. Arrange visits and interviews for foreign journalists.3. Process registration and cancellation of foreign journal-

ists’ accreditations, handling issuing and renewal of their press cards.

4. Provide printed and audio-visual materials and other infor-mation on China.

5. Facilitate and provide information for resident and tempo-rary foreign journalists’ work and life in China.

D. About the Website of the Ministryof Foreign Affairs of China

The website of the Chinese Foreign Ministry, www.mfa.gov.cn, is the most authoritative diplomatic information website in China. It has versions in Chinese (simplified and traditional), English, French, Russian, Spanish and Arabic. The website,

which includes seven sections, fully introduces China’s foreign policies, positions and offers services to the public from home and abroad.

The Foreign Ministry website releases up-to-the-minute diplo-matic news updates and compiles special topic reports on major diplomatic events. It also exclusively publishes the schedule of major diplomatic events. The website provides detailed back-ground information on Chinese diplomacy and describes the situation in China and other countries around the world. It offers notices on visiting China and traveling abroad. The website also has a wealth of useful information on protocol and press ser-vices for foreign diplomats and journalists working in China.

The website offers e-mail newsletter subscriptions and in-stant commentary features which help journalists to stay abreast of China’s diplomatic activities and new information released on the website. The website has a public mailbox and question-naires to solicit readers’ suggestions and opinions. The site fea-tures a VIP Forum, which will invite Chinese diplomats such as Foreign Ministry Spokespersons, Chinese envoys abroad and other ministry officials to conduct online dialogues with netizens on Chinese diplomacy and international issues.

In addition, more than 156 Chinese diplomatic missions abroad have established their own websites. The website of the Ministry of Foreign Affairs has gradually become a globally integrated, Internet-based information dissemination system, which providing fast and convenient access to relevant informa-tion, that focuses on the Foreign Ministry and also covers all the Chinese diplomatic missions abroad.
